"How much not only members of the legislature. But I think the residents of this date dislike having to go through the semi annual ritual of changing our clocks putting up with all the the inconvenience that goes with that. This is state Representative Lyle Larson's constitutional amendment proposal, if it passes the Senate, it goes on the ballot this November, and you at essentially have three choices you could choose to have daylight saving time year round, you could choose to have standard time, Iran, or you could choose to keep things the way they are. Now, if we choose standard, I if it's approved it goes to the voters. Voters approved making a change and that change is keeping standard time year round standard time would kick in January first which have meanwhile, we Twitter clocks back to standard time in November. We would never have to change them again. After that. Now, if we choose to go daylight time year round, it's kind of confusing. Congress would have to approve that. Because there is a nineteen sixty six law on the book the uniform time act, which allows states to either accept or reject daylight saving time. It does not allow year round daylight saving time. So congress would have to amend that law. But if we go with that, then that means the daylight saving time, we'll take January first which would mean we change our clocks from standard time today light time on New Year's day. And then we would have permanent daylight saving time. Now, I to do that because the ten states that are at least, consistent or all standard. Yes. We will be the first the first state to adopt uniform daylight saving time here. Year round. And the argument is the same thing. We've talked about before that it doesn't Dow that everybody's using a c in their homes keeping the sun up an hour later in the summertime only makes us run our AC longer, and it doesn't save energy. Like it was supposed to in the nineteen sixties and seventies. They've also found a health and safety risks are significantly elevated right around the time change. Now this is far from a slam dunk. There is a lot of support for daylight time. And support for changing the time the support for daylight time comes from a lot of industries, including retail and recreation. They like the idea of people being able to go to their shopping, malls, go to their theme parks, go to their sporting events, knowing that they will be home before it's dark because a lot of people won't go out at night, if they know that it's going to be after dark when they come home. So if this does get on the ballot it's going to be an interesting debate. My feeling is that Texans have had it up to here with changing the time twice a year. And whether or not they would support standard time daylight time. That's a toss up right now. But it would make for it makes the November election pretty interesting. But right now, it's passed the house goes to the Senate since it's a constitutional amendment at does not need the signature of the governor. I knew good morning morning Jim for his first of two morning commentaries. And I'm sure you're going to present some facts figures and some science just wanna go on record. I'm not gonna buy it. Yes. This weekend is the big spring forward to begin daylight saving time. And this is has to be the dumbest thing that we have ever done as a society. This is one of those things that a hundred years from now they're going to say now, wait a minute. They did what they changed the time. Why and we're gonna do it again this weekend despite San Antonio state Representative Lyle Larson who has introduced a Bill to abolish daylight saving time. And we'll talk a little bit about why that's not gonna go anywhere. But the facts and figures Charlie indicate that the spring forward is one of the most dangerous things we do as a society first of all it's bad for your health. Because it throws off your circadian rhythms. The numbers show that the incidence of heart attacks in the week after day daylight saving time begins in the spring is way up and he says one of the reasons for that is that your blood is thicker in the morning, and if you're up at a time when normally you're not up in the morning, at least when your body's says he shouldn't be up that means your blood will be thicker, obviously, thicker blood means you're more likely to have a heart attack or a stroke. It also is a very very bad time for car wrecks just look outside right now. It's it's daylight and this is about the time of the morning. For example, the kids are going to to pick up to get the school bus and for the last several months they have been getting the school bus in a daylight time. All of a sudden starting next Monday. It's going to be pitch black when they go to get the bus people who are used to driving to work at the light at suddenly not going to be light anymore. Statistically, we see one of the worst weeks of the year for car accident. During the week after we spring the clock forward in March, and the basic premise for this is completely discredited. Jimmy Carter issued a executive order back in the mid nineteen seventies in the middle of the energy crisis. Saying we should have national daylight saving time to save energy. And his argument was if it's the sun stays up later in the evening, we're not going to turn our lights on as much to keep our lights off. And we'll save energy. Well, a couple of things have happened since then first of all the energy used to power light bulbs is now become just an at a miniscule fraction of the total amount of energy we need and we use largely because the light bulb itself has changed so much over the years we've gone away from the heat generating incandescent bulb to the LED's to the far more energy efficient light used to power our homes. But the main reason why the argument doesn't hold up anymore. Is that in nineteen seventy five fewer than? Half of all homes in the country had central air conditioning. It's kind of amazing to think about today, but central air conditioning was not common especially in the northern tier of states in the middle nineteen seventies. Now more than ninety percents of homes have central air conditioning. And obviously if the sun is out later in the evening, that means it's going to stay warm later in the evening, and we're going to run.

