Lapid calls on govt to halt legal overhaul
"Israel's opposition leader yair lapid has called upon the nation's coalition to hold talks over prime minister Benjamin Netanyahu's plan to overhaul the judiciary and mass protests. Lapid implores liquid lawmakers to come to their senses to stop the legislation and come and talk to us the opposition. He says, we don't have to crash. We don't have to fall apart. Their solutions. I call on the coalition. Let's go to the president's residence and start a national dialog at the end of which we will have a constitution based on the Declaration of Independence, and a country where we all live together with mutual respect. "Of us? Bloomberg surveillance must listen. Must watch. I think they made a great decision, separate we are supposed. We demonize it 7 eastern on Bloomberg radio and Bloomberg television. Saudi Arabia has issued $5 billion in bonds and sukuk in its first foray into international debt markets since last November. It also offered to buy back more than $15 billion in bonds to you between now and 2026. It's about foxman has more. So quite a bit of a shift then and strategy, right? Well, you know what? It seems to really be about continuing its engagement with international debt markets. Sure, Saudi Arabia has made a lot of money on higher oil prices this year. But this is, as you pointed out, the first foray in international debt markets since last November, gulf borrowers haven't been very busy this year. In part, because of those oil revenues. But you know, Saudi Arabia needing to stay engaged in the market in the long term. It has lots of plans to keep building stuff ahead. And so yes, while we are retiring potentially some nearer term debt, pushing out the duration, this gets it into play, gets it in the mind of international investors. You know, I want to point out what we've seen in Saudi bonds recently particularly of looking at your ten year debt. We have a GTV go showing this. It was in a particular run up and yields over the last couple of months, no sign from the fed that that may be changing anytime soon. So maybe a desire to kind of get in while we're still at these 5.2% yields before we see anything moving higher. And Abu Dhabi, so I'm good to see you good to have you back. Abu Dhabi says it will transfer the ownership of the state carry carrier Etihad to the sovereign wealth fund a, DQ. Now what's the thinking behind that Maybe what are the ramifications? Yeah, officially, this part of a policy that Abu Dhabi has had to try and make itself a transport hub. 80 Q already owns a lot of aviation assets with their Abu Dhabi. It's a majority stakeholder there. It actually purchased as well. Some of Etihad's operational assets last year, and then earlier this week, it did a transaction or made an offer for a transaction rather that we leave it with a 59% share in the publicly traded company, Abu Dhabi, aviation, we've seen shares spike in the last couple of days on that. Also important, the potential Succession questions around Tony Douglas, the CEO of Etihad. There's been some speculation significant speculation that he may go and try to lead a new Saudi carrier. If he does leave, it would be helpful, probably, to have someone with this overall vision, some fun with this overall vision. Being able to determine the future of Etihad. And then Australia has ended its recognition of wester Jerusalem as the Israeli capital. What's behind that? If foreign minister penny Wong, calling this decision, a cynical play by the Morrison government, the previous government to win a buy election. They described the conflict and distress that this had created any international community. They hadn't actually physically moved the embassy from Tel Aviv. But this was so this mostly a rhetorical decision rather than one that actually has a huge impact on the ground. This really underscores a lot of the international concern about the policies that Israel has had over the last couple of years in terms of trying to find a peace agreement with the Palestinians. This is something that is a core issue for yair lapid and the upcoming elections. He essentially very critical of Benjamin Netanyahu, the previous prime minister for what he had done some of the hardline policies that he had adopted over the past couple of years. Does this move the needle in the elections? That probably not the case, however. So thank you very much for some of those updates that simulate foxman at the financial center at Doha from the realm of geopolitics that take you back to some of the corporate news. This one from one of the largest companies on the Dubai index. This is the logistics heavyweight aramex. They're announcing a deal. They're basically purchasing the ecommerce enabler platform my U.S.. Now, if you've used shop chip service of RMX, you would have used my U.S.. So this is a competitor and it comes at quite a significant ticket price here for approximately all cash at 265 million U.S. dollars, the transaction marks AMX's largest acquisition so far this year and they are saying the press release that they've obtained all the necessary regulatory approvals and they've completed the acquisition. We'll see how the stock reacts at the open in about an hour's time. I take you from aramex to equity futures in the United States where we're