"Welcome to cluster fuck. I am Roger King as promised in the intro, episode, we get right down to business here at CF headquarters, so no rambling anecdotes about what I did on the weekend. Or some crazy thing I saw on the ride to the studio today. We get right to our guests and I'm excited about who we have on the podcast today. He was chief strategist for George W Bush's presidential reelection campaign in two thousand four and he held that same role for governor Arnold Schwarzenegger in California in two thousand and six he is now chief political analyst for ABC news. You can usually see them. Most Sunday mornings as a panelist on ABC this week with George Stephanopoulos. It's my pleasure to welcome Matthew Dowd. Matthew, thanks for coming on the podcast. Great to be here, always a pleasure. So in this podcast, I talk about liberal clustering in two different ways. There's the literal clustering were liberals are living mainly in the big urban centers and not spread out enough around the country to win more elections. But there's also the figurative clustering. We're liberals ended up talking. Most of the time to people who already agree with them. And I argue here, we need to do a better job of trying to persuade voters not already in our camp. And there's some liberals who argue all that's a fool's errand in this era. You know, you're not going to persuade many Republicans, but you Matthew went from reelecting George W Bush working at the highest levels of the Republican party to openly supporting the democratic nominee, Barack Obama in the very next election. I know you're an independent now but can you take us back to that time? And what made you transition from your work in the Republican party to supporting the Democrats at the time. Sure. This the great conversation because I think one of the one of the big problems in America today, which, obviously leads to polarization and lead to division, and all of that is the idea that people have tendency as human tendency to do confirmation bias, which is is listened to what makes us comfortable in our own opinions and biases and ignore, which makes us uncomfortable, which is people that might have a different opinion and it's affecting the left in effect. Right. So it's a it's a major problem, and it's so easy to do because of cable and internet, radio and all of that I spent most of my career, and I started getting, I got interested in politics during Watergate when I was twelve years old, watching the Watergate hearings, and I said to myself, that's what I wanna do. I wanted someone get involved in politics, and ever since then I started volunteering I grew up, Detroit's or volunteering and do lots of things I went to college worked for Dick Gephardt in college and Saint Louis and, and then worked for a series of democratic candidates mainly in Texas at first, Texas. Then back then was a blue state. I worked for Lloyd Bentson who's a democratic Senator from Texas and worked for the ticket the joint ticket that he was on when Dukakis picked them and worked for Lieutenant governor here whose name was Bob Bullock, which in Texas. So a lot of people don't know in Texas, who of governors elected separately, from the governor and is actually the most powerful position. In the state, he runs all the legislation and basically determine what passes in the legislature. And then I got to know Bush, I decided, I got out of politics formed, a couple of companies that I was blessed to have success in, and I got to know Bush, because of my relationship with Tenneco governor who became a friend of mine, and I liked Bush and was out of politics at that point. And he and his campaign, who has he was beginning to think about running for president approached me and asked if I would help him as he was running for president. And I thought, oh, this is good. He's sort of brought divisions together in Texas did a lot of things wouldn't it be great for the country. So I went to work for him. He was the first Republican in my life that I'd ever worked for worked for him for five years. But then had a break at a rather public break with him over a number of things. But may there were two main things. Which ended up on the front page of the New York Times, what, which was is we ran for office, saying that we were going to bring the country together and unify in the country, ended up more divided. So we didn't accomplish what we said, we're into and to the Iraq war, which is everybody knows looking back ended up to be probably a one of the worst decisions in our country's history for a lot of different reasonably lost of men and women, but the cost and within, what how it's affected international community, and in that process broke with him went to work for sports Naggar, sort of, really examined where I where I thought was good for the country happened to have a meeting with Barack Obama at the Driscoll hotel, and Austin, Texas. We had they called up and asked if I could would meet with him as he was thinking about running for president. This was in, I think, Tober of two thousand and six before he had decided, and we had a long conversation he knew. I was a fan of some of the things he had said he gave this great speech on faith in how we need to reexamine faith, and how we talk about it, and how it's discussed in the public in the public community and ended up having a number of conversations with him then voted for him in the aftermath of, of all of that. He he won. I