If we're gonna think about Mayor Dinkins place in history, it helps to step back and remember the big picture of the city and the country in those days that in certain ways lead right to where we are Today, Crime was high. But it had been going up for decades. It had gone up and up and up on Mayor Ed Koch is watch for three terms as it had in cities around the country, and yet people didn't hold him personally responsible for it. In the way I believe they held Mayor Dinkins for it. Perhaps because of his race. Dinkins inherited that crime rate and became the first of three mayors to hire William Bratton to be a police leader and crime started to go down on Dinkins Watch. Racial tensions were also high. Of course, Ed Koch Like Giuliani, later and again, this puts salt gets put so much on Dinkins. And some of these stories. Um, but Koch like Giuliani after Dinkins was a very polarizing figure along racial lines, especially in his later years as mayor, he had had a lot of black support. As Mayor Dinkins were called in that clip, but he had lost much of it. And the city in the country were both in a big recession. Mayor Dinkins in that clip refers to expanding the library hours despite the city's budget woes of the time. And that was true nationally to the budget woes. Remember Bill Clinton's 1992 campaign mantra, which exists to this day, people cite him saying, It's the economy stupid. Because it was a very down economy nationally at the end of the 80 started the nineties. And a high crime period nationally, and voters took it out on George H. W. Bush when he became a one term president and got defeated in 92. And on David Dinkins when he got to feed it and became a one term mayor. In 93. Then came the federal crime bill. 94 that we're still debating today as the federal government driver of mass incarceration. Exactly is Giuliani was starting out as mayor centering his get tough on crime policies. And meanwhile, the economic rebound was taking place in both places as well nationally as the cycle kicked back up and in New York, so one way to look at that period is Dinkins and the first President Bush. Got blamed both of them for national trends, even though they were from different parties. Clinton and Giuliani got credit for the rebound, even though they were and of course, more complicated than that, too. But that's one take On David Dinkins mayor lt in context. The subway shooter was on a subway one night these four African American youths utes youth approached him and one of them said hey give me five dollars. That was the extent of it right. Yeah no weapons. There's a lot of different versions of the story came out in court but apparently did not brandish any weapons later on he said like one of them opened their coat and I thought he had a weapon but he very quickly and even described it as a quick draw and he had it all planned out. He said he had a sequence of shots. In his mind ready to go left or right one one shot each and he shot these four kids and it was a very complex case shot him without warning yeah. It was a quick draw but he didn't say like stand back or don't come near. He just quick draw and started shooting. Yep Quick drew. Quick quick drew and shot He said that he was in physical danger. In that one might have had weapon everyone everyone or not everyone else is for the courts to decide but that he was not in immediate physical danger and the and then there's this whole disputed fact fact about whether or not he went up to one of them that was slumped down. Canavan a seat. I walked up to him and said you seem okay. Here's another Bam no oh yeah later on he said No. I probably just thought that I didn't say out loud and then there's a dispute about whether or not that shot even landed and like if he was actually shot a second time so really need to dig into this if we're going to do it for real well yeah but the long and short of it is there was a vigilante shooting on the subway half of New Yorkers were like good for you. Bernie Goetz and half of New York said `no both pull out a gun and start shooting people right and the Guardian Angels said were in the Bernie Goetz camp. That's right so much so that that in nineteen eighty five on the one year anniversary of that shooting they held a ceremony celebrating celebrating Bernie Goetz in the subway where the shooting took place that's right in that station which see she's just don't celebrate people being shot but they really cast their lot behind. Bernie Goetz and it really damaged their credibility as upholders of you know law and order in the minds of a lot of everyday New Yorkers yes another thing the damage the reputation of the Guardia's when Slu I was kind of forced to admit later that you know early on we faked. Some of these things really really talk about damaging your credibility yeah. There was one one of the first promotions that they may have even been the magnificent thirteen was them returning a wallet all it that had three hundred dollars in it till like a parish priest or something like that well and they drummed up they cooked the whole thing up they told the media about it and in in got a lot of press a lot early press and sleep while says he regrets doing it but also have really helped and that either he said it or one of the early founders founders co-founders said have we not done this. The organization probably never would've taken off. Yes some of the other things supposedly faked one of them doused else themselves in gasoline and said that you know a criminal had done this yet because there had been another crime where somebody had doused or set a ticket booth operator parade on fire in their ticket booth at the subway or and so they were basically capitalizing on that like it was going to happen again and they stopped it another one where you see these angels are all bruised