Maryland Panel Tasked With Investigating State's Lynching History
"Government backed commission of its kind is about to start investigating a harrowing part of the state's history. The Maryland Lynching Truth and Reconciliation Commission has set out to document the state's 42 known racial lynchings. The panel delivered an interim report to Maryland Governor Larry Hogan earlier this month. Charles Davis Jr is the commission's vice chairman. He joins us now to share the commission's plans and goals for this project. Welcome. Thank you so much for having me so tell us. Where did the idea to create this commission originally come from? Sure, most historical scholarship concerning racial terror lynching is centered in the deep South. And so you have states such as Arkansas, Alabama, Mississippi and the like who get noticed for their history of racial tear. However, it's important for people to understand that lynching took place throughout the United States. I'm in. One of those states that is often overlooked is a state of Maryland. And so we call Maryland the middle ground in many ways, because it represented like most border states, a style that was southern but also had a progressive leaning on. So this oftentimes caused the state to be overlooked in terms of looking at the legacy of racial terror and tell us what are the primary goals of this commission. The commission is tasked with investigating lynchings that took place in the 19th and 20th century in Maryland, and we are centered and focused on salvaging the humanity, first of the victim's arm and then really laying out each case individually and hopefully bring about some semblance of Justice to the family members in the descendants of the deceased victims. Can you talk about a specific case that the commission is investigating? Right now? Sure. Yes, we're looking into the lynching of Matthew Williams, which took place in Salisbury, Maryland, in 1931, and so Matthew Williams was a young labourer who got into a dispute with his employer over discrepancies in his pay Following that his employer was founded. And Williams was actually hospitalized after the employer's son shot him and the lynch mob descended upon the hospital and drug him out of the first floor window. And the lynching commenced. And he was eventually taken to the drug to the courthouse lawn in front of thousands, along with local law enforcement politicians, religious leaders who did nothing. Eventually, as if that wasn't enough. He was eventually burned, and no one was ever held accountable. And no one was ever held accountable. So what does the commission do with a case like this? Today. Your ultimate goal I imagine is trying to figure out exactly what happened to Matthew Williams. Yes, And that is the ultimate goal. And it's important to note that we see the racial terror lynchings of old that took place in Maryland. Directly in relationship to the ongoing racial tear that we're witnessing in the United States. And so that's important to consider when we're looking at this and investigating this today in this fractured America that we're seeing, as relates to race relations on DSO. Yes, The truth is what we're seeking getting to the bottom of it, seeing who indeed was complicity and involved whether it was locals on state government officials because we believed that the descendents are owed this truth. Is the state. I'm in what we hope the citizens of Maryland and decisions of nine states learn from this work that we're undertaking is that truth comes first. "On Maryland's Eastern Shore went back to school this morning, Governor Larry Hogan was there to greet them. They were so excited to be back. You could tell they were for the first day of school, the teachers Or excited. As it turns out, it seems like us is having a tougher time controlling the spread of Corona virus in Asian countries didn't winter and early spring. That's partially because this version of the virus is tougher to stop them spreading. It's also possible that vaccine that is truly effective and mass produced and mass adopted won't happen until mid time next year, even the most optimistic sin areas. So the notion that you're just gonna be able to sort of sit around and wait for good things to happen. Just stay at home and wait for good things to happen. That's not true, either. The reason I'm pointing all of this out is because this is all hard stuff. This is all hard stuff. And looking right now. But I think it's unhelpful. I mean it doesn't make any sense mixed messaging. There's a lot of economic pain out there and It's there's the twin problems that are happening at the same time we've got the this terrible worldwide pandemic that as the president said yesterday without action president said we would have had two million deaths He just said that yesterday and yet The actions that we were required to take the president told us that take that the governors have had to take Has has caused the all the businesses to shutdown caused people to social distance and that's caused some economic pain and people are suffering out there. But there's been plenty of action at the state level and at the federal level to try to help those folks to get some checks out to the people that are suffering to to support for the small businesses. We've taken tremendous action here in the state The federal government has is great to see bipartisan support in Congress but Democrats and Republicans coming together to support these plans along with the administration. So we're GONNA everybody's going to try to get our economy back on track. But I understand and empathize. I feel really badly for the people that are out. There suffering also feel terrible about the people who lost their lives and all those people that are sick and so we're trying to fix both problems at the same time and we really just need all of the folks at the Federal State and local level working together. A supporting Our our healthcare workers and our doctors trying to save people and also supporting those folks that are out there suffering trying to get our economy back on track. We gotTa do both things at the same time. Yes Sir yes. Are we doing with those people but