looking at the continuation of this pop back in stocks. I mean, over the last two trading sessions, the NASDAQ has been up almost 4% to 4.2%. Now look at the extended by an additional percent. We're talking earlier to Martin Malone from alpha book and he was saying yes, this does look like a bear market rally, but this could extend well into 2023 and largely depends on what kind of fed communication we're going to get as we count down to the end of 2022. Looking out at US Treasury yields as well where we are still close to the highest level since 2008, U.S. tens at four O two, 52, we're looking ahead to the beige book and some of the housing data later in the day as well. President Biden takes aim at Iran at a news conference in Jerusalem today saying that the U.S. as he put it will not wait forever for Iran to agree to a new nuclear deal, adding this message as Israeli prime minister lapid stood at his side. We mean what we say. They have an opportunity to accept this agreement has been laid down if they don't make it absolutely clear. We will not be say it again. We will not allow Iran to acquire a nuclear weapon. Some tough talk on the eve of President Biden's visit, as I mentioned, to Saudi Arabia, though prime minister lapid made clear that controlling Iran requires more than talk. Words will not stop them, mister president. Diplomacy will not stop them. The only thing that will stop Iran is knowing that if they continue to develop their nuclear program, the free world will use force. Some pretty interesting conversations happening on this trip that, of course, many saw coming here with the headline on the terminal U.S. signals military backing to Israel with joint declaration. The president committing to extending this agreement gives billions of dollars for the Israeli military in the meeting today with prime minister lapide a caretaker prime minister remembering that things were in flux there politically, which makes this all the more fascinating. Hillary Mann leverett is with us the CEO of strategic consulting and former White House Middle East adviser for the Clinton and W Bush administration's author of the landmark text on U.S. Iran relations going to Tehran, why America must accept the Islamic Republic of Iran. What do you make of the messaging for starters here Hillary that we're hearing with so much talk about Iran as the president's straddles his trip between Israel and Saudi Arabia. It's really fascinating. Today is the 7th anniversary of the signing of the Iran nuclear deal. The famous joint joined the JCPOA with the Iran nuclear deal. 7 years ago today, this was the signature achievement, signature foreign policy achievement of the Obama Biden administration. It was signed today. And that deal lifted sanctions on Iran, allowed Iranian oil to flow, all sorts of things that at the time, vice President Biden was very happy with. But here we are 7 years later and he is going to Israel and signing of basically an official declaration with the Israelis to use force against Iran for something that when he was vice president. He was happy to use diplomacy for. He spoke on television in Israel. I'm sure you saw the city would not rule out military action to prevent Iran from getting a nuclear weapon. Is he sounding more like Donald Trump or Barack Obama? He's founding more like Donald Trump. I mean, there's not much of a much difference between the policy at this point. That the Biden administration is pursuing. I do not think that they want a war with Iran as I don't think that Trump and his maybe more rational sounding moments didn't really want a war with Iran. Yes. Either. But both of them have this almost one could say almost reckless disregard for that happening. And here, too, the motivation for this trip to Israel and Saudi Arabia was not originally Iran. Iran comes up really as the rationale to make this trip palatable. Right. This is supposed to be a trip to Saudi Arabia a couple of months ago, right? Then we had, of course, an important additive here we put the initial days of the journey into Israel despite the fact that they're in the midst of solving their politics there. But I wonder if you see this Hillary as a change in policy for this administration or Joe Biden trying to grease the skids on his way to Saudi Arabia to say things that they want to hear. Well, it's probably a little bit of both. And it's really part of a bigger picture or at this point larger concerns that the administration has had to grapple with over the past few months. And that really comes from Russia's invasion of Ukraine and this almost out of control. Competition between the United States, Russia and China, which the Biden administration just does not have a handle on. And why that's important in the Middle East is that from what I understand, folks within the Biden administration were shocked that when Russia invaded Ukraine and the United States wanted to impose sanctions or at least have rhetorical condemnation of Russia at the United Nations, our most stalwart allies in the Middle East. Israel, Saudi Arabia, the UAE, all of them not only refused to join sanctions, but they refused to even condemn Russia's actions. And what that told folks in the Biden administration was, we are losing influence in the Middle East. Rapidly and uncontrollable way and that must be said. Well, this trip takes on new urgency against that backdrop with that framing that you just gave us Hillary and people have been talking a lot about oil. This sounds like a lot more than oil. This sounds like preventing a power vacuum for Russia for China. But I also wonder, you

