Is that the safety system, which was installed recently on these engines worked on that will be a comfort to them. And we're back in the realm of the space race are we? Is this now possible that America will be over taken in getting to the moon? Well, the Americans, they're definitely a good deal ahead off anything that's planned currently by the Russians or the Chinese. As we know the Chinese have had considerable success at the moon with robotic missions. They just returned Moon dust from the moon for the first time in many decades, but the Russians are well behind. Still, they, of course, originally were the first people to get a spaceship around the moon, but they are now well behind the Americans. Still have the prospect working with the Japanese, the Canadians and very importantly, the Europeans who were supplying key elements off the Artemus program. They still have the prospect of getting women and man onto the surface of the moon. I spoke about it with Matt Paroles, director of Duke University Center on Science and Technology policy. Previously, Mr Peralta was the director of public policy at Facebook. I asked if the company's made the right call. They certainly acted within their legal rights. They're protected by the First Amendment. They're able to make the decisions they want about what content to carry on their platform, including making the decision to kick off the president if they'd like to do that. Just separate question about whether that's the right thing to do, and I do have concerns about it. As much as I disagree with the president's speech, and I disagree vehemently with it. He got 47% of the vote in the last election. 74 million people voted for him. There are their significant political support for the ideas that he espouses as horrific as I might think they are. And I think that speech that people deserve to hear the question that I had, as they made their decision was why what is the rule that was violated? Specifically? What did President Trump do specifically by what rule? And are we comfortable with that rule? So the rule that I think platforms used to determine whether they will remove speech or not, is whether it creates real world harm. And so I'm not privy to the internal conversations that the companies but my guess is that the company's decided that the president was engaged in speech that created real world harm and that he didn't just do that once but did that repeatedly and that because of his repeated tendency to create real world harm with his speech, he no longer deserved a Knopper tune. It is to become the platforms, but a question I've been asking people and I find it difficult is did the use of social media platforms cause real world harm and career square? That's a very good question. I mean, people use social media platforms for a lot of different purposes. They use it for things that are good. They use it for things that are problematic. Typically the First Amendment law in the United States the jurisprudence that we've had for hundreds of years is focused on punishing conduct, not on punishing speech think the perpetrators of the riots the insurrection of the capital should be prosecuted Those who violated the law. But that we shouldn't try to avoid censoring political speech particular speech that's widely held that speech for views that's widely held by so many people. Does there come a point where Let's take Facebook, which is the larger? Let's be clear of the two Facebook because so ubiquitous I mean global, billions of users where it's not really perfectly accurate to call it merely a private company anymore. I think it is a private company. I think people do have choices about the platforms they might be able to use. You saw many people flocking from Twitter and Facebook to parlor, for instance. And so people do have alternatives. I think competition between different social media networks. Different speech platform is a positive thing, and it would be good if there were if there was more of that kind of competition. What's the role of the government and all this? And we heard a lot about Section 2 30 Communications Act. Which basically exempts platforms like Facebook or Twitter, from being treated as a publisher. Therefore, they can't be sued for libel The way New York Times could be. What is the proper role for the government? Is it through section 2 30? Is there some other regulation or no regulation at all That's appropriate, So I think they're two different things. One is that it would be helpful if our representatives weren't engaged in the kind of speech that they were engaged in that lead to the kind of Violence and riots that we saw last week. I believe that that is speech that should be permitted. But I would hope that voters would decide that representative who espouse those views are probably not fit for office. In terms of regulating the speech of tech companies section 2 30 isn't really important component of online expression of views that are widely held as well as more fringe views both from before, right and on the far left, and I think as much as we can protect you Platforms as forms for expression is a positive thing. There are reforms of section 2 30 that I think would be helpful. One example is that the federal government could pass more aggressive Federal criminal law could essentially modernize federal criminal law for the digital age and section 2 30 does not provide immunity to tech platforms for violations of federal criminal law. So, for instance, if the Congress were to pass a law that prohibited certain kinds of voter suppression on social media platforms, or if the federal government work to prohibit certain types of speech that could actually incite riots that then then tech platforms would not be able to plead section 2 30 as a defense to lawsuits that were initiated under that new federal criminal law. But does that mean that actually Facebook theoretically if there was this federal criminal statute? And there was voter suppression attempted Facebook would be liable criminally potentially, it could be if it violated the terms of the statute and so statues that deal with speech obviously need to survive First Amendment scrutiny. So the statute that I'm talking about what obviously have to be very narrow. It would have to be very specific about the kind of speech and the kind of conduct of prohibited But it is the case that if federal criminal law were modernized for the digital age, and that we actually had rules set out by Congress that outlined criminal conduct related to voter suppression or voter fraud, or online incitement to riot..
