"I'm Rachel Martin. And I'm Steve Inskeep. Good morning. The latest country confronting questions of press. Freedom is the Philippines. Authorities have arrested Maria Rosa, she's co founder of an independent news site called wrap ler. It's a startup it has reported critically on the family activities of president Rodrigo Detaille. And that includes his anti-drug operations that have killed thousands of people including drug users and drug dealers and others NPR's Julie McCarthy joins us from Manila. Hi, julie. Hi, Steve, what was the charge for putting this publisher under arrest? Well, it was a case of cyber liable online. Libeling a local businessman here complained that he had been defamed by rap ler, which is the name of Maria recipes news outlet because they linked him to illegal activities in an article that was published seven years ago and republished five years ago, and the businessman said he was very grateful to the Justice department for bringing the case, but according to wrap ler the contents of that report were published earlier in another newspaper, but he only went after recipes website rattler. Okay. So five years ago seven years ago, Detaille wasn't even president. And yet. Now, the case is brought by duties government. Are there people who are responding by saying that this is not really what the government's concern is about? Well, that's exactly right. In fact, they're saying what is really about. And what it smacks of is silencing. The critics of president Duterte? The committee to protect journalists. Amnesty International all moved in to say just that the national union of journalists in the Philippines calls it persecution. This is a quote persecution by a bully government. So you get a sense where the lines are drawn here. Now Maria wrestler is a globally recognized. She's among the journalists who time magazine named person of the year. And while this was the first time she was arrested. It was the sixth time Russia has had to post bail. There are several government agencies, including the tax department that have gone after her recipe told me that the case has wide implications. And that the message the government is trying to send couldn't be clearer here. She is quiet or your next. Silence. Do not because the rule of law by anything, but she should be moxie together. Freedom is not just about journalists press. Freedom is the foundation of all the rights of all Filipino to the truth. Battled for truth. And the first casualty is number of people killed in the drug war death by a thousand cuts democracy. Though, she's referring there to Steve to the president's anti-drug operations, which some many human rights groups have called extrajudicial killing Amazon judicial killings in the death toll ranges from five thousand according to the government upwards of twenty thousand and ramblers investigation of the drug war has put it at odds with president Duterte to say, the least very briefly is there a wider pattern of going after the press. There is he's he's threatened others you threaten to the poll license of other mainstream media, but it's important to remember to see what's happening in the Philippines is part of a larger trend the press. Freedoms are under assault across southeast Asia from me, and mar to Cambodia to the Philippines. Reporters are being jailed and harassed.

"As fake news CHAI Hopi Lania heads rap lers investigative unit. She watched the arrest of wrestler from her desk. Suddenly we were alerted about depressants off agents from the national bureau of investigation while we were totally surprised by all that because we did not expect them to be to be present in the office for Ropley journalists actually live streamed the arrest at the. Spoke with the agents who arrested. So what did they tell you? They said there were just doing their jobs. They were just following orders. The asked them if they could wait for a lawyer to get to the office to their credit. They agreed. They said, yes, why did this happen? This is for cyber liable case that was filed in twenty seventeen a story was published five years before. And this story was about our former chief Justice. Yes, now past the way this former chief Justice, supposedly use the vehicle that was slammed to him by businessman, named will friend king in that story would describe Mr. king us having links, and this we got based on intelligence reports and previously published stories he was supposed to have links to illegal drugs human trafficking, our writer, Mr.. Raison dos actually spoke with him before we published a story and his side was included in the story. It's a little odd isn't it because we're up lers fairly critical of president Rodrigo Detaille. Are you surprised that this is the charge s you know, last year was up tough year for us? There were several cases filed against us. I think five or six total and Marie has been the target of of these cases, she's prime targets of all these cases. And we know that missing it is not very happy with the critical stories that we've published and the only reason is we could think of why there was this barrage of cases filed last years because he wants us to shut up is intimidation going to work Gye. I mean, journalists are in jail the camp publish, right? They tried this last year, and we're still publishing for still publishing stories that are that I think are fair if missing there. Deserves criticism than we criticize him. And if he does good things we also cite that we've been very very critical of extrajudicial killings. And I think that was one of the reasons why we got his attention Morever is a former CNN bureau chief. She was named the time magazine person of the year in twenty eighteen for defending press freedom. I mean, she's a very big deal. Not just in the Philippines, but all over the world. What kind of blowback right? Is this going to mean for the Philippines? If the intention is to silence us in in stop us from doing our jobs. They haven't been quite successful because we have still been writing and reporting critically on this administration. Try for you. I mean, just at a personal level. What's it been like working in the rap ler newsroom? And now today that you've seen agents of the government come in and arrest one of your colleagues. I I would say that what has happened is just emboldened me emboldened us, the reporters editors alike, intentions, and democratisation are very very clear to us. And we're very clear as well about our jobs strenuous, and we will continue reporting the truth. Supporting what we see and reporting what we hear nothing will change they'd have to lock up the newsroom and probably hall, not Maria, but the rest of a suit jail if they'd want to do that. Try hopefully Legna heads rap lers investigative unit. She's been telling us about the arrests today of Maria Rosa. Thank you very much. Thank you very much two Courtney. Raj is advocacy director of the committee to protect journalists. How does your s today Maria recipe fit into the larger picture of press freedom under Philippine President Detaille? Well, the press crackdown under Detaille has been pretty severe. And so this is part of an ongoing pattern of arrests and intimidation of independent news sites in the Philippines, especially if you're reporting on issues related to deter tease drug war to online harassment to the usage of troll armies as rapport had been doing your organization the committee to protect journalists tracks the number of journalists globally who've been jailed for their work..

If you don't implement those rules before you're going to create chaos, so James did Facebook tell you about the way they responded to the Philippines, end to Maria Russia's complaints. Well, Facebook has said a number of things in response to it one. They've said they were too slow in addressing the problems that Maria had brought to them, and it wasn't until Maria produced and published a three part investigative series that exposed the fact that there were these accounts that were spreading hate speech and misinformation that Facebook actually took action on those accounts. But as she tells us, the problem is ongoing. Interestingly recently as I think it was an April face. Facebook is pain Maria rest is organization to be a third party. Fact checker of things that are going viral on Facebook in the Philippines. But as she put it to us, recently, they're completely inundated and Facebook still doesn't really have a handle on the problem. There does that suggest hiring her. As a fact checker does that suggest Facebook is pursuing due diligence or they were just trying to plug a hole. I think that that their fact checking project that they're trying to do all around the world is what they're seen as the first step toward a solution. Or at least containing the problem of hate speech in misinformation to have people on the ground. That are fact checking material in the home country in the language, and it's really an outsourcing of it. And what's also fascinating about it is that Maria run resurrections, a news organization, and she's utilizing resources that would otherwise be put toward reporting and doing fact checking what's going viral on Facebook. Yeah. If you zoom out of the Philippines for a moment..
