"A global news update. Republican Senate candidate Herschel Walker is insisting reports that he paid for an ex-girlfriend's abortion are false. Well, as I said, that's a lie. And you know, what most thing I put it in a book, one thing about my life is I've been very transparent. The former NFL running back made the claim again in last night's debate with democratic senator Raphael Warnock of Georgia that covered a wide variety of topics, including abortion. In the strangest moment of the night, Warnock said he never pretended to be a police officer, a reference to walker, falsely claiming to have worked with law enforcement, walker responded by pulling out what appeared to be some kind of police badge in claiming he worked with police officers. That's the latest I'm Julie Ryan This is masters in business with Barry red holes on Bloomberg radio. I'm Barry rid holtz, you're listening to masters and business on Bloomberg radio. My special guest this week is Tom pula. He is the head of adviser services for investing giant. Vanguard where he has worked since 1988. So let's talk a little bit about the Vanguard effect My friend Eric balchunas, who is a Bloomberg intelligence analyst, wrote a column a couple of years ago called the Vanguard effect and eventually turned that into a book, the bogle effect, where he points out not only has Vanguard driven down costs for their own clients, if that was the end of the story. All right, it'd be an interesting little tale, but what's happened is through market forces and competition, everybody else in the financial services has been forced to follow suit and is calculates its hundreds of billions soon to be a $1 trillion in cost savings, tell us a little bit about the Vanguard effect. Yeah, I think it's true. I agree with Eric that Vanguard are set up structurally to drive costs lower, became very competitive, investors want a low cost, came to Vanguard in droves. Competitors had to respond or not grow. And so they cut price, which we all know that compounds over long periods of time, and it's a good thing for investors. And we saw that as we started to really grow in the U.S. that took effect in a big way. But I'll tell you the first time I heard the headline, the Vanguard effect is I went to London in 2008. We launched our first set of funds in the UK in June of 2009, and right before that, a couple of our competitors, before as we're actually officially out, they cut the price. And there was an article in the FT, and it talked about the Vanguard effect. We didn't even launch yet. We weren't even growing. We didn't even know if we're going to be successful. Just the thread of moving into a space. So how does Vanguard think about competitors? A do you even think about competitors or do you just focus on doing your own thing at a certain point you have to be aware of what's going on in places like state street or BlackRock or wisdom tree? Yeah. Look, we're certainly aware of the competition, but we've always said, do what's right and customers will follow. And so for us, it's very, very easy to do what's right. We just don't have any conflicts of interest in any decision making. We have. It's all about the end investor. So you only offer them quality products. You don't go to fads so they don't get burned. You communicate very clearly and candidly about the risks. You know, you talk about return, but talk about the risks as well to manage expectations. And when you do what's right, you get a lot of trust built up and you grow. Really, really quite intriguing. So should I not hold my breath waiting for the Vanguard crypto ETF? Is that it's unlikely we'll have a crypto ETF Barry. The way we look at crypto is it doesn't really have an intrinsic value. It's more of a supply demand thing, so it feels more like speculation. Yeah, but an investable asset. Exactly. But the technology behind crypto is pretty interesting. And there's some great use cases for that. And we think that's the future in many aspects of financial service market. Really interesting. All right, so we mentioned belt unis booked. Let's talk about Robin wiggle worst book trillions. You know, we all sometimes feel like the area will be working our space. Oh, I know the history that I'm really knowledgeable about that. But as I read that, I was genuinely shocked as to the history of both the industry and what took place in past investing in indexing, tell us a little bit about how trillions resonated over at Vanguard. Yeah, I thought it was really well written. I lived part of that revolution, if you will, of indexing, but there are certainly things that I learned from that book. Some of the other characters that were involved, some of the really early days and the characters around that as well. So resonated really well. It was interesting for me because I helped start our ETF business. Back in the early 2000s and a lot of those folks, I knew and we were trying to get these things going and it was a really interesting time. And once again, you kind of felt like you were doing something disruptive. And really exciting. But I thought it was a fascinating history. I would recommend that book to anybody that's interested in investing at all. I think it's just a great history of something that was super disruptive, but maybe a little bit more of a slower burn than people might think. Yeah, no, absolutely. It was definitely a slow burn. And then it exploded. And I think to some degree, I think the inherent advantages of ETFs over mutual funds are part of that. I know some people like the ability to just buy when they want to buy and not have to wait till the end of the day and get a mutual fund pricing. But to me, the single biggest advantage of ETFs seems to be enormous tax benefit of not paying for somebody else who's selling. Explain, first off, if mutual funds were introduced today, would they even be approved if it was a new product? Wait, this is much worse than ETFs. Why would we want to prove that? How do you think about the differences between the two products? Yeah, look, I think mutual funds are still a very good product. They may not go away in the too short of term. It's a really good product. I think there's some benefits to mutual funds if you think about 401k plans. You read my mind. They certainly work well in a quality qualified retirement. You need an ETF. You only need to strike an NAV once a day. So there's that aspect of it. Index mutual funds are pretty tax efficient as well, not quite as tax efficient for most as the ETF. You still have that changeover and I recall when something like Tesla was added. It had a big

