"Professor of history at Northwestern University Kate Macer hi Kate how are you thanks how are you thank you so much for joining us this evening on a Friday night so we really appreciate it no problem glad to be here yeah so you know what I was reading one of your articles and it said that you know that people don't realize just how much of the nation's history was formed during reconstruction and I figured that is the area of expertise that you have devoted your a lot of your research and academic life to write yeah I've I've done a lot of research on reconstruction and the civil war that came right before it and because reconstruction to be necessary well we're gonna have you explain all of that and including giving us a little bit of more background and context to Juneteenth as well so so tell us exactly what is the reconstruction era well the reconstruction era is really the the period that came after the civil war or some people would say that it started actually during the civil war a lot of Americans know something about the civil war itself but what what I and some of my colleagues have been talking about is just how few people really know what happened afterwards so a lot of times and it right to you and he's actually a lot of times people kind of and their vision of of the civil war with like let's say general Lee's surrender to grant at Appomattox in April eighteen sixty five and okay it's over you know the north winds how blocked moving on we became a nation again and kind of end of story but actually if you think about it and you think about any other or situation or any civil war in particular there's a lot of messiness that have to get resolved in the wake of the civil war and particularly with the question of the abolition of slavery which is you know in some ways the central drama of the civil war so when we talk about reconstruction we're talking about is how what processes that the nation go through and what struggles that people go through after the war was over to figure out what kind of a nation this was going to be going forward well of course and there's so many as I do you see a lot of parallels between that time period and what's happening right now I mean yes and no I would say you know when we sort of frame a lot of what we're talking about these days in terms of racial justice and racial inequality these are really the result of the history of slavery in the United States and so in a lot of ways we're still living in the aftermath of slavery and were living with the consequences of the abolition of slavery which of course was a good thing to abolish slavery but it's been very complicated and very difficult for the United States and white Americans in particular to come to grips with what that means and and how to create a nation that's more defined by racial equality yeah so definitely you know so the things that we are dealing with now in contemporary life for us I mean modern life right now is is the result of how you know things happen during the reconstruction period yeah I mean you know I all right I should add a minister said this is the result of you know a two and a half centuries of slavery before the end of play very reconstruction but really you know in the wake of the end of slavery the United States with the exception of reconstruction which I can say more about you know what followed from that was almost a century of codified racial segregation and racial oppression and so it's not like the United States emerged out of the period where slavery was legal into some kind of racial Louis while you help yeah I mean that much it's really clear in fact you know many things went the opposite direction so one of the thing that's most interesting about the reconstruction period is really that it was the first time that the United States tried to grapple with the questions that were raised by running slavery you know like how who is a citizen what should racially quality look like who should vote this is the first time that the nation the United States government got involved in saying there can be no racial discrimination the right to vote in the fifteenth amendment and so all kinds of questions were on the table and if unfortunately as white Americans particularly white southerners had not undermined and basically overthrown the experiment that was attempted during reconstruction we would be in a very very different place now professor that's getting a little bit ahead of the game but we would place but that was a moment of great consequence let's just say in a moment of lost opportunity allow professor that's exactly I was gonna ask you so like what went wrong why did they not about her job but but now yeah that is getting ahead of us our our conversation so do you mind just sort of giving us the M. the background on Juneteenth because I think you know obviously too many African Americans this was very well known but that there was I think I saw a study today I don't have it right in front of me was kind of giving the percentage of the American population that knew about or didn't know about and there was a great percentage that just really had no knowledge of it at all yeah I mean I think so the the the basic background to Juneteenth is that Q. nineteen eighteen sixty five with the day that the U. S. forces led by general called general George Granger Walden to Galveston Texas and general Granger at that point and now through a general order that he conveyed to the people of Palestine and the people of Texas that the president of the United States had declared that all planes were free and that does that I'm reading now from the Texas involved in absolute equality of personal rights and right to property between former masters and slaves and so on it goes on