And the danger of this effort. We're operating in a hostile environment. In a city and country now controlled by the Taliban. With the very real possibility of an Isis K attack. Asked whether there was a specific threat, a spokesperson responded, writing quote as a general rule. We don't speak to intelligence, but this is a dynamic and volatile security situation. We now have data that suggests no increased risk to either the fetus or the mom with vaccination and pregnancy. John Lee says pregnant people are also more at risk for severe disease, prolonged symptoms after infection and death. California's handling of hundreds of millions of dollars in federal funding meant to help announced people during the pandemic has been one disaster after the next. That's according to a new, scathing report from the state auditor's office. It says that problems with administration of the emergency aid means that some of the money may never be spent. Here's KCRW's Gerald Saxman, the California Department of Housing received $316 million under the federal Cares Act to reduce the impact of Covid 19 on unhappy used people. But this new report says the agency did not take critical steps to ensure those funds promptly benefited that population. The department was in charge of distributing the money to local groups that collaborate on homeless services and prevention. The audit says it took so long to finalize the contracts that the local groups didn't have access to much of the funding during the height of the pandemic. Governor Gavin Newsom's office disputed the report's findings, saying that California safely housed more than 40,000 people during the pandemic. But the auditor says the mismanagement was so prolonged that local organizations may lose out on the federal money because of missed deadlines. Public health officials have asked people to be careful of swimming and surfing around storm drains, creeks and rivers. Similar beach warnings have been issued for weeks after 17 million gallons sewage spill last month. The cause of that is still under investigation. He was born in 1945, and he died in 1985. But I have somebody worse than him. I just like to mention something about camper. Let me read it online, which I was aware of it. It was he was Hitch Who was, you know, killing hitchhiking students most gears because somewhere from the University of, for instance, goes some other woman from from college, but one worst guy than him. Rick came to our business a lot because he used to buy a lot of video tapes. He killed as many as 60 women in North California. And, uh the fact is he also had a partner. A guy named Charles Ng. He was called by San Francisco South San Francisco police who took him To interrogate him and his swallowed CNN built in his and he killed himself right in the approved station, You know, but I have a question for you to put your Yes, Really, That bothered me a lot. You're talking about thousands. Of women, especially getting killed by Syria across the country. What is special about the United States to create this monsters? This is really have been Probably not the person nation. No. I've been really wondering why the US seem to be very, very much, maybe more unique of a country. Okay, let's get an answer. Let's get an answer The question need thank you for calling. Uh what? What is this? And this is is interesting because I have an email here from a listener says. I wonder if you could ask your guest if he thinks there's a correlation between mass murderers of today rapid fire rifles in the serial killers in the past. I think there is a mental condition Common to the mass murders often die at the scene by suicide harbour, but the mindset could be similar, and this came from melon Santa Rosa. What do you How do you answer? Eden? Mel? Yeah, that's a lot of questions. So, um, I would say that there is a great question. I And it's tough to answer of why the United States and what, uh what would drive and I know that there are other serial killers and other countries. I know that there are plenty of other serial killers in other countries. Um, but why in the United States, I think part of it is the the way we publicize that the way we talk about it, and I came across that a lot. There's definitely a culture that is very interested in this. And in some case, rebels in this really sick, dark side, um and find it go on, go online and you'll you'll find people that that worship these people, You know that that you know they were trading cards of serial killers in the United States, Astoundingly not going to find that in other countries. Let me tell you what really moved me about your book. And the reason you're here. When I looked at this book, Murder Capital the world I noticed It is profusely illustrated. Yeah. These are not abstract people. These are real people with photographs and obituaries and history. And I think that is really important. Yeah. Yeah, thank you. I agree. And And that was to me. The most important aspect of the entire book was telling the story of the victims. They're not just numbers. It's not about a body count. These are people with stories with rich lives, some of them very short lives. But to me that was the most important thing and I got some wonderful food, but I mean, some families, obviously, you know, just didn't read. Return the letters of the phone calls some more like that. We do not want to discuss this, You know, Please don't contact us. And why would you contact us and other families were very grateful. Mullins. Second victim, her family Mary Guilfoyle, her family's from New York. And when I talked to them, they said, Look, we have seen books and documentaries about Herbert Mullin. Nobody I repeat, nobody has ever contacted us about Mary. Okay, I want you to hold on because I want you to keep the thought. I've got to take a newsbreak. And my guess is.

