Sullivan in The White House saying we are in this with Ukrainians to provide and legally to win the war not just prolong it or they'll somehow we can Russia What does Ukraine need that we have not already sent senator It's heavier artillery They need aircraft as well You know we had that horrible moment where secretary blinken greenlighted these Polish MiG 29s several weeks ago and the Biden and Central Bank policy could be a major focus for investors today as fed chair Jerome Powell gets ready to speak for one last time before the Central Bank goes into blackout ahead of the May meeting For more we're joined this morning by Bloomberg economics correspondent Michael McKee Mike great to speak with you this morning Of course a lot of attention on the rate path traders have pretty much baked in a half percent rate increase next month Do you think Powell talks that one way or the other He may allude to it It isn't the main point of the event It's sponsored by the IMF and he's speaking on a panel with Christine Lagarde of the European Central Bank And I think in theory it's what the economic outlook is Now what traders may do is try to read into his comments how far they think he's saying that fed is going to have to move interest rates and what the recession risk is but they're pretty much set now with the markets pricing in the 50 basis point move So I would imagine doesn't want to upset that thought too much Are you expecting that we'll get more clarity on the outlook given what we saw from the beige book yesterday that it indicates an economy really firing on all cylinders and of course that feeding into price pressures I don't think we get any more specifics on where they think the economy is going I suspect that he will highlight the uncertainties out there We don't know how long the war in Ukraine is going to last and how much that's going to interrupt supply chains And COVID in China interrupting supply chains and high energy prices A lot of things going on So he'll probably stick to the script that the U.S. is doing well and can afford a rate increase but not be too specific about how soon we see the economy slow down How much does the script get adhered to when we do see a number of major institutions including the World Bank just this week cutting forecasts for global growth Well the cut in forecast is sort of based on the idea that there are going to be tighter monetary policies around the world that are a result of the higher energy prices and inflation that we're seeing So it's kind of a circular The fed has anticipated this slowdown for a while now and the World Bank IMF are sort of joining in the consensus on what's going to happen But again the real question is how long do these external problems last because the more we have problems we have with the supply chains and the higher inflation is for energy The tougher it is on Europe and then the Europeans maybe buy less stuff from the United States It's a giant feedback loop Now I guess there's a big question as well about how much of an impact Central Bank policy can have really on cooling inflation When it is driven so much by externalities like the supply chain pressures That's a problem And a lot of people are going to be watching the fed to see if they can thread this needle because as you say it's a lot based on supply demand is the only thing they can really control So they will try to ease demand enough so that it matches what the supply is but that's kind of hard to do when you don't have control over what the supply is going to be and you don't know what the supply is going to be Their goal is to try to cool the economy just enough that we don't see a big rise in unemployment That's never happened before when the fed has tightened But this time could be different I suppose because everything about this time is different because it's all COVID caused at the root of it And that is certainly the case in our last 30 seconds here What's the sense within the fed about whether the new framework for overshooting inflation for a time at least the target makes sense in the context of a pandemic recovery They still argue that it is a good framework and they're going to stick with it Some people think that's going to have to change down the road once they bring inflation down but there argument is that otherwise we get sort of stagnant growth and the marginalized people minorities don't get the benefits.

with us As Bloomberg's Joe Matthew and you can hear him every day of the week at 5 p.m. Eastern Time That's on sound on Bloomberg radio Let's stay on the subject now of Ukraine We all are watching as the war is being conducted by the Russian military To a large degree it appears against the civilians in Ukraine as they continue to bomb and shell particularly Mary oval right now We turn now to Mark Esper He's a former Secretary of Defense under president Trump He is the author of the forthcoming book We're waiting for it A sacred oath memoirs of a Secretary of Defense during extraordinary times Mister secretary thank you so much for joining us I guess my first question is is there anything from your point of view that the United States and its allies could do to relieve some of the pressure on the civilians over there Because it seems to be that's where the focus is right now Well first of all David good to be with you again I would say to set the context we know at this point you conflict isn't a stalemate Russia appears to have failed to have met any of its major objectives And so now they have resorted to the typical Russian playbook And that is a siege of cities and indiscriminate bombing and surveillance And an attempt to starve them out deny them food water and power as a way to put pressure on the zelensky government So I think what can we do is continue not only to provide arms and ammunition and all the different weapon systems that the Ukrainians need but also to try and get food and water and medical supplies into the innocent civilians who are trapped in these cities What do we do mister secretary if anything at all for some place like Mary opal because in Kyiv it's not surrounded It may well be possible to get some of the humanitarian assistance in as well as armaments overground but I'm not sure that's possible without an AirDrop sort of like the Berlin airlift I think there are clever ways to get stuck in on the ground The Ukrainians have proved quite resourceful at doing so I think we need to explore all those ways It appears right now with the Russians having a presence in the skies and I'm willing to enter that airspace that an AirDrop would not be feasible But we need to find any number of ways to include a humanitarian appeal through the UN the Red Cross and others to provide supplies medical supplies to the people of Ukraine We certainly are providing armaments and continue to do that as well as humanitarian assistance Is there anything more we can do to increase the pressure on the