up up and bleeding turns out that one of them had fallen down the steps and got bruised the other one picked off a scab and made it bleed again yeah so gross yeah so this did not help their reputation but you know he's acknowledged being a big. Pr Guy Yeah and that's that's the thing if you read those those those replies to that New Yorker Article. He filed a lawsuit and argued the Bank had helped cause the worldwide financial meltdown that essentially rendered Mr. Trump unable to make his debt payments at the time to Bank, call the lawsuit. Quote, classic Trump the Bank eventually settled with Trump saving him from having to pay the forty million dollars. Mr. Trump expressed his gratitude to the lawyer who fought on his behalf by what not fully paying his Bill. I I wonder if that behavior reminds you of twenty seventeen when Trump basically cut the short-term spending deal with Pelosi and Schumer, aka cryan, Chuck Schumer and Mansi Nancy Pelosi. I mean, do Republicans should Republicans be looking at this example, or generally his behavior of no alliances really that you should depend on it anytime as as a cautionary tale. No, I think if they wanted to look at it a cautionary tale that that that ship has sailed I think that they could have attended as a cautionary tale awhile ago. They've known the cautionary tale exists, and yet they have continued to walk out on tree branches for this president only to have him saw off, you know, a little time. Later, for instance, current shutdown. Remember this happened after Mitch McConnell passed a continuing resolution through the Senate because he was told that the president was going to sign it. And then it was, you know, blown up in the house or by the president's allies who got him to abruptly pull out of it. So he has done this over and over again, and you'd constantly here in twenty teen concern, especially from Republicans in the house in marginal districts that the president was going to try to push them to take positions that were very problematic for them. And then he might not be there later, and so one of the things that I think the term is holding the bag only one of the things that people who have done congressional negotiations have said to me over and over again is that the key piece here is consistency. And it's a little less significant business, but consistency in negotiations is always really important because you know, who's sitting on the other side of the table. You know that you can trust what they're saying. You know that the fulcrum is not gonna shift, you know, suddenly, and that's just not the case with him. So. So it's all over the place people in the hill doesn't even know who they're supposed to be negotiating with there's Pence. There's there's Mick Mulvaney. There's Jared Kushner there's the president himself throwing himself in. Sometimes this is this is not how you do it. There is a similarly antagonistic story from the late eighties. When Trump tries to develop Manhattan's west side rail yards, and he gets into a public brawl with then Mayor Ed Koch who he had been asking for a seven hundred million dollar tax break. This is one of those kind of things that nobody ever had to think about before. But now, we're all the scurrying around. You know, I mean if Trump's showed up and said, I wanna speak. What would happen? I posed that question to a number of constitutional lawyers today and historians, and it's pretty clear that the president has the right to show up at the house and walk in like anybody else can walk into the gallery. He could probably even get onto the floor. But you're not allowed to speak and there needs to be a concurrent resolution. That's the term by both the house and the Senate inviting him to speak, and that's the way it's been done all the way up till now the rule and a lot of folks who are, you know, look into these things say that he could not speak to a joint session of congress without that resolution, and that's not happening. According to say, you know, what I feel like we are right now member of Star Trek and William Shatner, how cool that show us show. And then a few years later after the show success he recorded that album where he sang novels like why did you do that teacher yourself? What a book, and I look. At Trump is like he's taking the presidency, and he's he's made a record. And and it's it's a bad record. And everything that everything you thought about the presidency that you used to hold sacrosanct seems a fallen apart. And I'm only half kidding on that it's it's this is another thing that I just never would have thought of. And now he's been looking for alternate places. What is it gonna go to like McDonald's? Well, just unclear I mean, the they were talking about staging one of his typical campaign rallies and doing the speech there. It's also possible that he would do it in the Senate much smaller room, but perhaps Mitch McConnell would play along with that. It's really unclear what's going to happen. But what has what is clear is that Nancy Pelosi decided to play on Donald Trump's turf? In other words, rather than going after him on some kind of a policy issue rather than going into negotiations with him. She decided to do a stunt and say, oh, you can't do the state of the union address assuming that he would come to the table because he. Desperately wants the pomp of a state of the union in prime time. But you know, you don't be Donald Trump by stunting because that's what he's a master of. And so he's got more moves he can pull here. This is very reminiscent of the things that go back decades in his life back to the repair of Wolman ice skating rink in central park, where from a very young Donald Trump faced off against New York. Mayor Ed Koch in touch thought that he could get the upper hand by engaging in a kind of serial stunting with Trump