"Ever paid for a hotel room, concert tickets, only to see later that it costs more to get rid of them? Arielle Nelson is a staff attorney for the National Consumer Law Center. She joined WTOP's Sean and Anne about how the proposal from the FTC could help It's you. a pretty sweeping rule. It would really cut across almost all businesses. And what it really does is focus on making sure consumers know about the charges that they're going to incur or maybe help them avoid them. So it would require businesses to say what the costs are upfront so that people can comparison shop or hopefully force businesses not to charge people fees and help honest businesses get more customers. There are some businesses and some trade groups who argue that this is actually going to cost consumers more than money save. For example, the National Apartment Association says this rule could actually end up increasing the cost of rental housing. So why are they saying that and what's your response to that? Well, first of all, I'm so glad that you highlighted the problem of junk fees in the rental housing context, which is something that can hurt everyone, but it's but particularly hard for folks who are on a budget and are trying to do their best to figure out an apartment that fits their budget. And say you get pretty far down the road, you've paid an application fee, and you're signing your lease, you and then see that actually, your rent is going to be hundreds of dollars more per month than you knew. And that really puts people in a tough position. I don't know exactly what the Apartment Association means by that. To the extent that they mean that certain fees should actually be included in the cost of rent, I would say that that's how it should go as opposed to charging people fees for services they don't want, like valet trash or fees that should actually be incorporated in the rent already, like pest control fees, example. for And so I think it's really important for folks who are looking for housing to know what they're going to pay upfront. And if this means that housing providers should not charge certain fees, which are bogus, then I think that's a really great outcome. How likely is it that this proposal becomes a reality, and then how expect would you it to be enforced? I think it's likely that this becomes a reality. This is a strong move towards transparency and disclosure that will help consumers, and it'll be enforced by the Federal Trade Commission. And I think that the Federal Trade Commission also envisions a role for states. There is a provision in the proposed rule that specifically says that if states go farther than this rule, they can do that, and that is consistent with the federal rule. They are behind the cones and should be out of your way and it's a single left lane again to get by but extra caution as you make your way from 29 in Gainesville onto eastbound 66. Very short and very difficult merge. Follow the temporary markings that are already in vision right now. May have some new issues on westbound 66. I see some flashing lights in the distant camera here over on the right side of the main lanes on 66 westbound near Gainesville. Also on 66 we continue eastbound the work near the Fairfax County Parkway. It's a left lane getting by then after Nutley Street one to the right will get by. 395 Southbound the work near Washington Boulevard has a left lane getting by the on -ramp from Washington Boulevard remains blocked. Southbound your work is going to be near Crystal City and Route 1 exit 8C blocking the left side two to the right should be getting by. On 95 watch for southbound work after the Prince William Parkway the right lane is getting by. "It is rooted in that ghostly concept. You got Rosario Dawson. She plays a mother who's moving into the She mansion. finds out there are some unearthly beings in there and she recruits some ghostbuster types, including Tiffany Haddish, Owen Wilson, and Danny DeVito to figure out what's going on in this house. It's all a setup for laughs and ghouls and PG rated hijinks. And I think that's where it works best because listen, a if you've got youngster and they're curious about horror movies, but they're not ready for the good stuff, the exorcist or the omen, this might be way a to get them involved in horror in a way that's got some approach. But otherwise it's not very funny. It goes on way too long. And if you're looking for a younger crowd, you really shouldn't make a movie that's over two hours long because those attention spans are not going to be a good fit for this. So, you know, this is the second time. I'd like to say second time is the charm because the first movie didn't get a welcome reception, but I don't think this one will either. It's okay. More for kiddies. I guess what you'd call the true horror experience. You could graduate to a film called Talk to Me. You've got a group of friends. They've got an interesting way to conjure spirits and they're having some fun with it, I understand, but then it becomes an addiction and the horror is