S so That's why we think that maybe there could have been life. That's right. As far as we know, from a biological point of view, right? What does it take to make life? Well, it takes basic organic molecules and those exist on Mars today, so we're sure that they existed a long time ago. It takes liquid water, right? It takes an energy source meaning the sun on Do we don't really know what else it takes. I mean, you can't have too many toxins. You can't be blasted by radiation, but we don't really know. The deep question about by in biology right now is If you have all that stuff, and you let it sort of smooshed around for millions of years or billions of years. How often do you get life, You know, is it one in a trillion, Or is it every other time? Or is that 99% of planets that have that condition eventually get microbial life. We just don't know the answer. It's like somebody makes the same ingredients we had here on earth. And the question is, did little microbes pop up in the middle of it? That's right. And, you know, my instinct is that it must have in one piece of evidence we have is that on Earth, it seems like life started pretty soon after those conditions formed. You know, Once we had an atmosphere and liquid water, and the temperature is about right, it didn't take very long for life to start. So that suggests that it's not like a wonder Brazilian chance, and I millions of years suggests that you know it's likely to happen. Yeah, think about all the molecules in an ocean right? All the organic molecules bumping against each other. You might think it's so improbable for to bump into each other and form or in a and that something that would happen to be self replicating and build from there. You know, a little bit of bacteria on Iraq that rocket get knocked into space by the impact of an asteroid. So you know, rock number one come from space. Last under the plan, a huge explosion stuff flies everywhere. Some of that stuff flies into outer space, right? You can knock a rock off the surface of a planet. If you hit it hard enough, and it would just go out into space float around the solar system and land in our planet. Yeah, And not all of them, of course, would land on our planet. Most of them would just float in space forever. But occasionally, some of them would on we know that this happens like for a fact. We have rocks that we found on Earth that we are sure came from Mars. So we know that this is a thing. Wait, How? How do we know they're from Mars? Do they have little like it made in Mars? It's the return postmark. Of course, it's not so complicated. No, we can look at it the chemistry of it in the geology of it, and they're just totally different from Earth rocks, and there's a completely consistent with what we think. Mars rocks look like and you know, we've sent robots to Mars. We studied them. So we know something about Martian geology. These rocks just could not have formed on earth and they're totally consistent with rocks forming on Mars. So we have In our labs rocks from Mars, right? Like we haven't been there, but we already have pieces of it. Wow. So it's possible that maybe you know you were. There was a little microbe who went to sleep at night and this little rock or her rock home. Something happened. And the next day here, she woke up on Earth. Calpers is the nation's largest public pension system with a global investment portfolio of around four hundred twenty billion dollars that's a figure larger than the gdp of countries like norway singapore and the difficult decisions. Marcie mentions affect the retirement benefits for nearly two million public employees retirees and their families is a challenge facing many states across the country as they look at the best ways to fund their public pension systems. And that's something. Greg menace works on at pugh helping states develop solutions to close the funding gap between what state pension plans odor their public employees. And the money. That's being put aside to pay that bill up. Hugh analysis in two thousand eighteen found that funding gap in the states totaled one point two four trillion dollars. It's different where most of the state and local workers participate in what are called defined benefit plans by and large this distinction where in the public sector benefits are paid for through a fixed payment in retirement And the money is managed by the state and today there's about four trillion dollars in public assets. Invested in stocks bonds alternative investments is the main differences between that. Most people save for retirement. The all of us have to be concerned about our retirement. All of us need to plan ahead. Why should all of us care about the public. Employees pension system a well funded pension system in the public sector. can literally cost billions billions of dollars less every year from the state or local budget as compared to one. That's severely underfunded. The short answer is that in a well-funded system the state or local government is setting aside money each and every year while people are working to pay for their benefits when they retire and as it turns out by doing that it ends up that compounded investment earnings and up paying for the majority of the benefit. I'm in contrast they severely underfunded system. Where the money hasn't been set aside while people are in their working years. They lose out. On all kinds of compounded investment earnings and as a result the majority of the cost comes out of the state for state or local budget. I'm just to provide some examples. We look at pension. Plans in states. Like tennessee and south dakota and wisconsin all of