student loan help because they're paying six point eight instead of what the actual market rate is right now Rick wanted to chime in on this forbearance saying Hey Rick what's going on quite Hey how's it going hello this is you guys anyhow I haven't heard anyone discuss how hard it's going to be for anyone who's on the forbearance program with your mortgage and they allow you to skip ninety to a hundred and eighty days the only thing is they didn't really tell you if you do find out eventually that when the when the program is over you have to catch up all those payments it's not a deferment were put it to the end of your long periods you have to catch up all the payments you missed how do they expect people to be able to do that I know that there's a bunch of different I mean everybody has a different lender when it comes right down I mean the best advice you can give people is call your lender and find out the absolute terms in writing what you know is it is it a bubble payment which is essentially that's what it is if you for if you're not paying all this time and you have a huge payment at the end that's a bubble payment that's you know that's what good you know the that's a that's a five in one payment will used to having only pay the interest you pay this gigantic about at the end of five years we don't want to be a part of that so you got to find out the terms from your lender that's just it you just gotta do the due diligence and make the phone call and as with everything with many banks don't trust anything unless you see it in writing that would be my bell idea in writing that's what happens so if I if I skip not paying three months on the fourth on the fourth month I have to make four times the.

He president of the BI and get his take on the monster house Bill that has now become law without the mayor signature what the implications are what the details are. We'll have a heck of a lot more in regard to the bar testimony, or shall we say lack of in the halls of congress? So plenty on the agenda today at seven oh seven. It is a delight to welcome on board of this. Lieutenant governor Josh green L G to you. Be here. It is a pleasure. And thank you. And such a busy day. We're gonna jump into some specifics in regard to homelessness, mental health and more. But would love to get your take on the final day of the legislative session. Jesuit stood out for you during the session. They went out if you big problems a couple major bills came out that are debatable. And controversial. Which is I guess what? The job is fourteen years things like the retact or debating minimum wage, although this is a big new stadium appropriation is going forward, and we did some actual work on the mental health problems with homelessness. So there were there were highlight. I I'm always interested in the sausage making machine that the legislature is it's probably scary to the outsider, but it's democracy. You know, you served, of course, remind us. I mean, you're on the legislature for so many years now as part of the administration. What's the perspective for you now on the fifth floor as opposed to being in the chamber? I made, you know, very clear decision to not muck around with legislators who are friends only when asked or if I'm in a position with some expertise. Do I weigh in because I think they have to do their jobs and not be disturbed by Lieutenant governor. But there was a there was a fair number of issues. There were that I really wanted to make sure that we acted on. And I was so proud of for instance, Carl roads and his colleagues at worked on the mental health Bill for the homeless that thing will help people. It's called the active treatment Bill they improved that significantly. So that now the people in United talked about it many times those who are severely mentally ill in the street can be much more readily taken into get care. So that we can break the cycle of their mental illness and homelessness that was a big thing. And it should be big for everybody in any community where you see some of these poor. Folks are really suffering. We're going to again referred to a television program, you know, the TV program that aired on Hawaii news now L G. I thought was very well crafted in what compelled me to reach out specifically on this issue is the role that you and your team play in literally going out into the darkest day kissed, but even obvious places to reach out to those folks who are suffering greatly. I'm going gonna do a lot more of that. I'm kind of reinventing this Lieutenant governor role little bit. I I understand and listeners are right to think that it is not been well described historically good people served in the role. But I think it can be an active hands on role. So I'm kind of making it a hybrid job where my position experience, and actually he'll be clinical in gone help those teams like the great workers that IHS to Birt's Connie Mitchell folks and Dr noggin, I'm I'm shining. Bright light on these issues as possible because I think that the one or two hundred four souls that have been mentally ill for decades on the street and who are homeless they deserve our help. They've passably lost their civil rights. And so they need to be restored. And you saw on that show that that they did a great job. Why news now creating outs and player in team star in real time? What can happen if we get long acting medication for people that one lady that now goes out with her again and? And others that are now getting house. So that that's a real solution. That's what I'm gonna do. I think it's important. And this is one thing I've espoused now there may be disagreements on perhaps legislative bills content spending. And I understand that. And that's why I think it's healthy that we have a conversation and debate. But at the end of the day, I wanna make sure that we humanize this issue. Oftentimes in the debate, we get into statistics and numbers and things of that nature. Everybody is a human being and that is not lost on so-so, very many of us, Josh. And I think again, I'm gonna hearken back to what you and your team are doing out on the streets. I mean, I have not seen an official be