If you turn on your TV to CNN right now, you will see Virginia's governor on the screen Glenn youngkin is headlining a CNN town hall, meeting on education right now, and his first question tonight is why is education your main focus speaking with Jake tapper will continue our coverage of that tonight. His appearance on prime time has a lot of people thinking about whether he'll announce a beard for The White House next year. Stephen farnsworth teaches political science and international affairs at the university of Mary Washington. And he told us what sets young and perhaps apart from other presidential contenders. I think that the key thing that Glenn youngkin can offer the Republicans right now is a chance to really set a new page. One of the things that made Donald Trump a successful candidate in 2016 for the Republicans is that he was somebody new. Somebody different. He wasn't part of the establishment. Glenn youngkin can be a version of Donald Trump, albeit 8 years later as a sort of a new face. And I think that could be one of his really appealing messages that he can offer the voters. He isn't drowning in the Trump story. He isn't connected to January 6th. He is somebody who can offer up a less drama version of the Republican vision. Do stay with us here. We'll bring you more from the CNN town hall as the hour goes on. Virginia's attorney general in the meantime is accusing a middle school in fairfax county of racially discriminating against children. The accusation is in response to a letter, sent out to parents of 8th graders about fairfax county public schools, college preparatory program. The Republican attorney general Jason meares is taking issue with an email sent out by Cooper middle school last week, which only listed some races and ethnicities for students who should apply for the program. Mia is in a letter to the school demanded the email be retracted and that the school proved the program doesn't discriminate in response, fairfax county public schools says claims of a ban on certain demographic groups applying for the program is wholly inaccurate and criticized the attorney general for not contacting the school system before and its words making false and damaging public accusations against the school. Says last year 8% of the students in the program were white in 26% were Asian American, Mike Murillo WTO P news. She held the top spot on the county's education board until fellow board members charged her with several accusations, including incompetence. The Maryland board of education even recommended she be fired. But after nearly a year of fighting to keep her spot on the prince George's county school board, a judge ruled in her favor. In the summary of the opinion, an administrative law judge says he doesn't believe juanita Miller committed any of the charges leveled against her, including misconduct in office and incompetence, and he recommended Miller key per spot on the school board. But it's not the final say. Some current and former members of the board are likely to file a response to the state board of education, and it is possible the board could still remove her. As it is, Miller is already lost her spot as chair of the board a few months ago, but does remain an at large member. John dome in WTO news. WTO has reached out to Miller for further comment. We are getting our first look at the COVID pandemic affected students in Maryland, the state's Department of Education is releasing its first report card in more than three years. Maryland gives schools ratings of one star that goes to the lowest performing schools and 5 stars to the top performers. According to the State Department of Education's 2022 report, more than half of Maryland public schools maintained their ratings a quarter of the state's schools lost a star. Scores are based on how students did on the MCAT. That's the Maryland comprehensive assessment program test curriculum graduation rates and how English language learners are progressing along with attendance and student readiness for high school. "Shana steel and thanks so much for being with us. You know, it's only March 2023, but the upcoming 2024 presidential election, that is fast approaching. Over the weekend, former Maryland governor Larry Hogan said he's not going to seek the Republican nomination. Meanwhile, former president Trump's leading the polls among Republican voters so far, and on the democratic side, President Biden still hasn't officially announced he's running. Washington pay a senior political reporter, Aaron Blake joined our Sean and Anne earlier with more on the presidential race amongst Democrats. Since the 2022 election, there seems to have been kind of a rallying effect for the party where they're just kind of waiting to see what he's doing and few people are actually making moves. So at this point, it seems to be a situation in which this will be a primary that is mostly to the president's having to himself and people just waiting to see how that moves forward. Let's talk about the Republicans. We have cpac over the weekend and mister Trump was far ahead of other Republican candidates in a straw poll at that conference. Does that give us a sense of how people overall in the broader Republican base feel about mister Trump or is he starting to gain some momentum here? The cpac draw poll has been not a great indicator necessarily of where the broader party has been in recent years. People who have been paying attention to it may remember a decade plus ago. This was something that was routinely won by Ron Paul and then Rand Paul was doing very well in this, even though he didn't do terribly well. When he ran for president, so it is a segment of the Republican Party base. I'm not sure I would read too much into