"It's a middays with Mark congressman Mark pocan taking your calls for the hour here on the Tom Hartman program And Eric and Harrisburg Pennsylvania you are on the earth representative Pokémon Good afternoon Tom and congressman cocaine Hey Eric Hi my question Being that the military industrial complex will so much power right And whenever Congress Biden administration when they are funding comes up for the military right There's no opposition pretty much on either side Is it possible that along with that you can put something from the progressive idea like the build back better plan If not all of them parts of it I don't know if you could call it an omnibus bill to say okay we'll put this through but we want this with it Is that at all possible That's my question Yeah so there are some bills that are a little broader and more generic like our omnibus because the budget process generally doesn't pass the way it appears on Saturday morning cartoons with the 12 appropriation bills going through both House and being signed into law And that's where just about anything can be there And there are some bills where things get added on However defense is not always one of those And I do want to push back though a little because when we try to add a 10% cut we got over 90 members of Congress Now again you need 218 to pass something But there were 90 plus members of Congress who wanted to cut the budget 10% So it's not true that it is automatically goes through The problem really is Eric is that it has become a jobs program I don't think people look at defense budget as money that's going to our national defense as much as it goes to people in their district contractors their district constituents in their district through jobs And that's part of the problem We can't just fund things even if they're bad programs but people look at it as the jobs of their district and that's why we've talked about trying to have a more modern definition of defense because I think it's more likely we could redirect dollars than necessarily cut dollars for that reason Of the jobs issue And it absolutely is necessary But there are plenty of people who do work towards that It's just you know it often becomes difficult because it becomes a district issue and jobs in your district We just have 20 seconds This goes back to I believe it was in the 19 70s or 80s when the Defense Department are these various defense contractors kind of got together and said let's make sure every single district in a congressional district in America has a defense plan at my right Yeah absolutely I have a company that makes a product as big as my pinky that goes on submarines and every year they asked me to buy more submarines in the Department of Defense requests That's the problem It's a jobs program For me I don't have as big of a footprint for some people to put it from quite large And I understand the pressure the problem is we.

have you with us Thanks so much for joining us What's on your mind today What is at the top of your agenda I'll tell you we were in D.C. this week I got back last night to Wisconsin where I'm at now But you know we had bills trying to address the issues of price gouging on gasoline trying to address formula for babies And you know Republicans are just so in in trying to do anything with us because they see it all as about the election I understand they almost all voted against formula for babies I mean honest to God Every Republican in the House of Representatives except what about 6 or 8 of them Against formula for babies I thought you kissed babies when you're a politician I didn't think you'd starve them Well unless Donald Trump tells you not to That's the problem The modern Democrat or Republican Party doesn't do things like the Republican Party used to They do what their leader their cult leader says And that's Donald Trump But on top of the very busy week we had legislatively we also saw Donald Trump lose at a few elections this week and have some very potential neural losses but we're going to find out in Pennsylvania But some extremists came through and he lost in some areas I think for progressives we had a pretty good night Short of North Carolina you know summer Lee looks like she's going to win the seat and Pennsylvania I think three and a half million was spent by apac against her a big failure for big money in Oregon Andrea Salinas won in an open seat and she had $12 million from a crypto billionaire put against her for someone and she beat that back And so it was a good night for not only progressive candidates but beating back some of this really big ugly money that's been coming into elections and primaries That's a fine thing That's an absolutely fine thing Anything else you want to share or should we start picking up calls The board is filling up quickly I would be glad to take calls 'cause I know that you'll have a lot of good questions Okay Well let's do it Let's start with David in Columbus Ohio Hey David thanks for listening to me And you are on the air with Congress and Pokémon Hello congressman My big question is how do you cut the pen spending during periods of war I mean the tension just present are the big winners here And we need this money for domestic spending And we need to cut the use of fossil fuels Yeah David I'll tell you you bring up a very very good point because as you know Barbara Lee and I started a caucus with the intention of trying to cut The Pentagon's budget so much of it is wasted There's no audits that they ever have to adhere to like every other agency But I think one area that could work with us is with a simple language change You could more broadly use defense funds for things that actually stand up for the national security that aren't defense contractors And I would argue and I've asked this of Doctor Fauci of doctor jha of the head of the NIH They've all said COVID was a national security threat Well then why can't we use more Defense Department dollars to fight that national security threat and to have been reserved more of the supplies should we have another pandemic I would argue climate change is a national security threat I would argue cyberattacks are a national security threat So if we could just go after that definitional change we might be able to redirect some of those dollars that go towards things like F-35s that still have over 800 deficiencies and don't operate very well and instead put them towards a more modern definition of defense So David you're right It's hard given what's happening in Ukraine and other ways to actually cut the dollars outright But if we could find a way to really focus on a true defense a definition of national security I think then we could really see fewer dollars go towards weapons award and more dollars go towards actually defending this nation That is absolutely brilliant Do you think there's a good possibility of this happening We are trying very hard I mean I think there's 5 words arguably where the money can only go to a state and non state actor that if it were slightly changed we would have a broader ability But again as everything in Congress time there's a rule and then there's all the exceptions to the rule We fund breast cancer research right now with the Department of Defense dollars because there are female members of the military So but defense doesn't like to go outside their little realm and that little realm usually is defense contractor dollars I think especially with what we've just gone through COVID we can make a very strong case and I think that's where we should be putting our attention Very impressive Patty in Columbus Ohio you're on the air T. cards they can buy food yeah I don't know what is the package will be as far as the twelve hundred dollars I've not heard necessarily a re upping of that that's going to happen so many of us is digested monthly stipends to people that we want to do I'm not sure if that would be included or not I suppose that could be a way to do it but then someone still got a reprieve we have produced the cards in the mail the cards I don't know how different that would be increasing our mailing a check you know in in the electronic transfer still a fund should be the easiest but obviously not everyone has that as we found from the first twelve hundred dollars disbursement but I I don't know if the that would necessarily be bringing this up in any way but again I'm not sure if that's a part of this next package I think the next package time a largely be around local and state government assistance billing in the gaps for some people got left behind and then a lot more to prior to that that's what you could get it at first your package yeah I'm I'm concerned frankly that if we don't start getting money into the hands of people who are out of work or have been suspended from work who are you know not I I think the statistic was between a quarter and a third of America could make the rent payments this month the organization revolution here metaphorically yeah one of the big and I found is many of these Republican state Florida is a classic example have very antiquated systems for their unemployment insurance purposely because they want to make it hard for people to get unemployment right now with many people through no fault of their own need unemployment there now are fighting these failed or failing systems and I don't know how you address that in the in the short term but that is one of the real problems we're having right now what has our government simply direct cash to people out you know independent of the states why does it have to go through the states are you know or for that matter six I guess I'm afraid that's the unemployment money I'm just saying that's one of the big problem that's the six dollar bonus is that is that continuing into the in you know it was there a stopping point on that that has to be renewed that has for a month of time the PPP loans have eight weeks of time so I don't think they'll address something that's four months out in the next bill I'm not sure if they're dressing P. P. P. or not occur there is gonna be extension for applications but that doesn't matter the money run out is there gonna be an extension of money is my real question we don't have any of these answers yet because they have not been shared so Tom Burke unfortunately a little bit of a lost that's a pretty good reporting out there the public companies that have taken these PP loans have distributed over seven hundred million dollars to their shareholders in the last few weeks any chance of putting a restriction on that you can't.

