"15 after you're with America in the morning. I'm John Trout inching close to an infrastructure deal between Congress and the White House. Correspondent Linda Kenyan covers Washington. President Biden had said. Memorial Day is the soft deadline for a deal and so far there is no deal. But both sides are climbing progress. I think we are getting pretty close to a Fisher cut bait moment, Transportation secretary mayor people to judge on CNN on the fishing side of things. The negotiations have been healthy. There's a lot of conversations going on. Among members of Congress who have come forward a lot of different ideas. In addition to the discussions that we've had with the group led by Senator Capitals, he's referring to West Virginia Republican Senator Shelley Moore Capito, who tells Fox News she thinks the deal will be reached the president Basically tasked us to come back with something close to a trillion dollars in the areas in the scope that we we, as Republicans feel constitutes infrastructure. Senator Capital brings up one of the central sticking points in the negotiations, the very concept of what constitutes infrastructure for the that's roads and bridges, Waterways ports. Lead pipes, transit airports and also the new infrastructure, which you know is way must have everywhere. A broadband president Biden's plan calls for human infrastructure, social infrastructure, things that make it possible for people to go to work. Day care, senior care all of those items, but that's not what we consider Physical infrastructure on modernizing our transportation system to meet the next century challenges and that's where I think we need to concentrate our efforts. At this point. The other major hurdle to overcome before deal can be reached is how to pay for it. We have put Over the course of the last year and a half trillions of dollars into covert relief, and much of that is unspent. We say, re program that and that's not all. We also have user fees in there. There's no reason That folks who have electric cars or hybrids who used the rose. There's no reason that they shouldn't because they don't buy gasoline don't pay into the gas tax, which is traditional resource to pay for us. There's no reason why they shouldn't participate. President Biden and Senate Democrats say reprogramming funds is not an option because that money is still needed, and user fees aren't going to be enough. Instead, the president wants to roll back some of the 2017 tax cuts. So where I'm not going to vote to overturn those, despite the seemingly impossible hurdles still to be overcome. Secretary Buddha judge tells CNN. At some point it just has to come together, you know, certainly encouraging to see the healthy conversations that have happened over the last days and weeks. But the president keeps saying in action is not an option, and time is not unlimited here. And if it doesn't happen, the Democratic majority may use a procedural budget tool called reconciliation to pass the bill without Republican support, if they have to. McConnell on coronavirus relief: Senate "ought to pass what we can agree on"
"Billion coronavirus stimulus bill hit another snag on Capitol Hill. Correspondent Linda Kenyon has the latest Senate majority leader, Mitch McConnell, who sets the floor agenda says No. A comprehensive approach to coronavirus stimulus. Is not the path he will take. It remains my view that we ought to pass what we can agree on, and that means many things. P Peopie vaccine delivery. Additional assistance, health care providers in a variety of other things that are not controversial. What is controversial, he says, is liability protection. This is not just about business is it's about universities about charities. And others who see this developing epidemic of lawsuits headed their way and it's not total immunity. It wouldn't protect you if you were grossly negligent. Would engage intentional misbehavior. Democrats do not support liability protection. They do support aid to state and local governments. Senator McConnell does not a lot of members on our side. Look at the various states that received $150 billion We did in the Caress Act and wonder if this is the monster will need, Senate Minority Leader Chuck Schumer says. Of course it's demonstrably need. Senator McConnell has put the jobs of firefighters Ambulance workers, sanitation officers, police officers in jeopardy. Every governor and mayor across the country has been fighting to keep these people working. And McConnell is pulling the rug out from under them. Senator Schumer also says aid to state and local governments is bipartisan. The state and local funding provisions have broad bipartisan support. The National Governors Association and within the Senate, many Republicans support state and local funding. That's why Senator Schumer says the majority leader should allow a vote on a bipartisan, bicameral, covert released bill that includes a more broad approach. Senator McConnell says. That's just not going to happen. Leaving here without a covert relate package cannot happen. The bill might be attached to a year and government funding bill. Even Senator McConnell says it probably won't be the last word. We'll be back out this after the first of the year. Linda Canyon Washington 18 after religious high school

