Cramer calls on U.S. to build factories to address chip shortage, unemployment

"As the pandemic gradually draws to a close. We've still got to national emergencies that we had to talk about a man money. A horrendously high unemployment rate and the semiconductor shorts is causing major problems for us manufacturing and competitiveness. We need more chips and we need more jobs so why. Kill two birds with one stone. It's time for our government to invest in building the biggest and best complex of semiconductor foundries. That's the factories in the world. And we can do this now. This kind of initiative went out of style decades ago but we know it works because the government just did it with operation warp speed the co vaccine program that got us to trick vaccines in less than a year. Were on a roll. Let's keep it. I don't need to explain. Employments national emergency but what south with the massive government back semiconductor foundry pro. Okay we just heard from general motors. They have all these new indian vehicles but they simply can't make them because they're sending books shortage and modern cars require a lot of tech ford said the same thing could cost them one to two billion this year bleed. You're gonna start hearing about this shortage. Constantly dan we the us really havoc with all sorts of industries and making us less competitive and perhaps even hostage country hostage to a bigger chip customer. The pr see. We got to get ahead of this. Now some of this shortages natural thanks to cova. We've got millions of new homes. That require a lot. Har- we're eating these chips like doritos at halftime. But some of you thanks to globalization are sitting been able to outsource their manufacturing most couple of huge asian operators taiwan's semi which is now the biggest samsung. These are both incredible mazing. Well run companies but they also get so production capacity that they have they hit the entire world including demand from china that hits american companies extra hard because new of our businesses run on just in time ordering. They don't want to sit in a lot of extra components it just by the chips when they need them. That's a quick way to make money save money until it's a shortage. Now that's where we find ourselves. Our companies can't get enough chips because there's not enough. Production were wide and that lack of chips is hurting all sorts of manufacturing including the formation. Gm and ford now. There are two ways to approaches. We can throw up our hands and baked samsung taiwan semi to build more plants. That's been our strategy or anywhere for that matter or we can roll up our sleeves. Like operation warp speed. Remember today when everyone get tested raw. Got javert here can roll up our sleeves and get this job done ourselves. If we're supposed to be the most powerful country in we'd be able to manufacture semiconductors for heaven's sake it's our industry so let me tell you what needs to happen. You might not know it. But america's best tech industry the most intellectual property that is anywhere in tech is in the semiconductor capital equipment space. That's lam research. Kelly tinker applied materials. They had machines that we need to make chips meaning while building gigantic simtek foundries can put more people to work and just about any other research project much more than a much than highway than a bridge. Why stop at roads and bridges and we re establish yourself as a whole new kingpin in manufacturing industry that used to dominate. And hey biden's pick for commerce secretary gina raimondo. She was a venture. Capitals governor of rhode island. I got into politics. She'd be the perfect champion for this project. We can take advantage of low interest rates to issue fifty year semiconductor savings bonds to raise the money for this project partner up with the private sector then. These businesses can pay back. uncle sam. Production gets rolling or chips. Defense ships all sorts of internet of things. Chips should be able to make this stuff domestically in the best in the world. Honestly it's insane. We outsource our semiconductor manufacturing to taiwan south korea. When they're within spitting distance of our biggest wattle china. I love taiwan. I love south korea but we ever get into a shooting war with the chinese. For heaven's sake they'll be right in the middle of it. Hopefully it never comes to that but why would even taking that chance. How much would this cost. We know semi spending up to twenty billion to boost its output. And they're very good at what they do. Let's say let's let's borrow one hundred billion dollars in savings bonds to make the us more semiconductor independent over the next few years but we have to start immediately to alleviate the shortage people intensive national imperative blueprint ready customer for the suppliers. Ready to help so soon. To be secretary raimondo. You've been on the show. Let's get the loan just chip ongoing going and put an end to this chip. Shorter's saving tens of thousands of jobs giving me economy a huge boost. This is what we used to call industrial policy. It worked for vaccines. And i know from work for chips to

"Apply. Materials. Fifty percent. Lam research forty five percent. Here's the most amazing number and all these stats despite all this carnage. The NASDAQ one hundred is only down two percent for the year. So amazing back to you, Melissa. All right. Thank you on twelve. Forget about technology who needs technology. Right. It's going to be a new year soon. Twenty nineteen out with the old in with the new according to our next guest. He says there's another sector that could dethrone tech. Let's go off the charts with Mike Mark Newton. I should say advisers over at the plasma. How are you Mark? I moved to our you. Thank you. So we continue to see this rotation out of technology and the one question I get from everybody is has tech bottomed. Everybody still has a fascination with stocks like apple and Facebook and Google he stocks are all down about twenty percent. If that tells you anything it's likely the sector is not yet bottomed, and then people are sick of seeing this holiday read on their screens day after day after day. We'll take a look at this. This is the info technology index versus the SNP. If it shows you anything it shows, you this recruit nearly three year uptrend. Versus the SNP back in September. So we were starting to so more and more signs of rolling over. And if anything, you know, that tells you that even if we get a bow we really need to reclaim that to think the tech is going to make a big comeback. We're not really all that oversold either. When you look on relative charts. So you look back in two thousand and thirteen this was the area where tech was truly oversold when you can say, okay. You know, here's a time when you want to consider buying tech. Now, we've just seen the brake literally three months ago. So really on any bows technology would still be one that you would consider selling not really thinking. This is the sector you want to get into. What is looking good? However is healthcare. Okay. Healthcare has been one of the worst performing sectors in the last month. However, it's a second best performer all year as you can see based on this chart. We saw a huge three year breakout of healthcare versus the SNP which happened back this past summer. So it got extended. It's pulling back if anything I think this represents a great buying opportunity considered buying into healthcare on this. Pullback thickening the sector is going to continue to rally in the year ahead. If anything my thinking is the ObamaCare ruling likely it's going to be overturned the selling has gotten ahead of itself. So what groups to favor in healthcare? I think you have to look at the form of suitable space, particularly given the market volatility. Merck is one of my favorite stocks within this space is he the stock broke out of this large base point back since the early two thousands. And here we are here. And it's pulled back a little bit. It gives an investors. I think a great chance to buy into this. You look at former highs it remained back in the late nineties this hits right near ninety five dollars..