As far as school finance reform is concerned. He stressed that Texas best recruit and retain the best and brightest teachers to educate our students. He said we must create a pathway for the best teachers to earn a six figure salary he called for Barak focus being placed in with at risk students. He said only about forty percents of third graders are reading a grade level by the time they finish third grade at less than forty percent of students. I took the SAT or ACT where prepared for college. As far as tax reform is concerned. He once again called for his two and a half percent hard cap on revenue increases by any taxing entity. Beta school board a city a county health district or whatever he also proposed having the position of appraiser be elected. Currently the appraiser is appointed by the board of the appraisal district said those board members are appointed by the very tax against teas that stand to gain from higher appraisals, and he said that his proposal would allow taxpayers to fire their property tax appraiser. And as he put it elect a better one a couple of things we did not hear from the governor. We did not hear any mention of the social issues were so huge and the 2017 session. He didn't mention bathrooms. He didn't mention abortion at all. Which is interesting. He did touch on border security, but he didn't go to Sam. Sanctuary cities or any specific proposals that would deal with border security, one thing the governor did was interesting is that he had a shoutout to Lyle Larson, the San Antonio state Representative in which he said he would support Lyles Bill that would require the university of Texas and Texas am to resume their thanksgiving football rivalry as of the twenty twenty season. Now, I'm not quite sure exactly how that would work since football season's rallies. Obviously scheduled many many years in advance. And it's also interesting because. In the twenty two thousand seventeen session Lyle was in governor abbots doghouse as a matter of fact, governor abbot even bankrolled an unsuccessful primary challenge to arson. So that may be an indication that the governor Lyle are back on the same page, again reactionist max teacher groups say they liked the idea of across the board pay raises for teachers they like the idea of the best teachers earning six figures salaries, they want to make sure that the governor does not try to tie teacher pay raises in with school test performance increases like he has in the past which teacher groups say that's discredited and doesn't work, and they also questioned how the governor on one hand can call for more money for education and on the other hand, call for limiting the property taxes that fund public schools, they said those two things are antiethical to each other. And we need to come up with a compromise that will involve more state money to education something, by the way. The governor did not mention at all. All right, Jim. Thank you very much. Well, what can we expect in San Antonio in the great state of Texas as we go into the new year. It's time for the first of two segments of my fearless predictions for twenty nineteen which I guarantee will be more accurate than Kirk herbstreet predictions about who would win the turbo, right? First of all real quickly. We'll talk more about the city coming up at eight ten but the first thing that's going to happen. It's going to happen tomorrow. Tomorrow is the deadline to apply for Cheryl scully's job is city managers your resume last week that case golden this very very rapid timeframe almost guarantees that the successor is the city manager will be from San Antonio, probably from a Cheryl scully's top executive staff or maybe somebody else said the business community, but that's gonna make for a smoother transition. And it'll be easier to fit that person in inside the parameters that were set by the firefighters charter change that we approved in November which limit the tenure and the salary manager. But the next big thing is happening seventy miles up the road week after next at Austin win the two thousand nineteen session of the legislature is gaveled into session after three terms of movement. Conservatives in the ascendancy, I think many Republicans especially the leadership like house like Senate president Dan Patrick got a visit from the ghost of Christmas past last November, especially with the defeat of Connie Burton who is one of the leaders of the movement conservative wing of the Republican party in the legislature. And that means we'll have a lot less time being spent in the session trying to determine what bathroom people can use or to try to come up with new ways to limit abortion. And it's liable to be a much more productive session will also see the end I predict of governor abbot fighting against a Republicans like Lyle Larson who don't support the movement conservative agenda, you'll recall last year in the primary. The governor tried to get Lyle Larson defeated that did not work out well for the governor. So I think that and the fact that the Democrats made gains in November are gonna mean the end of that, which will mean a more productive and more realistic session, transportation and educate. But the question will be how to go about doing it. The governor has already said he wants to impose a hard cap of two and a half percent on city and county property tax increases, even when you consider increases in property values that could force subsidies and counties to actually cut their property tax rate. Now, the cities along with most Democrats say we should go about this by having the state spend more money on education pointing out that the real reason your property taxes are going up is the state share a dedication has been cut drastically over the past ten fifteen years, and if the state spent more money on education, that means your property taxes would have to cover a lot less of the expense. So that's probably going to be a big battle. Every single duly elected. Democrat. I've talked with since November says they were sent to Austin to deal with transportation. So. You could expect major initiatives to be proposed on roadbuilding, possibly, even some big ideas. Like, maybe a speed rail coming out of this legislative session, but keep in mind. The Republicans are still in charge. You will still be a conservative session. So if you're on your way to Las Vegas, and you wanna make some money bet that the San Antonio law that mandates sick leave payments will in fact, one hundred percent certain be thrown out by this legislative session. Even Democrats are going to vote against this. It's a poorly worded poorly regarded Bill that shows no understanding of how business actually works. This is not the hill that Democrats want to die on supporting this poorly worded and poorly put together Bill mandating sick pay. And this also demonstrates the substantially dwindling influence of labor unions in the Democratic Party today. So there's a couple of ideas from the legislature.