when Trump just wipe the floor with him. Koch didn't have a guy named Bob Muller. And that's still in play here, you know. And so at some point his histrionics are gonna come head to head with the two year investigation into everything from money laundering to obstruction of Justice. Right. So right, but but at the same time, they're eight hundred thousand federal workers were not getting paid. And rather than addressing that or negotiating over that? Well, we have is the spectacle of the speaker and the president squabbling over who gets to decide whether he gives the state of the union address on time seems to me the only way out of this is for Trump to do is national emergency take that money from. Bureau. What is it the pub- public works peer over or land-management? I can't remember. But like there's thirteen billion dollars in there that he can take the money out of there. And of course, it's there. It's army corps of engineers. That's what it is. And that's part of the defense department defense budget, and he can take that money and then he could clear declare victory. I mean, I don't see going any other way to you. Well, that's possible. But the there are those who would fight that because the president really doesn't have the authority to necessarily to just take money from one pot and put it another. That's Congress's job. So. Not not in the executive branch. The defense is there. He can move money around in there. I mean, that's he can declare an emergency. There's like a bunch of national emergencies going on right now. There's one ever since nine eleven, you know, that's true. And that would would certainly have to be litigated. And certainly there are people already lining up to defile those lawsuits, but it would at least in the moment. Get people back to work. Right. And I think I mean, you know, I I had an idea yesterday. I was talking to Christine embassy from the Washington Post. And I said why doesn't I mean, this is I'm talking normal person here. But a normal person might contact the president of Mexico and say, look, let's do something together. Let's talk about border security together. Let's do a whole joint press conference to say we're both going to work together on making both sides of the border safe both fencing patrols, and we're gonna work on here. And it's going to help both countries and Mexico's gonna pay some for we're going to pay for it. It'd be perfect right. He would get you know, he could get you could say I'm going to get funded who get this crisis over and he still gets to save face. And he gets to tell people later after. Afterwards that he ski got talked Mexico and Japan for some of it only Mexico would probably go along with something like this. If in fact it. Ease the rhetoric that Trump has been lobbying across the border for the last two years. It's possible. But. So I guess the the the real question here is is that. I agree with you it as a stunt in the Democrats to stumps as well as he does. But I mean the perception I guess the political perception here that continues to move on it seems it's still going after the base, right? The base cracking a little bit. I mean other than like McConnell. Yeah. Yeah. There's no question that the president's numbers have gone down among non college degreed white voters who had been the core of his base that said, you know, he's down five six points. But the core of the base is still there. And obviously more than a good majority of Americans blame this shut down on the president, which is making a lot of Republicans in congress kinda nervous. So there there are some Republicans who in the Senate who are breaking with the president on this to conceivably could support a resolution to get the government up and running again before determining what happens on the southern border, but do not yet appear to be enough votes to override any presentable veto, and therefore probably tomorrow's votes are gonna leave us exactly where we are today senior editor at the Washington Post. Mark Fisher, the massive one last question about tomorrow's two bills. Are they going to vote like back to back is that how it works is it gonna they both going to get to the floor tomorrow. That's the plan not clear, which would go first, but McConnell has said that he will allow both of those to come to a vote. So that's a big change. The McConnell has backed away from the stance that he had four some days now that he would only allow bills to be voted on. If he knew that the president was going to support them. He knows the president's not going to support the house Bill the Pelosi Bill nonetheless, he's allowing it to vote in the Senate. What about the other? The other Bill is one for would fund the wall. That means he can't they must be four Republicans at least in the Senate that aren't gonna vote for it to get it down to forty nine needs sixty votes. Well, that's for the culture thing. Right. I mean, so they can still I mean, are you telling me that all when they put it on the floor that some Democrats gonna start up and start filibustering? Don't know exactly what the procedure is. But they do need sixty votes. They don't have sixty votes, and they have not declared any nuclear option that would allow them to do it with simple-majority interesting there. So maybe I'm misunderstanding. I I understood it a Bill in order for a Bill to pass a regular Bill. It's fifty one votes. And obviously when you have you need sixty to stop a filibuster, which is closer. So if a if they say they're going to vote it on a vote on it tomorrow. Then that means that the Republicans would be free to vote and there's fifty three of them. Right, while the Democrats could as you say filibuster, or and and I think there are certain variety of appropriations bills that requires sixty votes. I didn't realize that. All right. Well, mark.