"It hit a low in July hit a low in August. Wants to hit a low again. But as I once they do that. Am I start scanning through? All the semiconductor names. They look like crap. They look like bear markets. And I think all that happened. Here is Kaley. Ten quarter last week was one nineteen hit one hundred today close at one zero to ninety. Best way. Explain lamb research, which is a new yearly lows finished down five today. KOA see? I just mentioned that Lam research. What's Applied Materials? Stoskopf from sixty two to thirty eight. Was thirty seven today close at thirty eight thirty nine. So maybe that's all it is just stop beating them up for the second. So that reverses a little bit. But then. As I'm scanning when you all have a chance, and I go look at SunTrust STI. You know, kind important super regional Bank. Go look at Comerica CNA. Go look at how about sitting third Bank core FIT? Or key Corp. Or regions financial? Or Wells Fargo. For US Bank Corp. Or BBN t. And Morgan Stanley. And when you have a chance go look at some of the strong aids J P Morgan, which is already down to very important support. Just like bankamerica's. And they weren't strong to begin with. And when you look at the KRA, which is the regionals and a whole. As the downside before them recover. But it's back on the two hundred day moving average where it held in early July and late July. You don't want break that again, we're not going to just tell me it's sitting on it. So so many things moving on the plate today. And then commodities. When you have a chance to look at the g the X today. Good volume data that very oversold very stretched and extended in its bear market away from the normal bear markets. So we'll call this sort of a bounce. Gold may may be making a little higher low from the low in August. We'll see. So maybe that's changing maybe. Because when you look at the dollar and symbol is you UP? Oh, look at that. And making a lower high. So would just let you know, we're watching these things, and of course, some of these countries if you look at the F X Y China twenty-five index it's been smoking fifty four down to forty, but I want you to notice it. It's forty in August than it hit forty yesterday. Around and bounce today. And we'll see if it sticks. Maybe a dozen. But we're always looking for but possibly can change the leadership in these areas. We're just trying to. Ferret out whether they're starting a process of the worst being over. But again while I see that what's what am finance today. And by the way, that the Ameritrade. That includes the trade. Things are getting smoked. And as I mentioned to you, also the investment managers the investment brokers. So lot of weird stuff going on today. And in the indices, the NASDAQ today was seventy eight eighty four was down ninety points finished on eighteen. SNP that will never that bad because they were holding up pretty well. But the NASDAQ types were getting hit a lot that causes the semis. And just the software names which were down early finish up. News that hasn't changed. But also, what does not habit hasn't changed? Facebook and Twitter deeper into their bear markets today. Google the deeper into it's below the fifty day moving average. So just a little bit of the word to the wise. Lots of things moving on the plate here. Now, there was news again about some trade talks with China. So Boeing was up eight bucks in that got the Dow coming back it seems like every time the market week. There's a rumor about some trade FOX anyway, leave no doubt bones wanted a bit proxies. And of course, Caterpillar also reversed also those are the two names on the Dow. So in my world a little bit of Wyatt. Stop today. But when all is said and done we care about nature in the still sitting somewhat on the tight side. Some of the worst areas bounced and the semiconductors which were being slaughtered early. Got a lot of it back. That's important day. There's simply no chance for the bull markets. But out of the fact that they had a pretty good reversal today. A motive the losses does not hurt. And that was basically the inside story. So I'd be watching some of the Chinese APR's. Now, let's see what happens. We got a few IPO names that may be starting to break out range. We're a little bit more careful and. News on the coins and about a stop that went down ninety percent today. Guess what? Guess what the company does get guess what industry the company is in and guess how much sales the company had? You know, where I'm going with that. Again, as we always tell you with your money. Poison carefully. Up.

"And i can tell you that this company needs to fix its declining revenues before institutions we'll come back into the stop ibm is pretty much prep people for another declined to score and i think management police that if they just deliver another declined the stock could still rally as lewis's show some nice growth in both margins and in red news in the strategic impervious business focused on the cloud mobile and analytics after disgree i think ibm's mistaken if it believes that wall street will embrace of company with no revenue proof quarter after quarter even though they've all told us that happen you give a downbeat projection the stock can still go lower the company only meets that down be projects rather than beating while we're on the subject of revenue growth can i just tell you about a company called lam research you probably see that martin ansa's me i had to promote stop because he's not a promoter so i'll do it this is a kramer faith semiconductor capitalequipment maker that i champion for years and even before that when it was when important novellist which was one of my absolute favorite stocks the companies from by rick kill as genius last time round the stock hammered after lam porter tremendous cerise it was a total head scratcher at the time we should forget about at the stocks action is wrong by i'm glad we did stocks had a fad this rally since then don't take your cue from the action kick your cue from this that said i expect the same pattern repeat itself lim will give you good numbers in some joker to sell it and i'll be out here tanya to bite again.