"President you like Joe Biden is expected to nominate retired four star Army General Lloyd Austin to be secretary of defense at seven minutes after the hour correspondent Clayton Levels says the pick would be historic. If confirmed by the Senate, Retired General Lloyd Austin would be the first black Pentagon chief. Man, no stranger to breaking barriers. He was the first black general, the command and Army division in combat Austin and the president elect with a history that to work together on a number of occasions during the Obama administration. At the confirmation process could have some obstacles. Federal law requires seven years of retirement from active duty before serving his secretary of defense. Austin's been retired for four years and will need a congressional waiver before he's confirmed that certainly not unheard of a waiver was given by Congress to retired Marine General James Madison, 2017 to serve as president Trump's defense secretary. It's believed Austin could officially be nominated to the role as early as today. I'm Clayton level. It's a critical weekend Congress as government funding runs out. While cases of coronavirus go up. Correspondent Linda Canyon has more. It's a familiar scenario on Capitol Hill. We've reached the time of year when the Senate has More important out China business than we have days to complete it. Senate Majority Leader Mitch McConnell, speaking on the Senate floor, says the list includes a government funding bill because current government funding runs out on Friday. But Senator McConnell says a little more time might be possible. I anticipate that the Senate will take up a one week extension this week, so the government does not close on December. The 11th And work. Can continue through the end of next week. Another year and issue that weighs heavily is a coronavirus stimulus bill something that has been stalled for months. Senate Minority Leader Chuck Schumer says That's because Senator McConnell, who sets the floor agenda, has refused to bring up any proposals already passed by the House. He puts his bill with no democratic input on the floor. Says, Take it or leave it. Instead. Senator Schumer says bipartisan bicameral bill Still to be unveiled would solve the partisan gridlock and represent real compromise with real solutions. Senate Democrats are simply asking the Republican leader to do one thing. Sit down and negotiate negotiate, he says on a $908 billion plan that includes, among other things, 160 billion for states and cities, 180 billion for unemployment insurance and 288 billion form or small business assistance through the Paycheck protection program. Four month bill does not at this point include individual stimulus checks. It also does not include liability protection for employers, Senator McConnell says any bill without liability protection would be a non starter. Democrats want more aid for state and local governments, which at least so far has also been a nonstarter. For Republicans. This bipartisan bicameral bill could be unveiled as soon as Wednesday. If, as is the current plan Coronavirus stimulus is attached to the government funding bill. It becomes politically and economically difficult for Congress to turn it down. That makes passage much more likely. Linda Kenyan Washington. "And Linda canyon is here quickly good morning Linda checking in on on things from a Capitol Hill so you know the Senate is back at today at one PM eastern time so what are they going to do today and tomorrow now well today and tomorrow is a new phase in the trial and it's supposed to be the question and answer session and they're going to alternate from the Republican side of the aisle to the democratic side of the alley gonna pass little notes up front to to Supreme Court Chief Justice John Roberts who is presiding and he will read aloud the questions because senators as who are acting as the jury are not allowed to speak so that's right everything is being done in writing and they're going to have two days of these questions size sixteen hours total it's still too early to know if they're going to use all sixteen or if they're going to do it one day instead of two or what have you but that's what we have in store today so what do we do still do we suspect that maybe say the president's lawyers are telling the Republican senators ask this ask this and that the the house managers are telling the democratic members ask this ask this dispose that's going on are you saying that it might be state maybe it may be but none the less some of the senators of already spoke to the media and describe what they're going to ask so there were caught his meetings yesterday and I'm sure that there is a certain amount of direction coming from the top of each caucus about what to ask but beyond that you know as far as whether the lawyers are involved I wouldn't be surprised if they are but I have no confirmation well we may learn something new especially if the members of each party get to ask questions of the opposing team rather than just trying to get you know their side to repeat their talking points but of course you know most of the attention is focused now on this thing with witnesses because Mitch McConnell did something he doesn't normally do he came out and said I don't have the votes right now to stop a call for witnesses now is and this was after a meeting and this prop private meeting about right after they have finished on the Senate floor yesterday now is it just that it's close and he wants to shore up you know generate some phone calls from the president trump's base calling into these wavering senators and saying you need to stick with your manner I mean if you're playing a game here or does he really not have the votes chocolate doesn't do anything by accident he's a very smart tactician and if he came out and said he doesn't have the votes he did it for a reason and it just may be because he wants to get some public pressure on some of the moderate senators to turn down witnesses but it's becoming increasingly difficult for them to do so a given the fact that John Bolton so manuscript for the most part is out there and if it doesn't come up in the impeachment trial the and get the data from that that book will come out eventually in a lot of the senators are concerned that it's going to be pretty damaging to their side if all of this information comes out it looks like they should have voted to to