"Seen again. Lake never confessed to murdering his brother but all the evidence points to that conclusion given his physical limitations donna would have been defenseless especially in the face of lakes arsenal of weapons soon after donald disappearance lake walked into an exclusive social club in san francisco and opened up a membership under his brother's name to prove his identity. He presented a fake driver's license. And in the months to come he collected a number of social security checks in donald's name lake feld unstoppable. He had a regular income and a brand new identity now. All he needed was the perfect location to build his bunker and one was about to fall into his lap despite their divorce lake and clearly still dated on and off and while she knew he had an insatiable sexual appetite. It's unclear how much she knew about his criminal activities. When she came to visit she'd sometime stay at a remote mountainside cabin her father owned. It was miles away from civilization in the foothills of the sierra nevada. Been lake. I clapped is on the cabin. He knew this was where his bunker belonged. The plot of land was tucked away in the middle of rugged treacherous terrain surrounded by dense trees and rolling hills. There were only a handful of other homes anywhere in the vicinity making it the ideal place to disappear but kept dragging his feet on started construction. The main problem aside from his laziness was that he was broke. Donald social security income didn't cover all his expenses as the months drew on he became increasingly nervous. About using donald's checks worrying that the authorities would trace them back to him. He needed a more permanent solution especially if he wanted to finance the bunker it now that he knew how easy it was to make someone disappear. He saw no reason not to do it again. So in april of nineteen eighty-three lake invited his friend charles. Garner to visit him at the cabin a stocky thirty-six-year-old gunner had been lakes best man when he married clara lin. Although the two had spent a lot of time together lake had grown tired of the friendship just like donald lake thought of garner as a leach because he to collected disability checks from the government so in lakes mind gunner had to go but the man's formidable size presented a challenge. Lake had enough heavy weaponry to murder his friend. But disposing of his body was another matter in his diaries. From that spring lake documented his struggle to find a solution at last in the final weeks of may lake landed on the perfect plan. Gutter was newly divorced and lake told his friends that he was taking him to vegas for. Some much-needed are the details of what happened. Next are unclear but gunner was never seen again when lake returned to california. He told anyone who asked. The governor had met a girl in vegas and wouldn't be returning soon. After that he sold gutters possessions pocketing the profits and began driving his volkswagen van. He also started collecting gunners. Social security checks for all of his supposed- moral standards about not taking government handouts lake was only too happy to take them second hand with this money and the proceeds from selling gunners things lake was finally able to begin building the bunker of his dreams during the summer of nineteen eighty-three lake started excavating a hillside. Next to the wilsonville cabin he made slow progress throughout the rest of the year on what he ultimately dubbed operation. Miranda this code name was a reference not only to a novel. He loved but to his friendship with twenty three year. Old charles saying one of the shared interests. They bonded over their shared love of john. Paul's book the collector. The novel follows a butterfly collector who begins kidnapping women longing to possess them in the same way both lake and ing saw something of themselves in this twisted character and dreamed of imitating him. It's unclear when but at some stage lake had confided in an about his fantasy of building a bunker that could double as a self or female captives by the time lake started work on making his dream reality being had now been in prison for more than a year but they stayed in touch via letter and lake kept him up to date on the project through thinly references then as the bunker neared completion in the summer of nineteen eighty-four ing was finally released from prison. As soon as he learned that he was being granted early. Release and wasn't going to be deported. He dialed lakes number. The two friends picked up right. Where they left off bonding over their shared feelings of disillusionment and betrayal toward the military and either toxic echo chamber. Their anger grew. these shared. Sense of victimization might explain the pairs unusual psychological relationship and how both seemed invested in the dream of imprisoning women and their belief in an imminent nuclear apocalypse. It's possible that lake and ingwer experiencing shared psychosis. This condition is commonly known by its french name for lia do literally madness for two and involves two or more people sharing the same delusional belief. According to the dsm five shared psychotic disorders generally develop when one person has an already established delusion. Dave then pass it on to the second person in the context of close relationship since we know lake had been obsessed with the coming apocalypse for many years. This feels like a plausible explanation for how in came to share that delusion. In any case the perez delusional bond was well formed by now so in called like didn't hesitate to invite his old buddy over to the cabin than english thrilled. When he saw everything lake had accomplished. The bunker was not only designed to withstand a nuclear apocalypse. It also contained a hidden prison. Cell it was all coming together. But we've done a lot of research for this show thanks. Greg research has shown that children who experienced rejection from their parents have a higher risk of mental illness and emotional instability as well as violent crime in nineteen ninety-seven book criminologist eric. The type of rejection lake experienced was particularly dramatic within the same year of both of his parents. Physically left the state of california without him and it seems his unresolved feelings might have prompted a fixation with sadism while he was still a child. Lake began