The news came with little surprise. It's been reported for several months now that he was first in line for that job. But now that his nomination is official the scramble to replace him assuming he is confirmed Begins John regard He's a writer and reporter for Los Angeles magazine where he's been covering this. Hey, John, Hey, Steve and Gloria Molina's former L. A City Council member. Former L. A county supervisor as well. Gloria. Welcome to you. Thank you, Steve. Pressure. I really appreciate it, John. I'm going to start with you. Because the mayor must still get confirmed by the Senate. The United States Senate has been in hot water lately with them. Couple of scandals in his administration of former aide accused of sexual harassment during his time in office. The accusation is that Garcetti New. Of course, Garcetti says he did not His chief of staff, was suspended after mocking labour activist Dolores Huerta on Facebook. Do you think that could affect his confirmation? You know, it certainly raises a lot of attention and questions, But one also has to think that the Presidential administration is not going to go forward with this nomination unless they are highly certain. That they are going to be able to get this through. So you know, let's assume that they have already been back channel talks. Will Mayor Garcetti be questioned intensely by Republicans? I mean, it is a very thin margin in the Senate. As you know, let's assume he does get confirmed, though. What happens when the mayor steps down? I mean, well, the city then appoint an interim mayor. Would would that normally be the City Council president? Well, this is where things get really, really interesting. Steve. Now you do hear a lot of talk these days as you just referenced about how Nury Martinez, Who's the Council president? Would normally take over as acting mayor. The city charter hold the council president takes over when the mayor Karl was out of California. But that's also usually seen as a short term solution. Something not intended to be in place for what could be almost a four year if not longer, so the council would have the option. Then you know of appointing some sort of, uh, you know, interim mayor or some sort of caretaker mayor. And again, you know, this is not going to be over. You know, a week or two weeks or a month Expect this process to take several months. So there's gonna be plenty of time for the City Council to figure out OK, how do we want to fill this void? Yeah, it doesn't help that. There are a couple of City council members who want the job right? Who want the job permanently? Not just on a need basis. I'm talking about Joe Buscaino. I'm talking about Nury Martinez. I mean it. Nury Martinez is the council president, right? So wouldn't she have a leg up on getting the nod? Absolutely An island and and we are, and this is so complicated. It's great that you mention that because again, we do have this mayoral election taking place next year with the primary in June and the runoff in November. And you know, essentially because you know, in addition to those individuals who you mentioned City Attorney Mike Fear is already in the mayor's race, and there are thought the two other council members Mark Ridley Thomas and Kevin Day. Leone also want to run for mayor. The last thing any of these individuals are going to want is for someone else to get a leg up by serving as acting mayor, so there's going to be lots of efforts to ensure that you know that the person who you know so that if an interim mayor is installed The fat person is not going to run for mayor. Now, By the way, this is tricky. This has happened before. In San Francisco in 2011. Edley was installed as a caretaker mayor. After Gavin Newsom became lieutenant lieutenant governor. Lee had promised not to run for mayor. Then he found out that he liked the job shocked everyone by announcing he would run and a couple months later, he won became mayor of San Francisco. So there's gonna be a lot of things at play here in Los Angeles as decisions are made in terms of who could potentially be an interim mayor. Gloria Molina. You served on the City Council. Assuming the council does appoint an interim replacement. Who do you think is the ideal candidate? Well, I think that it's an opportunity for the City Council and for a city to really look at a leader who can really do the job being elected in is very, very different than someone who is serving in a role to get the work done. There are so many people who are influencing every single decision that that people who are running for office regrettably need to please everyone, and so consequently no decisions. Are well made. So I I really think it's an opportunity for the City Council to look at this in a much broader sense, other than you know about me getting elected and and look at an opportunity to bring in someone. Who really could do the job provide the kind of leadership put up with all of the influencers that we have out there. All the lobbyists all the special interest in really start tackling some of the issues that need to be done everything from police reform. Homelessness and other issues. I I you need a problem solver. And right now, the last thing that that we need is someone who instead of Working on the issues that