Senate places like Iowa and Arizona and and I think it was North Carolina or about the other day I thought but you're right I mean the bottom line is that this all started in one place the president not dealing with this seriously we're all paying a tremendous price seventy thousand lives so far and the fact that he now wants to re open is is really continuing the the mass casualties that he has caused by his inaction or wrong actions on this and it is extremely disheartening Tom in Arcadia California here on the earth Carson okay hi congressman thank you Tom I'm cool because I'm learning says sorry and I haven't received my stimulus payment and I have a defaulted student loans and I'm concerned that it's going to be seized well I didn't here's what I would advise you actually is call you are either a member of Congress or Senate whatever you might have already a relationship with otherwise start a relationship with them and see what they can do one they can help you and that the stimulus my make money so you have to reach out to them for that and secondly you should also mention the student loves him because I understand it right now they're supposed to not be collecting and not having any additional interest bearing now I can't speak that's probably for federal loans in eight years as a private banking it's different situations but it still sounds like the case work that your member of Congress or US senator can help you with so I think you're just after reach out directly to them and and they will absolutely help you out this is what our jobs are to do yeah that's it's remarkable that up with by the way with twenty five seconds it's remarkable that these that there's so many people have not yet received these checks does that have anything to do with Donald Trump wanted to delay things so that he could send out a letter along with you know bragging about it it was yeah that was some of the delay trying to check again the letters out some of the delay was just you know not everyone when they pay taxes had a direct deposit some people didn't pay taxes so we had to figure out how to deal with that yes.

suppression yeah actually joke that this is something because so much is appalling and I think I'm trying to be very patient as I look at very solutions I thought Louisiana is going to be actually moving their primary date I'm not sure this is a bad idea across the board I'm not sure it's a good idea yet but you know we can't have it where you have a bunch of senior citizens going out where there could be groups of people and in Wisconsin right now we have an April seventh primary were trying to get people to vote absentee but you also don't want to suppress people by by not having them come out because they're afraid because of what's going on so I am open to every conversation right now and I think we all need to be open to these conversations especially given that I think the next two weeks are going to be especially significant about what's happening with this virus I got a a press release from Ron Wyden yesterday saying that he's introducing legislation the Senate to provide the space of five hundred million dollars so that every state in the country can mail in absentee ballots to every single voter in their state between now and November for the November I realize this doesn't help with the primaries but for the November elections do you did you know about that might that happen in the house I I am not did not know about that but I can tell you our friend John Nichols from the nation wrote a significant piece on this recently like what are we doing for backup plans just in case and of course mail voting by mail would be one of the best options that you could do around that so I will look to see what they're doing in the Senate but I think everything has to be on the table right now yeah I think what we know is the next two weeks followed by the next two months are going to be the most important for the next several weeks especially important to try to get that peak to go down so that we don't overtake our ability to handle this in the hospitals and medical systems we assume that if we do that you'll spread it how many people will get that over the time over my time how many people are going to get this in summer peak months it'll go down significantly but people will still be getting it but we expect that spike back in fall so there's a lot of things that we're still learning and I think as around elections we have to have backup
