reporter Steven stop chins good morning Stephen Oil prices today are steadying WTI up about 8 tenths of 1% but it's 30% this year with the war in Ukraine What should we expect from OPEC plus While the war has obviously done a lot to the market and you're saying that this oil ban from Europe potentially further tightening the market exacerbating a global supply crunch with oil prices jumping to the highest level in over a decade I don't think and I don't think analysts expect much more action from OPEC plus because one they're very focused on what's happening in China There are China is the largest importer of crude oil There are large government mandated lockdowns happening across many cities and that's curbing demand for diesel for gasoline for oil products which means that they don't need as much crew That's having a larger impact on the market according to OPEC plus And that's why they want to be more modest With their increased in production going forward despite what's happening with Russia and how Europe's effort to ban Russian oil is going to tighten the market How does China's anti COVID lockdowns play into demand then Because there are several factors now and demand from China is pretty critical Demand from China is very critical They are when you look at Asia Asia China is the biggest market They're the biggest market in the world when it comes to just importing And removing a lot of that demand will create a bit of a bearish sentiment in the market And you've seen that for weeks We jumped to highs of a 120 plus dollars for oil A few months ago but since the COVID outbreak in China you've seen these prices fall you've seen Brent futures fall quite a bit using WTI fall down below a $100 briefly Now they're back up with the ratchet up of pressure on Russia but you have to look at the demand story and the demand story is China and the China story is what is the government doing about lockdowns and how is that affecting demand Hi then should we be interpreting the results we're getting from the oil majors shell today adjust to profits beating expectations how does that factor into the overall picture in the market Well I mean you look at these oil prices and they are a bit out of whack when you look at the supply and demand situation There's obviously there's this risk premium with Russia this war premium that isn't going to stay forever So while we are seeing a surge in prices and one of the big oil companies are benefiting from this you know they are they are doing well in terms of selling their products oil natural gas looking by natural gas Their trading desks are doing well because they can trade that arbitrage and they're very nimble and they're smart and they have the best people in the industry But moving forward they know that this can't last So when you look at the energy transition when you look at the agreements made in COVID 26 there is going to be an effort to decarbonize And that means that over the mid to long term the demand for oil and gas will fall and that is something that they want to take to the expectations that there are good times now but it's not going to continue forever Yeah opaque plus also rejected the idea of pumping more have they not despite the kind of fevered requests from the U.S. and other parts of the world Does that change at all at this meeting I'm sure that's not likely but what do you think Yeah you would think when you look at the market when you look at the articles that my team and my colleagues are writing about how this war could tighten the market and how a ban on Russian oil to Europe will have them scrambling for a shrinking supply of oil You would think that that would affect OPEC plus decision making but it's not They've been very firm in their decision making when they're purely looking at just the war They haven't changed their steps And that could be by design Russia is part of OPEC plus There are other factors like China but also Bloomberg radio My extra special guest this week is Michael Lewis Who win the audio rights for liar's poker reverted back to him he decided to make a complete audio recording of the book and that forced him to reread it for the first time in three decades I just reread it for the first time since the mid 90s Tell us what your experience was rereading your own work Unsettling I don't reread my books Sometimes I feel like I should and I pick them up and I read the first sentence that I can't do this And I did that with liar's poker I remember on the paperback tour year after it came out and I thought I got to go read it and remember within it and I couldn't even do it So this really is the first time I reread it And I thought a couple of things were instantly obvious One I was in the hands of an amateur And I could actually hear one form the amateurism took was the pros is infected by the voices of whoever's book I was reading while I was writing it So one point I was reading some George Orwell and other Mark Twain or Tom Wolfe or Rebecca west or I remember when I was reading at the time because I can hear their voices in my prose And it's a pale imitation of their voices but I could see that the voice was wavering in the book And particularly early in the book and not the first chapter because I wrote the first chapter last but when you start at chapter two you're seeing me in the beginning of my career And it's kind of interesting It's not till I get to about I can't do the passage in chapter 8 where