didn't vote for him in two thousand and twelve I actually didn't vote for either major party candidate in two thousand and sixteen. And so that's the, the process of it. There's a lot of parts in, in play on it. But that's the process, I have considered myself an independent ever since the end of his worst Negga race. So the last twelve years or so I've been independent incredibly concerned about what's going on today? In, in what's happening in Washington DC. So and willing as, as you probably know, or anybody that follows me on Twitter or watches me on ABC news. I'm willing to throw to throw a flag. At either side that has stepped out of line is not doing within the best interest of the common. Good. Well, I mean, one of your most consistent messages on, on Twitter and other things you write and say and other platforms is calling out for a return to civility in politics. You know I'm with you hundred percent you know given what I'm trying to do here. It's really tough to persuade people who don't agree with you, but, you know, yelling at them and calling them names. I'm interested in, in this era of Trump. Are you seeing any hopeful signs any reason for optimism? We might get back to a little more civility in American politics. Well, I think I think the vast majority of the country is in that space. I don't think our politics today, reflects where the country is. And there's many different things that are happening. Where what's happening in the conversation? Politics is divorced from what's going on? I live in a community outside of Austin small small rural town outside of Austin, I chose to live here because I like the place and I like the people, and it's, it's Trump voters and Clinton voters and third party voters that you go to church with you go to see in the grocery store. I volunteer for a lot of local activities that people get along. They get along fine. They help each other out, and that's where most of the country is, we just don't have a political system today that allows for those majority of voices in my in my view to be heard on a regular basis. I think I have I'm an optimist. I'm a born optimist. I'm hopeful I believe in this country, I believe in the ideals of our country. I believe in the idea that were, we should be doing things to make them more perfect. Nyan. We don't have a perfect union. And so I believe in all of those things, but I think our leaders are completely out of sync with our most I shouldn't say, all of our leaders are out of sync with where the country is. But I would say that, you know, President Obama President Bush got elected on a platform of sealing the devise bringing the country gather Barack Obama got elected on a vision of getting past red and blue and bringing the country together, and then we had an election at twenty sixteen. That was really not about that. In the end the result has been what we've seen over the course of the last two plus years in this, which is I think incredibly concerning. But I think the twenty eight election we're actually assigned where women, the majority of the country, engages. They say we don't want to go, we don't want to go with this direction, which is why the Democrats, I think one, a historical election with by a larger margin than any. Time in the last hundred years in twenty eight teen and I hope my hope is that candidates will emerge twenty twenty and you're seeing a number of them. Talk this way. Yeah. That, that we need to bring the country. Together, we are we are at we are at as divided as we were in eighteen fifties and early eighteen sixty's. We are at that point. We are divided as we were in the run up to the civil war. Well, I wasn't going to dive into twenty twenty just yet I was going to say that for a few minutes, but I do it does. Make me think I want to bring up one thing, I, I'm seeing some messages of civility from at least some of the candidates, you know, for example, certainly better. We'll Rourke is is making that kind of pitch mayor Pete bit of a sleeper pick candidate if my darkhorse pick. Yeah, I love him. I think he's, he's got a positive message obviously, Joe Biden has made some comments about how we can't ignore the other party, and we need to tone it down. Let me just talk about twenty per second in this sense, putting your strategist hat on would you what would you advise in terms of these candidates when you know Trump is going to try to drag them down into the mud. Would you selectively attack Trump or would you stay above the fray? If you were advising whoever the democratic nominee is going to be. So I this is what if I were as I look at it as a strategist in in, in understanding where the country is. I think you have to do two things simultaneously. I think you have to be really careful about your tone, and how you do it. But I think you have to be able to point out the damage that President Trump is doing and has done to our democratic institutions and what he has caused to unfold in our country today. I think you have to point that out clearly strongly and consistently. And then I think you also have to also make the argument of, of an I think Donald Trump, I you can think of Donald Trump like a forest fire and. And all of forest fires that happen because of climate change. Donald Trump is like a forest fire just putting out the forest fire isn't gonna solve the problem. So you have to both be able to say, yes, we need to put out the forest fire, but let's understand what's the what