You know, it was not that long ago, only a couple of years when, when the people who follow these things, whether officially for the state or in the private sector at our colleges and universities, for instance. They were looking at the water levels of the Great Lakes and they're telling us we're really concerned because the Great Lakes water levels are going down. It was 2017. It's a matter of fact big story on this. Ah is, you know Is there any way to make the water go back up? Because it's too hot. You know the environments changing in the waters just absolutely evaporating everywhere and we're losing the Great Lakes. Because of this. Well, guess what? This week this week. We saw a meeting that was put together by the lady. On the other end of our line looking at The risk of water levels being too high on the Great Lakes. Lake. Michigan has one quadrillion gallons of water. I want you to think about that. That's got 15 zeros behind the one. Okay, one quadrillion. Any rate lethal. Eichler Clark, director of the Michigan Department of Environment, Great Lakes and Energy, We call it eagle. She's on the other end of our line. Director Clark. Good Morning. Nice to be back with us. Well, thanks for having me the 40 Frank. This is such an important topic. How do we go within two years from 2017. Now, the OK 2.5 years from having Water levels that were way too high are way too low to water levels are way too high. So that's a great question, and the speed of change is really dramatic. So what we've seen we were talking about evaporation issues in 2017 So our last great lo was actually six years ago. So what we've done is we've gone for a record low record high in record time on the Great Lakes. And this causes lots of problems so our inland lakes and streams and are oversaturated. Our rivers are oversaturated our ground waters oversaturated. Then when you couple that, with the Great Lakes being high when we get regular storm event is a real problem. And when we get severe storm event, it is not good at all. So what we did on Monday as we brought together our federal partners, U. S Army Corps of Engineers, National Wildlife or Weather Service, etcetera. EPA with a bunch of state partners, including 10 different agencies and then a bunch of the locals to have a conversation about. Obviously, the locals know what's going on in the ground. How do we connect all these pieces and make sure we're being efficient and effective? As we face the next 8 to 10 months? You're gonna be a real challenge in Michigan. You know the years he was one of the strange things, though, And you know this better than me because you deal with it every day. But in doing research on this, I read this piece that I'm just going to read this sentence. Geologists put themselves together and theorized that this is from the water levels being low now. Theorized that small underwater channels deep in the lake bottom opened draining a huge amount of water, So I want to know who shot the drains off. Yeah, right. I mean, that's always always questions, right. But what we're really what we know we're dealing with is the water level, right? What we know And what we know why we're here. We have had the wettest one month. The wettest I'm sorry. The wettest one year the three years we wanted five years were in the West 60 month period. Since we started recording weather that's over 120 years. And so we know that from the National Weather Service and from our partners that the US Army Corps of engineers, so now the question becomes You know, what do we need to do in order to prepare Michiganders to be ready for what? What looks like a pretty challenging spring and summer. Well, if it is the weather affecting all this, there's not a whole lot we can really do. No, You're totally right. Unfortunately, Mother Nature always wins on DH so but what we need to do And this is what we were talking about on Monday, particularly because you know it's in the winter and it's not. It's not quite as pressing at the moment, although it is repressing along are greatly shoreline. We wanted to have this conversation about what are the risks that we're facing? What are the resource is that the local the state and the feds are able to bring to bear What is the white space? Are there things that we can do in the next few months? Tio, make sure that we've got the resources, the trucks the remove red tape. What can we do to help our citizens in a faster way? And, you know, I know people are looking at some of the diagram dramatic pictures on the Great Lakes, but I think it's also really important to understand. Um, that we are seeing some real problems. You know this in the Jefferson Chalmers area, two nails along lakes and clear waterfront neighborhoods and McComas, Sinclair County, even down River And when you couple that, with the challenges inland, you know, open County, of course, is last in the lakes, and those are all affected, particularly lakes about outlets. We've got a lot of conversations to be had so from a state perspective. We're talking to the municipals because it's really critical for municipal infrastructure to be thinking about this ahead of