Hearing From California Recall Election Candidate Kevin Faulconer

"We're going to bring on. Kevin faulkner once again to the john and ken show on your as a possibility to replace gavin newsom as governor in the recall election and apparently he made an appearance in l. a. today to talk about homelessness Cabin on my opinion one of the one of the best candidates. Running here kevin. How are you gentlemen. It's great to be back with you. Thank you so what were you doing today. Well we were out in downtown los angeles talking very strongly and passionately about the need to and tent encampments. Not just an la but across california Just like i did. When i was mayor of of san diego and i i spoke in very direct terms that we have a duty to intervene. But if you're going to allow people to live in a tent on our sidewalks and are freely overpasses and underpasses. They're going to die there. And the fact of the matter. Is that these tendon cabinets have become open their drug markets heroin and methamphetamine. Nobody is helping anybody by allowing that to continue and so i took a very strong position. Just like i've done Is married to get the word out. That folks across california are saying enough is enough and that's not who we are as california so it signed to stand up take very strong delivered action and i said i am going to lead by example is governor just like i did this mayor. We are not going to allow ten on our sidewalks. Yeah i think people should know out of the top candidates in the race. You're the only one who actually has had some significant success in reducing homelessness. They you will. The success happened during the six years. You remember san diego. And i think that really is a good thing to emphasize because that i'm ashok paul this week that ninety three percent of the people in la county say that's by far the most serious issue

Since roughly january february and we're encouraging everyone vaccinated. I don't think it's going gonna work. Do you understand the public concern with an agency that is charged with protecting the public thinking that there is a you know a good chance that someone who you call upon to help you might not be vaccinated and could put your health at risk this very true but we have to also consider their constitutional concerns that need to be addressed and impis or wearing the mask in the field. This eight episodes series is a story of power politics and the law. In california's central valley new episodes of the trials of frank carson are available to find them search for the trials of frank carson. Wherever you get your podcasts thank you. La county sheriff alexander way but. Do you have any idea how much has been paid out in settlements to families who have been victimized by officers civilian shootings. You'd have to give me a a bracket or a timeframe for that but It's a. I believe over the last ten years i wanna say was about fifty four million but actually the bigger payout in terms liability for that part is always been traffic collisions not shootings since one thousand nine hundred ninety l. a. county has paid out roughly fifty five million dollars in settlements in lawsuits related to the gangs operating within the la county sheriff's department twenty-one million in just the last ten years gangs like the bandidos the reapers the executioners the vikings regulators in twenty nineteen the fbi was investigating whether those deputies were using gang light tactics to recruit young latino deputies and retaliating against them if they rebuffs them you have in the past downplayed the significance of those gangs and at one point called them quote a cultural norm. I will say that you used the term. Gang is a actually. That's fraught with the legal implications at the fast do not support describing them as a gangster very specific definition would again constitutes in a lot of worry about gangs as actually now that the department is majority. Latino led by latino sheriff is taken out a very big racial undertone that they must be gangs because they're latinos. So i'm gonna push back very hard against that description that anymore. Let's call cliques. Let's call them. Cliques okay. I will give him that. Let's call them cliques. Still fifty five million dollars is paid out since nineteen ninety twenty one million in the last ten years and you said you were going to address the problem and i have done exactly that no very first day in office. I removed the campaign of east. La station for his failure to do his job. Addressing these deputy clicks in fact my predecessor did absolutely nothing to aggressively root out the issues of the development these clicks and their hazing things that they've been engaged in misconduct. So we i in office. I took out east. La station captain replaced entire chain of command east la station. Ultimately thirty six people were moved out of the station. We terminated for employees. We suspended of a twenty two employees. We did everything possible on top of that. We created a policy first of his kind on the department. Dip prohibits deputies form these clicks in harming either fellow employees or members of the community in now. We're enforcing that. That was a february twenty twenty. So we're doing everything possible legally to do it. The problem is the political establishment. Specifically the board of supervisors cannot accept the fact. That we are holding deputies accountable. It doesn't so well for them. Well clarify this for me. Then you earn chavez was was put in place to to help make those moves right. Transfer those deputies and he said an interview that thirty-six transfers were voluntary some due to promotions and. he wasn't even sure how many had been aligned with the bandidos click and then the attorney for deputies who alleged they were beaten by bandido affiliated deputies. Say that only six gang members were transferred and the deputies who were accused in that beating incident. We're actually put on paid administrative leave. Is that a hard enough stance. Actually there The the comments of commander job is are not consistent with his actions or statements to our administration because a thirty six number came from him and he was given a specific instructions. What to do when he got east. La carried them out and later on if he wants to revise it that we can control the fact of the matter. Is the four defendants on that lawsuit. Were the ones that were terminated in. That is something that doesn't really fit the false narrative that they're trying to sell so we have to keep that in my relationship with the la county. Board of supervisors has been contentious from the outset. Why real simple. The endorsed my opponent. And they've been leveraging every single county permanent every single action to discredit in de-legitimize the sheriff's department in my my job as sheriff of la county. And it's not gonna work. They sued you after you reinstated. Deputy karen coleman doyen who was fired as most of us know in two thousand sixteen after allegations of domestic abuse and stocking county appeals board did uphold that dismissal you further even said the woman who made the claims and provided. The video was incredible. Do you regret that choice. Was that the hill to die on. Actually when it comes to the fourteenth amendment and due process yes you have to follow the law. You have to follow where the evidence takes you and if the process were manipulated per abused or someone who has what they call them exonerate or exculpatory evidence in that is hidden from the civil service commission that is a very serious activist comic actually rises to the level of criminal conduct and they were okay with that because the end justifying the means in the eyes of the board of supervisors that is not acceptable. You have to be a good employer if you terminate people has to be based on 'cause you have to have the evidence to support it if you manipulate the process for.

