Can land expropriation help heal South Africa?

"In addressing inequality quality it seems a straightforward indeed elegant policy. Take stuff off people who have a lot of it and give it to people who don't have any of it however anybody certainly any government proposing such a measure would do well to heed the immortal wisdom of H L Mencken who wants observed that there is is always a well known solution to every human problem needs plausible and wrong nevertheless the idea of land expropriation has returned to the public discourse in South Africa a panel assembled by President Cyril Ramaphosa to look into the idea has returned a proposal recommending in limited circumstances the seizure of land without compensating the owners. We should no longer be afraid of this process of having to change the land ownership architecture in our country. It is here and it is here to stay. It is going to happen land. Land ownership has been a persistent issue in post-apartheid South Africa and not without reason a quarter of a century after the racist monstrosity of apartheid was formerly dismantled white South Africans who comprise roughly nine percent of the population still own seventy two percent of the farmland possessed possessed by individuals as an illustration of the lingering effects of systemic injustice. It's hard to beat this by lament is rare opportunity unity to redress on this past wrongs to allow the natives who have lost so much to reclaim the dignity. <MUSIC> BIC by kitching our land back no law shall. We be treated as life in our own land. Never Ramaphosa's panel has proposed seizing land which is held for speculative purposes land which is occupied and worked by tenants and land and and that has has been abandoned it has also suggested taking inner city buildings owned by absentee landlords for obvious understandable reasons these these measures will go over well with a significant proportion of South African voters especially those who have lately been tempted away from President Obama poses his African National Congress now very much the Party of South Africa's establishment and towards the radical firebreathers of the opposition Economic Freedom Fighters Party not who nearly doubled the parliamentary presence in last May's election the F. F. led by Julius Malima who might be charitably described as uncompromising uncompromising in his general approach favors wholesale nationalization of South Africa's land. You'll say I thought what colonialism we wanted decolonisation yet yourself party or Lord Boorda's in Africa what is being proposed by President Obama poses panel is significantly less than that but it is nevertheless significant as it stands under section twenty five of South Africa's Constitution and the government may expropriate land but is required to cough up just and equitable compensation there has long been chat about amending this his clothes and or concocting some legal argument that in certain circumstances just and equitable compensation might amount to nothing they is also a growing body of opinion in our country that the constitution as it stands does not impede. beat expropriation of land without compensation that expropriation will be popular in some electorally important demographics is beyond doubt and that is very usually the clinching argument in matters of politics. Although some polling in South Africa suggests widespread unease with the idea of no compensation factor less often subject to rigorous scrutiny is whether or not a given see see policy will actually work and where expropriation nation of land is concerned. The are some discouraging precedents and if you WANNA the inroad of what you want to do today most infamously in the early years of the twenty th century Zimbabwe's then President Robert Mugabe ordered the seizure of white-owned farms and they're transferred to black ownership good have looked at what happened in Zimbabwe. Remember signor Robert Mugabe went down the same road was he also did in so doing was effectively <unk> demolish. Zimbabwe's agricultural infrastructure femme production plummeted by two thirds in less than a decade and Zimbabwe's economy collapsed alongside to the point where the country had to abandon its hyper inflation stricken currency in two thousand nine. Zimbabwe issued a one hundred trillion dollar banknote note which wouldn't buy a phosphate. They're actually doing the opposite non Zimbabwe. 'cause they realize the folly of their ways. South Africa is not Zimbabwe's and Cyril Ramaphosa Hosa is not Robert Mugabe but the <hes> some similarities many years after the end of white minority rule things remain extremely tough for many among long South Africa's black majority the unemployment rate in South Africa is a staggering scandalous twenty seven point six percent even higher among youth who. Who are increasingly drawn to the E. F F and South Africa is as Zimbabwe was an apparently attornal one party Democracy Ramaphosa a post has big problems and the means always tempting of making big gestures in response. If this Kevin was serious about restitution and redistribution we would speed up the hundreds of thousands of land claims that tremaine unprocessed in South Africa that is what it serious party would do if it was kid about land performer land redistribution the trouble is that property rights matter they are along with free and fair elections a free press judicial independence and the rule of law one of the crucial differences between functional society and a shambles property rights are also in this specific instance crucial to the foreign investment which South Africa urgently requires. Nobody is going to buy something if they're not sure they will be allowed to keep it and in fact we have said to those who are investing in no country that they shouldn't have no fear that the land property is going to be expropriated while the proposals of the presidential panel panel commendably constrained they will prompt concerns