Report Finds Los Angeles PD Mishandled George Floyd Protests

"LAPD mishandled the protests and unrest after George George Floyd was killed last spring. That's the finding of a detailed report commissioned by the L. A City Council. Among the shortcomings, a lack of training, poor communication and minimal coordination led to the LAPD is fragmented. Response. KCRW smacked. Gillom has a closer look. This review was spearheaded by a group of former Police Department commanders led by attorney Gerald Chaleff, who's looked at the LAPD's mishandling of past unrest. They found problems in the response at all levels from on the ground officers to top brass. According to the report. Many police only received a couple hours of training on using less lethal munitions, which seriously injured several demonstrators. Planning for mass arrests was minimal and led to people being detained for hours on end and police higher ups issued contradictory orders. The report also said so called shadow teams of undercover officers were sent into the crowds together information but had insufficient means of relating their Intel back to authorities. Many of these problems have been called out in the past nearly two dozen recommendations for improvements on the report, including regular audits to ensure the department is complying with settlements. "The city of L. A approved a $5 an hour hazard pay increase for some retail workers. "The corona virus pandemic continues to rage across California, but there is some hope on the horizon. Vaccines are going into the arms of medical professionals across southern California, and more doses are on the way. His KCRW's Matt Dillon Reports. Governor Gavin Newsom announced yesterday that educators could be among those who are next in line to get the shots as frontline. Health care workers continue getting their first round of the vaccine efforts to inoculate those living and working in long term care facilities like nursing homes kicked off this week. Next up. Newsome says teachers could join other frontline workers like those in food distribution, childcare and agriculture along with people over age 75 as part of the second wave of vaccinations, he's hopeful that phase could begin by as soon as January. Grand Schuster, the president of the Anaheim Secondary Teachers Association, tells the Orange County Register he appreciates the focus on educators. However, he says the lingering question is whether or not school districts will require teachers to get the shot. Expects that conversation will be had in many districts across the state. California Department of Education says it has yet to receive distribution plans. Officials estimate more than 260,000 doses of the vaccine have already been doled out by the end of the week. I'm Steve Inskeep and I'm Noelle King. Good Morning. California's making too big moves as covert cases surge there. The two largest school district in L. A. And San Diego will not have kids back and physical classrooms for the foreseeable future, and governor Gavin Newsom is rolling back the state's reopening plan. Kyle Stokes is on the line. He covers education for KPCC in Los Angeles. A Kyle Good morning. So California, sheltered in place early on did very well, then reopened gradually and now a rollback. What is the role back look like? Yeah, definitely. Governor Gavin Newsom yesterday ordered bars, Breweries and restaurant dining room's too close again and in the state's most populous counties. The closures even extended things like Jim's malls, houses of worship, even And the rate at which Cove in 19 tests are coming back positive has been on the rise in Los Angeles. It's almost twice the rate the threshold that the World Health Organization sets for reopening and in L. A schools superintendent Austin Buechner says. That creates a lot of risks for schools in particular. A 10 year old student might have a 30 year old teacher, a 50 year old bus driver or live with a seven year old grandmother all need to be protected. Is the public health imperative to keep schools from becoming a Petri dish? Okay, so he's explaining the chain of fears there. L A and San Diego are big district's, though and weren't they under pressure, some amount of federal pressure to reopen Yeah, definitely. President Trump, as well as several administration officials, including Education Secretary Betsy DeVos have repeatedly called on not just L, A and San Diego but districts across the country to reopen full time and Ella's Superintendent Haas computers that essentially if wishing, made it so he made clear his disappointment with federal officials for failing to provide a CZ, he said additional funding and leadership The superintendent here, is also taking issue with some of the more sober calls to re open, even on a more limited basis, says the American Academy of Pediatrics has suggested is possible with precautions like masks and social distancing the superintendent in L. A fears the science is still just two inconclusive for that. So what are parents and teachers saying about the decision? Well, there's obviously a lot of disappointment. This has