When the pandemic eight last year it caused the magazine to suspend publication and there was a disclaimer out on our website about the magazine. Being on hiatus well. I really liked this magazine. So i went out and check their website and i did not see this disclaimer anymore. So i reached out to the editor. Catherine castle garcia to check on the status. Catherine got back to me and she indicated that they are still in a holding pattern and are aiming to start publication again in the third or fourth quarter this year in the interim catherine and her husband are working on growing their business deeply designs and they are working on a feature length wildlife film. It sounds like they're making good progress down in the caymans on vaccinating population and according to the premier alden mcglaughlin if the cove nineteen vaccine vaccination rates. House close to passing Biden's $1.9 trillion COVID relief plan
"After weeks of wrangling the house is expected to pass this relief. Bill and with that. It goes to president biden for his signature. So the question here is no longer about politics. That's done it's about whether the us government can actually deliver this aid quickly and reliably. Let's go to abc's karen travers at the white house. Karen i guess it's not all done. Because i want to know. How is this going to play out today. Like how quickly could this all go down. They still have to cross the finish line. The white house is not going to get pinpointed. On what specific day or hour. But they want to sign this before the end of the week and brad march fourteenth sunday. Always been this deadline. That's been circled on calendars here at the white house and up on capitol hill. It's an unofficial deadline. They didn't have to get it done by sunday but they wanted to. Because that's been some of the federal unemployment benefits were set to expire and officials said that they did not want to have any gaps in that coverage. They didn't want to have those. Millions of americans miss even one paycheck like that the additional money. They were getting Just because congress had not gotten it together. Who's i get it so the house will pass this today. Then it's a question of how quickly they can send down from one end of pennsylvania avenue to this end of pennsylvania avenue. The white house says that the president will sign it as soon as he gets it Look for a signing ceremony. The this is a big deal. Efd if you want to quote president biden from back in the obama administration this his top priority. It's his first legislative win and they're gonna do it up and in. This is going to be a very big moment for them. How much money will people get care. Because it's not just even stimulus checks at this point. Sure that's the big one though. That's what everybody's been focused on. And because when you hear that and you think what is coming directly to me. Fourteen hundred dollars for americans making up to seventy five thousand dollars a year if you get up to eighty thousand dollars for a single income filer. That number gets a little bit smaller. So then for couples you get two hundred and fifty thousand it maxes out the income cap at one hundred and sixty thousand. The white house says that yes while that was more targeted than previous rounds of covid. Relief that it's still ninety. Eight percent of the people who got it the last time so they feel okay with that and one more thing. This plant is historic taken altogether. This plan is going to make it possible to cut child poverty in half. Let me say it again. Significant is will cut child poverty in half. But then it's you know other things to it's child tax credits. It's subsidies for childcare. This is really a bill that gives a significant amount of aid to lower income americans off. Let's go. I need the help my kids need to eat. And white house officials will say. This is a very big difference from the bills that were signed during the trump administration which they said gave money but to the wrong people that it was too heavily focused on businesses and corporations and that higher wage earners were getting money and didn't need it. It would be really nice to get a little support so that i don't become homeless. Still wanna see this money go to lower income wage earners because they feel that those are the types of people that one needed but to will also use that money and spend it on something not save it for later or invested the actually get it back into the economy. I'm wondering. Karen is that last mile of getting into the person's pocket like what other challenges the biden administration will face here. We heard about like dead people getting checks out very living people getting their checks way too late that unavoidable or is that something. The biden administration has plans for. Yeah i mean we even seeing experiences on my little street here in washington of some neighbor getting the other neighbors check and not understanding how supposed to get to the other neighbor. I mean there were a lot of glitches in the system. The irs and bureau of the fiscal service are building on lessons. Learned from previous rounds. He administration says that they are working overtime to make sure that there are as few glitches as possible. The first batch of payments will go to taxpayers who provided direct deposit in their twenty nineteen or twenty twenty returns. They wanna make sure that more people are doing this through electronic payments because that'll get out faster than the checks whether or not. He walks his signature on their life former. President trump demanded. Well we're we're doing everything in our power to expedite the payments and not to lay them. Which is why the president's name will not appear on the memo line. "The senate passed a one point nine trillion dollar covid nineteen relief. Bill here's what senate by elena abramson the senate on saturday afternoon narrowly passed a one point nine trillion dollar cove nineteen relief package a key milestone for president joe biden to ink his first legislative priority into law the avalanche of federal dollars which clock in at approximately nine percent of the country's gross domestic product includes fourteen hundred dollar checks for middle and lower income. Americans extend unemployment insurance through much of the summer and provides seventy billion dollars to increase vaccine distribution and coronavirus testing. The bill was passed entirely along party. Lines with all senate. Democrats supporting it and all republicans opposing. This nation has suffered too much for much. Too long biden said in remarks from the white house on saturday. Everything in this package is designed to relieve the suffering and to meet the most urgent needs of the nation and put us in a better position to prevail starting with beating this virus and vaccinating the country. The house which already passed version of the bill on february. twenty seventh is slated to vote on the amended. Text on tuesday before sending it to biden's desk so he can sign it into law. Here is a look