"Docks to the east river where we see a barge underway it is a winter scene you could see a little bit of snow on the ground the air is heavy with cold you can see that the that the smoke coming out of the funnel of the barge its just hovering above the barge it's not even it's not moving very very quickly the barge itself so so all that steam is just basically drifting slowly upwards everything has this very very cold still look about it off to the left you see a group of people beautifully painted by bellows huddled around one of those cans there's a book otis cans with a fire going on inside trying to stay warm and just people milling around some broken down fence work because it's a construction site a couple of trees that look like it could have been described in all quiet on the western front is being maybe the two last living things and noman'sland it this is a noman'sland but up above we see the new fifty ninth street bridge which you can still see today it's the it's the ed koch queensboro bridge but it was a technical marvel in its day again this is almost like the lackawanna valley from eighteen fifty six by georgia and that's where we see how time is changing the present we now say the new subsuming the old in the tenement though it's lone survivor there with dignity people still living in it or maybe squatting it is just a beautiful painting in all its ugliness it's one of those things that is it's it's a painting that makes you say oh my god look at this the spoliation of the landscape but in its own way it's also a very beautiful building just look at the color of the east river i don't think the east river is look that beautiful on its best day on your best visit to new york city it is absolutely gleaming with blue and white accents and everything very very clean looking everything else looks pretty industrial in pretty going toward the grungy it's a beautiful painting on the less.

"State it's a smaller city it's not a place that many of us think about when we think about mass incarceration but even as philadelphia's incarceration rate dips the joe incarceration rate in lackawanna county which is the county that surrounds scranton has increased by fifteen times between nineteen seventy and two thousand fourteen and so you see this almost mirror of the way that two places within the same state are going in part of it i would say is this public awareness and public invest men in seeing change in the city of philadelphia whereas no one is really holding scranton up and saying you know we we have a problem here there is a sort of stunning quote that i saw in that scranton report so stunning ahead to cut and pasted email it to myself imprinted out and quote there's not a crime problem to speak up when small business owner said just a lot of poverty and inequality there are a lot of drugs a lot of people breaking orders of protection which the police give out like candy that not much violent crime right absolutely the violent crime rate and scranton is twenty seven percent lower than the us average but in that city one and three children live in poverty and so while we may think oh this is happening as a result of crime i think those two facts released starkly show that incarceration is is often a result of much larger economic disadvantage in that scranton report there are some demographics numbers that would blow the listeners minds and it's the one how what is the what is the white popula the percentage of the white population in scranton you may have data in front of you and i don't right now have at top of mind so if you do overwhelmingly white i mean that's the easy transit is like ninety two percent.

"With your running mate jeff bartos who's running for the ten of governor you talked a lot about the school system and he just mentioned schools here and you also talked about the huge dropout rates and a lot of our schools so is education going to be one of the hallmarks of your of your platform richard is you know educate i see i the education as a as almost fourlegged stool you know uh you know if we can address a lot of ho a whole host of issues a lot of the issues you know i guess number one we have around two hundred fifty thousand skilled labour positions open of pennsylvania and we are training you know our students to fill those physicians we're talking to kids in 9th 10th 11th grader 10th 11th and twelve when we should be talking to them probably in fourth fifth they're sick them and i and i go and i'm feeling the labor crisis if my my various companies we can't five truck drivers and mechanics and and not everybody is built for college and you know i wasn't uh built for college you'll have a high school graduate i went to win sports community college for one year trade school and and i didn't finish and i kid back it started no some businesses around nineteen or twenty but you know when you go deeper into this issue uh i i learnt recently the dropout rate in the allentown school district is over thirty percent and could you imagine what would happen if we start talking to kids about career paths and fourth fifth and sixth grade at taking on board tours of uh you know i toured the the technology center of lackawanna county uh a week and a half ago it was an amazing so you could you could take kids on or toured japan had tech and williams four other trade schools there's triangle tax your saudi a stevens but you know what happens to those those still students we don't catch the early enough so by bye probably nicer kept grave they'd be tr they they have become drop out specifics and then one has to sit back rich and i you know.