been really hard for working parents. It's an understatement. Ella is also you know, largely low income and working class districts. You've got a lot of parents working essential jobs. But some of the disappointment is also tinged with relief. Parents who are really nervous about sending kids back to schools and Ella's powerful teachers union says this is the right call. They came out last week in favor of it online only start to the school year. They, too, had really concerns about the safety of schools if they were to reopen, not just for kids, but for adults as well. I want to ask you about the kids. So l a closed down pretty early. Did online learning work last spring? How did it go? Yeah, well moved pretty quickly to distance learning. You know, back in March they closed campus is on a Friday and by Monday, they began online classes again, and that's a contrast from some of the big district's were students went weeks without instruction. Now. This year, there's a new state law in California. That guarantees quote unquote live daily engagement between students and teachers. And that's a change from last semester in L. A, when teachers were not required to offer live video lessons. I think overall Noel District officials here in L. A what he would even acknowledge that distance. It's easy to think of the pandemic is a story of cities like Los Angeles, where the schools will be closed. It's also the story of rural communities like Winkelmann, Arizona. When the school district closed in March, she struggled to teach remotely in a community where some families aren't on the Internet. We're going straight in and we're going to have Scheduling and classroom management, and it's not going to be that the loss of Miss Bird in our school impacted everyone. I want to ask about Opening schools this fall, but I want to ask first. What Kimberly Bird was like your colleague. So I could talk to you about her all day. She wass. She was very dear to me. She's one of my closest friends. But she was a very loving Very faithful person, and she was very kind. I always loved watching kids find their way, find their strong points and be able to get them to understand that everyone is different. We all have Strengths and weaknesses, and that's okay. And that was the message and the love that she brought. To our lives. Does it feel like the right choice to you to not come back in person when school resumes? At this moment in time, considering I am a teacher in Arizona. And we are a hot spot. Our numbers are rising. That's an easy answer. For me. It's not the right time. If it gets to be September, October November, and the numbers look a little better, and the authorities say OK, let's try in person school now. Will you be going If we have flattened are curved. If we have lowered our numbers because Arizonans Will become more diligent and understand that this is really this is happening and the danger that comes with re populating schools in Arizona. If everybody does their part We can help our healthcare workers. We can help the nurses who are on the front line. We can help the hospitals, but when they're filling up And we are not taking this seriously. We are not helping them and if we're not going to help them It's just going to be worse. I think I think when people do that. Oh I'm vote. Why would I vote for the lesser of two evils I think that's a a gross oversample simplification perhaps misrepresentation but it. Lets me know that they're at least okay. And and actually I've seen people post that I'm not gonNa vote for the last two evils. Let the let the worst or the of the two evils have it and let this whole thing burned down and crumble. So that we can start over again attend because Yeah the the sausage making making isn't very pretty there. Yeah it's also an issue of like the perfect is the enemy of the good and if you expect the there's not a single candidate or probably not even a piece of legislation that I would remotely consider perfect If anything politics is the art of compromise and if nobody's particularly happy happy the argument is that you probably done pretty good but if if you're waiting for perfection if you have some kind of Utopian ideal yeah then you're GonNa find yourself constantly disappointed and sometimes you go with this just better or this is good enough and this gets the foot in the door to allow you know. goes to of the forty seven thousand school districts in New Jersey but they say that a rule of thumb is ten minutes per grade level now that's in the United States other nations are portion like twenty hours a week of homework but when you think about this ten minutes a day of homework that's my fifth grade she was mentioning you know in a fifty minutes I don't think that seems outrageous high school by a high school senior I mean look you're ready to tackle the world you're ready to get out there and either sink or swim and go to college vo tech or whatever you're going to do and so two hours it doesn't seem like crazy to me and and just real quick part of why I feel this way it is I know how much time gets the word I would use is wasted in school it's not the teachers fault it's all the mandates they have mandated character education things like this a lot of stuff is not instruction anymore you know it's a talking to two kids out of the twenty three in the class who come from crap parents didn't even learn anything about honesty and now we're gonna stop all instruction time for fifteen minutes a week into character red and so it's not like when you say they're in 'Green Book' suffers from Hollywood's Common 'Magical Negro' Problem