health comes first? The ramifications of this virus could go well into the fall. They're telling us. What are you going to do to ensure that everyone in your state can vote safely and securely come November? Are you in favour of absentee ballots or mail-in ballots in our state are our primary was supposed to be in April and one of the first early actions I took. I think I've signed thirty seven executive order since I declared a state of emergency on the very first day that we had cases We took some aggressive actions but we one of the things we did was. We postpone our April primary until June and We're we're pushing for mail in ballots. So we haven't really made We've asked our State Board of elections to study. What happens in the November election? We still have some time to take a look at that but Here for the primary in Maryland. We did Push for and support. mail-in ballots. Which I think is going to be a great test to see how that how that functions and see how it works right so governor I have a really dopey question to ask you about a local out Maryland. We were very familiar with all of the labs in our state already but the list they provided us was federal apps which I pointed out and which we hadn't had any access to But our discussion really was about tests. It wasn't about lab so the president seemed to be a little confused yesterday in his press conference. I have no idea what set him off but we had some tremendous success getting tests on our own which is exactly what the president had asked. All the governor's to do he said we needed to be leading and we needed to be stepping up. And the governor's needed to go get their own testing. That's what we've done and we had a very productive call with his entire team yesterday after afternoon which I leading. On behalf of the governor's the president was not on that call and I was somewhat taken aback by his Is Sort of Biting attacks on me yesterday. I have no idea what that was about governor. Just yesterday you announced that you negotiated with South Korean labs to secure five hundred thousand more tests for your state. The deal took weeks even your wife. Yumi who is from Who was born in South Korea? And who's just extremely impressive. I want to say I love the work that she does with the human trafficking and domestic violence. She was. She's she's phenomenal. She was involved in getting those tests. How difficult was it to get these tests and y again? Would you have to go to those lengths if the President says you already had the testing capacity in your own backyard? Well again the number one problem in America from the beginning of this crisis has been the lack of available testing. And that's been a problem. Every single governor in the country has had that Republicans and Democrats and The the the smokescreen yesterday was about labs that has nothing to do with test kits but the test kits that nobody had enough of President told us to go out and get on our own. We have an instance where a community starts becoming a hot spot. Then you know I will fake take further action the right now. I feel like we're in a good spot to move for. Well that's all well and good. But how are you going to guarantee that the things you've reopened are safe for people to go into? Everybody wants small business to reopen. But how are you going to guarantee that the businesses that you're reopening are going to be fine and my crazy megan do? Am I making sense? No you're making total sense This is tough catch. I don't know how you can have social distancing when you're getting a massage and that's one of the businesses. That's being allowed to reopen or getting your haircut. I do understand. The fifty percent of the cases are in New York City so there is an argument to be made that mass transit people living in obviously much closer quarters much more confined spaces the disease spreads more rapidly things that we do know about this diseases that it's three times more contagious than the flu. So that makes it even worse but we have new research coming out of California. That does that they believe it. Almost five percent of the population has had it and Ben Ace to matic and look. I don't I I have said before over and over again. I said it yesterday. A mixed on this. I understand that we need to open up the economy. I don't believe that we can keep the economy closed for five years. Which is how long it could possibly take for us to get a vaccine. But that being said this doesn't seem like a slow roll open to me. This seems like just open the doors and leading a bunch of businesses that. I don't believe need to be open right now. I think I would be more comfortable if it was just a few businesses at a time because unfortunately right now George I really is the Canary in the coalmine. We are GonNa wait and see if this turns into a hot spot in the next few weeks and think if you're Georgia and that probably creates a lot of anxiety and joy. Do you think this is going to be a comfortable situation for states? That surround Georgia. But I don't understand how a tattoo parlor is an essential business at this point Do you need to get a tattoo during a pandemic and you know bottom line is Georgia? Reopening is almost this high stakes public health. Bit Right. He's he's he's betting the economy versus American lives. And it's a conversation that we've had a longtime ago a for a long time and if you think about about Georgia in particular you know Georgia has not had a sustained downward trend over the last two weeks. And so my question is what is going to happen when people do go back to work in Georgia or when people do go to a massage parlor or get a tattoo and they are infected. Are Those employers now liable? And Will they get sued? Are they now going out of business? These small businesses should just included in the stimulus. Bill the stimulus bill did not cover small businesses in the way that it should have. You've got the shake shack. Having to give back ten million dollars. Why would shake shack at ten million dollars and you have other small businesses not getting the money this again is just the incompetence of the trump administration? Just not doing it correctly.