I thought huh I'm liberated This is actually more me I recognize this And it's subtle but it was sort of like I don't advise anybody do this I was learning how to write a book by writing a book And you can see it in the pages of the book So that's surprised me The other thing Let me jump in here because I just have to tell you I had the same experience rereading this in that it's clear in the beginning it's not truly you hadn't discovered your voice yet but towards the 60% mark or so and I read this on a Kindle which I normally I prefer hard paper but I noticed that where you start talking about the mistakes that Salman brothers management made like the beginning of the end of Solomon brothers your becoming Michael Lewis in that you're making these broad observations about other people's judgment errors and your voice really rings true there And my own judgment errors I think the moment the moment I first recognize really recognize myself on the page is an 8 page or ten page story where I it's the first time I rip off a customer And I'm so stupid I don't know I'm ripping them off I think that the trader is just giving me a smart thing to do And that's the first time I thought oh God this works I wouldn't actually change this And this feels like me So that's So that was the first takeaway I was figuring out how to trust my self As I was writing the book and I came to trust myself eventually So that's observation number one Observation number two was how much the financial world had changed Since then that I remember thinking as I was reading I was thinking God I was so lucky that people actually shout out at each other and through telephones at each other And we're actually doing trades face to face Because without that the book just has no life And you walk into trading floor or hedge fund now and it's just like silence It's like people staring at screens and Tapping away and algos are doing the trades And I would be very hard to make it interesting now As it was I think it was just a more lively place But there was the butt was you could see the seeds of what Wall Street is now in what Wall Street was becoming then There are big macro things happening and they're happening in the book that are big changes Starting with the class of Princeton wants to go work on Wall Street These changes that are happening in the culture That are happening right then And so in that way there was a current there was still some currency to it That was that was the other reaction I had lots of other little reactions The main little reaction was and this is like a rule When I thought I was being funny I wasn't funny And the stuff that was funny I didn't realize it was funny When I was laughing I was rereading my book I was laughing at places where I didn't laugh when I wrote it And I wasn't laughing in places where I did laugh where I wrote it So let me share one thought with you that I didn't I couldn't have picked up in 94 and 96 whenever I read it The first time but it was very clear this time not just that Salman brothers was formative to liar's poker but liar's poker very much foreshadowed your future books The whole discussion of how mortgage bonds were developed and other the IOP bonds and other sort of things sort of presage the big short There's conversations about geeks and experts being ignored presaging money ball and premonition There's even some discussions about the computer Preventitive Diplomacy's David Falt Reflects on the Russia-Ukraine War

"So amid new word of sanctions coming from the U.S., along with Europeans looking to do something quite similar, I am joined today by David fault from preventative diplomacy founder and head of preventive diplomacy, which is an organization that works around the world in some pretty dicey places to see some conflict resolution. He specifically has been working at gathering evidence on war crimes there in Ukraine and joins us now. David, welcome. Good to have you here. Thank you very much, Chris. So, okay, let's start with what we saw coming out over the weekend. I mean, it's pretty horrific. You have observers there. Walk us through what you guys are seeing and where you think this is heading in terms of some of the war crimes and the evidence that you've been able to gather. So we deployed very early on in the forest in the first days of the conflict starting, and our assumption was that they were, we didn't think they were going to be able to take Kyiv and we estimated or our guests was that he put in really interest lies in the Black Sea area so that he can connect the crimping with Mario Paul Donbass in that region and maybe extend his slice of the country so to speak, maybe extend it as far as to Odessa, which is a strategic port facility, the basis for that reasoning was pretty simple, we looked at how he behaved in Syria when he joined that conflict and it was pretty obvious that he backed their third regime mainly to secure his military or naval facilities in the Latakia area south of the tartus mountains, so working from backwards from that we figured, yeah, the real onslaught there is going to happen down in the strategic Black Sea port areas. So we wanted to go in early. So we went in in the first couple of days to see what the status of those areas were and what type of reconnaissance team and amphibious activities was going on there. We obviously had to pull out of Mario pole after 9 days of the conflict, this is an independent of effort.