is the real cause of the things going on. And that's what we have to fix and I think that there's a difference. I'm not one of these ones. I don't I don't like the term centrists. I don't like most of the terms in politics. I don't like the term moderate. I think people like passion, I think you can speak passion with compassion. And I think it Sosa sort of this mealy mouth, oatmeal, sort of way of talking about it like this is what in the you know, there's, there's good. There's, you know, pointing out aspects of all different sides. I don't think people want that they want to clear consistent message of where what's happening today, and then you have to give them a picture of where you wanna go and what you want what you see because I think part of the problem. Day. One of the reasons why we have a hard time. Bridging the divide is, is that there's, there's groups of voters that want, quick, transport transformational, change understandably country's changing. It's getting more diverse more open more progressive all of those sorts of things. And then there's a whole group of odors, who are afraid of that change by telling people to hurry up and come along, and you're stupid to believe that is not going to solve the problem. I think we have to understand why people are afraid and figure out where to connect with a group of those people to help them see where we can go. And I think that's incumbent upon the leaders. And so I I'm not one of these, as I said, I'm not one of these people that believes you shouldn't have passion, you shouldn't take definitive stands. You shouldn't have principled. I'm all for that, which I have my own. But in the end you have to figure out what tone you use. How do you relate to people, and what type away, you wanna communicate with people in a way that's going to bring people together as opposed to push them further apart? Well, and I think that's you know, having mentioned mayor Pete, for example. I see that tone with him. He's not a Paula jetty about his views on, you know, we have to do something about climate change and certain other issues. But he's doing it in a way that is civil and respectful. So you get the idea that he's passionate about it. But, you know, he's not jamming down anyone's throat, either on that note on in terms of issues. Is there an issue or issues that you think Democrats really need to emphasize going forward like in any of their political races? Not just talking about presidential something that will persuade voters not already in the democratic camp and possibly something they aren't currently emphasizing that you as a strategist, with would think actually could work well for them. So here's the mistake, I think the Democrats make a lot. Not always not all the time, but they make a lot and they think that Republicans have always been much better about making campaigns about values and Democrats have always been interested in making them about issues. And I most people vote for president and most people vote for high offices based on values big values. Are you tolerant to you understand where I am in my life? Do you are you a strong and decisive.

But now, Fox News contributor, Donna Brazile, Chris how much we're going to see what Montereau, you know, you know, Robert Muller fairly. Well, the other question is how would he lay out these arguments in a report, I think the way he's conducted himself over the last twenty two months because you really good indication of how he's going to lay it out, which is going to be carefully and like a traditional prosecutor, he's not gonna put Jim Komi here. He's not gonna go out. Thirty hasn't done that press. Now, the report is thing or. Star for sure do either one of those. I've been saying all on this on this show that he's a professional, and he cares about the Justice system in the end prosecution. That's he's gonna bring we'll be ones that he believes he could prove beyond a reasonable doubt. Nothing more. Remember what this special counsel statute is in response to its in response. The Ken Starr report, congress said, they didn't like what started in laying out all that detail gets people that were never going to be charged with a crime, and they made all of this absolutely dependent now upon the discretion of the attorney general the attorney general. Did anything from George, and that's really important and billboard made that clear in his confirmation. That's one of the questions. I wanted to fall with your former prosecutor there are a lot of different reasons oppressed, you may choose not to prosecute. You may not wanna use classified evidence. You might have compelling evidence. But it might not be good enough to prosecute not prosecuting is not the same as exoneration. Well, let me say some George if you're if you're any of the people who were being being rumored to be indicted, you're going to take it as exoneration because you're presumed innocent in this country and absent any charges being brought improving you are innocent crime improper behave. Well, that's a whole different political standard. Now, that's different. But I think that I also think it would be wrong for him to explain as to people who are not being charged. Why you didn't charge them your job? He's part of the Justice department. Remember, he was appointed by the deputy attorney general he works under Justice department rules and those rules except for Jim Komi. A pie this way. If you charge you can say, whatever you're