"I know we talked about green book Schorr did. But the Oscars are this Sunday. And this will be might win best picture Lord. No Roma please let Roma win. I think we have to talk about it. Because there's one scene that I cannot get out of my mind. Okay. Which one so it's the scene were Tony Villalonga. Who is the Italian American guy from the Bronx who's been hired to drive. Don, Shirley, this black musician, two gigs. Okay. So it's a scene where Tony saves dawn from a bunch of unruly racist at a bar. I mean, I can imagine. What bothered you about that? But why bother you? This scene is meant to teach the audience that the guys that are beating up Don are the real racists. And Tony is kind of like a milk toast racist. He's not that bad of a racist. He's only ever called Don a couple of names behind his back and kind to face and the whole movie up into this point has given you the impression that Tony doesn't like black people. But the moment the movie takes you into the scene in the bar. You understand actually these are the real racist because they're capable of physical violence against someone just because they're black and Tony he's not really a bad guy after all a little bit of needing. He needs a little bit of coaxing. But you know, what he's actually on the right side of things, and you can bring him back over to the right side to the good side of history. And it's inferior eating it's infuriating Wesley. The idea that racism is only bad if it escalates into physical violence, and that's the tiny little microaggressions things that dehumanize. Is and demoralize and stereotype aren't actually really bad types of racism after all, so maybe they get a pass. Right. It feels like a very sanitize seen about racial mix that's designed specifically to make audiences fill better about themselves, and is amazing that you're bringing this up on the weekend of the Academy Awards. Yes. These same Academy Awards in which green book is nominated for five Oscars and is likely to win two or three including picture. Yeah. And you know, it's in company with movies like star is born in the favorite and vice about Dick Cheney, and of course, black klansman and Black Panther, right? Boy, if green book does win it'll be a really good company with the best picture winners of the last thirty years specifically when it comes to films about race, right? I just think America is obsessed with this sort of racial healing fantasy where there is a work that like being near. A black person can do to rehabilitate prejudice people and all that rubbing up against yelling at friction tension touching. Hugging. Driving will bring him to the light. Right. It's its own trope. Yeah. Right. What other films in the past have done this? What are you thinking about? I don't know. I mean, if we're just staying in the in the thirty year window, something like Forrest Gump. Ninety four win best picture ninety five the story of the very simple man name. Forrest Gump mom, always said life was lack of box chocolates sits on a bench and start just talking to anybody who sits down next to him about his his life. Never know what you're going to get. He winds up befriending. This other guy named Bubba Goodall. Bubba good day. You can catch pounds. Shrimp. Shrimp is the fruit of deceit. You can vote ball broad bike it so both have the same IQ. But the point is that force is the person on the journey and a person like Bubba is another step along the way. And part of that sequence when Vivian Malone was one of the new black students drops her notebook on the way inside the school, the visual effects, people make it. So that forced picks up the notebook enhance it to Vivian. And it's just weird to me. Like, you realize like that like the movies about forest, not Vivian who? I would say has a much more interesting American story to tell. I country is all about and it isn't the forest gets made a better person because of black people. But it is the forest gets to look scans or not even see a lot of the problems in this country, all of which are shoulder by Jenny who played by Robin rate who is near some Black Panthers who do nothing when she's beaten up by her white piece boyfriend, the racial politics. This movie are crazy anyway, all the politics in this movie to be fair are crazy, but they all sort of benefit for his Gump the fantasy here, of course, if you're good enough and simple enough, America's racial problems can be hailed give this movie a best picture Oscar. Okay. I mean, what else crash best picture winner a two thousand six Lord. A movie. So frightening. His you have all of these different people