hear testimony so once they finish with this question period which could be Friday we would expect then they debate or actually Thursday then they would debate on Friday whether to subpoena witnesses and documents and then they vote on that before they do anything else that's the boat that's the important one and that will allow some senators who might trying to it might be trying to have it both ways they can say well I voted for witnesses but then later you have to vote on what witnesses and what documents and so then you can vote against those things and say well they were coming up with the proper witnesses so I'm I'm guessing that we might see a vote that allows witnesses and then I don't know how long how long will they go on voting trying to I mean are they going to go on indefinitely just with that Democrats bringing up witness after witness and getting voted down and down and down well right now they're looking for two to three witnesses on each side but they seem to be whispering I rather loudly and that they would agree agree to a one for one let's see how how would that work are they going to make a deal where will it will give you this witness and then you give us that witness yeah it's almost like a hostage trade isn't it they are if they are going to to throw out there well if you want fault and we want the whistle blower and of course that's going to be a non starter and then they'll say if you want built in wi one hunter Biden and that of course will be a non starter and back and forth it will go until I eventually they'll be about but you know again it's becoming increasingly difficult for the Republican side of the aisle to say no witnesses and documents and then all of this information could come out after the trial that was there for the taking during the trial and it's going to make them look good well it's going to make a look a little silly yeah well that's what happened the polling is daunting the Quinnipiac poll yesterday seventy five percent of registered voters want to see witnesses and all of that seventy five percent ninety five percent of Democrats want witnesses forty nine percent of Republicans want witnesses but what the Republicans are probably probably looking at is I think it was seventy five percent of independents want witnesses so moving averages out to about seventy five over also that's a that's a pretty big you know public opinion wall that you have to get over there so now the thing is if day subpoena witnesses it's not like they're just going to call them and you know on on Saturday and get this over with days because now some of those Republicans that Lindsey Graham and that Pat to me they they would they would like to see perhaps John Bolton deposed privately before the Senate then would have to decide on public testimony this thing could go on forever we got about fifteen seconds do you think that might happen well it's not gonna be quick nothing's going to be quick with witness testimony and no one likes to have someone testify cold no lawyer will want to do that unless they know what that person is going to say and that's why they have the closed door depositions first so I fully expect that that is what will happen and again the trial will be dragged out but then of course if it isn't they'll be a lot of backlash about why they didn't call it was going to be a very angry man in the White House if he has to.

"The Senate's impeachment trial of president trump should began this week but they're still at least one outstanding issue as correspondent Linda canyon explains the issue remains whether Senate Majority Leader Mitch McConnell will allow witnesses and documents should be included at some point in the president's trial the Senate was never going to pre commit ourselves to redoing the prosecutors homework for them and we were never going to allow the speaker of the house to dictate Senate proceedings their center house speaker Nancy Pelosi has been holding on to the articles of impeachment but is expected to turn them over this week to allow the trial to begin one of the reasons she held on to the articles was to try to get an agreement from senator McConnell to allow witnesses and documents McConnell says if the house is done its job it would need additional documents and witnesses house Democrats have already done enough damage to the president the national unity and to our institutions of government the Senate will not be sucked into this precedent breaking up if you want to talk about president says Senate minority leader Chuck Schumer let's talk about president when leader McConnell talks about president he's talking about witnesses plain and simple so the democratic request for for fact witnesses and three specific sets of relevant documents is very much in line with our history and Schumer adds this is about seeking the truth leader McConnell and the Republican leadership have labeled the democratic request for witnesses and documents as quote political is seeking the truth is political if doing our constitutional duty is political in the minds of our Republican colleagues in the Republican Party is in trouble leader McConnell says Democrats one additional documents and witnesses because their case is in trouble this is exactly the kind of toxic new president that many of us warned about back in December that's bigger below his house was not sending the center of thorough investigation they were just tossing off a jump ball and hoping that the political winds might blow things their way in the weeks since the house impeach president trump and the speaker of the house is held up transmitting the articles of impeachment the political winds may have shifted former national security adviser John Bolton has said he would be willing to testify if subpoenaed to do so and of newly unredacted documents of come to light Linda can you on