so intimately involved in the lives of people that others walk by without even glancing at them in their everyday life. I'm lucky to have had you know, the parents of being a doctor and still still Madaka for the year. So. That's very important to me. And I think that in life, whatever experiences we've had we carry with us and try to use them and that can apply to any discipline because people are changing careers all the time. Now, we know midlife. So it's a pleasure. And it's a pleasure to work with those social workers and mental health cocoa. And all the folks they've started that the rest, stop, you know, councilman men handed a great job with the mayor getting that thing going these are real solutions. And I like it I actually like going to the street and doing care, and I like seeing it firsthand because it makes it much more difficult to watch the year another year go by not take action legislatively. So we we made a lot of phone calls and had tons of meetings to encourage the ledge, and they did step up to make sure that law got better. We are talking with Lieutenant governor Josh green and very appreciative of his time today before we jump in. And I really wanted. I do wanna focus on exactly what you described ACT and the modifications which empowers more help. But I do have to acknowledge that we have our general public are everyday men and women that are walking by they're still a presence that can be troubling to some and the recent story that I covered with Mark. And Scott yesterday about a mother trying to protect her daughter from dogs that attack them at the discovery. The children's discovery center. There is still the incursion of homelessness in virtually all neighborhoods now here on wa who and elect few to address that in speak directly to the folks who still have grave concerns that listen, we we do understand. But on the other hand, why do we as the general public? Why why the impact continues and continues Josh? Everyone's right to be very upset. And of course, your parent. Like like, I am and you are you see your kid hurt? It's it's intolerable. So what we have to do. And we're doing it now and every day my team goes out scouts locations, including today at twelve we need to set up two or three regional pal as the where we're using social respite communities that are permanent houses where people will go. And and then if the homeless individuals out there refused to go there, then force the police will have to take action and remove them from the park, but the key is to have actual spaces to go. In addition to the many other things that we're doing like, the will be fit community treatment laws huge for those who are seriously mentally ill. But those who are just remaining say homeless with a dog that is in a public place like the beautiful discovery center and children's discovery center that can't go on. And so there's. Been some good work from a guy name alanine a guy named James organizing the homeless community in these areas. So that they know that these structures needs to meet get together. People should go there yesterday. We looked at twenty units portable housing unit that I'm hoping that the state will by the governor to do this. We have money in the budget that could put three hundred sixty people into homes, it's permanent. They're very nice simple. But very nice into areas where we have these small villages where we can then say the parts must be restored to the general public including homeless people, but just to visit not to live in. And that's the way it's gotta be because there has to be law and order, and I respect what the mayor's done on that. And and what the chief of police have to do. But it's balanced, and we want to we want to not criminalize homelessness. We wanna help it. And that's the way to to approach it. So you're gonna see it ton of. In the next several months, especially now that the legislative session is over and you have what the differences between being the executive branch and the legislative branch. Well, when the legislatures in that directors are all kind of hopping and jumping to deal with bills. But now most of the administrative work and actually implementing programs gets on the second eight months of the year, you know, the the second third quarter of the year. And so now, we can go to it. But every day, I'm scouting the place to make sure that we have a palpable real difference on homelessness. Not just kind of throw words at it. Finally before a break, Josh for traffic for just or friends have an idea and I'll bring this up yesterday. There was a message to the public community has to get together. The community has to be active. The community has to be involved will one way the community truly is is with investment. Can you share with us at the end of this session? The amount of. Tax money that is being dedicated to the homeless issue in even if it's not precise. At least an estimate of what our budget allocation is to address homelessness. Well, that's a giant question. So there it looks like every twenty million dollars additional funds appropriate to make sure the shelters work right to have the lift zones in place to kind of bring down the eat places. Like, you just described where there was you know, some kid injured and getting people out of the park, but the bigger picture, of course, is that very and you heard me before very small percentage of our community who are homeless on Medicaid in super giant part of our Medicaid budget, which is hundreds of millions of dollars because they can only go to the ER or or get ambulance rides all the time. And so that is a fundamental solution, which brings in my estimation over three hundred million dollars back into the tax payer pocket. If we just do this, right? That's that's one of the reasons. Not just a. Crease suffering but also to solve the health economics question of homelessness, and that's why I'm pushing so hard to get high utilize of our health system off the street to get them into very basic small houses or rental unit to ski crease suffering with mental illness. So people don't go to the hospital fifty or one hundred times a year, which happens a lot..