collecting mice from his grandmother's yard. At first the hobby seemed harmless enough. In fact for while he doted on them he built a miniature city for the mice in his bedroom with tunnels and castles mazes and even a little train for them to ride on but then something changed. Perhaps his grandmother insisted he get rid of the mice or maybe lake simply grew tired of them either way he was done with them but he had no intention of setting them free. Instead of releasing the creatures back into the wild lake murdered the mice in the cruellest way possible. He dissolved their bodies. In acid as lake grew older. "Started scrolling down the past to multiple murders by fantasizing about killing Dahmer Leonard Lake Richard Ramirez Del many other serial killers later revealed the fantasy of killing. People began back when they were teens Leonard. Lake in ella both influenced by the collector when they were teens. The book and movie spoke to them. They wanted to have a woman alt- themselves to do with what they wished to women who would They would kill when they no longer wanted anything from her. Dahmer began having recurring necrophilia fantasies when he was just fourteen years old killed for the first time at eighteen. When he was only twelve years old, Richard Ramirez was shown pictures of Vietnamese women, had been raped tortured and killed by cousin his WHO's a Vietnam veteran and Richard like these pictures lot began fantasize doing what he saw in the photos to other women. In the mind of. Killer when murder fantasy emerges in their mind is not just a passing fantasy. It stays there. It's a specific fantasy has taken seriously, and gets mentally repeated over and over, and over becomes an obsession, and then with some kids, the opportunity presents itself to carry out these these fantasies. This fantasy and the fantasy becomes reality, and then a serial killer is born when a pathological cyclical mechanism has been created, a cyclical mechanism is a circular mental process which prompts a person to execute. Execute more murders to continue to satisfy his or her fancy in the killer's mind, the mental images created from the first actualized fantasy, the first kill need to be repeated achieved a sense of satisfaction felt during that kill these fantasies tend to be carried out by most commonly by kids who are abused and or fill rejected or neglected by their families or isolated from society, essentially in the real world or life is shitty. They have no power and they feel no value. But in their fantasy world, they're extremely powerful. They are no longer the helpless receiver of pain. The pain dealer now. Right, they have the God power of deciding whether or not there victim lives or dies. They decide how much pain victim is gonNA feel or not feel they're no longer a victim of fate there the controller of the fate of another and the Spanish feels good feels good to not be victim, getting abused by uncle, or by bullies at school feels good to imagine being a destroyer of other worlds force to be reckoned with. This fantasy provides the budding killer with the opportunity to write their own narrative to go from victim to victim Eiser, from prey to Predator. Future killers who get sucked into a fantasy like this begin to plan their future murders in great detail, a child serial killer will differ from an adult serial killer, and that his or her fantasies are developed mechanisms in defense of existing or current traumatic realities. The he or she is experiencing as opposed to reliving childhood traumatic experiences. The Child Cert- serial killer is not thinking about how they used to be a victim. They're thinking about how they are currently victim. Now going back to that term. Cyclical mechanism was breakdown, the mechanism serial killing into five faces. It starts with distorted thinking. This psychological phase occurs when the serial killer does not think about the rationality or consequences of the actions are fantasizing about they don't see their violent fantasy in the sense of being illegal or morally repulsive. They see just as something that they really really are going to enjoy. They focus all you know the perceived emotional gratification. They hope to gain and block out other thoughts. For a rational human, being thought of killing another person's quickly brushed off after Wayne, the moral and or legal consequences of this deviant act, but not with the future serial killer, and I get that actually makes me feel better. Actually a little bit more normal. I briefly considered killing a lot of people. I remember president. That's right. Okay, no more road trips, no fishing, hanging out with the wife and kids and the dog and the family room. No drinks out of the bar. No more shows no more podcast number. Suck Tangen. NOPE, not worth the risk. Probably can't get away with it, so no point joining carried out, but in the mind of a budding serial killer. They don't. They don't worry much about getting cut. They don't worry about moral issues with killing. They just think about how much fucking fund would be. They just think about finally being in control finally feeling powerful feeling satisfied next is the motivation face. This phase is a thought processing phase whereby the killer feels the need to act physically and no longer just fantasize fantasy, not satisfying enough. In this age, the killer kid transfers fantasies into realities after being triggered by events that can be real or imagined. The child who has grown up in abusive home where relatives are sexually abused him, this challenge entertains himself by thoughts of no longer being the victim Wisconsin becoming a Predator and the imagine it can be like. Maybe they think they're being bullied at school more than they are not gonNA. Take it anymore, even though they're not really taking that much. They're going to become the Predator. thoughts of you know I sexually abusing some other victim than killing them emerge. Then kid gets molested again. And then this act of abuse is the straw that breaks their back and motivates them to seek out someone else to sexually abuse and then kill. This reminds me of what's been called a kicked dog syndrome. Right Act of mistreating appear or someone inferior to you out of frustration, because the superior whom you can't argue, it's is treated you poorly, so you know with with the kidneys phase. Maybe you're.