"Aren't going to get affected the bass the unvaccinated. They're the ones who are taking the risk you don't you don't need a governor to regulate people's personal health choices if you're already taken care of you might wanna look around at the rest of the world and all the businesses that got permanently. Shut down all the school children that got thrown out for a year and a half all the billions of dollars out the door and the unemployment office that never showed up at any of these polls boy. That story just blew right by the whole world not to mention the homelessness which is outrageous the crime which is surging not just major crime like murder but a lot of the shoplifting crime which is damaging businesses none of that was discussed and those things the the newsom crowd don't really they don't really care about. I think we have to come to grips with the fact that the people in san francisco don't care that their places a rotting disgusting sewer. They're cool with it. Apparently got the turn out he needed in the bay area and la county in the big cities the times just ran a story comparing the vaccination rates to the vote against the recall or the vote for the recall. For instance san francisco county seventy four percent of the population fully vaccinated eighty seven percent said no on the recall. Lassen county has just twenty one percent vaccination rate eighty-three percent. There fit for call. Yeah well i've been the last county over the summer that's a that's a forest land sparsely populated. It's pretty rural. Yeah pretty pretty rural and those people have about much in common in sacramento With people in sacramento as I don't know people who live out in oklahoma reasoning is. I'm not with crowds. And not around a lot of hours. So now and i i don't i don't understand why someone san francisco cares what's going on in lassen county nor do i understand voting. That way after you've seen what's happened to san francisco because i could tell you having been to both places. The towns and lassen counties they're small rural towns but you're not playing poop hopscotch. You don't have people needles sticking out of their arms on some meth high climbing walls and smashing through windows. And and that's what the people in lassen county look at. They say you're morally superior to us. Have you seen what's going on in your neighborhood. But there's more san franciscans than there are lassen county residents way more astronomically more. One of the republican consultant. Pundits also added that all the talk. A ballot fraud apparently may have turned away. Some people from voting. Yeah they gotta stop that You know from trump on down Larry got off it. Larry elder got off it last night. I there should be just a ban on that and republican politics enough with the voter fraud. All you're doing is you're turning off your own voters. It's the stupidest you know. It's like the democrats Last summer two summers ago with the fund. The police that was that was a shot. Shooting yourself in the head. Stop with the voter fraud. You end up with less votes because the other side doesn't believe there's voter fraud so i so much irrational stuff going on and we mentioned this before but the real demarcation point this was this was a fifty fifty race up until mid august so larry elder jumps in and then starts getting notoriety and he shot to the top of the polls among the replacements but the support for the recall disappeared. So what does it now. Want to recall newsom. If it meant electic. Larry elder they just many millions did not. What does that mean a year from now when we have new up for reelection..