at six major components of the bill direct payments for millions of americans under the senate plan individuals making up to seventy five thousand dollars in couples. Making up to one hundred. Fifty thousand dollars per year are eligible to receive a fourteen hundred dollar check individuals. Earning between seventy five thousand and eighty thousand dollars and couples. Earning between one hundred fifty thousand dollars. One hundred sixty thousand dollars will receive some of that money but not the full amount. The eligibility thresholds are a change from the house's initial version which kept the threshold at one hundred thousand dollars for individuals and two hundred thousand dollars for couples senate. Democrats lowered the eligibility for the stimulus checks to get all democrats onboard after resistance from some moderates in their party. The decision means that an estimated seventeen million americans who received a check under former president. Donald trump won't get one under biden. According to a study from a nonpartisan institute on taxation and economic policy biden said on saturday that the government will begin sending the checks to eligible americans. This month extended unemployment insurance current federal unemployment benefits. Which a lot an additional three hundred dollars per week on top of state benefits are set to expire on march fourteenth. The senate bill extends the program through september sixth at three hundred dollars per week for households. Earning under one hundred fifty thousand dollars. The first ten thousand two hundred dollars of the unemployment benefits are non taxable to prevent surprise billing at the end of the year. The bill delivers a three hundred fifty billion dollar cash infusion to state and local governments and one hundred thirty billion dollars to elementary middle and high schools to help them reopen safely. Local budgets have faced steep declines in revenue as businesses remain shuttered during the pandemic last september. The brookings institute estimated that state and local revenues would decline by one hundred fifty five billion dollars in twenty twenty one hundred sixty seven billion dollars in twenty twenty one and one hundred forty five billion dollars in twenty twenty two. The money for schools is designed to help them improve their ventilation systems. Hire more janitors and reduced class sizes to conform with social distancing protocols. Last year's relief bills was sufficient and that sending more money the state and local governments was superfluous relief for restaurants. The democratic held house aims to pass the bill. Tuesday remember they already passed a version of this now the senate has passed their version and so now the house is saying they're going to go ahead and pass this and send it to joe biden for a signature before march fourteenth which is a deadline to renew unemployment aid programs. The senate approved the plan and fifty to forty nine party. Line vote as republicans questioned the need for another broad spending package. It was totally fine when the republicans were the ones proposing the spending package when it was what two trillion or whatever it was back in twenty twenty totally fine then now. It's gone too far so only now will these republicans now that the democrats are in charge. Now they start to sound like they care about freedom again. Which of course is the same old story. The same old program that they've been doing for decades.
Senate Holds Longest Vote in History as Democrats Scramble To Save Relief Bill
"Was quite a bit of drama in the senate yesterday where democrats were sort of scrambling to make sure that they had the votes over unemployment benefits and what happened. I think shows right. The slim majority the democrats hold in the power of certain senators. Yeah i mean. Essentially democrats went to the floor and they didn't have the votes and that really rarely happens. Senator joe manchin of west virginia. He's a democrat was an entirely on board with the party's plan for these extended unemployment benefits and he was threatening to vote with republicans on a competing proposal. Dr rail the entire process for about twelve hours yesterday until they finally came up with deal to tweak unemployment benefits to shorten how long they're going to be available for about a month now a lot of republicans just as the benefits were too generous especially with the economy turning around and the mass availability of vaccines expected likely by early summer. The senate did make some significant changes to the version that the house passed. What were those. I think most notably they scrapped the house plan for a fifteen dollar federal minimum wage violated senate budget rules but also it just didn't have enough support among democrats in the senate to pass joe mansion and kirsten cinema arizona. Were both against it. They also tighten the income limits for those fourteen hundred dollar stimulus checks and they'll start phasing out for folks making over one hundred and fifty thousand dollars a year. They lowered the income threshold. The house bill was more generous and they also made those extended unemployment benefits less generous. They reduce the benefit from an additional four hundred dollars a week to three hundred dollars a week. And they're going to expire now just after labor day instead of the end of september. Do you want to know what the white house has signed off on all these changes that they don't have a problem with it and again. I think it's always important to remind people that the broader contours of this bill is. It's still two trillion dollars nearly in very popular democratic spending proposals. So it's also one of the largest standalone spending bills in history and i think democrats overall see. This is a pretty big victory. Those changes though do me in the house will have to vote again before this gets sent over to the white house for biden signature. When will that happen. it should happen next week. They wanna get this done and send it to president biden by march fourteenth because that's when current extended unemployment benefits expire. It should be able to pass the house leaders. There have been looped in on all these changes. They've been looped in with communications with the white house but there is some frustration among house democrats especially progressive democrats that the benefits in this bill. Were basically cut down because of other democrats new jersey congresswoman bonnie watson said that she was quote disgusted by some of her senate democratic colleagues. She questioned whether she could support the reworked version of the bill. I think that's important because house. Democrats have essentially no margin for error. They can only lose three votes on any party. Line vote and still have it passed so there could be some more drama next week Again bottom line from the democrats. I've talked to you. No one thinks the party itself is going to derail major-party legislation that the top priority for the president and also remember. This bill is hugely popular with the public in recent polling. It's not bipartisan in congress. But it is to voters. And that's a message. That biden has been pressing