time. The waste water treatment plants, sewer systems, roadways park. We're trying to look at vulnerability assessments ahead of time to figure out how can we be as effective as possible, and that's the reason for the Michigan High Water Coordinating Summit will there You met on Monday who all took part in it, and and will there be further meetings? Yes, we had ah, varieties from the federal level from the local perspective. We had folks from the city of Detroit. We had three people from the counties. We had the county grain commissioners. We had the Emergency Management Association. He had the minister, Michigan Municipal League counts of association. The Army court is right District, the Great Lakes Water Authority on DH. Then, from a state perspective, you know, it really touches a lot of apartments when you think about it. So obviously you think about your, you know, environment, great lakes of energy. You think about your natural resource. If you think about your bag, let's spend a second on eggs. "So all of the performers were young performers that many people would not know, most of us don't know and were just introduced to them, and they had to pick a lineage back and find their own routes and sing that. So for five nights we heard multiple singers new singers brought to the stage I wanted to this idea of not decidedly not playing it safe. It's made a thirty five thousand fog nozzles that are basically there's a system that pumps the water from the lake filters. And then shoots it out of these high pressure nozzles, and you come into the structure, which is floating over the leg. And it's like, a cloud, and you get lost in it. And you can't be dependent on vision as the master sense. And you have this white noise sh of the nozzles, and it's a very transporting experience. But we wanted to make this cloud. That's inhabitable. We didn't know how to do it. And so we jumped in and we said we figured out we brought in a lot of smart people around us engineers, and agriculture fog specialists and water treatment specialists and so forth, and we built this thing which was a tremendous success. But along the way we discovered like this thing that we hadn't thought of that lake Lake Michigan cell was actually polluted and needed extra filtration. Otherwise, the entire population of Switzerland would get Lee generis disease. And of course, we figured it out. And we worked with again with smart people to figure out how to filter the water properly, and like most of our projects we sort of jump out of an airplane. And we're not sure we're holding onto a parachute. And on the way down we hope to open it and have a soft landing. So the shed is another example. So our projects are very much propelled by concepts ideas that often require unusual means and out of naievety and of sheer desire, and passion, we will these things into happening. Does it get easier? The more well known in the more international Pete, you have to take risks in a way. I think we have a little bit more street cred than we had when we started. But still each project is a challenge in itself. And we keep looking for the next challenge, which is going to be always a little harder than the last one. I think is just in our nature. "I love water to I grew up. I grew up swimming for the very first time. I was given the opportunity to take swimming lessons. I was five years old and at northeastern Illinois university, my mother registered me first class. I remember holding onto the side of the pool, you know, where the gutter is and learning how to kick and how to put your face in the water and breathe, and and to be able to, you know, not taking water through your nose, and I became a fairly strong swimmer. It's something that I continue to enjoy it became a lifeguard with the Chicago park district's also guarded at the university of Illinois. And after that, I also guarded at northwestern Illinois Northwestern University, but to this day, you know, I'm very passionate about water safety. I don't necessarily talk about it all the time we can't dwell on it every single day. But I was struck by some comments that our guest made last time Dave Benjamin who is the director of the Great Lakes surf rescue project, and he was talking about how there really is a lack of general knowledge and understanding of water safety, and what it means to get into the beach or go to the pool or at least leave a child in. To get a boat. There's just so many things that we really don't know. And a lot of things that we just kind of take for granted that will be okay in the water. Yes. Unfortunately, you know, the number one thing we'll hear from family friends after tragic event is I didn't know. And it's usually some simple information like, I didn't know Johnny is one of the leading causes of accidental death. The eighty percent of drowning victims are male or I didn't know that drowning is silent. Right. And then people are on their phones, or they're not watching their children in the water or watching other people at the beach and just assuming that somebody else is watching the child because. A assume that it's drowning personal be yelling and