Certainly there's a big paradigm shift going on right now and you have to respect the markets, Biden vigilantes, they'll get rates where they should be. More so than the fed or the central banks. But it's an interesting paradigm shift where you see where rates have been and we've been in this period where there's been an undue focus on low rates and it's put valuations very, very high. So it's a period of transition. You have to respect it, but also you want to be on your fun foot, which we've been able to do over the last several months. And we'll continue to do so. What does that mean? Well, what it really means is if you've been prudent the last decade and not been over your skis and valuations and have been thoughtful about what you put on the books, there's a very interesting time. The cost of capital now matters, purchase price matters, and those who have capital and have a lot of flexibility in their toolbox, you will find many interesting companies from which to give capital to. Your listening to balance of power with David Westin on Bloomberg radio. My conversation with Bridgewater founder ray dalio continues on the fed's battle against inflation and how we get the economy back on track. What they've done is they produce this giant lurch forward, and now, yes, they will raise interest rates to the point that there's enough economic pain and financial market pay to deal with that. And it'll be real pain. No question about it. Not least in the form of unemployment. In all likelihood that we're going to have to have. At the same point, from your point of view, your perspective on history, despite the pain, is that the right thing to do because in the long run, even the people who make less are hurt by inflation more than anybody else is. The key, of course, is to try to get the balance as best this weekend. And I call it a beautiful deleveraging. You need a beautiful deleveraging. How do in history debts decline relative to incomes? So you could go back and see the mechanics of that. And the way that happens is a mix of some amount of restructuring debts, and that is a deflationary force because one man's debts are another man's assets. And so some amount of restructuring is a deflationary force. You take buying power away from others. And then some form of debt monetization and to get the stimulus and you tried to get the middle ground. Because of the size of the issues we're dealing with, it's not something that we're used to in terms of its magnitude, I think. And then if we take the internal conflict factor, I think we have to look at all three because they play a role. And so it's traditionally those three things are the perfect storm. They all affect each other. So if you have a bad economic situation, as you said, it affects one group of people, and it hurts them. Then you have an internal political conflict, right? The left and the right, the rich and the poor. And so on. And then that affects things. And vice versa. And then, of course, the external conflict. The cost of the external conflict, like for example, it's estimated that so far, the cost of two to the Ukraine war of the Ukraine war to NATO is something like $8 trillion. If you look at to rebuild, are we going to rebuild are they going to rebuild, they ask the NATO countries like they ask the European countries. Are you going to put in? Well, they're broke. And they're going to put in. Then if you look at the cost of climate change, climate change is approximately $10 trillion a year. If you look at the cost of building infrastructure, if you look at the cost of all of those costs and you add up those costs, those are it's not like we're going to stop the spending. So you have to achieve that financial balance in some kind of a way. Right now, governments, governments are like people, meaning when you spend, you think the basic economics works the same. The only difference is they get to print money. So when you spend, you think, how much money do I have to spend? And then wherefore what do I prioritize it on? So what happens is the government says, what do we need to spend money on? And then go spend the money. And we don't have that balance. So that issue is a big fundamental issue, particularly when we have populism of both sides. I want to turn to China, which you mentioned, but before that, let me ask one question given where the United States is in the cycle. One of the things you talk about in your book is reserve currencies. And when you become dominant, you get to have the reserve currency, like the British pound before U.S. dollar now. Given where we are, why is the U.S. dollar so strong? Is it too strong? So I think it's important for you and everybody to understand that you're not you shouldn't look at the value of the dollar in relationship to other currencies as much. I mean, they're all bad currencies. So we can get into why Europe is a bad currency and why the yen is a bad currency. They're all bad currencies. And they are all depreciating in buying power. Just like the 30s, just like the 70s, they all depreciate in relationship to what they can buy. Currency is money. But when we look at them, one in relationship to another, we may not pay attention to that. So that's our existing set of circumstances. Okay, the answer is the Euro, are you kidding me? I mean, we can go on about Europe situation. Wow. Oh my God. And then, okay, what are they doing in the end? They're just printing them on it. Whatever it is. And so the question is what is the store hold of wealth? Money is a medium of exchange or store hold of wealth. And it's not a good store hold of wealth when the interest rate you are receiving is much less than the inflation rate. So that's what you're seeing happen. Coming up more with