it. But I think it does reflect that there is a vocal and passionate portion of the base that remains behind Donald Trump and dislodging them is going to be very difficult for any of his challengers, including Florida's governor Ron DeSantis. Aaron Larry Hogan dropped out because he doesn't want to split the vote. He said among possible moderate challengers to Trump in about the 30 seconds we have left. Is there a clear moderate challenger to Donald Trump right now? Well, I thought it was a really interesting decision. I think it is a reflection of reality, Larry Hogan did not seem to have too much of a chance given where he comes from politically. We are still waiting on a couple of others who have expressed criticism of Donald Trump, especially New Hampshire governor Chris sununu, Arkansas governor, asa Hutchinson. Ukraine's state nuclear power company said the temporary interruption was the first time the plant had been disconnected from the grid, but it said there were no concerns at the moment over a full scale incident after backup systems kicked in. But this comes as the head of the IAEA is saying it's urgent to go there and make sure that plant is safe. It's been hit by missiles before there have been fires before since this war started and fire and weapons don't mix with nuclear reactors. They're concerns of a cooling interruption to the reactors and a possible meltdown and that could lead to disaster. Hey JJ, that Russian missile strike on a train station in central Ukraine yesterday, the death toll keeps rising, it's a 25, more than 50 Ukrainian civilians were also hurt. And Russia is telling a very different story about this, right? That's right. We know Ukraine is facing a serious threat here in this war with Russia. They're facing a foe that has a lot of weapons. They have questionable tactics about how they use those weapons and what they do with them. It's pretty clear and pretty cut and dried that this missile strike yesterday on this train station, which was filled with civilians, was a Russian missile strike on civilians. Russia is saying however today in its media that they killed 200 Ukrainian troops at this train station, which is a far cry from what the rest of the world saw. "You reminded me about Stewart sheller just now. And so I want to talk about that. It's a very important chapter in your book about what that signified. And would you explain it if you got 5 more minutes? I hope that I'm not taking up your time to fit back needs to be read. We've said the 5th acts title on both days. But Stuart seller came and went and the American consciousness. But he's still out there doing something. I don't know what, just like the captain of the Roosevelt is out there doing something. I don't know what. American military figure show up in controversy for about a week and then they go away and we never know what happens to him. You bring our attention back to Stuart, tell us about what you think has happened and what happened there. Well, you know, Stewart shelter is actually a contemporary of mine. We served in the same infantry battalion many years ago. He was a battalion. Again, to this thing, we all know each other. He was at the time a lieutenant colonel in the Marine Corps. By all indications of successful career. And after the fall after the Abbey gate bombing sort of in a moment of just discussed recorded, you know, just a very, you know, very upset Facebook post about the failures of that he saw up and down in the chain of command from the president down to the comment on the Marine Corps. And he was demanding accountability. Which I'm sure many of your listeners would seem would be sympathetic to that. I myself have demanded accountability and in those days wrote some pretty pointed opinion pieces. The difference is he's an active duty military officer and technically is not allowed to speak out publicly against his chain of command. And when I saw that he had spoken that way, you know, it was very clear he was committing career suicide. And I'm certain he knew what he was doing. And it was sort of like this at an act of self immolation. He had gone in very publicly, lit himself on fire. And that just gave me pause, and I thought of it as this act of self immolation because, you know, listen, if you go back to the Vietnam War and the Buddhist monks like themselves on fire or to Muhammad bosi Z and the Arab Spring, he was at Tunisian fruit vendor who let himself on fire. When people start lighting themselves on fire, we should pay attention. And so, you know, I can't necessarily sit here and draw a plumb line between the actions of Stuart scheller and some imminent Civil War that's going to happen in the United States with the military, but it certainly concerned me to see people I know as professionals so upset that they would commit this type of career suicide. And I think we should just all pause and recognize that, yes, we have an apolitical military. But it's not because military members don't have their own political beliefs. Of course they do. Now, it's because there's a culture of America in the military. We don't talk about politics. It's not something you bring to work. But under enough stress, and I don't think we're there yet, but under enough stress, that code of a murder can break. And it doesn't always break. We always fix it on the four star generals and who are our generals who are our admirals, but listen, if we look back, it's a reason that it was, you know, you know, colonel Atatürk, colonel Gaddafi, you know, when you look at these seismic things, it's typically not the generals, right? It's the Young Turks. And so we should also be watching over there as we try to understand what our political dysfunction means with regards to our.