about these slipperiness of this particular slope they are of the ways to redress economic imbalance and historical injustice. The President Ramaphosa will be wearily aware that they are often more complex and long term than understandably impatient poor people would prefer he could of course set a personal example his own farm. "We'll get to your questions right away as we continue. I knew we had to go to a break tiger in the middle of Melinda Myers with her conversation. And we want to continue that and bring people back up to speed. Yes. She was talking about rain garden. Yeah. Yeah. Talking about rain gardens the soil, the plants in what they do in a rain garden. Linda, you mentioned that check with your municipality because sometimes rain barrels are not allowed. Why would a rain barrel? Not be allowed. I think there are some restrictions especially like, Colorado, Wyoming. Some of those states have water restrictions that even though the rains landing on your property. It doesn't belong to you. And so they want that water to go into the community resource. Whether it's a reservoir the water treatment or those I spoken a town in Wyoming and on their website. It said rain barrels weren't allowed, but they offered rebates for them. So. This is the person, and he goes, we kind of have an understanding here. So, you know, I think as we're exploring this option of rain harvesting that individuals doing this. I think we'll probably see some changes in legislation or not. But I think it's something to be aware of. And like I said a lot of municipalities offer rebates. You know, I work with Malaga night, which is connected with the Milwaukee petrol district, and they want to keep things out of the water that we drink in reduce purification cost. And and so they work very hard to make sure people understand that at water that rainfall that lands on your property in washes over your landscape. It ends up in the storm sewer really ends up being drinking water. And so, you know, I think we often have very disconnected from that. And so what we as gardeners can do is incredible soil and plant roots. Are so good at filtering out impurities that. Dust and the chemicals the water collects. It moves over hard surfaces goes through those plants the plant roots in the soil on it really filters out a lot before it recharges the groundwater, then we don't overload our storm sewers, and you know, what happens when you know that pollution. So they're really some good things. We gardeners can do by tweaking how we garden, and you mentioned soil amending your soil. You have heavy clay soil much of Wisconsin is heavy clay that poorly drained, adding organic matter and compost and improving it and for Fannie, adding compost, improve the water holding -bility, you know, in an airplane, full, girl better. And there's things that people can do like soils tests. Right that you can get a good idea of what's going on. I mean, there's simple tests that you can buy us the local quarter tell you what you need that'll tell you your ph your nitrogen levels, your phosphorus levels and so on, but then there's also tests companies. That you can send out your soil samples to that will give it a more of a breakdown. So what do you recommend with those tests? Melinda. You know, I like to use either your university extension soil testing lab, we're state certified lab because they calibrate their equipment, and they calibrate with samples that are known. And so you know that those labs are managed. So the results you get will be accurate, plus the university extension usually provide information on not only what to add one, but for the plants you're growing. So if you test your lawn area, for example, and you send in a test, and you say it's a line, and they do the results, and they'll say, here's the nutrients you need. Here's the type of fertilizer and went to apply. And so it's a great way to find out. What you have is you mentioned, and what you need to add and you can take your test. Anytime the ground is thought for some of us will be waiting. And if you haven't recently fertilized and the sooner you do it during the growing season her prior to your growing season. And planting season, you know, the sooner you have the results to incorporate for that upcoming growing season. You guys are well on your way. But if you haven't fertilized recently or you have a garden at struggling or you're starting a new bed. Those are perfect time to take soil tests. Okay. Sometimes when you get those tests back in John just recently got soil tests done for his new property because they're planting you had a surplus of some of some stuff, right? John. Did you something about a surplus of? I can't I can't remember. There was excuse me, plenty of phosphorus in cash, and the one thing I was really happy to see h was six point five six point seven seven. Yeah. That was perfect because usually we have real alkaline soils. Go ahead. Go ahead. Melinda. I was gonna say excessive levels of phosphorus and potash or common foils across the country and one of the cool things about malarkey night. No, I'm a fan and spokesperson work with them. But one of the things they're research found is that when the microorganisms breakdown the nutrients in the pellets of malarkey nights, they released some of that phosphorus and potassium bound to the soil. So yours is slightly acid. So that's great those nutrients are fairly available, but an alkaline soils they're bound to the soil. And so Morgan, I there's a chemical reaction that happens and it releases some of it. So the plants are able to absorb that five percent potassium. So that even if you're soils are excessive depending on where you're gardening. It may not be available to the plant. So that's kind of an added value of malarkey night. It provides some nine leaching. It's doesn't have potassium minute but tissue sample. Showed an increase and both nutrients that were relatable to the amount you put on the soil. So