are significant to this city is running for office at the same time while they're trying to serve as interim mayor, so it would be a mistake for the City Council to select anyone who is going to be a candidate. John regarding what names are being floated. Oh, though, there certainly are few of them who are out there and, uh, you know, as you know, As Gloria says, you know, it's a question of, you know, unelectable itty, you know it is out there. One of the ones who you hear mentioned frequently is the former Mayor Antonio Villaraigosa because he could not be elected mayor again. I believe there are questions as to whether it's you know it's allowed, but he is someone who certainly Has the gravitas and knows the job as well. You hear the name of former city comptroller and mayoral candidate, Wendy Gruel? Um, she obviously certainly knows how Los Angeles works. You also hear Paul Krekorian. He's a council member. Um, you know, I mentioned as well you know, it's been indicated that he would not You know, be interested in running for mayor and again. That would be something that everyone who would install it into a mayor wants to happen. But you know, those are three of the names. You know who you hear mentioned, you know, certainly There's probably others being kicked around as well. But really, I think it's going to be so important. And Gloria did a great job of running down some of just these really key characteristics because the next mayor Is going to come in and next interim mayor will come in and have so many of these crucial issues that just need to be tackled, including budget, including homelessness, including police reform..

"And I know you're proud of a lot of the work that's been done when it comes to homelessness, But there are still so many challenges there outside the door right here at City Hall. There's an intent encampment right here. There's tents all over the place objectively. How can you say that Homelessness was a success isn't what's happened with homelessness in L. A of failure? No, I don't look at its success or failure. I look at it as a challenge and one in which we've made tremendous progress. $10 million was being spent on homelessness. When I started this year, we'll see a billion dollars, right. We got the state to put 12 billion down on top of that. Well, that is a success. We are spending more money than ever before. I love how they consider that some great accomplishment. Well, you know, we spend money. Well, Charlie Sheen. We've hired thousands of people to work at law, so whether or not they're actually doing anything that's a different story. You see, at some point, the wires get crossed. You spend money to solve the problem. If you spend money and don't solve the problem, That's not a success. That's a waste of money. Wherever it was that whoever it was that educated him seem to teach him the wrong lesson. Let's listen. There's tens of thousands of lives that we have not only change but saved in the city. Yeah, the city of L. A will never solve homelessness. We need a housing policy in a mental health policy in this country. That guarantees that local governments aren't picking up the pieces of the failures of years and years past. I was out in Venice this morning. Um you know, we've housed nearly 100 people in just two weeks, so I know we know how to do this. But that was months of planning budgeting. And you know you have to then make sure those folks don't just come right back that they're actually in housing and getting the health care that they need. The point he just made is not an intellectually honest argument. He made a point that cannot be proven. Well, yeah, the problems horrific and it's gotten worse. But if we didn't do what we did, it would be even worse than it is today. That's similar to what Fauci and Ferrer and others are saying about things like social distancing, shutting down the schools, shutting down the beaches, etcetera, etcetera, etcetera. Same thing with the carbon emissions, tax cap and trade. The cost of gasoline is going through the roof in part thanks to those fools and you confront them about it, and they go. Well, If we didn't do what we did, it would be worse. Well, how can you prove that in the answer is you can't So to try to paper over their failure. They try to take the argument to an impasse immediately because if you hit that impasse, it's just, he said. She said, Who knows? Let's move on. Have fun in India. Why that he on top of that says, Well, you know you can never do this in just Los Angeles a national problem. I can't solve homelessness. That's what he campaigned on for two mayoral terms, but it's just that that's not even a thing. That's a possibility. So why even try? Let's listen to more. But you know, there's a lot of people that will see this and say, Look, we've spent all this extra money. A lot of that construction has moved slow, and there's still so many homeless people that say, I don't want the housing. I don't want to do that, and they're still on the street. I understand those frustrations. But I also know the only way to solve homelessness is to get people to care in the housing that they need. There really is no other magic formula. I've heard many people saying what we're doing must be wrong because they're still out