of different races all being nasty to each other because of race, but guess who the redeemed characters are in this movie. Oh my God. I don't even want to know, Sandra. Bullock, of course, like the second biggest racist in the movie, she gets carjacked, by ludicrous and Lorenzo Tate. Maybe I'm Alexis really tough. My think it'd be best. If you just went upstairs random, wait for them to break in. I just had a gun pointed in my favorite lower. Your voice was my fault. Because I knew it was going to happen. But the white person's he's two black men walking towards her. And she turns and walks in the other direction. She's a racist. Right. Well, I. Best supporting actor nomination for that gentleman. Okay. I'll get you out not Dylan approves he's not a racist because he's capable of saving some black person's life. Even after he's violated it and then driving miss daisy. Of this sort of problem. And it wins. Best picture nineteen ninety came out in eighty nine huge hit. Yeah. Better movie than you think. Actually, because I think it understands the thing that you and I are talking about right? There is something inherently impossible about black people and white people being friends at least, according to the way, the country is set up to like have both those friends be equal in the friendship. "Stop. You know, there's not going to be anybody hosting the Oscars. We know the whole Kevin Hart story, it's very upsetting Christian. We're going. He hasn't gotten over it. Are you have you looked over the list? Are you rooting for anybody? Are you? This is the first time Hillary that I'm not into it. I don't know. I mean this movie slump. I mean. Yeah. Love movies of the nominated films. I saw black klansman and vice I haven't seen the other seven normally around this time, I would have seen every nominated film every nominated actor I'll catch up. But normally when the list comes out, which is like the Tuesday morning at eight forty five. I'm like glued to the TV like waiting to see who's getting nominated last year was like after lunch, and I'm like, oh, yeah. That's right. The Oscar nominations came out this morning. Look see what they were. So up course watched the show. I wish they had a host did it. I just one that the whole rigmarole impacted your obviously, you already sort of weren't watching movies as much. In. But do you think that the Kevin Hart is not really now, I'm really not a big fan of Kevin Hart. I respect them hard working guy. But if it was Ben Chris rock or Bill Maher or someone else that I really really like, then I would obviously be more interested in that. But like Seth MacFarlane. It's always great as a host. The guy could sing he could host. He can do voices just a very talented guy. But normally you'd have like the host as part of the process during the morning of the nominations. So there's there's none of that this year because there's no host. But yeah, no, I don't think that impacts me. It's just I I've just gone into this movie slump. I don't know what what happened. Therapist at this point to get me back out to the into the spirit of that is a common reason people usually decide to up and start going to there. I think so. Yeah. I haven't been to the movies. What? Maybe they'll just tell me to re up my movie Powell part of the reason the movie pass kind of. Yeah. Because I was paying ten dollars a month and yet unlimited movies, which that's great good to be true. Yeah. But now it's like it's ten dollars a month. And you can only use it three times a month, and it has to be certain movies at certain times. It's like, that's why canceled it I think AMC. Our lows is coming out with a movie club for twenty bucks a month unlimited movies. I think that's great because all you really need to do is go twice to pay for it. The cost of movies now, although I like to go like on a Saturday morning around eleven thirty. It's like seven bucks to go. See a movie, and then I go grab lunch afterwards. It's like an old man thing to do. I don't care at all about Kevin Hart. But, but I will say that this whole rigmarole has made me want to watch the Oscars less or has deterred me from really caring as much about this year's Oscars. I mean, then again, I don't really care for assessment Farland either. So maybe I, you know, Billy, crystal back. I mean, Bill was great. They don't have a I don't have a favorite. I sorta liked Ricky as all the people were so crazy about it that that made it tough cringe. But. Isn't necessarily. Exactly, that's that's the issue is that. Anyway. Yeah. So I mean, I don't know there's something about certainly I maybe I've just maybe I have indeed thought more about the Oscars. But then the idea of the Oscars without a host sounds just not that good to me. No. And then when it comes to the when it comes to the the actual nominations. Maybe that's I think that's factor in in my room sort of random annoyance with the whole situation. If you haven't really seen the movies. I mean like Romo got a lot of nominations. I guess it's brilliant. I do want to see it. Right. But I haven't. So there's part of me. I I didn't even see Black