unleashed, right? Well said, and this this is is an Australian horror film and it is quite good in a way that a lot of the material here seems familiar, but it doesn't feel familiar. It feels scary and unnerving and creepy and I credit all the filmmakers involved to make it that way because, again, a lot of these stories that we've seen before. Now, part of the problem here is the story is a little bit uneven. There are some pacing issues, but when you get to the scary elements, boy, this movie delivers and then some. It also has something to say that's rather profound and a bit depressing about Gen Z and our need to shock each other to feel different emotions and also to be a bit cruel to one another. So there's a lot going on here. It's an unpolished film. I'll say it that way. But overall, it's the kind of film when you want to push you out of the scare and make you feel a little bit creepy. That's a left lane to get by then from Nutley Street almost all the way to the Capitol Bellway. In fact, I think it's going to go right to the Capitol Bellway, ultimately done with single right lane past that work zone. Westbound work will be a near Centerville left lane is getting by 95 southbound work is going to be after the Prince William Parkway the right lane getting by Northbounders coming out of Thornburg heading toward Spotsylvania between exits 118 and 126. Watch for pothole patchers along the left side and then there's stationary work northbound 95 near Stafford exit 140 and gets by there 395 southbound near Crystal City 2 to the right getting by that work zone. Northbounders you single are right past the work after Washington Boulevard the ramp from Washington Boulevard onto northbound 395 is blocked. We do have work on 270 southbound near Germantown Road, exit 15, and that's two to the right by. to get In southern Maryland, St. Mary's County specifically, it's going to be Hallowing Point Road, Route 231, shut down both directions between Adeline Road, or Adelina Road, I should say, and Hallowing Point Park, and that is for a crash and ongoing response. In Virginia, the work on 66 westbound slowing the flow after the Fairfax County Parkway. Before you get to Tenderville, it's going to be a single left lane to get bypassed. You are good. On 66, we had a crash eastbound on the ramp to the fair tax county Parkway with caution. It's onto that service robot you're past that. The ramps to both versions of two 86 should be okay. We haven't heard anything closing there yet tonight. On westbound 66 watch for the work after one 23, the right lane is getting by there. Farther south, things have been slow getting through garrison village Stanford, but I believe the broken down cars out of the roadway and interlude beltway. That slowing down still near one 23 to the American legion bridge where there had been an incident that was crowding the left lane northbound on the George Washington Parkway coming north from spell run be alert for delays, getting to a point near one 23. It's going south that appears to be an issue still with the cones in the road, southbound 95 delays building after the academy of a bridge past woodbridge, the work after one 23 has a right lane getting by. Slowly. Over the top of I 95 through lorden and newington, rolling road slash Poe hick road over the top of 95 are close to that overpass for I 95, reported down wires of down poles and the lanes at last report were blocked in both directions. So if you're trying to get to fort belvoir, or if you're trying to get from route one, torrid towards Springfield, you're going to need another way around this morning. On route one, the police activity continues northbound in north king's highway that's still blocking right lane, but not causing a delay. Crawford, a NAD TLP traffic center on the capitol bellway in Virginia, the crash we had on the inner loop near literary return pike long since cleared, but we are just now getting the express lanes back with caution and the last help truck has just pulled away so those lanes have been reopened on the inner loop in the express lanes after Braddock road and of course the main travel lanes that crash now clear near eggs at 52 for a little more turnpike. The work zone still there for garter sakes. That's not going anywhere anytime soon you thought they would start pulling up early. It is Friday, after all. But after the dulles toll road, it's going to be a right lane to get by, but I think you need to start pulling that up here pretty soon. Outer loop work was after route 7 heading toward and past I 66, left lane getting by the ramps of I 66 open. All right, if you're traveling on the beltway in Virginia, getting a little bit better finally on the inner loop, works on remains as you approach and pass the dolls toll run continues through Georgetown pike single file right to buy, but volume is eased so delays are finally easing there as well. On the gotta loop work continues, leave the legion bridge headed down toward the doll's toll road, two left lanes get you by no delays there, which is also good news.