which are close to being fully funded. It sounds like if states are planning their investments properly in a smart way. The earnings made by those investments can pay for the costs to maintain the fund. What happens with states. That aren't fully funded if you look at states like kentucky illinois new jersey all of which have less than fifty percent of the assets set aside that budgetary cost is closer to fifteen percent of revenue on average so that means no state somewhere between one and ten in one in five tax dollars going to pensions that adds up to about a ten billion dollars of additional cost across those three states alone. And so i think this is important from the public's perspective not only because of the impact that can have on state and local budgets and in turn the resources that are available for public services but also because having a well-funded system helps to prevent reductions in workforce or cuts in benefits that you need to attract skilled public workforce to be very specific. That means there's less money to buy police cars or paved roads or any other public service. That taxpayer dollars fund right. I mean and that's that's a big deal. I mean the government is always looking to contain costs whether it's healthcare or other issues this is. This is a big ticket item for a lot of states. That's absolutely right. And as i mentioned before. I think for a larger state and city the difference between having a well-funded system in an underfunded system comes out billions of dollars every year so everything from investments in education and infrastructure to healthcare ends up being strained in the budget each and every year it almost sounds like innovation is sort of old school ideas of like. Just you know figuring out what the bills are going to be a mixture. You got the money to pay for them you know. I think that that's right. And there are two ways in particular where i think innovation plays a role you to first off it has to do with how plans and pension systems planned for uncertainty and some of the states that i just mentioned tennessee. Wisconsin in south dakota very clear predefined rules about how to adjust cost if there's a downturn or investments underperform. This includes building margin of safety into assumptions essentially setting aside a rainy day fund within the pensions system and then also adjustments to worker benefits. That are clearly understood by everybody and so from that perspective i think innovation goes back to looking at the policies and practices that these states have been following for

But we don't really know the deep question about but in biology right now is if you have all that stuff, and you let it sort of smooshed around for millions of years or billions of years. How often do you get life? You know that one in a trillion, Or is it every other time? Where's that 99% of planets that have that condition eventually get microbial life. We just don't know the answer. It's like somebody makes the same ingredients we had here on earth, and the question is, did little microbes pop up in the middle of it? That's right. And, you know, my instinct is that it must have in one piece of evidence we have is that on Earth, it seems like life started pretty soon after those conditions formed. You know, Once we had an atmosphere and liquid water, and the temperature is about right, it didn't take very long for life to start. So that suggests that it's not like a wonder Brazilian chance, and I think of years suggests that you know it's likely to happen. Yeah, think about all the molecules in an ocean right all the organic molecules bumping against each other. You might think it's so improbable for it to bump into each other and form or in a and that something that would happen to be self replicating and build from there. You can knock a rock off the surface of a planet. If you hit it hard enough, and it would just go out into space float around the solar system and land in our planet. Yeah, And not all of them, of course, would land on our planet. Most of them would just float in space forever. But occasionally, some of them would on we know that this happens like for a fact. We have rocks that we found on Earth that we are sure came from Mars. So we know that this is a thing we have. How do we know they're from Mars? Do they have little like it made him ours. It's the return postmark. Of course, it's not so complicated. No, we can look at it the chemistry of it in the geology of it, and they're just totally different from Earth rocks, and there's going to be consistent with what we think. Mars rocks look like and you know, we've sent robots to Mars. We studied them. So we know something about Martian geology. These rocks just could not have formed on earth and they're totally consistent with rocks forming on Mars. So we have In our labs rocks from Mars, right? Like we haven't been there, but we already have pieces of it. Wow. So it's possible that maybe you know you were there was a little microphone went to sleep at night and this little rock or her rock home. Something happened. Kate Judy's Julie Chang reports. The company has put up nearly 40 temporary testing sites across the region and security's website. People without symptoms can still book tests online. But last week, the FDA issued an alert, saying that the tests were on Lee authorized for symptomatic people. Marcie Richardson is Sonoma County's director of nursing for covert response. It was on Lee approved for use in people who are symptomatic who have had symptoms in the last 14 days. That's what their emergency use authorization was for. The FDA recommended that