Russian forces without escalating this Yes I mean we continue to of course provide arms and ammunition the anti tank and anti ship missiles which I don't think I've seen have been delivered yet I think we should deliver those I mentioned a couple of weeks ago the providing them with advanced air defense systems So today there are reports that we may provide them with SA 8 systems which are ground mobile medium range systems that will help them defend their airspace And then I think again continue to provide targeting information and surveillance information that will help the Ukrainians on the battlefield Look we've had a big change here in the last 24 48 hours We're now hearing that the Ukrainians have not only defended their cities but they are recapturing towns and recapturing ground taken by the Russians and at the same time we hear that there's a lot of unrest in Russia itself People speculating about Putin's continued crackdown what that might mean for him and his government That would be good news if that fell Do we have what you would call a reliable intelligence on the state of the Russian military at this point Because we hear various anecdotal stories Well of course I don't have access to the intelligence but everything we could see on the ground tells us that the equipment is not well maintained that there's poor low morale we hear of desertions We hear a prisoners you know even numbers coming out of Russia suggest that the casualties are over 9000 killed and two to three times that wounded This is devastating to the Russians and to their military And just to put things in perspective in 20 years of warfare for the United States and Iraq and Afghanistan we didn't suffer any of those number of casualties when it comes to killing in both countries over the two decades So this is a devastating loss to them They've proven not to be the military We thought they were at least in this context The generalship has been poor and conversely the Ukrainians have really really showed what great fighters they are and have been very resourceful and are well led So this is quite a contest At the end of the day it is a contest of wills between two peoples So hearing that in one sense it sounds like good news but could that good news actually turn into bad news Because if it makes president Putin feel he has no other options what about the risk of chemical biological and nuclear weapons We are worn by our authorities That is a real possibility Yeah I think that is The fact that this has at this point turned into a siege strategy by the Russians to basically bombard these cities by the air through ground artillery missiles et cetera indiscriminately against civilian targets which is terrible And then you look at if things get bad enough he might be inclined to use chemical weapons We'll see That's why I've been saying from day one I did not support an instituting a no fly zone because we do not need to see a direct conflict between the United States or NATO and Russia On the other hand I've always argued you should never take a military option off the table We don't know where this fight is going to go My prediction has been able to last for months And look the humanitarian suffering may be so bad the indiscriminate bonding so horrible that we are morally compelled to act It's a really interesting thought compelling thought that we might actually have to act At the same time we do have the prospect of diplomatic settlement we heard president zelensky said he's willing to talk about things like committing not to go into NATO Give us a sense of what a diplomatic settlement might look like down the road perhaps after actually sadly more pain was inflicted Well I think first of all as a matter of principle we should follow and support president zelensky in whatever path he takes He knows what's best for his country for his people He is suffering and his people are suffering the most on the ground But look they're talking some broad outlines The Russians obviously want him.

van Taylor who's a two term Republican in a Marine Corps veteran from the Dallas suburbs abruptly ended his campaign and is not competing in the May runoff which into which he was forced to winning less than 50% of the vote against four opponents It was a pretty grisly story about him Is that what happened Yeah yeah He was already struggling to win a majority in that primary in part because his opponents questioned his loyalty to Donald Trump but that race was rocked by the congressman ending his campaign after acknowledging Wednesday afternoon the day after the primary on Tuesday that he had an extramarital affair so the shocking development in effect hands the Republican nomination to the second place finisher in that primary Incredible Henry cuellar though a fixture in politics in Texas couldn't get it done He's going to a runoff as well That's right Henry cuellar is a longtime moderate blue dog congressman in a broader district that includes Laredo part of San Antonio And he was in a rematch with Jessica cisneros that progressive immigration lawyer and a former intern who was backed by politically liberal organizations and by Alexandria Ocasio-Cortez and what was a rematch of a 2020 primary that queer won by four points This one was closer in cuellar failed to reach a 50% plus one than about 48% of the vote cisneros about 47% and then a third candidate whose views are much closer to cisneros as than to cuellar is good about 5% So if cisneros can coalesce that vote the progressive vote in the next 12 weeks she has a good shot of unseating Henry on that runoff in May That would be a big deal How much of an impact did Alexandria Ocasio-Cortez have in these races Yeah it's hard to say It clearly she's a big draw for the progressive groups I believe cisneros campaign probably thinks that she's clearly a big draw for the progressive left and she's certainly a big name in democratic progressive politics Hard to say how many votes she moved on her own but she is someone who is going to get your campaign media attention and probably probably some campaign bucks as well I suspect that Congress McCoy are having the FBI raid his campaign office and his home did not help his outcome That's right it's very possible he was weakened by that FBI searching his home and his campaign office in late January So just weeks before the vote it's part of a probe We don't really know much about but yes you can have a tough time trying to win that runoff given he just won about 48% of the vote And if as I mentioned if cisneros can coalesce that vote if she can win the votes of the candidate who came in the third place she has a very good chance of being raised to a Henry court That's going to be a race to watch May 24th It's already on Now the race for attorney general I realize this is we're getting a little bit more local here statewide but also extremely important with the future of the Bush name kind of on the line here in.