Panther which I'm ashamed to say. Because I. Yeah. I mean, I saw black klansman. I thought was really good. It was good to see Spike Lee finally get nominated for best directly never been nominated for best director before as black Landsman was very very good. Vice I was not impressed. What I knew it was going to get a lot of Oscar nominations led by Christian bale and some of the other movies. I'm just gonna have to get out and see what normally they'll do is the lows in Boston common the Saturday and Sunday before the Oscars they'll have all nine films available. I like I don't want to spend an entire day sitting there watching three movies. But if they're spaced out enough, you know, you can watch one go grab coffee, whatever come back watch the second. Go back out grab lunch and dinner and make it I've seen three movies at a movie theater in a day. I I can pull that off after that. That's it. I mean, I don't know how someone sits there for twenty four straight hours watches, unless it's, you know, a movie level off. Right. Locked but I'll try to catch. Up on that stuff. But there's and there's also like I have my favorite directors and actors, right? None of them are really there. That's another thing. Like Martin Scorsese did make a movie this year. Right. So I generally always see Martin Scorsese films and want to see him win these awards because I think he's the best director of our time up there of of the last thirty forty years. I mean, he's he Kubrick Coppola Spielberg pick whoever you want. There's not even a Spielberg film, which is kind of good. I mean, you just don't want to have the same five director's coming forward with five. Great good that we've expanded into other with more types of talent. I'll probably going to root for black klansman because I think spike Lee's a very accomplished director. And it'd be pretty cool if you won best director, but I Roma is going to win a lot of the awards. Oh, that's interesting. Yeah. I mean, I'm looking at supporting actress, and I can't see. Who had clear favourite? But apparently, maybe it's the Roma Yemen. Yeah. I think that's going to happen. And also a star is born I missed. Yeah. Which I wanna see and I've heard saga loved it. And some people said right, and I'd have to say after Z Golden Globes performance or lack of I should say that doesn't seem like it's on the up and up the other issue, of course, being unfortunate for for bohemian rhapsody. But that situation with the director and the smear campaign coming out. That's that's probably going to be thrown into the mix. When it comes to voting on stuff that happened to Lincoln six years ago. Yeah. Thought Lincoln was going to win best picture. And I thought it was the best movie of two thousand twelve but then down the stretch before the votes were, you know? Cast the reports that some of it was fabricated. And I'm like, I'm cool with that. Because it's a drama, right? You know, it's not a documentary. A certain way that Connecticut voted that were perceived in the movie, and I'm like, okay, great. This is not a documentary. Steven Spielberg, not a documentarian. He's a great director look over it Argo won that year, which I thought Lincoln was back. Yeah. I liked Argo as well. But that was the first movie in a couple of decades that won best picture without its director. Even being nominated Affleck wasn't even right. I think driving miss daisy was the last one before that nineteen Eighty-nine which won best picture, but. Nominated for best director. I don't know what nightmare had to happen in order for crash to win best picture that was the biggest surprise ever. It was the worst movie. I. So much so like cliche trite an terrible. It was. I think it was well acted Matt Dillon. I thought it wasn't. It wasn't well acted. And I think that some BS happened that year something some sort of weird campaign and people ended up reporting on it. I think because it was such like, I mean, I don't think everybody hated it as much as I do. I I was like really an even if you like on the especially in the year, I thought Brokeback mountain was better. There were so many thought Munich. Was a great great movie. But I knew that wasn't going to win because Spielberg actually. In that movie. He he didn't turn it into a black and white argument Iraq, golden feathers by. Yeah. Those because he made the Palestinians, look human, and that was a major blow back. I thought that was a brilliant film. I think that's one of his most underrated films, but I knew that wasn't going to win. But when crash was announced as best picture. I'm like really it was awful awful. I really I will say I lost some faith in late. I could not understand. I really couldn't. And I think I was in. I spent probably more time than I should have trying to figure out like take days off that. Well, the extensive. The extensive yarn and push pin chart that is now on my, you know, basement wall and smoke filled room of me trying to get to the bottom of it poster of crashed with darts in it. Try to tear it. I oftentimes you'll look back and say, geez. How does that win? Best picture over this