there. Know what we're doing is not enough. We've never had the level of funding, Which is why I convinced this president as a candidate to make housing a human right. Think about if you and I are hungry. We get food stamps, no matter how many of us there are, If you and I don't have health care, we get medical Medicaid. But if you and I need housing, one in eight people currently in the city Get a federal subsidy for housing Section eight voucher. We need to make that eight out of eight and then we could see an end to homelessness. He's learned absolutely nothing from his failures. Well, we've spent money and it didn't work. What's the point point? What's the deal? Well, we haven't spent enough. That's the issue. Again. He's making a point that cannot be proven, but it's ridiculous on its face. And he thinks we're going to buy the answer. And by the way, if he stuck around in Los Angeles, what he would be doing is urging us to raise our taxes yet again to spend more on homeless services that aren't working. And whoever it is that takes over for him will likely be advocating for the same things because they're ideologically the same. Whether it's Nury Martinez, Kevin Daly own Mike. Fewer Mark Ridley Thomas fill in the blank. They're all cut from the same cloth. So what He did, whether he knows it or not his tip his hand on what they're going to be asking us for pronto. "You're listening to greater l A on kcrw The show that connects you to the people and places of Southern California. I'm Steve to take us and today we're taking you to The streets of New York City. They're jammed with people. Street vendors traffic. One thing you don't see. Those are long rows of camping tents on the sidewalks, a common sight that you see in Los Angeles. Not because New York doesn't have a homelessness crisis. In fact, more people are experiencing homelessness in New York City than in all of L. A county. In New York. Many more unhappy people sleep indoors. That's partly because New York has a law guaranteeing a right to shelter, meaning the city must provide emergency shelter. To every on house person who qualifies for that help. Could that happen here in L. A Well, one state lawmaker is proposing a similar law in California and in the city of Los Angeles Council member Mark Ridley Thomas has proposed a right to housing ordinance not the same thing. But he says temporary shelter could be included in his definition of housing. Meanwhile, an ongoing federal lawsuit is also pressuring the city and the county to create more shelter beds. So today the question How did New York's right to shelter mandate come to be? How is it working and what could learn from it at this critical moment? KCRW Santa Scott, who covers homelessness and housing, she's here to discuss with us. Hey, Anna. Hey, Steve. So how did New York's right to shelter begin? How did it all get started? It goes back to the 19 seventies to one unused man named Bob Callahan. I didn't talk to Callahan for this, but I talked to someone named Robert Hayes, who knew Callahan really well. He was a pugnacious guy, and he, um you know it was trouble. He was a short order Cook. Before he kind of fell on hard times back in the seventies. So more than 40 years ago. Haze you just heard was a young law student at N Y U and he was volunteering at a homeless services center. Later, he went on to found the coalition for the Homeless, which is a big non profit advocacy group. But he started out all those years ago as a volunteer, and that's how he met Bob Callahan. Callahan at the time was in his fifties, He was suffering the effects of severe alcoholism, and he stayed on the streets around lower Manhattan. Hayes became really disturbed by the fact that a lot of unhappy as New Yorkers were suffering on the streets and dying on the streets, and he wanted to do something about it. And I had absolutely no influence that no one really particularly wanted to talk to me. And honestly back, then, none of the large nonprofit charitable organizations or particularly interested in helping homeless people, there was some money. There are no contracts. New York City did not have a billion plus dollar homeless budget, and if the city and state governments would help the federal government's not going to help, what do you do? You get angry, Then you go to court. You go to court. So hes eventually brought a class action lawsuit against the city, arguing that there is a constitutional right to shelter in New York, and it was on behalf of all homeless men in New York City, because that's who was mostly housed at the time. They're single men, and Callahan was the lead plaintiff. So I assume Mana that they won the case. They did on behalf of of men. You mentioned men. How did the law then expand to include everyone, all genders. Well after they won that first case, New York didn't just go out and build thousands of shelters overnight. There were subsequent lawsuits and together over time, all of these cases forced the city to greatly expand its shelter beds and also who they had to provide shelter for. And how much Ana? Is this related to whether you know you hear it over and over again. It's It's easier to be homeless in L A, because the weather isn't as severe as it is in New York, although it can be obviously