While All Eyes Were On the Covid Relief Bill House Passed Two Other Important Bills
"Congress has been working on plenty of other legislation as well senior video producer. Hannah gaber talked with congress reporter savannah berman to catch us up savannah. You've been on the hill all week and it's pretty much been all is on the covid relief package for very good reason. But that's well on. Its way to becoming law. The democrats are looking good for getting. It passed before the march fourteenth deadline. That they're worried about well. We were all looking at the covid relief. Bill what else did we miss the senate. This week has largely been focused on president. Joe biden one point nine trillion dollar stimulus bill but the house passed two other bills. That people should know about those being the house passing the for the people act which would provide sweeping reforms to protect voter rights and then they also passed. The george floyd justice and policing acts but should usher in a series of police reform measures in the wake of national uprising. Saw summer and protest against police brutality and we saw a lot of support for police reform over the summer and this is also not the first time that the democrats have passed this bill. Isn't that right. Yeah so the. George floyd in policing act was actually passed last year. But senate minority leader mitch mcconnell. Who was the majority leader at the time. Didn't bring it to the floor. And since then we have actually seen support for. Police increased quite a bit in recent months so now that the democrats have a majority in the senate. It's a very slim one. Literally one person vice president khama harris there. Are they gonna be able to get this. Bill passed because this is not a reconciliation bill. They're going to need a two thirds majority for this to become law or at least they're going to need sixty votes to get passed a filibuster rate so are any republicans going to get on board. Yes they would need to have ten republicans. Join all fifty democrats in order for this to pass. But republicans have specifically taking issue with the qualified immunity provisions and the qualified immunity provision is a legal doctrine that showed police officers from being held personally liable in civil court. So republicans are arguing. That people will sue police officers. Try to take legal action against them if they simply disagree with being arrested or something else so. Republicans are arguing. That police officers will no longer be protected and that that is unfair for first responders law enforcement officials but how democrats feel about taking that provision out of the amenable to that kind of a compromise. You know i don't think so. There might be some movement with some of the moderates on in the senate side but progressives like cory booker who has really been the point person for democrats when it comes to policing hasn't been hasn't been wanting to budge on this. So i don't think democrats would be willing to take it out of the bill and for those of us who just absolutely love political fine print. There was also a campaign finance reform. Bill passed in the house this week was there not that is correct so the house also passed the four of the people act. And that's going to look at expanding. The voting poll and seeking to increase. Voter turnout by expanding. Early voting lessening identification requirements allowing same day registration and. It's also going to fight against gerrymandering. Boy this sounds like it is in direct contrast with a case that we are seeing in front of the supreme court this very week. So what do you think is the campaign finance and voter reform. Bill gonna make it through the senate. It faces a lot of the same issues. In the with democrats needing ten senate republicans joining them to break. Gop filibuster and for this act a lot of senate. Republicans dislike it and have actually called terrible. Senate majority senate minority leader mitch. Mcconnell has taken a particular dislike to it and one aspects that they dislike is that it will allow states to establish electronic voter registrations a permit voters to actually register on election day and republicans. Say that it's gonna make verification harder and may lead to an increase voter fraud
Obamacare would get a big (and quiet) overhaul in the Covid relief bill
"The covid nineteen relief bill. That passed the house on saturday and is now making its way through. The senate includes an expansion of the affordable care act health care legislation. It would be the first significant expansion of the aca also known as obamacare since it passed in two thousand ten white house correspondent marine groppy reports. This would primarily helped people in two ways. One is for the first time people who are making more than four times. The federal poverty level will become eligible for help paying their premiums so for example if a sixty four year old woman is making fifty thousand dollars. Right now she's not eligible for help but under the law for the next two years she could get subsidies that could make her premium dropped from about thirteen thousand dollars a year to just about five thousand dollars a year. Secondly people who make one hundred and fifty percent of the federal poverty line could get additional subsidy help they already qualify now but the extra help would allow them to buy plans without premiums that have much lower deductibles than what they can afford right. Now there's also incentives in the bill to For the twelve states that have not expanded medicaid under the aca to give them extra money in hopes that they will do so to cover people below poverty in their states who don't currently qualify for medicaid. These changes that are in. The bill are expected to stay in the question for whether they become law is whether the entire bill passes. It's not expect to get much. If any republican support. The democrats need to stay united in order to pass the legislation and get it to president biden's desk and these are provisions that he has promised he has supported and once in there and he's expected to sign the bill into law go relief plan which also includes fourteen hundred dollar checks too many americans and more could enter. Its final stretch on wednesday. Senators may begin. Twenty hours of debate on the measure. That's expected to come to a vote later in the week. Majority leader senator chuck schumer said tuesday. That democrats have sorted through disagreements and now have their eyes set on the deals. Final details senate. Democrats are committed to passing the american rescue plan to crush the virus. Recover our economy and deliver help to americans who need it the most. We're on track to send the american rescue plan to the president's desk before the expiration of the enhanced unemployment benefit which occurs on march fourteenth. I expect a hardy debate.