willing to put into an indictment and could have a grand jury sign off on if you don't charge. Keep quiet. You're not supposed to talk about people you're unwilling to charge. And that's to me was was my principle. Objection to Jim comic did Hillary Clinton. He killed Hillary Clinton over the summer of two thousand sixteen without being willing to charge her that's wrong. That's that what the Justice department does. When you consider the fact that there were a number of Trump associates involved in these meetings with Russians. That's that's a fact all of these folks, though, you know, anybody close to Republican politics any operative would tell you that most of these individuals if not all of them, they would never survive in a Christie campaign. They would never have been hired or any other Republican campaign. And this is where I think the challenge. This is a challenge for the president that he has had to deal with the some of this has been brought on by the hiring around that campaign. Now, you can say it was late and he got in. I. Point. But I mean, the president was the one who from the very beginning said, none of this happened. There were no contact with the Russians. I didn't have any business. He's pursuing the Trump Tower with Moscow, but that was a business relationship. Now, you consider all these I call them rate be players all trying to be the man or the woman, and that's the big challenge here. And a lot of times having worked in government having lived through these investigations, which you realize is that the left hand in the right hand. Well, they weren't in a position to even collude. Welcome ABC news political analyst, Matthew Dowd, and GOP strategist Alice Stewart, also commentator with CNN and let me begin with you. Chris coons didn't leave much to the imagination right there. Sure. Sounds between that and would Senator vice president Biden said last night that he's in better award comes in on on Friday, both white men beyond that all kinds of contracts. Yeah. Between the two of them. And I think we're almost I hope we're almost at the point where the field. It is ultimately settled I think this is going to be a fascinating race between this and obviously the contrast between Beto and Biden couldn't be more dramatic, and where they came from who they are and all of that. But I think what's ultimately going to happen is we basically have the top two candidates. What's her Biden? And Bernie the question is is all the other candidates have to fight over the last two or three spots of how they get in. And how do they get out of Iowa and how they get out of New Hampshire? But I think those debates that are started in June are going to be really really important for that. They're really important for the candidate well known, but they're going to be incredibly important for Joe Biden because I think Joe Biden has to figure out how does he present himself with all these other diverse candidates on stage in why is he the guy use some experience with that in those big debates last time around and that is a challenge for the candidates who aren't the firmer to stand out and one of the things that President Trump actually benefited from. He was the front runner most of the way, but never took many shots from his opponents. And sometimes just as a matter George would sit there and prepare for this. You'd wind up thinking yourself. You probably had about seven minutes. Total over ninety minutes bait to say, whatever you were going to say. And so you were you were caught between do I try to say something from a substantive perspective with some style attached to it that will get the attention of the media, do I attack the guy who's in front and make that my play. None of them worked. Okay. In our situation. I don't think they have someone like Trump in this in this field. But none of it worked because the media the panelists only wanted to talk to Trump. They had questions that were designed to go get them. They had questions that were trying to drag some other people into conflict. So I think the interesting thing here is going to be what's the strategy. If you're a second tier candidate, I think Matt's valuations right everyone else's second tier other than Biden. And and Bernie Sanders. How do you make a difference with the electorate were listening in June, July and August because that will lead to increase in the polls increase in money increase in? Tension and people will be watching Joe Biden Hannah's we've just heard Chris Coon talk about how he thinks should handle this democratic divide. This is a real issue inside the democratic primaries right now all the energy on social media behind the most progressive positions Biden and trying to hold the Senate become the most electable candidate. Senate is suing Broward County supervisor of elections Brenda Snipes alleging that her office has withheld crucial crucial voter information. As it looks like they're going to be in a recount lost. Suit was filed late last night? Hughes's her office of withholding records regarding how many people voted how many ballots have been counted. But that's just the minimum. We just wanted a contract on Tuesday with one of our sellers that was on the market for a few weeks. And we had a showing nearly every day. And as the temperatures dropping it gets colder out there, the viruses that are coming out are going to be very motivated. That means less fires. We'll be looking before we get the home sold.