they they found it was being released from the soil that was found there and available to the plant. So that's kind of an added benefit. And I don't know if you can answer this question, but as we're going into this spring, Melinda. We start to see on TV, and we hear on the radio the fertilizer companies coming out getting ready for spring and a lot of them that usually have to do with lawns. And you know, they're these lawn programs for you know, usually, I think it's in the south that there's like a program for your lawn specific fertilizers during certain times a year for us on the west coast, fertilize our lawn. We don't have like the cycle the winner risers or summarisers or anything like that. But a lot of those are made up of chemical fertilizers. Right. That are you know, salt based in. So when you talk about things being bound up in the soil. Those guys can sometimes caused that. Right. They changed the ph levels of the soil. They changed the makeup of the soil, and the actually an environment that that binds up some of those nutrients, you bet a lot of the filler used in many of the fertilizers lime and lime increases soil ph. And John you were saying you were celebrating anything under seven is great. We would love to. And so if we're adding more line, we're raising the ph making it more, alcohol and binding a lot of nutrients to the soil, and they often calm the fourth step or five step program. And they often involve not only fertilizer, herbicides that you may or may not need and so one we're putting down fertilizer at the maximum rate that your lawn may or may not need that may not fit the way, you garden chemicals, you may or may not need. And so I think it's always good to take a step back and say, what condition is my. Sean in what percent of leads do. I haven't how many can tolerate and how many do I live with my neighbors live with. That's another issue. And maybe you just have a few problem areas that you spot treat and a lot of them start with the fertilization really early for crabgrass. Pre emergent fertilizer, and that's not really the best time to fertilize a lot of Alonso in the mid west and parts of the south. And so you're right. They're trying to make it easy here. Get back one for this time bag to for this time. But, you know, not all our lawns are the same. Not all the weather's the same and not all the needs or your wants and desires of the line you wanna grow. So you take a little time. Again, your extension services a great resource Malaga night. I've done some videos online care we control, you know, tune into those I tend to be a low maintenance person and even in the city, I had a small Patrick grass, and, you know, small dead head find dandelions my paper. I couldn't do that now. But my neighbors here don't care. They're farmers. So you know, knowing what you want to accomplish with your yard. It's important to good point. Tiger melinda. Rick from grants pass, Oregon is asking if you keep adding organic material year after year to the garden will this soil, eventually become more neutral. Oh, changing the ph I've seen I have seen the PH lowered depending on where your starting point is. And organic matter and Morgan is eighty five percent organic matter to find away. That's the filler they use. But yes, you can reduce can you get it to neutral changing soil ph is very difficult. But organic.

In the last ten years, comparing the current state of the center of the CD of mala besides my favorites fire having been closed, which is something that has hurt my feelings, deeply Malik. Malik. Well, west way, Dr ten years ago, skewed that the city has transformed quite dramatically. They have invested on trying to attract technology enterprise trying to attract cultural life. And that has had a very big impact besides close in for the traffic or we'll traffic. The center of the city has been a brilliant move. All sudden it's cleaner. It's more beautiful. There's more life in here and pedestrianised in here and. The real busy hustling. I know it's kind of the height of the summer, isn't it? It's been, yeah, it's been a lovely day here and well, somebody else who will think being a lovely day Mallika as Rohan Dennis Australian time-trial champion as we predicted not the prediction of the century. Really that ruined any food wins contro, but he did so for t- convincingly, knowing minutes, thirty, nine seconds for the eight kilometers six seconds ahead of me. How cuff give team sky, big two companies with third Nelson, Ollivier fourth and Dillingham Bala who was in the lead for most of the day ready. I'm hired on for fifth place for Rohan Dennis in the red jersey tomorrow. Not a surprise. But now the question is, I wonder what kind of Welte will open up for him for the coming CG's. He has pretty nice landscape before him because tomorrow's h finish up to the rate is not steep and not as hard as the one where seven Chavez won three years ago. If I remember correctly. Then the rival to our in sprint finish, and I'll water even if it is very beautiful climate has one very sticky here. I think they can apply with which Iran can well cope so he can well keep the Jill jersey until like the red jersey frown. You're going to have to get out of their hair. It's not the yellow jersey come on this punish Blackie threat and yellow. I mean, it's a fifty percent chance of being right, and in this case it was wrong. Sorry. Well, the one thing I would fear for Dennis, she's the man only shoulders quit kofsky who coach he's good on little short, sharp finishes. So who knows it could that could be a bit of a battle over the coming days for the leader's jersey, whatever color they decide on funnily enough, that will be one of the little snippets. The history of the leader's jersey will be one of the snippets in Coloma two zero which is coming on Monday the series sponsored this year by the economist, very grateful to them for sponsoring Coloma today, which means everyone gets to listen to.