"I would like to just return back to the executive budget. Because I think it's important that our friends know what the levels of funding and budgeting is the total operating biennium budget for the fiscal year. Twenty twenty is fifteen point four seven billion dollars, and it goes up for fiscal year twenty one to fifteen point seven billion dollars. And I hope that we don't fall into the desensitization of that amount. Of cash when we have a state population of about one point three million of those you have approximately seven hundred eighty thousand people who are aged twelve plus so when we have a multiple billion dollar budget with a fairly small tax base. There's a lot of money floating around out there. Josh, can you help us understand why it's necessary to have this level of spending and incremental increases consistently every year. That is the billion dollar question are the fifteen billion dollar question. If you will Rick. A lot of these services are because we don't get help. Elsewhere, our Medicaid budgets, pretty big. It's a three billion dollar budget. And I'm not saying it's right or wrong. I I do support a lot of these programs, but we we have three hundred sixty two thousand people on Medicaid because people live near poverty, and that's one out of four, and it's a big hunk of money. So it has to be spent well, and that's why I'm focused in that area. I have some expertise. It's wire we have a chance to do better. And to keep costs contained, for instance. I don't think that increase should ever exceed three percent because we can't keep up with it. Otherwise, that's just a personal belief. I have right. And maybe it should even be flattered decreases. We do better you talk with me about that a lot. Sure. We don't have the luxuries that some other states do of going across the state line and finding other options we're here by ourselves. But that doesn't mean we shouldn't be efficient and sensitive to the taxpayers and people I know they're already living as actually speaker psyche said very eloquently, he referred to the Alice population. I can't recall what the acronym meant. But basically, it's how many people are living at or near a place that they can't afford to really pay for housing food and health care, and that's because it's expensive to live here. And because wages aren't always gonna match with how much our costs are. So we just have to do a lot better. And I think everyone in government needs to know that we'll have to be somewhat frugal. My office is trying to lead. By example. We didn't we didn't ask for any extra resources or any increases. Of course, we'll do with what we got. And I think that's in general the tax a lot of people are gonna. Take and every time that the legislature works with the fifth floor, and we can somehow make our probably our progress. More seamless inefficient. Hopefully, we won't see big increases in the budget and budgeting is so important because it affects everybody in our community. So when those allocations move forward. Those who are responsible for pain kind of question. Well, how how're those funds being used and just as a sidebar the not with you specifically Josh, but it has to do with the ongoing audit of the rail project. And yeah, folks are being privy to some of the concerns about expenditures, budgeting, etc. But if we take two areas where you responsible for affordable housing and homelessness over the next two years. The budget has approximately about three hundred and fifteen million dollars for forcible housing and thirty five million dollars in state funds for homelessness programs. Interestingly there is a parallel budgeting and allocation at the city level, so there's a on the single taxpayer even though local and then state there's a tremendous amount of investment in just the state. We're looking at about three hundred and forty three hundred and fifty million dollars over the next two years. Josh help us understand. Stand that level of investment, what will be the anticipated hand determined result. Well, we were playing super catch up now because this thing got away from us for a decade, which is unfortunate. Whether it's I growth, which you saw just now is credentialing actually lost twelve thousand resonance because they couldn't afford to live in Hawaii anymore. And that's the thing. Right. But because of the surgeon in costs that just couldn't keep up with them wages. We start so many more people unable to afford housing. So now, we're playing catch up revolving housing. Trust fund is a good example where we have to intent developers to build and build on pretty much the transient hoarded oriented corridor has to happen. We have to put those incentives in we have to solve our homeless problem because the cost of catastrophic for that population who's struggling otherwise, which that's just a straight up investment. And that's a very good return on our money for. For that work. So it is catch up that we didn't do in the years past. And now we're paying for it. So that's what I would say about that Rick, but it's an it's partially