other one. Viner right tons. That's what happens choice. I also think that there was some discussion about them. Having a better hype man, or you know, what I mean, better average campaign within the academy to push for their film that happens. Remember, which one it was? But it was definitely like one of those two because because it was the worst movie ever. And what the bleep is only could think of. To make that case that that's the worst best picture ever. I mean, I sat through the movie I think sat through it at the theater, which is doubly bad. And it was just so annoyed because it was just wrote. It was like everything you're being beaten over the head with come on already. No, not a big fan of that movie. At all, I just didn't think it was worthy of being an Oscar winner. And look when he finally won his Oscar departed best director best picture. I love the movie a lot. But it's not as not as best movie. I mean, raging bull taxi driver means training fellas right there. Yeah. I mean, Al Pacino won best actor for scent of a woman. I can tell you six to eight Pacino better. It's kind of like a lifetime achievement award. Okay. This guy's obviously a great actor deserves an Oscar. Okay. Let's give it to him. Now. And that happens, I'm sort of okay with that. I just find especially an actor that grains, same with same with Scorsese. Or for example, Spike, Lee, right? Right. I mean, hopefully, it sounds even like that. The black klansman is is actually good stuff. So that's good and Denzel Washington son is in it. Oh, that's really good job. He's not quite as talented as Denzel is an actor. But then again, there's not many it was funny. You know, how there's a lot of movies out there that are basically action movies with Denzel. My husband put one on over the weekend just on cable, whatever just happened to be on. And it was funny. I was like, oh, how did you decide on this? And he said, well, he said. He said that action movies with Denzel tend to be at least slightly better than the other action move. Yeah. Because it's so good. Yeah. And and look he's like man on fire. Right. Was you know, it was acceptable because it Denzel Washington 'cause he's he's one of the few actors. That's a great actor Anna star. He's got the charisma and he pulls it off. He has pulled off. There's just not a lot of actors like that the great actors that I grew up with. Pacino deniro Hoffman Nicholson, they were a little bit different. They were really act tours. Whereas Denzel Washington is a great actor. But he's also got that star charisma that you just don't see very often. You don't movie I could watch again. And again is it's inside job. Right. That was basically inside job. I believe so it was a straight. I mean, it was not normal, Spike Lee. And that's what made it. So I just exactly the sort of like the David Lynch movie straight story. Yup. Exactly surprised that it was amazing movie. I loved it. And I I I mean, it's not even most people probably don't think it's much to note about, but I don't know. I really liked it is especially liked it. Because like Jodi foster is. Not trying to be any sort of social Justice. You know what I mean? She's just being Jodie Foster. She plays. This really wealthy sorta weird. The character that I that was sort of really interesting and cool, and then also Kleiber I love Clive Owen. So factor, and there's a really cool shot actually that that Spike Lee has win at one point inside the Bank. You know, Denzel has been trying to navigate this whole hostage situation. And he hears a shot and basically believes that somebody is shot and killed her Bank. And there's this tracking shot. Now. I don't know if it's tracking shot only know is that Spike Lee, she does Denzel moving, but it's all blurred. All you see is denzel's face and you see a bunch right behind him. If you remember the scene I'm talking about. And it was it definitely reminded me of when you get the news that something is huge has happened that impacts you, and it changes everything. And you that that sort of seeing that shot where very much sort of? It's like everything is going super fast and everything is suddenly start still at the same time, and it sort of reflected that really, yeah. No. I mean, Spike Lee is a fabulous director resent so many good things with Denzel Washington, Malcolm X, obviously is is the one that comes to mind first. But yeah, you just you look at spike do the right thing and. Best movie that sorta stuff came at a time. I think that's just it like its impact on the movie business was huge. And it it it made an impact for so many different reasons, I feel like, and that's why I think like he's why people would want, you know, obviously in general say he deserves an Oscar just commercials, which of course, have nothing to do with the Academy Awards. But his commercials were great with Michael Jordan in the eighties. Those those were his he'd be in them. He directed them. Funny. I think I remember. Mars blackmon. He played block Mars Blackmon and a lot of those commercials. And you know, Michael Jordan, it needs to be help helped to become a star..