"Drawdowns we've seen. But we also know that this inflation process is just it's so variable. It's so unknowable in the words of Janet Yellen herself. It's a mystery. And I think this is where the equity market is in this pickle that the fed is trying to manage inflation through the set of tools that is just it's just very inexact. And it may have to overdo it. I've said this a lot. The fed is a risk manager of inflation. When inflation is so far north of target, it almost needs to overdo it. It's really tantamount to the hedge you're buying vix options when the vix is sky high. You don't want to do it. You don't think it's a good trade, but you have to do it. And I think that's where the fed is. Very quickly, here because we've got to get back to data checks here with markets moving, negative 5 60 on the Dow. Decline for people out there constructing hedges now, can you do that within the frenzy across these asset classes? Is it intelligent to hedge or to costly to hedge? I think there's some hedges to do. I think you get what you pay for. Options markets are quite efficient. So it's not as if the market's just peeling away money and just in giving you see pages. There, I would say they're not cheap, but they're not all that expensive either. And I would also just again argue that the equity market in terms of implied volatility, it's cheap relative to the set of circumstances that are emerging in these other asset classes. Okay, Michael, thank you. It is 5 49 on Wall Street line from the Bloomberg interactive broker studios. This is Bloomberg daybreak at the start of bank earning season this morning JPMorgan Chase and Morgan Stanley are the first of the big Wall Street firms to open their second quarter books and Bloomberg global finance correspondent chinali basic is back with us this morning for more on what to expect. This is a really important one because we've already heard from JPMorgan Chase CEO Jamie Dimon of course that economic hurricane quote that we've all been talking about. Now we get actual numbers to see whether we're in that storm right now. Yeah, certainly and he does take questions from media and analysts and I'm sure he'll get many on what a potential 100 basis point rate hike could mean for JPMorgan 'cause on one hand it's more net interest income for the bank that is already expected to start bringing billions more, but on the other hand it's happening because people are very worried about inflation and people are very worried about the economic future ahead. So are we going to start seeing provisions for loan losses, higher expectations for charge offs when we look at the credit book at JPMorgan and any potential hint of deteriorating credit quality? And you got to think in terms of credit as well, looking at the credit card business, the health of the U.S. consumer JPMorgan obviously has a really big Chase credit card business as well. Yeah, and you did see a slowdown in lending last year when it came to credit cards. There was a real hope that that would start to tick up. But with the economic picture being where it is. And remember, we've reported JPMorgan is one of the first of the large banks to start to let people go and a very specific business when it comes to the mortgage business. There is a slowdown. So are we going to see more layoffs on Wall Street and corporate America more largely that will start to tighten the way consumers start to think about spending and borrowing. And that kind of goes as well to the sort of dichotomy when it comes to higher interest rates. Obviously, it makes loans a lot less attractive for bank customers, but if you're a saver, maybe this is a good environment for you. Yeah, that's an interesting question. You see, for example, over at Goldman Sachs at the markets business, those interest rates are now 1.2%. That is on the higher end of things that you're seeing here. And there are certainly analysts that are thinking, okay, maybe these deposit betas and the costs for the banks as they pay out higher interest will start to impact the banks too. And what are we thinking in terms of performance for the trading desks, either for JPMorgan? Or Morgan Stanley, you have to think that they're going to be outperforming given all the market volatility that we've seen over the last several months. Especially JPMorgan, because a lot of that volatility came in the rates businesses and commodities. And JPMorgan is humongous when it comes to those businesses. Morgan Stanley is better known for equities typically. They are getting better. It fixed and come. Traditionally, they used to make well under 2 billion. This quarter they're expected to make more than that. So the question will come down to market share gains from Morgan Stanley. And maintaining that very competitive spot for JPMorgan. And how about in our last minute here on the deal making investment banking side, it's been tough out there for M and a. And that's a big one for both these banks as well. Certainly, and