deadly to be homeless in Los Angeles. At least here. We don't have those freezing winters, right? Yeah, that's right. Good question. It's very deadly to be homeless in Los Angeles, by the way, but you're right that the weather is a big part of what happened in New York. And now that New York has a really big shelter system. The weather is a big factor in driving people into that system, even though many of the shelters themselves aren't necessarily nice places to be. I talked to someone who has firsthand experience with that. Her name is Ebony Holden. She's worked in social services in New York City for more than a decade. And years ago, she stayed at a New York shelter herself. It was just so dangerous. It was like, Of course, I know this on privacy, but you're in a gymnasium, and there's like cots. Just mind up next to each other with, like, maybe a sheer curtain and possibly, you know, and they're like, Oh, well. Don't take off your shoes might not have them When you wake up. People are fighting or, you know someone got stabbed. It was just like I'd rather live on the street. Well, she's obviously not on the streets anymore. But it certainly does go to the reason or many reasons that people sometimes refused shelter. They don't want to go. They don't want to be vulnerable in a position like that. She was eventually Able to find a place to live. So was it the shelter system that ultimately helped her It was one piece of it. She didn't stay in the in the shelter system for very long. But, of course, For some people who go into shelters. It is a stepping stone to permanent housing in a better situation. Holden, though, also said that in her work now she sees people get stuck in shelters in a kind of long term limbo. And one thing that advocates didn't foresee when all of this began was In the decades after that original lawsuit. So in New York City, that means the shelter system has ballooned and become this permanent fixture. New York spends about $3 billion a year on homelessness. You might remember recently. It was really big news when L. A Mayor Eric Garcetti said he would spend $1 million on homelessness in the coming fiscal year. Well, A lot of the costs in New York are related to maintaining that big shelter system and some homeless advocates see that as a problem One person I talked to is Debra Paget. She's a social work professor at N Y. U The shelter industry is a multi billion dollar industry, and there's absolutely no incentive from the city or from these non province really, to end homelessness To put it bluntly, Um they mean it's not that people don't want to end homelessness, but Thousands of jobs now that depend on homelessness. I mean, I hear what she's saying Anna. But even if the shelters are not ending homelessness, they are helping people get in off the streets. I mean, they.

Last week, we told you about Cal OSHA and their new guidelines that as we return to work Everyone still has to wear a mask except if everyone's vaccinated, and we all had the question legally of what workplaces can ask you about your health. That's uh, that's in violation of your privacy. How are we going to know who's vaccinated and who's not and how many. Uncomfortable work environments will result from finding out who the guy is. That's not vaccinated and why we all have to wear masks. Imagine the the situation where Bob from accounting volunteers, the fact that he's not vaccinated for whatever reason he doesn't want to be, or he's got health issues or he already had the Covid which also doesn't play into this, which is strange, but Then the bosses say to you. Well, actually, everybody still has to wear the 99. Other people who were create work here still have to wear masks, even though they're all vaccinated, but who is not vaccinated and they say we can't tell you Well, Cal OSHA apparently listens to the show. They heard our concerns, and they called an emergency meeting for last night. And they said, You know what? We're going to back off that? Let's think about falling in line with Newsom's fully reopening June 15th plan. Let's think about maybe just getting rid of the masks. Well, I don't know about that, but we'll figure it out by next week. Right. So Tuesday is going to roll around, and Cal OSHA is still Still enforcing rules that were set up in November of last year. Now what they've said is June 15th, according to the governor were open for business with some small exceptions. And June 17 is when Cal OSHA is going to meet again to try to figure out what they're going to do. But even if they do meet on June 17th and come up with a plan that is at least in line with California Department of Public Health and the CDC, when it comes to masking in workplaces, those won't go into effect until June, 28th. So the only way to fix this and again I came up with this conspiracy theory last week or two weeks ago when Cal OSHA was going to meet for the first time and they punted on it, And I said the only person who has the control with the swipe of a pen to change these rules as Governor Newsom. I said they were giving him a get out of recall card on a platter by allowing him to look like a hero and come forward and say, Well, listen, Cal OSHA is doing their work I In the meantime, I'm going to write an executive order or