and we can talk about what else it does but this was the moment essentially that D. the government's policy of ending slavery finally reached Galveston Texas and in other parts of Texas more generally and so it's really interesting and I've been watching a lot of conversation today about trying to put together like what is the relationship between Emancipation Proclamation which was issued on January first eighteen sixty three and this proclamation of June June nineteenth but became later the celebration of Juneteenth which was more than two years later right in June eighteen sixty five so what is that about so that's great it's been really interesting questions about how slavery actually ended during the civil war I think that's what's so shocking to is just how long it took you know that you know they think that's what's the most of you know sure shocking part of it yeah I mean I think you know to me and you you sort of come to different realizations about that kind of thing at different moments I think it's time but even for me who spends a lot of time thinking about that kind of thing like if you really think about it it's the middle of the civil war and Abraham Lincoln issued a proclamation which is sort of like an executive order from the president on January first eighteen sixty three okay he says you know by the order all in slaves people in the areas that are in rebellion against the United States right now which is basically most of the confederacy I declare them free forever free reign okay what happens then like you know it's not like what I mean SO would so then what because he's just some guy in Washington saying that even that image alone you sort of have to think will then you know you have all the slave owners who don't want people to become free so what is actually the mechanism by which this proclamation goes into a fact.

I'm here with assistant has minority leader Carly macer democrat of Indianapolis Representative you've heard the governor's address overall what we think. Well, I don't know if there are too many people that could disagree with some of the things that the governor said here today, I I know that listening to his agenda over the last few weeks few months it kind of rings along with that. Obviously, we know that he has added in SM good work for teachers in it. And I think that that that overall is is very well. I don't think that there's too many people who are going to be out speaking against this agenda. But I would like to say, I I know I've heard some of these things before I just curious to see how the rest of the legislature in the Senate and the house are going to follow through on the governor's agenda, and what he really wants to see for the state of Indiana and quality of life. You mentioned teacher pay. This is certainly something both parties have said that therefore the devil's always in the details. The governor put a couple of details out there tonight proposing this. Paid out of pension liabilities a commission for the long term for the short term that in addition to school funding is that a reasonable solution is the way to go. You know, I definitely think it is a solution to look at it. I definitely would our schools are putting out and what they're paying for this can shore that app to provide more monies for them. But I still look at the big piece of what we're talking about the surplus, and so I I'm grateful to hear that the governor is going to pull some money out of the reserves. But I wonder if we're going far enough to to really do what needs to be done to really take care of the teachers I do like to hear him talk about expanding and having more conversations bringing other people to the table. But also sometimes I've seen that that's hindered progress as well. So I'm looking forward to as you mentioned the details of what the governor mentioned tonight. But I definitely think that it is probably a better news than what we had before. So I'm looking forward to learning. More of dul mentioned the hate crimes Bill. At the moment appears to be starting in the Senate. You've not had a chance to vote on those that started in the Senate the last few years is this something that you support. And is this something that can get through the house if it gets to you. Well, certainly, I do support it. I know that Democrats have been working on hate crimes legislation for years before I ever arrived at the state house. But certainly I think that there is opportunities to do the right thing here. I still question and have concerns about the leadership within the house who has stated in the past. Maybe he's not the biggest panir doesn't feel like we really need a hate crimes legislation in the state of Indiana. So I look forward to seeing how that continues to trains. Moved through the general assembly. And I'm very hopeful about it. But we'll see what did you not here tonight? What what were you hoping to hear in this speech that that was not addressed? Well, I I know that the governor had mentioned several times the quality of life for hoosiers, and knowing that we are ranked forty eighth in the country for quality of life and really understanding when we talk about our work fees force that we really need to also talk about livable wages. We we know that that is an issue. We know that that continues to be an issue for hoosiers. I think that it would have been even better if we had heard more about some of those things as well. But I did like to hear that the governor is working on legislation that I have been working on for the last few years and supporting veterans when it comes to that retirement income and making sure that we're doing the right thing and that taxing that and looking forward to as supporting the governor on such great legislation.
