"Thanks to home for joining us this hour for my interview with the new majority leader of the united states. Senate this'll be senator schumer's first national tv interview since taking that all important top job. The incitement to insurrection articles of impeachment against president trump of course passed the house earlier. This month with with the largest bipartisan majority of any impeachment article that has ever passed against any president. Ever well tonight at seven pm eastern. We all saw nine house impeachment. Managers bring that article from the house over to the senate and that is the formal start of the senate pudding president trump on trial the senate at that trial will decide whether or not to convict president trump on that charge and if they do convicted they will decide whether mr trump should then be banned for life from ever holding federal office again the new democratic leader of the senate as this all is happening is chuck schumer the impeachment. The urgent cove relief bill. The confirmation of president biden's new cabinet all of these things all need to be done all at once. They have all landed in his lap all on day. One not to mention responsibility for passing all the legislation that the new congress and the new administration are pursuing. But it's interesting senator. Schumer is taking over in the senate right now with the republicans newly ousted from power with them trying to pretend like they're still in charge like they're still the ones who get to say what happens in the senate and what doesn't happen in the senate literally republicans tonight are still sharing all the committees in the senate even though they're in the minority now. Republicans are simply refusing to allow the new democratic majority to take over even though the republicans were voted out from one. They are already pushing it to crisis. I spoke with majority leader. Chuck schumer about at all today at the lbj room at the us capitol which is just off the senate floor joining us now for the interview from the glorious lbj room app. Capital is the newest master of the senate. Senate majority leader. Chuck schumer senator john where it's great to see you great to see you first time here in washington. We always see each other in new york. It is actually the last time that i was in this room. I believe i was interviewing the democratic leader at the time. Senator harry reid you go But you are. I mean you're you're you're in charge now of having known for a long time having followed your career. I just have to ask If you knew this was where you were headed back to new york assembly days did you know you know. I started out in the assembly. I was twenty three. I'd work for a law firm for a summer. I was pushing pencils for somebody. I didn't know somebody i didn't care about. And my dad had this small junkie little exterminating business and he would pace the floor. Sunday nights two. Am he hated going to work. And i hated this but my parents loved it because they will pay in four hundred dollars a week more money than my family had seen. But i said i'm not gonna do this. I had spent my cut my teeth In politics protesting the vietnam war organizing against the vietnam war. I work for you. I was clean for gene. Remember gene mccarthy and actually when mccarthy came so close that lyndon johnson didn't run again the man over there. I said wow rag tag group of students and other assorted nobody's toppled the most powerful man in the world. This is what. I want to dedicate my life to making the world a better place. You know it worked then took a lot of work but it worth anyway. So i love politics. My parents wanted me to go to list law for my hated. It and i ran for the assembly against the democratic machine. No one thought i'd win. No one thought i'd win. The first day i ran. I went into my local barber. In brooklyn i said frankie which you put a poster in the window. He said sure kid and then he said kid. I never told you this. I'm not only local barber. The local bookie you're the fifty to one underdog how much you wanna bet on yourself. But i won. And i loved it. The new york was in crisis. Then it was the nineteen seventy five four to new york trump dead and i never had. I never sort of had a plan. I want to be this this year and then three years later. Go to that you do your job. Well and then things just happened. So i spent six years in the assembly. The congressional seat in my district opened up. I ran for and i won. I was eighteen years in the house. And now i'm in the senate and majority leader and you know it's i mean it's i am in an awesome experience and i don't mean awesome in the way my daughters when they were teenagers at dead the tools it's like biblical the angels tremble in awe before the face of god this is such a responsibility and the country has so many needs so many needs to move forward that it's it's really it really says to you. Whoa you better do the best job you can. God gave me a lot of energy. I have a lot of energy for the job. I fill it with with some joy. Because we can actually get things done not have things blockaded all the time but it's an it's it's something that's very very serious than you got to really put all of yourself into it. Tell me about that that joy. Because i think a lotta people have lost faith in the will. The joy is to restore the faith justice. When i worked against the vietnam war in the mccarthy campaign and we actually succeeded we have to succeed. We need rachel. America needs bowl change. We need immediate bowl change. We have covid the worst healthcare crisis since in a hundred years since the panish tim. Spanish pandemic flu the worst economic crisis since the new deal so we have to act quickly right now. People can't get vaccines right now. People are losing their jobs. Can't feed their kids and then there's a lot bolder action. We have to do that. Preceded covert and maybe kovic showed us the need climate. We have to do something about climate things are getting. We don't have any more time. I think in my little two year old grandson. New noah and you know. I ride my bike along the southern shore of brooklyn and about a month after he was born. I said well he ever see this. Because if the oceans rise it'll be gone it's beautiful wetlands so there's climate there's economic inequality about seventy five percent of the nation feels that can't get ahead and are not getting ahead. You know only the top very top is doing well. There's racial inequality we saw with the you know. Horrible murders of amidala pre Brianna taylor and george floyd those scars and there's democracy we just in the senate took a bill that was. Hr one in the house and named it. S one making our democracy better. There is so much to do. We need strong bold action. And we've got to get it done one way or another. We gotta get it done. Well how is it going to get done. I mean we are in an unusual situation right now where you are the majority leader on paper..