sign an executive order that said. That Cal OSHA rules. Temporarily will be in line with whatever the California Department of Public Health and the CDC says. When it comes to vaccinated people and whether or not they need to wear masks in the workplace, however, remember, just last week Didn't we break the news about the state's largest labor organization, writing a massive check for the anti recall effort? Yes, because they're about to change presidents. And it's the labour representatives that have called for Cal OSHA not to relax the mask standards. Why Because it frees them in contract talks. State demand more money for their workers. Because now they can say that their workers are unsafe because this the state has relaxed the max masks. Guidelines or whatever. So he's got to them If he's going to sign an executive order, he's fn Ewing, the very people who just put a fat check in his pocket and again. Listen, I said this a while ago. One of the ways for him to guarantee that he's not recalled, is to stand up to the labor unions. Whether it you've got to follow the money. I know and they're the ones bankroll in this thing. I know, but at this point, I think they would forgive him down the line, right? I feel like this is their their relationship is cozy enough that he can get away with a one time thing that says Hey, on June 15th, we're all going to be following the same rules. We need to come up with clear specific set of rules that in a very general terms says if you are vaccinated, or if you have had the Covid. You do not have to wear a mask. You do not have to You could then say, as the governor of the great State of California. If you in your workplace want to require them, that's up to you. If you as a place of business feel like that's the best way to do it, you can do that. You're gonna you're gonna get the repercussions from that Some people will love it. Some people will hate it. But you as a business, a private business have the opportunity to in, uh, input rules put rules in place. That you think best protect your customers and your workers. But most importantly and again. This is not this does not exist in these rules. That we all need to take responsibility for our own health. The government does not care will not care cannot care on the micro level individually. They don't give two piles of rat turd hunter virus about you. They don't care. So you as an individual have to decide. Do I want to continue to wear a mask? Find that no one's gonna Well, people will judge you, but that's up to you. Listen, if you want to wear a mask, continue to wear a mask. There's nothing wrong with you're not doing anything to me. You're not hurting me. But if I choose not to wear a mess, because I am fully vaccinated, and I have read the statistics, and I do know how to do math and I understand risk. And let me live my life. You're trying to get the government out of your business. I mean, I'm all for it, but I don't think it's very likely. They love to be in your business. By the way. I love to tell you what to do. Well, You know, it's funny because after the first of the year two sheriff's first press conference and after the election because then Mark Ridley Thomas was out and you know things got shifted a bit, So I asked the sheriff then I said Because Mark Ridley Thomas was one of the biggest antagonistic against the sheriff and Marty made no. No bones about it. I mean, he was He knew he did not like the sheriff and he wanted him out of there. So I asked the sheriff in a press conference. You know, what do you feel like going forward now that some of your some of your detractors air out of there, and he said he was very confident that this was going to be a great year, and he was going to work with the board, he's reached out and I think you saw the letter where he's tried to reach out to so lease a few times, and she refuses his His meetings and, um, but he seems to think that things are going to get better. Now. This comes up out of the blue and by the way after the press conference the other day, I asked the question. Someone from his inner sanctum came over and said, By the way, you should check her Twitter account. She's scrubbed all of the posts a while. Of course she did. And so, but you see him. I mean, you got the letter and you see a lot of the examples of those posts. What about l A p D have I mean, obviously they're a huge agency and would probably have some interaction with the county in some way to have they made any comments. You know, It's funny. You mention that because after we talked about it on your show, I also talked about it on Conway that night. And about 10. Minutes after I did that I was contacted by deputy chief within the LAPD. He had heard the story and he said, Can you tell me more so I told him a little bit more about what I knew. I showed him some of the posts as well. And he said now he's very concerned because Members of the LAPD Command staff sit on committees in which this person sits on and now they're supposed to be this sort of cooperative effort between city and county constantly and that calls into question now. Your ability to be able to do the job objectively moving forward. I mean, apparently, they all thought she was doing the job objectively before, But when they see