waving and splash like that right there at their phone that they would hear their child because they recognize that voice through a crowd scream for help. But it's silent and a swift. And it happens all too often and often within very close range of help. And people don't realize how dangerous the lakefront is here in Chicago. They're like, oh, it's just the lake Lake Michigan. There are riptides. There are there's inconsistent debts when you are just even walk in from the sand. If you are at a beach, that's guarded if you're along the rocks. You don't realize how dangerous it is to jump in the water near that to the shoreline. And I think that the city used to be a little bit better educated. But you mentioned before we came on the air that there were twelve drownings and Lake Michigan over the weekend. Not in lake. Michigan was oh, the Great Lakes twelve drownings in the Great Lakes over the Labor Day weekend. And what's that seems extremely high? Yeah. Actually, it's the deadliest Labor Day weekend and actually the Dili's weekend since we've been tracking drownings since two thousand and ten and I couldn't I couldn't fathom come Friday that okay? This is going to be a busy week. And for me, I'm going to be attracting all these drownings and really going to consume. You know, the time the same time sending out press releases trying to get information out and trying to decipher what happened when and where and what are we missing that this continues to happen. I love this woman. I learned at an early age like you did too. And I'm I'm seeing now that my God kids learned I mean, they were in the water wanna say two three years old. But the floats and everything what I see that concerned me. I think it's great that kids are learning at a young age. But this is just my opinion. I see a lot of kids at pools doing flips and backflips and they're right by the side of the pool and whatnot. And I also see a lot of people going out on the lake tubing, and it's awesome and fun and great. But when it just seems to me when you have a little kid even with the life jacket on four or five. Six years old that seems kind of dangerous to take your your toddler tubing. Right. I don't really go tubing too often. But you know, unfortunately, there's no regulation. It's you have a life jacket on you're on with an adult. You're being pulled by a boat. Hopefully, responsible boater that there is a spider someone's paying attention that if they go off the tube that they cut the speed and come back. I think the last time I went tubing. You know, what guys do is the guy driving the boat was being a real jerk and was swerving all over you go flying off the boat. Yeah. Yeah. You know, and occasionally you'll see that. But usually with dengue child children, they they won't do that. But you know, it's a risk. Yeah. And and drinking too. I mean, I think anybody operating a boat. No matter how great of a of a boater. They are shouldn't be drinking. Yeah. I mean, it's just like drinking and driving. You know, you shouldn't. Yeah. Either. What we found those surprising with the mass majority of all of our drownings on the Great Lakes drinking's, not a huge contributing factor. People would assume it is. But really, it's not it's someone who's swimming or fishing or boating or fell off appear or swimming off, the pier. They went into the ways and the dangerous currents, and they didn't understand what was going on another. I didn't know bullet-point is panic is the first age of drowning. So you're having a panic attack in water over your head. You're not thinking rationally you're fighting to survive and your exhausting yourself. So we need to understand what panic is the impact of panic in the water, and that you have to. To the opposite of your instincts. So if you were to catch on fire your clothes, what would you do stop drop and roll? What would what would you panic or your would be screaming my head off? Right. You'd be running. Yeah. Which would fuel the flames. So you gotta do the opposite of your instinct, stop drop and roll. So if someone's in trouble in water over their head, we do the opposite football on your back and float so flip float and follow. All right. We want you to stop in almost do nothing. Just get your breathing under control. Now, if you're in some waves, there's going to be a little bit more turbulence it's not going to be as easy as can be a combination treading water floating duck typing under a crushing wave. But we really want you to focus on breathing and staying at the surface of the water for as long as possible because unfortunately, a drowning victim an adult size. Johnny victim usually lasts less than a minute at the surface of the water and early July of this summer, a young girl died at Loyola beach, drowning name was Jerry on tourism. And someone who saw that tragic death Halicki Sada was there when dairy and disappeared in the water, and she's now part of the she start you started the Chicago alliance for waterfront safety. How are you doing tonight? It's hard. It's hard to hear to hear things like twelve people died and entirely preventable death. Weekend alone. Tell us a little