"Global news update this is a special report the Russian invasion of Ukraine the Red Cross is saying it will try again today to evacuate Ukrainian citizens from the port city of Mario pole the city in southeast Ukraine has been under attack and tens of thousands are reportedly trapped with little food or water the Red Cross says it sent a team to Mario pole Friday to lead a convoy of over 50 buses and other vehicles out of the city but had to turn back because of Russian attacks While the president of Ukraine pleads with The White House for airplanes and missiles speaking with Fox News Vladimir zelensky says President Biden shouldn't bother sending helmets Now just give us a missiles Meantime vice president Kamala Harris says U.S. sanctions against Russia are having an impact telling NBC News the world leader she's met with over the past couple of months have praised the U.S. for its response Thanking the administration for rebuilding the relationship between NATO and European allies This has been a special report the Russian invasion of Ukraine I'm Scott Khan This is Bloomberg Wall Street week with David Weston from Bloomberg radio We're joined again this week by our special material Larry summers of Harvard So Larry we got jobs numbers out at the end of the week on Friday strong job numbers once again also by the way I should say strong increases in wages At the same time it does raise the question whether this economy maybe even more overheated than we thought Look I think the single most important statistic for judging overheating is the ratio of vacancies to unemployment And with these jolts numbers and these unemployment numbers that statistic is going to be plumbing new highs In when it's next calculated and that suggests even more tightness in labor markets And I think that points towards even more inflation So I think near term we've got to if anything a bit greater inflation concern than we had before we saw these numbers Of course it's good that the economy is looking relatively strong I think if you were in doubt as to whether the previous weakness was fundamental or was caused by omicron this would tend to tilt you towards thinking that it was caused by omicron But look labor market indicators are always contemporaneous or lagging So we don't know what the future holds and certainly there are worrisome signs in terms of what's happening with consumer sentiments But for now I would say these are relatively inflationary numbers and that's how markets look to be reading them with significant movements towards yield curve inversion At the same time you'd be the first to say these jobs are good for the people who are getting jobs and particularly some of the people at the lower end of the spectrum which is something we should be concerned about Is there no way that we can both take care of those people make sure their employed that they are getting paid fairly And not overheat the economy David look this is why the earned income tax credit is such a good idea This is why I've supported increases in minimum wages This is why we need stronger programs for people who don't go to college of many kinds.

"Television and radio I'm David Weston We hear about it and we see it every single day The humanitarian disaster in Ukraine What is being done to so many innocent civilians every single day But there are people in Ukraine who are fighting to try to protect these people provide for them We're going to go now to some of your represents that group of people She's Avril Benoit She is emergency communications director for the organization we call Doctors Without Borders They have a French name but I never took French as I just said to her Thank you so much for being with us You're in as I understand leviev Give us a sense What's going on on the ground in lviv Yeah lviv is actually very safe If you ignore the air raid sirens which sometimes happened 5 times a day which of course we don't we go into the basement But this is a city UNESCO heritage site where it's considered relatively safe At least if you could say anywhere in Ukraine is safe So a lot of displaced people may be 200,000 people from other parts of Ukraine have ended up sheltering here We're using it as a main supply base because one of the main things that medical doctors hospitals and nurses have told us around Ukraine where they have a highly developed medical system highly trained and skilled medical expertise They have told us they lack certain things certain supplies So we bring it in through Poland for the most part through lviv and then dispatch it out to various hotspots around the country And the other thing that we've been able to do here as well as in many parts of the country is offer something that the Ukrainian positions as skilled as they are just don't have and that is we're trying to share our expertise in war wounded in triage in mass casualty responses and things like that So as you know I've discussed you're in the field I'm not So I'm not sure how it works but I'm inclined to ask take us from the west where you are across to the east and the gradations of the level of problems that you're facing Sure Well you see the map of some of the places where we're working It's not entirely complete because we're not necessarily always indicating where we're working but you can see lviv over there on the left by the Poland border And then you have a certain number of areas around the borders you know any number of countries where you have people who have fled The United Nations refugee commission says that there are just millions and millions and they tabulated every day But in places like Poland in Hungary and Moldova you have displaced people In Ukraine itself though that's where you have the most And as you move further into the interior to the capital of Kyiv and then onward into the east those are the real hot zones and coming down to the south you have Mario pole Mario Paul being the city that is entirely encircled perhaps even completely besieged And there are very daring rescues that are happening to try to get people out and medical supplies in and other kinds of lifesaving supplies into Mario pole largely led by the international committee of the Red Cross which of course has that particular mandate to negotiate that sort of access And then what we're doing is positioning our medical teams in the various places where people are likely to come out because we can then perhaps facilitate the transfer of those patients to safer places like lviv where they can get higher levels of care in a relatively safe environment So our worst simulcasting on radio as well as television so I'll just try to describe what we saw for our television audience is for our radiance is what we saw was some operations for medicines on frontier over in the western part of the state almost on the border with Moldova going over toward Poland Obviously in leave then also I saw it down in the south around Odessa it looked like and then operations in Kyiv as well Talking