all of these posts, and they have seen what you know, kind of where she really stands, they have serious concerns. Also, it's just so blatant. You know, it's not even Loki E think you You call that derogatory statements? It's pretty aggressive. Anti police anti sheriff's Department posts and it's almost like you wonder if it speaks to the culture in that office. Yeah, that's a good point. Because You know you obviously everyone's entitled to their own opinion. It really is. And I think the sheriff outlined it in there, too, that the First Amendment does not protect her ability to attack the way she did verbal or, you know, through post on social media. She can have her own personal views. She has a master's in social work so she can she can have her views and she could do them. But when it impedes on her ability to do her work objectively and also her actions what looked like violate county policy. And that's an issue and again when she's being given all of this sensitive information and all this background information. The sheriff also had concerns with who knows who. She's leaking this information to I mean, who is she talking to about this? I mean, is this Cisco bigger? Does it go does it? You know, he Suggested that maybe she's using information in other ways that she shouldn't you know. So there was a lot of that, too. Came up as well. Steve. Thank you. "For a long time, one of the leaders that the state Senate and Sacramento and was brought up many times in our show and battered about Darrell Steinberg. For some time. Now he's been the sacramental mayor. This is another example of California's far left progressive politician. But he's having a problem in Sacramento, and they came and vandalized his home over the weekend. A few dozen people dressed in black faces covered, some wearing body armor. Others with shields protested outside of Steinberg's home. Apparently were upset about unhappy used people. Who died during the big Winter storm that came to that area at the end of January. I guess claiming that the city of Sacramento didn't do enough to get these people off the streets where they could be saved. So they took it out. On Steinberg's home. And they came. There apparently is a pretty big police presence, but they threw rocks at the front door. They threw rocks at the garage. They destroyed a sculpture. In the front yard. They ripped out all of the landscaping lights. This is protests have come to Steinberg's home before, but this is the first time That the protesters started to break things. Of course, this story doesn't get a lot of play because it's not the trump mob. No, but I don't understand. 80 cops were there and they monitored 50 protesters. They did not make any arrests. Well, what did they do when they were trashing everything? Yeah, I didn't get that either. 80 officers were there. How did they not see what these people were doing? Or they just let him do it? I just let him do it. Yeah. I mean, they piled up yard waste to barricade the front door. And and they the look of that photo. They protesters they overturned. Ah, yard waste container. Mm. And they used the yard waste. They piled up. You have these huge branches from trees. And it's piled up. She can't get out the front door. And they also destroyed a sculpture there whether the cops just stood there. And the way it says here, the department supports everyone's right to free expression. What is this? Don't you? Don't you chase these goons out of residential neighborhoods that the other tolerance for these people is unbelievable. And this big kind of a trump mob? Holy mackerel. The media When I went to town demanded arrests. How much you wanna bet Steinberg has been in indulgent because it's just the homeless need a voice, right? What about 1000 a year? And and everybody lets him die in L, a county And I'm sure Steinberg does the same thing because the only way to keep him from dying is to force them into treatment. You know, what have they done along with Mark? Ridley Thomas? Remember to Task force? Yeah, And it's the same dumb clucks for 20 years. Darrell Steinberg, Mark Ridley Thomas, Gavin Newsom, the same guys. They move around from job to job. They work. You know, they're they're They're state Senators there, Assemblyman their county supervisors. Their mayor's They gotta become a governor. Lieutenant Governor Baba Baba Ba. They're all move around these jobs. They're all on task forces. They all slobber each other up. They accomplished nothing. Everything is worse and worse. Look at all the damage thousands of dollars. "The housing codes, services to the homeless people. It employed 737 people costing $55 million last year. And the former director. His name is actually Rushmore. Rushmore, Cervantes. Resigned in July. His salary was $255,000. That's more money than was paid to the former housing and Urban Development secretary Ben Carson. But you know what's worse than that? He was a complete failure in his job. This is this is what's galling. Your local homeless officials there paid more than the highest Cabinet members of the federal government. And they're a complete and utter failure. Homeless is has done nothing but explode. For bed 67 years now. And they just keep sucking up more and more and more money. More and more people are