Los Angeles Pilots Program to Try 'Colorblind' Foster Care Decisions

"Los angeles department of child and family services is launching a pilot program called blind removal. Now this is the government agency that deals with child welfare issues. Dcfs is the government agency that also makes decisions about whether or not a child should be removed from home Based on the safety of that household. Now i i wanna tell you more about this blind removal pilot program because what it has to do with is the overrepresentation of children of color within the foster care system meaning the children who are typically removed from these households happen to have parents who are black or latino and it looks as though there might be issues with some implicit bias in the decisions that are made so blind. Removal is Meant to take the race component out of it as social workers are deliberating in regard to whether or not they remove a child from a home. So i wanna tell you how the numbers look right now so you can understand why this is a problem. So for instance. Seven percent of children in los angeles county are black while twenty four percent of those removed from their homes from last april to this march were black according to the la county department of children and family services. Twenty percent of children in the county are white with twelve percent of those removed. So as you can see there's an overrepresentation of black children. Being taken out of their household moved out of their households now. Three quarters of children removed from their homes in la. Two thousand twenty. Where either black. Or latino

Los Angeles Hopes New Mask Mandate Will Reverse Virus Spike

"We come on the air this morning. Residents of the nation's most populous county are waking up to a new. But all too familiar reality and indoor mask mandate despite all the progress we've made it's a reminder that our national fight against covert is far from over as the highly contagious delta variants sweeps. The country cases are rising nearly all fifty states. The country's daily case average has now searched by more than sixty percent in the last week to more than twenty seven thousand cases. That's a whopping one hundred forty. Three percent increase over the past. Four weeks fueling the surge unvaccinated americans who make more than ninety seven percent of hospitalized covert patients the administration now targeting misinformation to overcome vaccine hesitancy. But can they actually change any minds and could we see more major cities across america. Reinstitute their mask recommendations. Dr vivek murthy is standing by with more. But we begin with kaley hearten in la county inside the providence saint joseph medical center. Good morning to you kayleigh. Good morning martha just a few weeks ago. This hospital system in southern california was treating just thirty. kobe patients. That number has jumped two hundred and thirty and almost all of them or unvaccinated. This is an all hands on deck moment. As one local officials said as the situation continues to get worse in california for the past week in los angeles county more than one thousand new cases were reported every day and that number was closer to two thousand on friday and saturday for perspective a month ago. The county was averaging two hundred new cases every day. We've been on something of a roller coaster here with the numbers in check a month ago. La county lifted virtually all restrictions with capacity limits and social distancing bars and restaurants. They have been packed with massless people but now a sharp reversal bringing back. The mask mandate for inside public places. Regardless of your vaccination status and ten counties in california are also following suit with their own guidance.