opportunity to because we have a very good bond rating, and we also are in -ticipant, although I'm not a doom and gloom guy. But we're anticipating a slowdown in the global economy in the coming years. And so we do have that. But we're we're bonding out at very low rates and having a lot of building jobs could very well be good for us. So we're anticipating that that's part of the strategy. And I've heard that expressed very eloquently by the governor and the leadership at the legislative level. So I think that's why you're seeing some of those big spends, but that will be translated into many jobs, and we we're chasing sixty five thousand housing units. Government can't be responsible for all of that talking with Lieutenant governor, Josh green. I first of all always wanna thank you, John. You're always so very generous with your time and. And the speaker said they talked about issues the Senate president actually even quoted governor's comments from years past about some of the ideals for Hawaii. And some of the projects we should go forward on together. So it was like that. I've these speeches were very practical. They talked about some of the big issues like making sure people could afford to live in Hawaii, making sure we have adequate sustainable agriculture. There's going to be a lot of work on things like I guess living wage it's going to be a big issue. So they reached out across to the fifth floor and were completely receptive. We want to work together. For sure talking with Lieutenant governor, Josh green L could you share with us a little bit. We had a bit of a chat earlier about some of the details. But from your perspective as Lieutenant governor. What's your priorities and also your role within the administration? The position tends to vary with governors and with now you taking over how do you see your future? Well, really, it's about making sure people get some results, I can tell you that. Lieutenant governor position is gonna kick butt going forward. It's really been serious twelve and fifteen hour days trying to stake out a major position to help solve the homeless crisis. That's what I'm focused on governor is having me focused on he'll mention these kind of things in more detail the state of the state address on Tuesday. I've started and innovations think tank were beginning that where we're going to go after additional grants that are out there in the universe for private public partnerships. So the taxpayers don't have to flip the Bill, but that we can get some more resources for our key programs here help departments find those dollars that other states have been getting and we haven't healthcare provider shortages, obviously in my wheelhouse. The governor's asked me to take that on I'm working on sustainable Ag. It's really it's a it turns out a position perfectly situated for a guy who. Likes to go after big ideas, but works in my area of kinda humanitarian helped work, which is what my background is. So I'm excited. They've been very welcoming to me, I think people are a little taken aback. How aggressive I'm being to make sure that this job is meaningful. But that's what the voters wanted. They said make that LG job meaning four get rid of it so needless to Sam and make it meaningful. Yeah. Years ago when the elections were under the auspices of the g position. It was that was the vaunted part. Boy, I'll tell you what with everything going on in the supreme court, and with Kurt Savell, everything we might need you back in there. Josh possibly tell me how I can help. I've been watching that thing too. I I have to say very nice, man. I really liked her. He's been terrifically. Sweet. And I think he gave a nice speech yesterday to let me give credit where Credit's due that was very nice Republican speech. But it was a speech about people in the speech about wanting to help and it wasn't partisan or anything. It was really quite it was greatly refreshing as compared to what we see in DC. So I was happy on all counts. Whether it was speaker of the house talking about being really like a hawk focused on the budget. That's cool. I was impressed by for villas, generosity, and kindness. I was impressed very much by Senate president's focus on agriculture and his family, even making sure kids could come home. He sees that. He wanted his kids to get married have babies here. And boy, those two sons were squirming I can tell you next to me. It was great. Talking with Lieutenant governor, Josh green. I have to say I did ultimately read through all of the presentations, there may have been some alluding to. But there wasn't in my mind, something I was really looking for was a precise profound directive regarding cost of living here in our state. I understand there are those who are proponents of a quote unquote living wage, but that which would come in at about forty three dollars per hour to reach the minimum of of HUD, requirements for low income, that's a lot. That's a lot to deal with. Was there anything in your mind, or can you share with us our cost of living the demands on our citizens in public