"It was magnificent congress in fact some say that is the most productive congress in the history of the country cree even more so than the first wolfville administration senator dole. I go ahead so i don't any time ever think mistake was made. It was the right thing to do. Well in fact republicans took control of right after that of one house of congress i and the presidency thereafter was just to continue to fight for their <hes> pretty get some minimal things done so we did the right thing. No question about it and i believe now. I'm sorry kicks along but make sure i get my point white now. The senate is doing nothing except confirming judges. That's all the republicans are going. They're in control of the senate fifty two to forty eight. All they do is judges. They're not not allowed to vote on amendments of any kind to senate was a beautiful place. We did appropriation bills. They don't do filtration bills anymore. We got a lot of stuff up done but now there's nothing going into it except judges so i can't imagine why anyone thinks the sixty vote threshold something good for get a country. Well senator reid yeah i want. I want to get to that point about confirming judges. <hes> in about majority leader mitch mcconnell who is i said earlier said <hes> warned and that you would regret that rules change <hes> in response to a filibuster by senate democrats on the confirmation of supreme court justice neal gorsuch <hes> in twenty any seventeen senate republicans voted to eliminate the filibuster on supreme court nominees defending that move on the senate floor mcconnell blamed the democrats for rule changed listened to that we need to restore the norms and traditions of the senate and get past unprecedented partisan filibuster therefore i raised a point of order the vote on cloture under the precedent set on november twenty first twenty thirteen is a majority vote on all nomination and senator eat in his own. Uh up at mcconnell said that the twenty thirteen rules change led to a quote political avalanche that led to the confirmations of justices gorsuch and cavanaugh the highest number of federal judicial appointments of any presidencies first term. He said that move will haunt democrat for decades. What's your response to that. I think that's a bunch of malarkey. That's softest way. I can say that it is ridiculous. What would obama's presidency and then had. We not done that they made to after he was elected obama. They made two decisions number one. He would not be reelected. They failed at that miserably number two that they would oppose everything that he tried to do. They succeeded there. They succeeded because they oppose everything. The obama tried to do and what what we were very fortunate. We had a lot of democratic senators. We had sixty for a short period of time but <hes> the issue is quiet in the world should senate of the united states be dorothy by sixty votes. That's you talk about a fake stuff. That's a fake lead. You cannot have a democracy when you have to get sixty percent of the vote and the republicans have mastered the stalling rolling doing nothing there are no amendments no appropriation bills and that is all and if anyone thinks we can suddenly go backwards that water's going onto the bridge. We're never going to go back in the foreseeable future to the senate way it used to be. I would like it but it's not going to happen. All you gotta do all right. I wanna get to our callers. We have a lot waiting. Jared jared is on the line from alpharetta georgia jarrett. Go ahead hi when i turn on c. <hes> c. span and watch deliberations in for example the australian and united <hes> parliament in the united kingdom as well. Everybody seems to be in the room and they're having a substantive discussion. Do you think doing away with the filibuster would facilitate substantive conversation and or restore the trust that the american people have in their institutions to pass legitimate legislation. Thanks jared. I want to go to ross. I <hes> and then go to senator reid well. I don't think the filibuster <hes> promotes promotes at attendance here in the senate or or <hes> or actually deliberation. <hes> filibusters are not the filibusters that people associate with mr smith goes to washington..

"And in order for the sergeantatarms to demonstrate that he's been authorized to arrest a senator he needs to have in his hand an arrest warrant and suffice it to say i never thought this through this was 1988 this is february roughly february twenty three four and five 1988 senate bird is majority leader so i hope that senator lund stand up thursday some of us have a duty to carry out our responsibilities i have never shirk from on the issue at the time was with something you never hear discuss campaignfinance reform an ice arcane issue in the republicans were filibustering and they are filibustering by uh by not attending roof saying that the opposition not willing to vote on meaningful campaign finance reform it wasn't a very substantial democratic majority in their one or two absences and so the democrats by themselves did not have the ability to maintain a quorum and so the republicans could sort of disappear from time to time depriving the democrats have a quorum and senator byrd is kind of fed up with this senator bird which was just frustrated and he wanted a quorum call to go live which they do frequently but worth net he wanted the sergeant in arms to actually arrest republican senators this is the second time in my serve a thumb as a member of the leadership but i have felt l move that pardoned armed the wrath sunday and both anthems court our reluctant that they're that sided uh i think he thought that would be good optics and so we found these arrests warrants deep file cabinet in the parliamentarians office we actually had them prepared and they would duly despatched to the sergeant arms went off hunting.