hired there. The bureaucracy expands. And and what we get is more people lying in the streets and dying in the streets, more poop and more needles. What's the point of paying Rushmore seventies? Anything? What's the point of even having this the homeless agencies? What's the point? Would we have? Fewer people. If we had no would we have more homeless and we had no homeless agencies, I guess is the question. I mean, What we've managed to find out. Is that these agencies have part of what we call the homeless industrial complex. Where I mean famously, and I wish they had this in the story, but they didn't the one that we talk about the most is the Los Angeles County Homeless Services Authority, known as Lassa. That's the one where that director resigned over a year ago, and on the way out the door. He said he was just proudest for adding employees. To the agency. That's honestly all they think about. It's a weird kind of cult. You know how you can't really understand why the Cuban on people believe and what they believe in. Well, this is another version of a cult. You'll never understand why they praise themselves for hiring people. Rather than damning themselves. For having the homeland's almost numbers explode under their watch. Yeah. Thanks to transparent California just did a quick search of the Los Angeles County Homeless Services Authority. That guy's name was Peter Lynn. Remember him? Yeah, he was the one who was self congratulated $242,000 was his pay and benefits. He was followed by a whole list of people in front of me here that made well over $150,000 a year. I don't even know what their titles or it's just a list of names and I'm still scrolling. And still, I've got people making over 100 grand on past 20 on the list. This is all the homeless. All the hopes Authority employees still scroll it can't still people paid over $100,000 a year. That's right at that agency. Finally, it stopped. Now I met somebody who makes only 98,000. After about 30. Some odd is that the janitor? I could click it and see what their job is. Let me see. It's probably the janitor. They don't really It's not coming up right away. But this is what we told you about. When you just decide to throw money at a problem or you're going to do is put people on the payroll. It's not going to solve the problem. You know, there was a stupid set of paragraphs in here. Now the city blames the surgeon homeless population on an influx of vagrants coming to the city. Now wait a second for years, they said The reason for all the vagrants in the street was income inequality, lack of affordable housing. And we said no. There's homeless people coming from all over the country and they're coming on on Busses and trains or however, Transportation. Whatever transportation they can acquire. These were outsiders. They were coming from out of the city and out of the state all around. No, no, it's their housing shortage and the income inequality. Well now. Mark Ridley Thomas. Wasn't L, a county supervisor. And he moved to White City Council. He is on the City Council now. Yeah, he goes, he says if we were in any other jurisdiction, we'd be celebrating the fact that we take many people out of homelessness. Claiming that they played 23,000 people in homes. But more people came in here. Well, that's the thing the homelessness was up 14%. In 2020 14%. So I think that that number that they placed 23,000 homes I think is bogus. I think that they rotating the same people in and out of shelters, but put that aside for a second. Now, he says. We've got to find ways to stem the inflow. Well, you're not going to stem the inflow. If it's clear to every vagrant in the nation that they can live in a tent. In fact, the Ted told me supplied to them by some idiotic homeless agency and that they could live on the sidewalk. And they could have a grill. Open Flame grill. They can have all the drugs they want to inject. They can urinate defecate. Yeah, we have no idea who's in charge of this because we're getting information from the state. One minute we get information from you the next minute we hear something different on the news, who's in charge and often the messages or contradict other all contradictory? And she said, Well, she said, it all starts at the federal level and then goes to the state level. Then the state decides what the counties are going to get. And is it okay? How does that happen? How does that work? So now? What happened is every council member obviously is fighting for their own turf, And they all they're all basically lobbying for the rules to change to favor their district's And that's I don't know if that's going to further complicate things, and they want you mean well, like, for instance, who's eligible? Yeah, to make because though, I think was daily own brought it up Council member daily on that genius where he said the Pledge of Allegiance today. No, but he talked about the fact he says, You know, I understand first responders and medical workers and those over 65 75 years old. But what about the single mom? So is going to work in a restaurant. Maybe a McDonald's and has three or four Children at home and in a large family at home is forced to go work in that environment and be out in work or they lose their home. Shouldn't that person out actually