"He then started looking more closely, the tour Britain routes. He had thought that there was a an individual time trial in tour Britain that was going to him. He then realized that it was not an individual who was a team time trial. He flocked subsidies team manager. And I said, oh, well, maybe the might be spoiled of welter after all. And then Thomas Moshen ski who went to stages at last year's well, booed out Frings baseba companies and them yet. Here he is and he's European time-trial champion show. Will she him in blue grey star, adorn jersey a little bit later on c. still. Yeah, you want in Glasgow the other week. Did he win the? That was well. Good question. The top of my head call remember. No, I did. He did he? Well, he's definitely the champion now. So yeah, I think you're right company could be well, he's one of the favorite by on with you. I think Dennis will be in the red jersey at the end of the day while you may take me like speculation, but I put it all on Dennis. Of course he was in read the end of the first stage last year team on trial in name that started the Welte. It'll be interesting to see if he gets into a good position overall, whether he rides prone overall position here as he as he kind of did the Jiro. He kind of road at a g c writer, even though he was losing time in the in the last week. I'm so he certainly wanted to watch anyone else that you think we should be looking for. How do you think can Towner Niba going to do on this course is kind of it traditional out and back around hugs to the, not quite the coastline, but it said a beach off the rider shoulders. It's a kind of British time-trial course really isn't. It wouldn't. I wouldn't rain that I'm never enough for me. With prices close. Like however, we suggested it pretty badly but doing bodily, does not mean losing time anything. Anyone is going to lose that much time. I'm just going by what you're saying about Rhone Dennis, I think any ambiguity or uncertainty about who BMC's gonna put that white behind? Well, that that question might be cleared up slightly in the next few days because she thought we know that he was ill before the race, and he's making some very pessimistic noises about not only his condition at the moment, but how he's prepared for this race, and he doesn't seem particularly good frame of mind understandably and who knows, you know, he, he could decide that he's here to prepare the world championships and perhaps go for stage, but not much else, and thus freeing the way for Roan dentist have another till two two major tool. Yeah, it's always interesting, isn't a ten minute effort. You can say, you can lean you little. Pointers who's going well who's not going well, but nothing going to be won or lost in a in a time. Trial light. They really just kind of it's like sifting flour, isn't it? Just everybody out, gets him into some kind of order before the road stages start tomorrow. I'm impressed with Mallaig. I've got to say it's it's quite nice. Boy. Some obviously very popular with holiday makers not just from abroad, but also from Spain, but he's got oversea some of these towns of being taken over by tourists in the last forty years. I'm thinking term carmelina fringe Rohingya Rolla further along the coast. Yep. Whereas Mallika filled like a Spanish town certainly does here. Yeah, it doesn't as a a real mix of different types of tourists as well. There's luxury tourism, this sort of Moyle low budget tourism. We're probably approaching two thirds of the way through the opening time trial. Now, as we speak Dylan Bombali is the only rider to have gone on to ten minutes his time of nine fifty, nine stands firm that was very early on because I actually saw van Baal roll out. Roll down the start ramp earlier on a couple of BMC riders very close behind him. Allesandro democracy and Dylan tunes another bam. Do you think, bam, is time it's gonna stand? No tell, you know, I think Ron Dennis is the free rice favor and based on what people are saying about the cool season, even stronger favourite. He also came to recommend the course in April Mallika for some of the reason at that point, he didn't think he was going to do the Welte, but just on a whim for the shift fun of it. He looked up online where the part of the Welsh was going to take place and they went to record the coast, not time back in April the course it was. It was supposed to be slightly different course climb was going to be a bit longer. So we actually record a different different costs. However, he was down to Britain, not do the welter..