"To get the senate to agree to let them put the bill will put a bell something the insee what was on the floor it and you can make fun of mcconnell for his inability to get this done so far but you have to give him credit for this pr sleight of hand he has managed to get credit for nothing majority leader controls floor and he convinced fifty of his 52 colleagues to let him put nothing on the floor now now i have a generally agreed that even though they spent seven you're saying oh man we've got to repeal obamacare they didn't seem to have the will to do it because it meant taking things away from millions of people and their kind of chicken when it comes to actually it's also crazy like you keep repealing obamacare sounds simple but what you're doing is your ripping out a section of the health care system it is a system right you pull out a part of the system which interacts with all the other pieces now yes has been in place now for seven eight years ya an at if i could just add something that i think i've said this before on this in exact podcast maybe not this episode but um the obama care as as republicans loved to call it is a republican plan it was cooked up by the heritage foundation right so it's very hard to get from in already republican plan that insists on using the convoluted in ridiculous.

"We'll we'll see if it happens we initially thought that the vote was going to come maybe later this week and one reason to do that would just be sort of demonstrate to the president and other conservatives that there really was no appetite for a full on obamacare repeal with nothing to replace it up but then late yesterday evening uh senator mcconnell the the republican majority leader in in the senate announced that at the president's request he would put off that vote until next week presumably to give president trump more time to try to twist samara msn and change the minds that's part of what is presumably going to happen at this lunch today the president tweeted that uh the the republicans have never discussed how good their healthcare bill is it will get even better at lunchtime so the the president has has a drawn the republican senators over the white house for this conversation day whether he can actually win over some of those uh republicans who said there in opposition remains to be seen as a symbol of questions on after all of this happened yesterday present trump got up and said you know we're gonna let obamacare failed and and the democrats are gonna come to us and say how can we fix it let obamacare fail and that's presumably he means by as the republicans have been doing not implementing some of the elements of obamacare which keep it alive vermont obamacare need some fixing but there are also some parts of it you know reinsurance for insurance company so that they could cover the very sick.

"Every one this is david chollian the cnn political director and this is the daily dc thanks so much for listening today on the podcast the aftermath of the healthcare failure it still continuing we heard senate majority leader mitch mcconnell come to the senate floor late tuesday night to say that there would be a vote and that he was speaking on behalf of the president of the vice president mature felt like hey guys i'm not gonna hang out here all by myself like my arms right around you on behalf of the president and vice president uh and after consulting with colleagues that there would be a vote on the repeal only bill early next week which to me begs the question mitch mcconnell has a single single priority it is to keep his majority that is mitch mcconnell's singular political priority keep the republican majority so that he keeps his job as majority leader so then you have to ask the question why does he believe holding a vote that he knows at the moment is likely to fail and he's a tough vote for some vulnerable senators why does he believe that moves him towards his goal of keeping the majority it's a question i don't yet have the answer to here's what i do now i know that the president has said on occasion throughout this process let's get these people on the record they should vote i know there are a lot of senators john cornyn alluded to this who've been in mitch mcconnell's ear or members of his republican conference who said everybody should be on the record here and vote they have voted to repeal a in the past a repeal only bill demong they voted on in 2015 even though that was a free vote and they knew barack obama would never sign it.

"Short term that any meaning full healthcare reform is gone owing to get past this is probably going to end up being done like mcconnell say a little piece here little piece their piecemeal their meanwhile the affordable care act is collapsing around itself i'm fine with it as long as at the end of the day and before the 2018 midterms we get something meaningful past we get something that is that nb accurately classified as a repeal of the affordable care act and some healthcare reform pushing it back down to the states by bit concern has the closer we hit a 2018 met terms i i think it's very unlikely that republican senators will grow a stiffer spine as we get closer to heal on the f mitch mcconnell is an embarrassment of a senate majority leader he i i'm trying to think back to um do you think the democrats or a fellow who it's not perfect yet i don't know if we should move forward who i'm zone no they just all march four and a whole lock step yup rammed down our throats with no republican involvement engagement and other took the they want to be involved in this conversation i want to be involved in the discussions of of what should replace a repeal obamacare no thank you for as much as republicans loved to rip on harry reid as a pretty awful person which he was i'll tell you right now i wish we had a leader and the senate with as much of a backbone right as the democrat leaner had right now we have a puddle if she's huddled leading the senate is just a settlement the human embodiment of a.