about Mary pole which seems to be just a terrible tragedy right now Can you get medical supplies into Mario poll at all at this point We can not We have tried a number of times and I know that there's always a convoy on standby standby that is trying to make the attempt So as I understand it there is an attempt going on right now as I say would be with the ICRC in the lead and we very much hope that they can have that access One of the things that we encountered when we had supplies loaded on flatbed trucks trying to reach Mario pole is that the road was just littered with mines with improvised explosive devices and things like that And certainly you can move a little cars zigzagging through the debris on the road and the various mines But you can not move trucks And so for us this was a massive devastating missed opportunity to bring supplies in and then at the same time bring people out on the other side Most of us think about what you need to do over there is related to injuries from the war At the same time there were infectious disease issues in Ukraine before this happened I've read about What was the medical state in Ukraine and to what extent has that been exacerbated by this war Yeah it's a really interesting question because certainly a lot of the attention right now is on war wounded and trauma What we're seeing though is that as we have seen for many many years there is with this elderly population chronic disease which now with the war is left unaddressed to some extent while the hospitals are the Ukrainian hospitals are prioritizing the war wounded The others who need to come in and deliver babies and children who need vaccinations and all the other care that people need people with diabetes need their insulin These are the areas which risk being neglected The other thing we're seeing is that people who are older have less income maybe no car have not been able to flee cities like Kyiv And so they're at home alone They don't have their medications or they've run out They don't have the energy or the mobility physically to be able to go and stand in line at a pharmacy that's run out of stock So there are all these gaps that are beginning to emerge And these are what you might call the knock on effect So you'll have the those who are killed and injured by direct impact of the war And then you're going to have those who become sick as an indirect impact of the war And so that is certainly an "With Russia perhaps involving some territory Well essentially what he said was that we can't talk about territory until Russian troops are withdrawn but what he did say was that they don't have to be withdrawn beyond the point where the war started So those parts of the province that were already occupied by a mix of Russian and separatist troops for the last 8 years So essentially what he's saying is more or less actually what he said before which is we have to go to the status quo as it was on February 23rd before the invasion Then we can talk about the status of the Crimea He's not saying as Russia is demanding with troops on the field that Ukraine should give these territories acknowledge Russian ownership of Crimea and the independent status of Donbass and behance And U.S. UK foreign secretary Liz truss has said that the government here would consider lifting sanctions against Russia if there was a commitment to no further aggression a ceasefire and a withdrawal from Ukraine So kind of creating an off ramp but is there any sign Russia would take it or is that just trust trying to show leadership on the world stage I think it's an important message because one of the concerns the Russians have and for years when you would speak to Russian officials or indeed advisers to the Kremlin they would say look it really doesn't matter what we do We're going to get sanctioned sanctions will not get lifted they will recall that Jackson vanek amendment that remained in place for years after the Soviet Union fell sanctioned that was put in place during the Soviet so it's an important message to get out there to say that actually yes there is an upside to you if you will sit down and negotiate in good faith And China's role in all of this is it complying with sanctions how much is it coming to the aid of Russia briefly Mark Well we still are unsure but what it does seem like is that the Russian gas Chinese companies unwilling to take the risk of helping Russia out publicly In terms of buying cheap oil China is up for that as is India the country And the head of the Ukrainian military intelligence has said Russia wants to split Ukraine and set up a separate Moscow controlled region That's after they failed to take over key from knock out the government So in your mind at this point what's Putin's goal Well the immediate goal does seem to be to consolidate in the east to take all of those two provinces And that includes Mario pole and a land corridor down to Crimea Unfortunately that doesn't necessarily.

"Been shipping out crucial supplies to Ukraine She joins us now from Poland Aggie good morning to you What is the situation first on the ground in Ukraine because we will get up to date on that particularly around Mario pole Yeah so I think it's right to focus on Mary pole this morning especially after this refusal to agree to a surrender on with the Ukrainians refusing to render to the Russians in the city And also Mario Paul is an indication of really the gravity of the humanitarian crisis It has been under siege since March 2nd and by this point huge swaths of the city have been destroyed including a lot of critical infrastructure And so from what we know from what organizations like the UN have been doing on the ground in place like Mariel and what they've been able to find out is that huge amounts of the infrastructure is damaged or destroyed and there is a lot of people who are without food or water or even electricity Yes indeed And so your focus on those displaced within Ukraine and that's where the UNHCR and the World Food Program are focused but also on focused on the people who fled Ukraine and have made it to Poland How is the UN supporting the relief effort Yes so firstly I think speaking to someone from the world three program this morning he was talking about the fact that their focus not only on the people who have been displaced within Ukraine but actually how you can provide foodstuff to the amount of people who are coming into other places as well This is a relief effort that expands beyond Ukraine itself towards all of the neighboring countries that have taken in a lot of people and in order to make sure that there is no pressure on the food supplies of those countries as well And so we're also seeing when it comes to UNHCR that they're providing those basic needs like bedding and sleeping bags and whatnot for people in Ukraine but they're also looking at ways of mitigating effects on the infrastructure So they're coming up with ideas like providing things like solar lamps that will allow people to have some.