"Three point one FM fifteen thirty AM. First amendment one zero one, you're listening to Tom Sullivan. Yes, you are. And I know it's kind of macabre, but at the same time, I I look at this story. And I think the Wisconsin sheriff. Maybe having a news conference here in the next half hour or so with more details, but they this isn't the first guy. To abduct somebody young girl and kidnap them and keep them. And I don't know how she was able to get out. But I'm glad she was most of these stories from Elizabeth smart to Ariel Castro and the three women that he got to jaycee Dugard the couple that took her off the side of the road while she was waiting for her school bus. This is why people say we get done these stories about people have called the cops because they see a thirteen year old girl walking down the street, all by herself. And they call the cops and say, the parents are responsible. They're letting his thirteen year old girl walked down the street by yourself. Please son somebody to make sure that she's safe and. You go. Please. The parents, you know, roll their eyes and go quit bothering me quit sticking your nose in my family's business stranger deductions are so rare the chances of it happening to my child are are slim to none. Well, that's not slim slim, but it does in fact happen. And this is the latest example of where we have a good outcome. Most of these are not good outcomes. I. I found an article. Out of box about thirteen serial killers who turned their homes into torture chambers. And I just go did anybody notice. I mean, the the first guy they have is a guy named h h Holmes back in eighteen ninety six. He murdered twenty seven people. Maybe more, but they know at least twenty seven so that was a one hundred twenty one hundred and thirty years ago. These these these freaks have been around probably since the beginning of mankind. Another guy. I haven't heard of this guy either dean coral murdered Twenty-eight teenage boys in the early seventies became known as the Houston mass murderers. So apparently, he brought them to his home. And that's where he took. He he manacled them and tortured them inside the home. Eventually murder them. John Wayne, gay see probably the most famous killed thirty three teenage boys and young men in his suburban, Chicago home. And he buried most of his victims in a crawlspace beneath the house. So he will lure them with drinks and drugs and money, and then handcuff them and then. Brutally attacked them. Jeffrey Dahmer, the Milwaukee cannibal. He also was multiple multiple people that was in nineteen ninety one. And he was finally beaten to death by fellow inmates in nineteen hundred four Fred and Rosemary West the in England. This was. Over a course of twenty years. A couple Fred and Rosemary the nice little couple down the street, Fred and Rosemary they had. They murdered at least twelve women mostly in their home dubbed, the house of horrors that was in one thousand nine hundred eighty seven. Robert Byrd della the butcher of Kansas City, mid nineteen eighties. Hell young men captive in his home torturing them Dell. They would die. Robert Rhodes truckstop killer. Nineteen ninety. In Arizona, mostly but interstate trucking the one I was talking about in the Sierra mountains in California, Leonard lake Charles murdered at least Levin and possibly twenty-five, and they would murder the men quickly. And then keep the women in a cabin and torture them until they died. I can go on there's there's more. This is why I say, I it's a bittersweet story because the young girl was found alive. Don't know what her mental status is. This is Jamie. Classes aunt is this morning explaining the emotion she felt upon hearing. That her niece was found you'll know.

"Gated than your average serial killer but in the end no different in the motivations very very complex and confusing stuff there yes he is he obviously this is all it's not a simple problem is not so this is the first murder and know what age is he here about thirty two yeah right i mean really like the this guy completely over complicates everything because a lot of these guys like when they casiraghi killers what it is is that it's fantasy and reality coming together and a lot of these guys the fantasy is so simple like the fantasy like with a guy like jerry brutus like a or like leonard lake the fantasy is kidnapping woman keep her in a room and she's essentially my sex life it's one more complex nelson it's like it's this huge web that makes him appear to be more complicated and actually is but he's not does he feel like he is killing himself no no the opposite it's it's there's a thing where he he does do that a little bit but mostly it's about i think it can be boiled down simply because he talks about it later on where he said the old thrill and interviews while he's in jail is the old thrill was the lifting of the dead body to the tub because it was the limp ness of somebody that was completely under his control so it is a control thing it's just so so extreme and he is the most product killer of product killers that we've really covered up.