bit about that day that you were at Loyola beach after the guards had gone off duty after seven pm. Is that right? Yeah. When we arrived to the beach the guards were leaving. They took all of their rescue equipment all of the rescue any flotation device that was on the beach got locked up in the sand with them at just after seven o'clock. I my kids on the beach timestamped at seven twenty six in the robot. John wasn't even on the beach yet. I nine one one call went out at just after seven thirty minutes later when it happened it happened. So fast. And we just felt so powerless. And I think we started with a lot of hoping apprehension when we we saw the officers reading it to a wider trend. And we went running off. So my husband has q. Rescued either. So we went to help, and I didn't returning look like, you know, I'm used to getting on aid after and I we just saw a little bit of a girl had. Being thrown around in the waves came it went right over his head. And we couldn't see her, you know, in between the waves, which remedial true seconds would see a little taste. And let's first responding officer said he was stripped the other officer guarded his gun. We were really quiet. And now what a here talking. I'm like, why aren't we screaming? Trying to help snapper out of that panic giver direction colors of lifeguard was coming. There's so many regrets. Mind in many of them are also with. A little bit angry about it. You know, like, why should her life rest done regret? They still written witness to tragedy. There were so many other points where could have been prevented so many things that could have happened. So many things that could have been by the city there were probably eleven patrol officers there. They drive up and down the beach within minutes. Officers swarming not a single one had access to those. That were locked up right there. I have not seen beach on it took about twenty minutes to get a vase there. In the meantime, another officer and a good Samaritan who went out to help ended up joining. Consolidated rescue they're just people flocking into deadly water. Nobody knew that there are what strikes hill cranes soccer. You know, there's a danger zone that I know. Wow. X two structures, and that's the current that was pulling people out, and that's where happy when entering to try and help. Yeah. The place to be, and I know that the, you know, telling you that that, you know, you can't carry that guilt with you. I know that's something you'll work through as part of that. I'm guessing is wanting to feel like you have control over something. And by starting this cargo alliance for waterfront safety tells a little bit about this organization that you've created. Yes, it started with a petition petition together to the mayor with really commonsense. Pretty obvious things in hindsight that we need to keep people safe. Dave worked with us on it. We had a number of experts giving their input it kind of took off. We got thousands of signatures and more than that. We had a lot of families contacting us wanting us to do more asking how they could help. And we had a lot of community members. You know, what I'd lived down each since nineteen eighty six see it every year a kid goes here. They find him over there an hour later we've seen it before. What else? Can we do? We to the petition what else? So we started to have a place to connect the people connect resources and make sure that we were keeping city officials honest as he works for sustainable change. What are what are some of the elements or the folks that you talk to who maybe have lived there for as you said since the eighties. Did they have any comments or thoughts about the fact that the lifeguard service used to be on duty past sundown 'cause they were when we work. It was a past nine o'clock. We were actually supposed to work, but we were always still on the beach until ten pm. So we were available. You know, we got time. And actually, we get a lot of common thing. Exactly that. Yeah. Lakers used to be here when lake their day here people are downing. We get other people saying, you know, be careful because we actually wait to go to the beach till after the duty because we are swimmers. Did we want to beef ramp is they don't want the rules eating? Yeah. Yeah. Right. Even strong swimmers. I don't think it should be out. After after you're not supposed to be out in in in the nighttime to well there in the thing for and so for when he wants to do open water swimming. If they want to go off the beach just off the lakefront off the shore. There are places you can get along the oak street ledge, there are places that aren't waist-deep or anything like that. You can do a little bit of research, but maybe it's closer to them. And they just want to wait 'til guards off-duty. Wow. What's interesting is that we found out our local beach does have the advertise. They're not known just like we don't have. We don't have the science to tell people out there dangerous near the structures. We don't have the science to tell people where they swim in deeper and legally to the overall Julie lacking, I'm gonna take a break here. Halley K K Sada.