"You're not going to learn anything about grand strategy on Twitter, or am I wrong? I agree. There's no nuance on the debate. The fact that you mentioned the news cycle, there's always, if you turn on the news, there's always just one story. That in and of itself is evidence that there is no nuance. And when we talk about trying to navigate ourselves through a dangerous world, you need to understand all of the different threads. And I think get that in the way we are consuming news and in our national conversation and I write about it in the book, the political industrial complex, as an echo of the military industrial complex, because we are being incited to division as a way for people to make money and it creates perpetual division, which is a threat to our country. Now, I want to close by talking about Loch Ness. And they are see, I didn't know about the ARC. And I know a lot of marines, my father in law's career rain, my brother in law's career, marine. I know I've never heard about this course before until I read the 5th. And then it shows up at the end of the book. And you connect because you've run Loch Ness with the same, not at the same time, but you've run the same course. I think that actually talks about the weave of the American military. I ran into a guy named Tim garrison. I don't know if you Tim. Former United States attorney in Missouri, maybe the next attorney general, I ran him at the Nixon library, he was there at Christmas time because he was about to ship out to Afghanistan. A civilian called back his reservist to go to Afghanistan for a year. Probably in 2014. And he subsequently served under Trump as the United States attorney, and he'll be the next attorney general. And they pulled him out of his wonderful suburban life to send him off to Afghanistan to serve a year as a jag officer at Bagram. And we became friends. I'm just amazed at how thin our military is that we have to pull people in for 7 and 8 tours and we have to pull reservists out of 15 years of retirement. Are we spent as a ability to attract people to live the lives that we're asking them to live Elliot? Well, concerns, yes, but I think what concerns me too is that the military becomes sort of a separate cast in American life. That, you know, yes, as you mentioned, we all know each other. You know, everyone in the middle, we all know each other, but fewer and fewer people know us. And if you look at the history of great nations, empires, an indicator of decline is consistently when a nation or an empire starts to outsource its military and its national security, the Romans outsourced it to the provinces, but we seem to be outsourcing it to this ever more rarefied segment of American society, which is often sort of based regionally or now increasingly based sort of there are military families and you see the trendlines are going up. The military service, it's become a family business. And that's not healthy. I think the United States is healthy or when we are following our tradition of citizen soldier. Now I am a complete civilian. I have a son of son in law and nephi on active duty and the son just proposed to the daughter of an army colonel. And I think what I see from the fringes is what you just referred to. The same language, the same style of living, the same habits of reading the same kind of conversation. When I talk with general Mattis, or general McChrystal, they write very different books than when I talk to senator senator why. They've lived completely different lives. That's why then cotton and waltz and Gallagher. And of course, Seth Moulton, there are Democrats who serve in this capacity. I want the Congress to be full of veterans of the long war. Do you agree with me on that? I absolutely agree. And I think what we're seeing with the military follows a broader trendline that we see all across America, which is the atomization of our society that we are increasingly just self segregating into our smaller and smaller identity groups. There is a scourge of, I think, identity, identitarianism, that is going across America right now, dividing us and it's particularly concerning that when we start dividing our military in that way because our military plays such a crucial role in the defense of this nation and also the political life of this nation. You know, the founding fathers warned about the large standing military and what that role that can play in a democracy and you go back and again, if you look at history from Caesar's Rome to Napoleon's France, when you couple a large standing military with completely dysfunctional domestic politics in democracy does not last long in a republic. Yeah, I don't think we're going to see sula marching on Rome or Caesar crossing the rubric. I think our professional military will never be that political, but you mentioned general milley. My Friends and the Trump White House always called him a straight shooter and a complete, absolutely apolitical guy. And there's a new book out that saying he was quite anti Trump. You would not have known it from his conduct in the joint chiefs. And before him, I think Joe Dunford and Peter, I mean, we've had great chiefs of the joint chiefs. We've got great army navy. They're senior leader. I don't think the political leadership has been very good. Elliot, I really don't. I think that we've fallen down on that. Well, I agree, and I think that we have, we have a political class that seems very eager to politicize the U.S. Military. And I think one of the reasons the U.S. Military retains its position is the most trusted institution in the United States because up to now it hasn't been effectively politicized. And I agree with you. We have very good senior leaders in the military. But these forces of politicization, it's not necessarily only the four star generals that we need to be worried about. It's also how that politicization affects the ranks. I'm not saying this is a partisan. I'm more just bringing up is, you know, if you look closely, you can see these little cracks emerging where there are majors. Lieutenant colonels or others who are speaking out in inappropriate ways and there's the concern if those people get sucked into a hyper partisan echo chamber that they could be used as tokens in a broader partisan game..

