"Almost three months ago, A wildfire destroyed most of a farming town in Washington state mold in Washington is still waiting for the Trump Administration to respond to the States Disaster declaration request. NPR's Kirk Siegler reports that many of the town's mostly lower income residents have had to rely on donations while they wait when historic wildfires overwhelmed the West Coast. In September, the governors of California, Oregon and Washington followed Standard protocol and asked President Trump to declare a major disaster. That frees up millions in federal aid for everything from temporary housing the cleanup to rebuilding infrastructure after some politicking and tweeting these air blue states after all, California and Oregon's major disaster declarations were mostly quickly approved organ heard nine days after their fire, and their fire was on the same day as ours. September 7 2020 Scott Hawkinson says it's been 71 days since Washington asked the president for its disaster declaration. Canada and Mexico representatives from the three nations nations signed an amended deal in Mexico City this afternoon replacing Nafta the North American Free Trade Agreement was one of president. Well they're unhappy with the deal. Feel that president trump at us. Trade Representative Bob lighthizer originally brought from Canada and Mexico. They wanted better enforceability tools or enforcement tools for for the labor rules in the end the trade deal essentially. They felt that Mexico couldn't necessarily be trusted to live up to the new labor rules in. US MCA which were basically very much improved from the US. Point of view on the sort of elementary labor rules in the original Nafta so they wanted to boost the enforcement ability of that and and There was some loopholes in enforcement and US MTA. They wanted to close those but it took a lot of of back and forth and it took a lot of choreography and timing to get that done they. Also that's a mother demands on drug prices and pharmaceutical provisions. So let's dive into some of the details about these provisions deal doesn't include pledges from Mexico to update its labor rules as you've mentioned and new rules for the auto industry tell us more about the major provisions. Well the main thing for the auto industry is breathing a sigh of relief because backing in both parties ladies for us MCA means that NAFTA will continue. Nafta's what allowed them to make cars. Using three countries parts move back and forth across the border etc auto. Oh companies are happy about that but they will have to deal with some tougher rules about where the cars come from where the steel comes from more that has to be North America. There's some rules on that. We haven't even seen the details of yet as well as you know. What percentage of the components of a vehicle of the content has to come from North America is moved up to about seventy eighty five percent versus? You know about sixty three percent in the original Nafta besides the auto industry there Obviously key agricultural provisions to safeguard that at duty free farm goods trade between especially between the US and Mexico Canada's opening up a bit too A little bit more American dairy products without facing their large large tariffs and the way that dairy market is protected up in Canada on drugs and Pharmaceuticals the Democrats were able to strip out a US MCA provision that would have defended the intellectual property for biologic drugs for a minimum of ten years. This is a big defeat for the large drugmakers but will benefit generic makers and perhaps keep drug prices just from being as high Internationally and finally there's some rules for technology to allow the free flow of data and some currency rules. That aren't so important for Mexico and Canada Canada but could be very valuable in future. Trade agreements with Asian countries are China that that have some issues in those areas. Getting Democrats to come aboard is is also a victory for president trump who had pledged to rewrite the North American Free Trade Agreement. What are you hearing from the administration today? A comment from vice president pence who's gone around the country lobbying for US NCAA and it's like. Oh It's about time the Democrats acquiesce to our deal. President trump has been fairly Hands off just sort of putting general pressure. You're on a Pelosi and calling the do nothing Democrats. He had a comment saying they believe. They were closed in the union support earlier today but of course he threatened to WHO Get rid of NAFTA altogether pull the US out of it. So that put a lot of pressure on folks to get started in the talks. He also put steel tariffs on candidate Mexico that he later moved and threatened. Car Tariffs so those those actions were Pressure to get things moving. In negotiating table. The Democrats were able to give trump victory but only by announcing get on the same day as the articles of impeachment. That is true. A Split Congress Could Complicate the New NAFTA

"A split. Congress will have several issues to wrangle with including US trade policy and Democrats taking the house majority could complicate those efforts joining us now from Washington with the details is Wall Street Journal reporter will Maldon will the US and Mexico agreed to a rewrite of the North American Free trade agreement earlier this year and Canada came aboard in September. But this is not a done deal and even more. So now that congress is split. That's right and Marie. It's never easy to get a trade agreement through congress. Anybody who tells you that it's easy is probably not seen some of the latest trade battles? So it's especially difficult, though, if a president from one party who negotiated the deal is trying to get it through chamber of congress headed by the other party in this case, the house of representatives, and the house speaker has a special ability to derail what would ordinarily be a pretty simple process where at least considering the agreement, and what are some of the major concerns of Democrats at this point. And what is the likelihood the label to push Republicans on meeting them in the middle? Well, the the interesting thing is that most democratic lawmakers are actually similar in trade policy to the Trump administration. They're a bit skeptical. They want better deals that that favor American workers rather than businesses. And so some of the elements in the new trade agreement were designed to appeal to people like many of the House Democrats at that took over. But the problem with that is House Democrats really want high labor standards in Mexico, especially and this agreement would be an improvement on that in comparison with your original NAFTA, but Democrats aren't satisfied with the enforceability of those new labor provisions. They wanted airtight where if Mexico violates a labor standards or Canada or anyone else that they'll be an enforceable mechanism to hold that country to account and we've also heard from unions on the new US Mexico Canada agreement with the AFL CIO saying it had. Downst- the deal would help working families. How much is that input likely to have an effect here? Well, we don't have the final card yet from the unions. We do have some initial reactions, and they do want more labor enforceability like we mentioned with the Democrats, and certainly the unions in the past have been the key to at least have explained the democratic votes. But some unions are happy the Teamsters got some good things. Other unions may be happy with the deal. But it's it's it's a little bit too early to say at this point and a lot of it depends on politics. You know, how much are the unions willing to work with this administration on something like NAFTA, they did work very closely in the negotiation stage. But whether they got enough to make them fully support the deal is one thing. However, it may be possible to push through the agreement. If unions don't get in the way, and don't actually go out and rally against it. What are we hearing from the president? And Trade Representative Robert lighthizer on the prospects of a deal now that congress is split. Well. No that'll be interesting to see because it remains to be seen. How exactly they'll structure their congressional push. Typically, the US trade Representative is more political figure Robert lighthizer is a long-term trade expert and trade lawyer, and he designed.