The Federal Reserve has its work cut out for it when it comes to inflation. That's according to Cleveland fed president Loretta master. Her comments follow yesterday's hot reading on consumer prices, messer spoke with Bloomberg's Kathleen Hayes late yesterday about the latest CPI report, and where the fed goes from here. Let's go to part of that interview now. About a week and a half ago, you said that if conditions were pretty much the same as they were then, you would be on board. You would probably be supporting a 75 basis point rate hike. Now what we saw on the inflation report, even higher than expected few signs that inflation is easing up. Would you be on board potentially with a 100 basis point hike at the July meeting? Well, Kathleen, we don't have to make that decision today. We have retail sales coming out on Friday and we have a very important University of Michigan report and of course that's important because it has the inflation expectations measure. A consumer measure in there. So, you know, we have data coming out. What I take from the report and it was uniformly bad. There was no good news in that report at all. Was that inflation remains unacceptably high level? We at the fed have to be very deliberate and intentional about continuing on this path of raising our interest rate until we get and see convincing evidence that inflation is turned the corner is on a downward path and a sustainably on a downward path. And that we just have more work to do. So we'll make that decision about, you know, what the right number is in terms of the rate increases, but we're going to have to continue on this path. Because we haven't seen monthly numbers coming down. Even the monthly numbers, they're moving in the wrong direction. So we just have to be very intentional here. The beige book came out today as well. And as you saw in that report, and that's a nice report because it really shows you across the country, our business contacts and consumer contacts. There's concern about recessionary risk going on. But the same point in that report that I took was there's continuing to be price pressures, no alleviation there. And that some of the moderation and demand has really been driven by the fact that consumers have to pull back some of the discretionary spending because the prices of food and energy and other essentials are so high. So let me ask you this is a hundred basis points. If we had asked you about a hundred basis points, a couple of weeks ago, two or three months ago. I don't even think we'd have thought to ask you. But is that something though you could see being discussed? Would you discuss it? Is it something given what we see in inflation now? That is, quote, unquote, on the table, that maybe has to be under consideration because the fed has to figure out just how aggressive you have to be. Well, we're going to have a meeting and we're going to talk about what the appropriate path of policy is. And again, you know, we don't have to make a decision today. We're going to take into account all the data. But you know, we're having this conversation, the markets are having a conversation and putting their money where their mouth is in terms of where market expectations are. So we're going to be talking about the appropriate path of policy and I have not seen any convincing evidence that inflation is from the corner, right? We haven't seen anything that in that new CPI report. That suggests inflation is turning that. Now, we do know that energy prices are have fallen compared to the prior months. So there's some expectation that the next report on it. You might see that part going down. But on the other hand, we have shelter prices going on. So again, you know, I think it's much more the focus, I think, is on the fact that we're going to have to keep moving interest rates up. Being very deliberate and intentional about it. Right. If we're moving toward a two and a half percent, with the long run neutral rate is, my own belief is that we're going to need to go beyond that. And beyond that, because inflation and in place expectations are higher than 2% now. Okay. So we're going to have to keep moving. And the pace of which we do that at, and what any particular meaning is really going to be driven by, are we seeing demand, get into better balance with constrained supply, which remains constrained in order to see that inflation get on that sustainable downward. We have not seen that. And that was Cleveland fed president Loretta master speaking with Bloomberg's Kathleen Hayes on the heels of yesterday's hot inflation reading. You can catch the full interview. We have it up for you on Bloomberg dot com or on the Bloomberg terminal. Futures continue to point lower following yesterday's hot CPI print. "Refuse, refuse to make mortgage payments, let's get more with our China credit editor Rebecca Chung Wilkins. She joins his niece. So the credit risk is flashing. Where are we between amber and red in China? How do I differentiate the credit risk? Well, honestly, at this point in time, it's difficult to differentiate credit risk even when you're looking across the credit quality spectrum. We really have moved into a different phase of distress when it comes to China's property crisis and we've seen the sell off spread from high yield names that of course have been under pressure. We know for the last 18 