And that happened this time. And I think that's the way wars will be fought in the future. And we need to understand that. So I'm certainly not against digging for answers as to what were the sequences of decisions that led to this, you know, why were so many people the administration not listening? I mean, there were, there was a letter signed by more than two dozen members of Congress, bipartisan warning about this back in May. And it went unheeded, that letter was delivered to The White House when unheated by The White House. So yes, this was a complete and total collapse of American confidence. And yet we should understand it. But I also think we need to understand and stay focused on the Afghans who have come here and their plight because it isn't over for them. Yeah, andros and I talk about this a lot because he's very involved in the Afghan, but he's also been pulled into Ukraine because he's one of the good guys in the entertainment business. He'll go where the need is. And all of a sudden we've got 10 million refugees in Ukraine. Right now I'm busy raising money for food for the poor to feed these poor people. They've got 20 million refugees running around in Afghan and Ukraine. And we've got Afghanistan and utter darkness except we know that zawahiri is on a balcony in Kabul. I don't know, Elliot, what your recommendation would be to a political actor. Left right or center about how to rebalance America's attention. The 5th act clearly says, and I think this is my takeaway. The civilian military divide has gotten deeper, wider and far more difficult for the country to bridge, and at the same time the political industrial complex, first time I've seen that term used in the replacement of the Eisenhower era military industrial complex is obstructing our ability to defend ourselves. Is that a fair summary? Absolutely. And I think, listen, by outsourcing our wars these ways, right? By having an all volunteer military and putting wars into the deficit, we as citizens are basically, we're allowing our politicians to do that. We're basically giving them this huge, very long leash with which to wage war with very little accountability because politically it's easy to wage war. So is it surprising that we wind up in 20 year wars that at the end of the day don't make strategic sense? And we talk about Ukraine. I mean, the collapse in Afghanistan is the greatest, I would say the darkest, one of the darkest hours in NATO's history. And I assure you that Putin was watching that incredible display of weakness at H Kia. And that certainly weighs in his decision about whether to act in Ukraine and the type of response he thinks he's going to get from NATO, which I would say watching Afghanistan as he probably thought he would get a very tepid and dysfunctional response from NATO. Now I believe NATO overperformed, but can you imagine a universe where NATO stood strong in Afghanistan? I mean, this old idea of peace through strength and you didn't wind up with the type of incursion you had or invasion you had in Ukraine and we weren't now dealing with all of these Ukrainian refugees. You know, the antibodies produced by the illness that was the collapse of Afghanistan have shown up in Ukraine. And now Xi is watching Ukraine and he saw the air base that the Soviets have been at Soviets. The Russians have in Crimea. Get blown up by precision munitions provided by some NATO member and he seemed Finland and Sweden joined the alliance. Do you think that I don't want to silver coat sugarcoat a silver lining here to mix metaphors up? You'd think that the collapse in Afghanistan may have returned serious people's attention to the need for deterrence, Eliot Ackerman. I certainly hope so. And I hope it's causing serious people to get their minds re-engaged in the calculations of real grand strategy and geopolitics. I mean, imagine the world we would be living in right now if Putin had been able to roll roughshod through Ukraine. Imagine that world if Xi decided that he was in fact going to go across the Taiwan strait to make a move on Taiwan. You know, where we are right now living on I feel a little bit on borrowed time. We're one or two moves away from the world looking very, very different. And there's a really clear access of authoritarian regimes that are at work right now in destabilizing the post Second World War order. And we should be concerned about that. And those regimes are, I mean, China, Russia and Iran. That's it. Iran is trying to kill John Bolton on our soil. Russia is involved in a war and she is threatening Taiwan yesterday on the program and I heard the first part of our interview, I read from John Ellis news items that we have agreed to conduct high altitude training with the Indians along the Himalayan border near the Chinese India border. That is, it's not provocative, it's necessary, but it's also completely uncovered in the American press except for very specialized military affairs. I just don't think our meat I hate to blame the media for everything. They pay no attention to the big issues and we are obsessing on I'll say it one 6 committee. I just think it's all in this allocation of resources because we're not focused on grand strategy anymore. I think the 5th act does, you help us bring our attention back to it. That's why I talked to admiral Steve. He just once a week is to try and get people back on grand strategy in our American military and national security issues. People make money from political conflict in the United States. And the exacerbation, it's monetized. And talk radio people say it's part of it. I don't think that's necessarily so, but I sure know that MSNBC CNN and Fox are talking about the same things from different sides of the 10% bell curve aisle every single night. It's not productive of anything good. Books are, but as Henry Kissinger suddenly in the end of his leadership thing, we removed from the age of literacy to the age of image, Elliot Ackerman. President Trump sent Mike Pompeo to Doha to negotiate with the Taliban, but I don't believe in Trump has said on this show. He would never have executed it this way. We don't know it's a counterfactual. Do you want to know more answers about why it happened this way? Or do you want to let it recede after we firmly affix our share of responsibility on the American military Politico industrial complex as you call it? Well, I think there's probably so much political capital that's going to get expended on this issue. I would like to see that political capital expended through bills like the Afghan adjustment act. Let's get the people who came here settled right. Let's make it so they can work so he had on a path to citizenship so they can become good Americans. Let's try to keep the flame alive with the people who are still in Afghanistan or outside of Afghanistan with special immigrant visas. I was emailing yesterday with an Afghan Brigadier general I used to work with who is stuck in turkey with his family and he has no clear way to get to the United States. And this is a person who fought in Afghanistan for longer than I ever thought in Afghanistan. For a mission that was aligned with the interests of the United States. So let's do right by these people. Like, yes, what I like to hear those answers, I would like to hear those answers. And my concern that a commission that would look for blame might take away political capital from doing some of these things that need to get done like settling Afghans, you know, I would be.