have the same sort of level of urgency as the person 75 older. And so you've got a lot of them, you know, because she's not at the risk of dying, but we have to start with the death risk. First Death overwhelms anybody else's sob story in his in his point, woz that he understood that, but his point was, if she doesn't work, the family suffers, and then he gets to be a big mess. And you know they lose their home. So you know everybody's got a story and you know, she chose to have four kids. Well, I don't know why. Why you make a lot of bad life choices, and then you get to go to the front of the line ahead of people actually, more likely to die. I don't you know that, but that's the kind of stuff that was going on in the meeting that they're all they had her ear for a little bit about. Going into town like a coin to where they have it unbelievable rate of spread. Have had. Why haven't they said mobile units? That's what fire is doing that right now, because what I'm hearing is a lot of the residents, Immigrant residents don't trust the government are not gonna voluntarily show up and stand in line. That is a big problem is well, and a lot of people are confused about the second appointment because some people are getting automatically notified about the second appointment. Supervisors Join Civilian Oversight Commission Members In Calling On Los Angeles County Sheriff Villanueva To Resign
"Relations between Sheriff Alex Villanueva and county officials have hit a new low supervisors Sheila Kyul and Mark Ridley Thomas joined calls yesterday for Villanueva to resign due to his resistance to oversight from the board and the civilian oversight Commission. Los Angeles County's homeless population rose nearly 13% before pandemic
"New numbers out today show the city and the county's homeless population is still growing even though we're spending hundreds of millions of dollars to fight it in LA county at least sixty six thousand people are now homeless that's up thirteen percent from last year and in the city there are now more than forty one thousand people experiencing homelessness and that's a fourteen percent increase these numbers come from the January homeless count so they don't include how things have changed since the pandemic started case Italy's Anna Scott covers housing and homelessness and she joins us now hi Hey well sixty six thousand people a huge increase thirteen percent it seems officials can't really get a grip on this crisis despite tons of money as I said being poured into this how come yeah well it's the same big factors that we've seen for several years now the biggest thing being housing affordability and just a growing number of people falling out of the housing market in twenty nineteen the LA homeless services authority which puts out this count estimates that eighty two thousand people became homeless so officials say that even though they're spending all this money a lot of it from measure H. which was the tax increase from a few years ago even though the system is housing more people than ever before it's still not enough one of people I spoke to is LA county supervisor mark Ridley Thomas if in any other jurisdiction we'd be celebrating the fact that we take that many people out of homelessness but I'm grateful that we have measured rates because or not FOR measure H. things will be more bleak and the report out today also highlights how black people are being pushed out of housing at disproportionately high rates they make up only eight percent of the total population of Los Angeles county but thirty four percent of people experiencing homelessness and this is something that that loss of the homeless services authority has looked out before and in this report they point to systemic racism and housing policy and health care in the justice system I'm always being factors in these numbers yeah all not new but all receiving renewed attention in the wake of the killing of George Floyd so what are officials saying now about this right well they get these numbers weeks before they're made public they think a lot about how they're going to frame it and I think it's fair to say that by pointing to these big forces they're deflecting a little bit from their old phone role in all of this and one person that I spoke to this week we talked about that is Carol Sobel she's a longtime civil rights attorney who has sued the city many times on behalf of a house clients and she said this crisis is the failure of city and county government to meet those big challenges that are not new at all if you have those forces then what do you as elected officials do to counter them you have two choices you let them go rampant or you do something to counter it and you have to do enough and of course measure H. money is helping people the city is building new affordable and permanent supportive housing about seven thousand units from another measure that was passed by voters a few years ago but but all of this is still very short of the need and keep in mind like you mentioned at the top of this segment none of these numbers take into account covered nineteen which is already leading to infections and one study out of UCLA projects that it could result in as many as thirty six thousand evicted households becoming homeless