patients and caregivers who have concerns about their curative test results, talk to their health care provider and possibly get retested. "Corona virus is a public health crisis of course but it's also devastated the economy it's been especially destructive businesses that depend on people gathering together in person tourism restaurants and the arts. Kyw's arts and culture reporter. Marcy silman has been monitoring the health of the regional arts and culture community. She spoke with kim. Malcolm about what. We might see moving forward so marcy for the past couple of months. You've been doing some deep dive reporting on how the pandemic has impacted our cultural communities. How would you describe what you found across the board. Kim organizations are treading water. If they haven't already drowned you might remember last march. When governor inslee issued his social gathering restrictions. everyone had to shut down operations museums and some art galleries have started to welcome back visitors. But they're at twenty five percent of normal capacity which just does not sound sustainable. And marcy you and i've talked about how performing arts groups and musicians have been streaming content and how it just doesn't cover the costs for many of them. So what are arts leaders telling you about this pivot to digital when it doesn't pay the bills. Peter bowl who is the artistic director at pacific. Northwest ballet told me that he pivoted digital because he wanted to give some work to the dancers musicians backstage artisans and other staff who would otherwise be unemployed. According to a new study from the seattle advocacy group arts fund. Thousands of area of workers are still jobless and even though as we said. Some venues have reopened. This survey found only about nine percent of local artisans and been rehired many back part time or reduce salaries but kim beyond providing jobs. I think that this pandemic has really forced performing arts groups to reckon with the digital age in a way that they hadn't done before the pandemic kit. And what do you mean by that. Well for at least a decade arts groups have been trying to figure out how they compete with free or low cost online content that arts fund study that i mentioned found that every responding group plan to permanently integrate digital content into their arts program offerings the ceo of arts fund. Michael greer told me that's partly because audiences are really leery about heading into enclosed spaces with lots of people that component that new revenue component is going to be essential to kind of filling the void of individuals. Trepidation do moving back into the theaters or just a general reorganization of how society interacts with itself. Not even just in the arts bottom line marcie will most arts groups survived this pandemic. It's really hard to say for certain. But to quote the head of seattle's office of arts and culture randy angstrom. The sector is on the knife's edge getting people to value in compensate artists and creatives for their time was already a challenge. Then the pandemic it and it was devastating. And i think that that devastation was disproportionately felt by by park organizations and artists because they've been underinvested and undercapitalized for so long and i'll just note here by poc refers to artists who are black indigenous and people of color. What is happening with these communities. Well this summer one worries alicia. Johnston told me that they only have the funds to make it through the calendar year. I did check back with her earlier this week. And she says that right now. They've got about half the budget for twenty twenty. One heart of that came from contributions sparked by black lives matter but she told me those have tapered off and even though she describes herself as one worry self designated worrier about money. She's pretty hopeful that they'll raise the two hundred thousand dollars. They need to keep this community cultural center going. Marcy i know can county. And many private funds have funneled relief. Money to the arts sector. What are arts leader saying about what they need to survive. Many hope congress will enact another significant stimulus measure randy. Angst room would like to see a twenty first century version of the works progress administration. That was the depression era program that funded arts projects across the country. Local artists have already stepped up. And they've been making murals. And creating digital arts lessons plan for the public schools angstrom and many other folks think it's time to fairly compensate them for that work. And how optimistic is he that that might happen. I'm gonna let him answer that. I am hopeful because the creative community of the city gives me that help. I am hopeful because of the incredible resilience. I've seen and we need to meet that resilience with dollars and faith in their work but angstrom says the city cannot finance this on its own. They really need a major influx of federal dollars. At this point. Who knows when that's going to happen. We'll mercy speaking of resilience. I have to acknowledge. Well? Of course, some form of police brutality has been with US basically forever, but over centuries of exposure. The American public has largely become immune to it. However, this novel strain that we're seeing this year began with seemingly isolated appearances throughout the country over the last several months, and now boiled over into a full-blown epidemic. So what should we be on the lookout for if we think we may have been afflicted by excessive force well the most important thing. Thing to note is that.