"I do want to talk about allocation of bureau resource. You have a lot of FBI agents living in your state and they're important and valued members of our entire national fabric. They do great work. But I don't know where John Bolton lives, but the Iranian revolutionary guard corps could force does. I'm worried about people in front of justice Kavanaugh's house, including an attempted assassination of him. I'm worried about an open border. I'm I just don't know about the allocation of resources to boxes and Donald Trump's basement that this represents. Well, I can't argue with that and Marilyn probably has a higher percentage of FBI agents living there than any other state. I would imagine we've got a higher percentage of federal employees than any other state we surround the nation's capital. I just had a meeting with John Bolton last week in Annapolis. He lives in Maryland. And he does have security. I mean, I don't know all the details of these threats, but apparently it's still a concern. And we have been both Glenn youngkin and I, governor of Virginia, have been pushing the Biden administration to do more at the federal level to help us. It's been state and local police trying to enforce the law, but there are federal laws protecting the Supreme Court Justices, and they're really not doing it.

"Reaction governor to the search at Mar-a-Lago. Well, it was, it was really kind of a totally unprecedented situation. And I read your piece about it, and I agreed with everything that you had to say. But I don't want to rush the judgment. It certainly, the federal government, better provide overwhelming evidence that this action was absolutely necessary. Otherwise, I think it can have the potential to undermine faith in democracy and the rule of law. And we're so divided as a country today, dangerously divided. They've been Spirited off to some undisclosed location that the us capitol. police was overwhelmed that there was no federal law enforcement. Presence and the leader of leaders of congress were pleading with me as the governor of maryland for assistance from maryland national guard and state police. I informed speaker. Hoyer and the other leaders said a force of specially trained riot police equipped to respond to civil disturbances. Along with members of allied and local law enforcement agencies. were already on route to the capital. I also told them that. I authorized the mobilization of the maryland national guard and i was ready willing and able to immediately deploy them to the capital however we were repeatedly denied approval to do so under federal law. The mayor of the district of columbia does not have a thirty the guard and we must receive approval from the secretary of defense before. We're able to send our maryland national guard across the border and to the federal city into the district of columbia so we had a little back and forth trying to get that authorization and approximately an hour and a half later. I got a call on my cell phone. From the secretary of the army ryan mccarthy who gave us the authority that we needed to be able to move into the city the initial contingent of maryland national guard members were the first to arrive in washington from out of state. Okay so that's a remarkable window into what happened yesterday for which we have to think about. What recrimination what what repercussions there will be what consequences there will be. I mean here's congressman the number two democrat in the house under under nancy pelosi. Steny hoyer happens congressman from maryland. Which happens to be the state right next door to washington. Dc steny hoyer is in hiding with the other leadership in the house and senate armed. Mob has taken over the capital of the capitol. Police are overrun. There's no federal law enforcement presence that they can see at all and steny hoyer because he happens to be from maryland. He happens to have the phone number on him of the governor of maryland so that he's hunkered down in hiding under fire and that's who he calls for help governor. Can you please send some troops or something from maryland and maryland. Says sure men governor says yeah. We have civil disturbance trained police. We've got hundreds of guard troops. That are ready to go. Yes just say the word. But he can't just say so on his right. You can't just send them into dc on your own say so you need federal authorization.
