"Through the spring, the postal services big crisis was a financial crisis specifically a cash crisis. Folks are sending a lot less first class mail and marketing mail. They're entirely funded through the sale of postage products and how the Postal Service Ben Responding to those issues the postal service to respond to those issues as gone to Congress and ask for help they've asked for varying of money to the tune of eighty billion dollars down to twenty, five, billion dollars they. They want cash to pay their bills because that to them is the biggest crisis. Now, as we've gone through the summer, the crisis has become less financial one. They've gotten a loan from the Treasury Department for ten. Billion Dollars. As it is. One of confidence is the new leader of the postal service, who's a great ally to the President Willing to stand up the president when it comes to postal operations and specifically helping facilitate the November election. And that new leader Louis to joy, he seems to be controversial and to have put in place a lot of steps in the postal service that it's not clear are actually making the postal service run better. There's one big step that Lewis Joy I put into place and that's a stricter transportation schedule. He basically said no more late trips no more extra trips to deliver the mail. That's really important because you remember the postal service serves all of us serve three, hundred, million Americans is really hard even on the best of days to have consistency of timing of when all is mail comes in when all this gets processed. So to have on time service, you do need lay trips you do need extra trips you can't just send one male man out first thing in the morning and hope it works out. So. As there have been these competing pressures on the postal service, what do we know about what has been happening on the inside? Even before Louis Joy joins the puzzles takes office on June fifteen. Three the spring, the agencies just in perpetual crisis is dealing with the financial difficulties of the pandemic. It's dealing with its workforce getting sick or or getting scared to come in to work. It is so swamped by all of these crises we know a lot about this inner turmoil at the postal service because of this trove of almost ten thousand pages of documents me and my colleagues received through a freedom of Information Act question and the government watchdog group American oversight. Going through these documents which generally extend from the end of March to the beginning of May cover the entire month of April in between. Paint a of an agency that struggled to identify what role was going to play. For the nation, not only through the pandemic and the election but in the years succeeding what a twenty-first-century postal service really looks like. So, one thing that you've been reporting on is not only how we as regular people people who receive mail are concerned about the quality of the mail service that we're getting whether it can handle ballads whether it can handle cards from grandma's but also that the postal workers themselves are really concerned about what's happening and how these changes are affecting their ability to do good service. They are they're freaking out I, have a group postal workers that's growing, and if you're a postal worker, I wanNA talk to me, please do that I correspond with or talk to everyday and I hear from them, you know one of the first things they learn when you join the Postal Service and organization is this motto ep every piece every day I treat your mail like I drink my mail like, I like there are precious items inside. They, feel like what the postmaster general has done violates the moral code that an ethical coat they subscribe to as postal workers. What do you mean by that? These people commit to an expeditious and careful transmission of? Mail, they see themselves as folks who are on the frontlines of ensuring open lines of communication in our democracy and not only that. But you know you get your prescription drugs in your able to correspond with your loved ones or that your mortgage payment arrives on time you don't get late fees I mean. Every piece of mail that goes through their hands they tell me they are committed to moving in a careful and expeditious way they even take of office. So the idea that they feel like. The guy in charge is preventing them from doing that job is really hurtful. So for these postal workers that you've talked to who are seeing that there are now commands from the top to basically do things that will result in mail arriving to people more slowly not taking extra trips, not having overtime Howard they responding to that is it just like look it's out of my hands and if that's the policy and then that's what I have to do. No I think there's active pushback I mean I've talked to clerks who when transport trucks get in with mail every day and they have to go through and sort it. They make a note of all of the benefits checks and all of the prescriptions they see coming in in these nail hampers and they pull them out and sort them first and the if they have to leave the other male behind the will because they know these are essential items that. They're basically creating their own tactics to try to still get the mail to the people who need it the most exactly I mean I talked to postal workers. In Michigan, who you know, we talk about election male you know Michigan had a midsummer primary and they balanced go deliver and they were told now these ballots can wait till tomorrow you need to get out on the road right now leave them behind. So you can start your route on time and these. Carriers. Got Together and said absolutely not we will start late and you can write us up. We don't care. We are taking these ballots out. You know letter carriers get generally eight hours to complete their route but all kinds of stuff happens it can take longer than eight hours and so sometimes they need some extra justification for why they need to stay out longer. So they make up excuses oh, there was a train that ran through an intersection and I got. Stuck behind it night await for minutes others having traffic. Oh, I made a wrong turn just to by themselves ten fifteen, twenty more minutes. So they can complete their out and not leave male behind and so in these cases where you have postal workers who are in some cases like coming up with fake excuses, just to be able to buy themselves time to deliver the mail, what is at risk for them? Like are they punished for doing some of this stuff? A whole lot is at risk for them First of all, they could lose their jobs They could lose their jobs simply from talking to me I mean the the postal service put out an internal memo to all workers saying I don't talk to the media and then be wary of customers who ask, and this is a quote, a series of questions. What does that mean? Basically if a customer comes in to a retail start asking you about the troubles at the puzzles, his don't tell them. Anything is basically what this memo said because they could be reporters and God forbid should talk to them but there are serious punishments folks who are deemed to have delayed. Or interfered with male processes. You can go to jail for five years and say federal crime if you're buying yourself twenty more minutes to finish your around. You're, not. GonNa get jailed for that. But if you're doing something that supervisors feel or the postal service in general feels violates the expediency of delivery. That's a jailable offence and you can get prosecuted for that can get fined for that and you'll probably lose your job. There's a lot at stake for postal workers and it's telling because of the consequences that they feel. So strongly they're. Willing.