"Restaurants, place. It's has recently you reveal and nowadays it's quite fancy for people that has more money than me. Show Mallika has an old heart to the sixty. Also it attracts with tourists. I mean, I'm I'm noticing here Burger King and KFC, but also a little bit more higher end cart places. It looks like perhaps a little bit of Bob Torremolinos in terms of the type of people that might attract on the holiday. I mean after all. Imada guy. There is always been a lot of foreign tourism. Most of the high end threesome. Ayler was located exclusively in Monrovia, but as years have gone by, it has to begin to these sprint. There was the whole western goes line of Malaga, and that has also to the cities we process of him more mother. So to speak machine fire off, it's useful to become more provide level. So the opening weekend here. Well, the opening few days rule-based very close to Malegaon tomorrow. Bayer back a huge tourist destination, of course. But it comes from trated in this area or under Lucia, a little bit, like a grandpa of the tour de France would concentrate in one area just wonder, know what's the kind of significant of the Malaga Adia and the opening few days being hosted in under loose here. Because if there is become very popular for the welter in the last year. These saying, you know that when the whatever, the Popular Party of Spain, which is basically the right wing party is ruling, the world will go and Monica, you'd probably Monica is one of the strongest quarters for the right wing party. So yeah, it. That's why it makes sense for it to come every I don't know three or four years because I remember recently are run the walls in twenty four team from Orillia itself. And yeah, yeah, that that is how the worse with the world sponsor. Of course, there are always departs. Rivals is different that are ruled by different party will. Why why? Why would why would the right wing party in Spain be more interested in having the welter having a sporting event like this, then the left wing party did it because the left wing don't want to spend the money on something as kind of frivolous as a cycling event. Now, I think that network after all. We all as people we know. And I feel that for some reason, the people that has been ruling for ages ready, they might be better connected to the white people onto the left we, but I think it's going to. I don't think there is any policy behind that it as far as I am aware, it's just an anecdote. It's not a political trend shift a coincidence. Okay. Now this is the first time that being an individual time trial think two thousand nine to kick off the welter. Why has been the change because in the last few years, the team time trial is being very popular star for the opening state? Well, I guess that's related because of the beauty that is the state wants to showcase. It's the easy fear. One we on centre Pompidou which are two of the biggest bets from city to attract to recent ends up guy allowed us, which is the main street of. The city and both places have UCLA mutations. John's to host, we raised road stage would be pretty much impossible to be ended up in trial. Will be very challenging because there isn't yes. Enough room asked to to get nine riders, eighth writers into the finish line. So individuals and try to make more sense. The city center kind of circuit, isn't it? And well, we'll, we'll go wondering. I think nothing will end up up at the finish line, walk into the end to there to the main street of Malaga and go and see what happening finish. Yeah. From grand tours to group writes the sham heavy said to coffee.

"This is a story that i kind of tease yesterday it comes from a website called science focused dot com and it starts talking about the fact that being gay doesn't hold the stigma it once did but there still is a question scientifically about why a non reproductive trait continues to exist and that fights against evolution so the article starts off talking about penguins so back in nineteen thirteen and explorer named george levick was in arctic studying penguins and people were really in love with penguins because they learned after that trip that they are monogamous and since humans are quote malaga misery were like owing penguins they're just like us but there was something else he discovered that at that time was so taboo he didn't reveal it to the public eye somebody must have found his notes and revealed that later the penguins were gay and so he was horrified by this but it was interesting to know that you know it occurs naturally in other animals so it can occur naturally in humans and humans weren't just acting gay or or whatever so they're talking about the fact that in samoa there's no such thing as homosexuality because they treat something called maybe i said that right as a third gender so you never come out as gay you're either straight or sorry you're either a man a woman or your this third gender and you just come out and this is this is what you are and they believe that's kind of how homosexuality homosexuality started so let's get down to the to the theories so there's something called the benevolent theory they said that gay men tend to hair take more than straight men so in people's lives they're talking about in samoa they tend to babysit more give the kids in their lives more toys tudor more give more money than their educations so what they think it might be is that having a gay uncle is a benefit to a family because that means that there's another caretaker around which means more time together more food which means you can have more children because you have more people helping out with the.