and private sectors? How can we make reductions that make the earnings go further? Well, one thing I proposed over the years is is getting ready to get rid of the tax on food and medicine wherever possible that would be good sounds a little conservative for a guy like me. But I really think that's the smart thing to do. Wages will go up gradually, and that's going to be important. But of course, there's no way that anyone's gonna talk about making a mandatory wage of forty three bucks an hour, but gradually go up. So if people can be in a couple of they're in a relationship in two people are making fifteen or seventeen dollars an hour. Each family will bring home about seventy grand, and hopefully, they'll get by tough. We have to build a lot more housing. That was one thing that we didn't spend much time talking about yesterday on any of the platforms. And I think we have to really increase our volume. So that we could find some actual forcible price point because the price points right now are not affordable for working families. So those are the kinds of things that I think have to happen. And then they're gonna task me with absolutely crushing the challenge of super utilizing our Medicaid program, especially the homeless who are chronically homeless and suffering because I think we can bring a couple of hundred million dollars back into into our coffers by doing that. Right. And then just maybe we can focus on better programs to build better programs to, you know, make affordable rentals. So if we can get to affordable rentals, we can keep the cost of education kind of quasi. Okay. We're going to be a lot better off in two years. That's actually a part of the conversation that is providence based on the past ballot initiative and the pursuit by h s TA and others who are proponents and tremendous proponents of education in our community, which already enjoys us, Heisel dedication of resources already. But to boost that up is there anything specific in regard to funding. Into regard to budgeting finding those new monies that missed out on the ballot. What was brought up that stood out for you? Well, everybody seemed to be nibbling around the issue of recouping a lot of money that's not collected from kind of the Airbnb and the VR B O industry. And we did a study a year or two back. It suggested that we're looking at upwards of sixty million dollars coming into the state that should. And if we could find that money, and I know God is talk to me personally about that. I've heard him talk about that a lot of Saturday's and the legislature really bites into that one hard. I think that would be good. That's not a new tax. It's people paying what they're appropriately supposed to be paying if they have a small business set up. So that they don't have an unfair advantage over other people in the industry that would be one thing, and that could be quite helpful because there are some real cost. We're going to have to fix up big island after the volcano. We have to make sure the flood victims continue to make sure all that infrastructure is. Okay. And that still doesn't touch education where we've had some concerns. One of the. The things that did emerge with speaker. Psyche was concerned that yes in the past session, we have allocated. We have the monies are not being utilized in a timely efficient way. We're still standing by for accomplishments. What did you make of his statements, and what is the fifth floor prepared to do to accelerate? If necessary if possible on some of the initiatives that are prioritized. Well, that's you know, it's interesting you bring that up because that's what the process is right now when you go through the process of reconfirming cabinet members. This is when the legislature gets the, you know, the fair and constitutional moment to really push the administration, and we respect that. I respect it respects that. So this is when. Gelu Delacruz and all across the legislature all of the people who will especially in the Senate, confirm or not confirm. Our people can say this is our priority want this done. And I think he saw that on the backlog at the university chair push the team pretty hard. But sometimes that pushing it's not meant to be harsh. It's meant to light a fire under us. And I think I've been on the other side, of course, for fourteen years is a legislator. So I totally get it. And you know, we just have to all do our jobs, and that's not lost on any of our cabinet members. I think that they take it to heart. They are great people. I can tell you to a person, I really respect them. And this is the chance for the for the legislature to say absolutely better prioritize this or you know, or we're going to prioritize it with our our our mechanism, which is not funding stuff. So. This is the process, and this is the moment. So you guys are gonna see and we can talk about this a lot in the next couple of months as this process goes on in the hearings. Go on about confirmations are feet will be the fire to healthy thing. Frankly, Lieutenant governor Josh green, we always appreciate Josh.