months to even some of China's really strong and some of its largest players. So Vancouver, China's second largest builder, a very one sort of very considered very strong investment grade name. It's bonds falling. Some of them to record lows. And one by one, we have seen these pillars of China's property cycle crumble dollar dollar bond sort of plummet and then start to face payment struggles and of course we've had this already a record wave of default predominantly in the offshore market. But with this latest news of home buyers revolting against an expressing this fear that their homes aren't going to be delivered by refusing to pay their mortgage, this is really one of the issues that authorities have been most keen to avoid this issue and this risk of social unrest. Thank you very much for underscoring some of the key takeaways of the credit outlook that was Bloomberg's trying to credit editor Rebecca Chung Wilkins. That's talk about the Middle East tour of U.S. president because Joe Biden opened his first visit to the Middle East as president by declaring a deep bond between the United States and Israel. It's his first stop. Bloomberg's Emory horizon reports from Jerusalem. President Biden just wrapped up his first day on his inaugural Middle East tour as president of the United States. He was in Tel Aviv and then also here in the holy city of Jerusalem. Today he will have a joint press conference and make statement next to the caretaker prime minister yair lapid. He's a caretaker prime minister 'cause right now Israel does not have a government. They're looking ahead to elections in November. But the main moment of this trip is going to come Friday evening, where we now know that President Biden will sit down with Saudi Arabia's crown prince, Mohammed bin Salman, and king Salman for a bilateral meeting, the president will be traveling

I'm Charlie Palatin, that is a Bloomberg business flash. Charlie, thanks and B thanks for being with us here on Bloomberg sound on as we reassemble the panel here and picking up where we left off with congresswoman spanberger here, the president on the tarmac on the red carpet reaches for the two state solution. And you'll have to listen to the language that he used because he's not expecting this obviously to take place tomorrow, but it is part of the conversation on this trip. Here's President Biden. Greater peace. Greater stability. Greater connection. It's critical. It's critical if I might add for all the people of Policy reviews for the region. So he did what he had to do, but he was not going to get into the slippery slope of being the guy who's going to try and deliver it. He had 8 years that he watched it happen in the Obama administration and he made no progress on it and I'm sure he does not want to attach his wagon to that policy phenomenon. He went out of his way to say that, you know, even though it's not in the near term Genie, I don't know if that was in the speech or not, but he certainly said it. He did. And typical Joe Biden and he's absolutely right while he has long supported it and I give him credit for raising it as soon as he gets there. What's typical? Well, typical that he says, you know, he talks about the elephant in the room. There's no support for that on the ground. That's the reality there, but I give him credit for raising that. You know, as soon as he landed and I thought he did a very warm greeting with the Israeli officials, he talked about this bone deep relationship with Israel and he made certain unlike some of his predecessors that Israel was his first stop. It's his tenth visit to the Middle East, but his first as president. Then it's onto the West Bank, Rick, is it going to be, will there be similar energy when he gets there? Yeah, look, I mean, it'll be more negative energy, right? Because the Palestinians are going to be looking for all kinds of promises to make about limiting the settlements and that kind of thing and trying to get engaged in this administration to open up various kinds of access points for them that have been close since Trump. So yeah, it's going to be a different kind of conversation, but one worth having, and I think for the purpose of his balance of this trip, it is helpful to have that conversation with the Palestinian leaders before he gets to Saudi Arabia. Well, I'll tell you, we're talking about handshakes and body language already this trip is ours old. Genie and Rick, I don't know if you saw this whole handshake controversy here. We'll call it handshake gate or fist bump gate or something, but the president was not supposed to shake hands. With the other foreign leaders on this trip, it was said to be a COVID precaution he was going to be fist bumping and the idea was, you know, that way he's not holding hands or seen shaking hands with MBS at the end of the week. He did fist bump prime minister lapid as he landed, but then he gives that Benjamin Netanyahu a big old handshake because they've known each other for a long time, Jeannie. I know this isn't the most important stuff in the world, but now he's got a shake hands when he gets to Jetta, right? This is the thing I've been watching, so I hope it's important. You know, I thought just classic when The White House announced that he would not be handshaking because of COVID in the variants and the