"The US Postmaster General Louis Joy says he is suspending plans to reorganize agency. This move comes after House Speaker Nancy, Pelosi called Congress back from recess to vote on a bill to protect the postal service until the election, he was her response yesterday. They felt the heat. And that's what we were trying to do is to make it too hot for them to handle and yet she and other Democrats are still not entirely satisfied. Let's talk about what's going on here with NPR's miles parks who's been covering this miles. Hi David Will. So let's pick for exactly what the postmaster general announced here that that he's not making operational changes until after the November elections, right? Right. He says his plans for a transformation postal service are going to going on hold until after the election. Remember. He'd promised his organizational realignment just a few weeks ago as an effort to save money. But those changes although they were never publicly detailed in practice led to mail delays frustration from postal workers, unions, and fears about the election in a year where the majority of ballots are probably going to be delivered via the mail. The political backlash was loud and swift as Pelosi alluded to there. And he was forced to change course singing a statement yesterday that quote to avoid even the appearance of any impact on election male I am suspending these initiatives until after the election is concluded well as for those fears about the election I, mean many people were very blunt in saying they feared the president trump was trying to meddle in the election. So this move seems to be what Democrats? Were demanding what why aren't they fully satisfied so it's a step in that direction, but there's still no word on if the joys going to reverse the changes that have already been made their move sorting machines, for instance, has been a high profile issue. And so you mentioned is going to be testifying in both chambers the Senate is I write on Friday? What would we expect there? Right. So we're going to be watching for is one whether the Republicans we have to remember that joys a major Republican donor considering many of these Republicans represent rural constituencies who stand up potentially be hurt by mail the ways how hard Republicans press him the other thing that election officials are going to be watching for is more concrete details on his plans around the election. A lot of Democrats as you mentioned earlier, have accused him of sabotaging the mail in an effort to affect male voting election officials are worried about that. It'll be interesting to see how far joy goes to kind of assuage those

And Republican donor he's donated more than a million dollars to the trump campaign to the Republican National Committee, and also the Republican candidates for office. He's been talking regulate to the president about reopening during the coronavirus outbreak. So we know he has a relationship with Donald trump and talks to him often a why does that raise concerns? Democrats say that this is a cozy relationship and that he's going to listen to the president in do what the president wants. So that's Democrats concerns about the joy but on the other hand, he is an experienced logistics executive. Yes it's not out of the blue that someone who has spent his life in consulting and project management and logistics would be tapped to lead the postal service and what would you say is the joys vision for the post office. So Mr Joy is trying to run the post office. As he says like a business he is looking at the budget he's looking at cost the postal service they say they're looking at need and demand. They're trying to make the postal service more efficient. Yes. Joy has tried to do this by making budget cuts. A lot of these cuts had been suggested before he started but not implemented until after he arrived. The cuts include things like limiting time postal employees, removing some of those blue mailboxes and reducing the number of mail sorting machines in places where the postal service says, they're less needed. And these moves have already raised eyebrows. Photos of mailboxes being removed from towns across the country gone viral. Now, boxes being snatched off street corners and sorting machines being removed from numerous USPS locations, causing mail to pile up undelivered all this as postal workers across the country are sounding. This week. USPS says these changes will make service more efficient and it's announced that it won't remove anymore mailboxes before November but the fact that these changes are being rolled out just before the election has made people nervous that the timing isn't a coincidence.