minute he got off, you're right he fist bumps and then he handshakes. I don't know if he forgot or he got so excited by seeing some of these officials that he shook hands. We know he likes to rub shoulders and all kinds of things, so he's, you know, a touchy guy, so maybe it was hard, but there it goes and now he has no reason not to shake MBS's hand. And so it's going to be fascinating to see on Friday. He's just invited the press to watch this, is he or is he not going to be holding hands with MBS when he gets there? Or not, Rick, what do you think? Yeah, I think as much of two about nothing. I mean, the initial greeting with MBS probably won't even be on camera. My bet would be the do it inside a palace somewhere and there'll be a public display of the two of them, but I think as much to do about nothing. He is going to go break bread with MBS. He's going to get all the positives and all the negatives related to that regardless of whether they bear hug or fist pump or shake hands. I asked you guys both about deliverables yesterday. I don't know if you feel the same way about it right now, but does he need to have Jake Sullivan suggested he will have a relatively specific statement to make on what he has secured on this trip when it comes to oil Genie? Are we talking about 3 million barrels a day? What kind of a message, what kind of a statement has to come from this trip? Well, I mean, what they're hoping to see is that they get something that allows them to see a decrease in those prices and a lot of experts saying that's not going to happen, which is why it's curious. You can't over promise You should not be over promising, and there are positive deliverables from this trip things about travel. Things about regional air defense, you know, the funding of Palestinian hospitals, the visit. There are positives to talk about, you know, if they can guarantee the oil prices, that's a great thing. Many experts say that's going to be hard to get that win there. In that case, it's a disappointment, right? Because you need to be specific as Jake Sullivan has suggested he will be? Yeah, I think he wants to be, right? He wants to put something on the table that will say that this trip was worth the cost that he had to take to sort of backtrack on the relationship that he has said is a pariah state. So what is the trade to trade is going to be lower gas prices? And I think that's got to be out there, no doubt MBS is going to be willing to participate in this. He's part of the beneficiary of this visit. And I'm sure he'll go out and say, we're going to work with OPEC to lower gas prices that we know this is good for this global economy. And we're going to work with these guys. So that to me is a message to the market. It looks like we're going to get our final January 6th committee hearing next week the reports now that the prime time event set for Thursday of this week will happen next Thursday. We still don't know exactly who's going to testify or how they're going to wrap up this whole thing, but I want to ask both of you about a comment that was dropped yesterday on cable news because it's just I have to know what we're talking about here and you know I could use your help. Could This Be the End of Benjamin Netanyahu's Political Career?
"Of Benjamin Netanyahu beyond wise to strike him off, But it looks like a key Israeli opposition party has backed Unity government, excluding Mr Netanyahu, Man in question is the ultra nationalist leader Naftali Bennett, who announced that his party would join talks to form a governing coalition with the centrist Party leader Yah Lapid. Mr Netanyahu's reacted saying the proposed deal would weaken Israel. Oh, in ultimate is senior correspondent at the 24 news child in Tel Aviv and joins us now. Oh, and thanks for coming on I mean, most people if they know about Bennett, they'll know that he has more in common with Netanyahu, uh, with the anyone else s. So why is this happening now? And will it work? Do you think It's happening now. Because over the course of two years, Benjamin Netanyahu has lost more and more pieces of the Israeli right. And there are hundreds of thousands of Israelis who have gone to the polls again, most recently in our last elections and have said they are right wing, but they would rather have a government that is dominated by the center left then have Benjamin. It's now return to power. A number of political parties went to voters and said, You have two options. Option A Netanyahu staying in power Option B, a center left government even though you voter are right wing voter and hundreds of thousands of Israeli right wing voters opted for option B on so that basically led those parties to become a balance of power and then cooked up with the center left. And put themselves in a position on the cusp of ousting Israel's longest serving prime minister. Right. So you suggest that this has been going on for a while, anyway, a sort of Ah, drift or removed. But hasn't he been able to present himself as Mr Security? That's who he's always presented himself as we've heard his comments, saying, Who's going to look after the settlers? That kind of thing? Doesn't that count anymore? Accounts among the large spar thought that Israeli voters and again don't forget this coalition if it's formed, has a very narrow majority.