Los Angeles County Sheriff's Department Has a Gang Problem

"Castle. Welcome to the show. So you're the you're the author of a fifteen part series That's currently on a knock. La documenting basically a fifty year. History of violence As it pertains to a series of gangs that operate within the la county sheriff's department that are comprised of la sheriff's county deputies Just like it's hard to draw. The conclusion suggested by this investigative series. Is that the most vicious and dangerous gangs in los angeles are have badges and operate as a gang a metaphorical sense but like literally by california criminal. Code is a gang every sense of the word. Yeah one hundred percent. I mean you you say at the top in in your pieces like the headline you you you list. The section of the california penal code that pertains to what like how how to determine whether an organization is a criminal gang and according to the penal code. It has to have three more people that one have a common name or identifying signs. Simple has is one of its primary activities. The commission of one of a long list of california criminal offenses and three whose members have engaged in a pattern of criminal gang activity. Either alone or together. How does that fit the gangs that you started your investigating in this series. Yeah well. I opened the series with The definition of the california penal code Really intentionally because you know these. Deputy gangs really aren't any different than criminal street gangs. The only difference is that you know they are able to operate with a badge and impunity. I think it is unfortunate and irresponsible that our judicial system has not categorize these deputy gangs of such If you look in local media the sparse coverage that has been on these deputy gangs. There's a lot of hesitation to use the word gang in this case I was very intentional with using that word. Because you know these are gangs and we need to call them what they are.

Tiger Woods home after rollover car crash

"Tiger woods and that whole thing with the car crash with thankfully he's okay but us authorities have been called into question over the investigation into tiger woods. Crash in february woods was driving alone through a downhill stretch of road through in the suburbs when his suv struck a sign crossed over to oncoming lanes and flip several times before coming to rest on its side. The golfer rushed to hospital and had multiple surgeries for leg injuries. He sustained in the crash now. The la county sheriff's department said at the time that they quote did not see any evidence of impairment from woods and ruled. The crash was quote purely an accident however authorities have been accused of giving the superstar golfer favourable treatment with several parts of the investigation coming under fire in usa today for example they've interviewed several forensic crash. Experts who believe investigators should have been way more thorough before making their conclusions in particular for experts are questioning. Why the crash was framed as a pure accident and why a drug recognition expert wasn't brought in right away because there were many situations involved in the accident where it's kind of automatic. And so i mean i could go on what you reaction immediately hearing all that well a couple of things My big one is though when a story like that breaks. I'm i'm i'm going to ask you know whoever broke the story. Or whatever people's reaction to it if they're going oh yeah we want to hear more about that. What what do you gain from that. What what do you gain from from if the guys who had the scoop on this or any anybody else who who found out about it steve. Something slipped through the to a loophole. I guess it's to be the police. It's going to be harmful to tiger woods. It's going to be what whatever mistakes were made. If there were any and the end result is Well it's not right. I mean it happens all the time if this guy's imperative or not okay I get i get the sensationalism of it of this holster who the guy was a celebrity. And all that stuff. But that's what you asked me. How to Pick a Great Contractor

"Home building is a bit of like the wild west. Right now there's Explosive demand a lot of people who want to build or buy tiny houses and regulations are starting to catch up With with the tiny house building process but On all there are a lot of great builders out there but also some bad ones and so A question that. I see all time from people in my online community. Tiny house engaged elsewhere. Is you know what. What should i look for when i'm talking to a builder when i'm when i'm hiring a builder and I was curious if we could just start at the very beginning. Maybe what are your tips like before you even pick up the phone or write an email to a contractor a builder you know. Is there anything that that you know what. What should that person have like ready before. They contact even contact anyone. Let me back you up a little bit further than that and then yeah please john walk you through. You know out of the tip but if you sort of think about it. Here's the reason we started. Great bill you sort of think about the process to find a contract very different than the search to find anything but they onli- a laptop or aristocracy whatever obviously buried and so and we started great built the realize that there is no great way to do this really the way that people have been doing this than the stone ages is a. Ask a friend you know. What kind of contractor do you recommend you know. who did you use it. you like. Who built your kate right now. That same person. So that's that's been working forever but then option number two kind of sock option number two. Is you get online. And through other review sites all the yelps and all the various sites and opened the reviews are true which these days you know and look at pictures and all the contractors rate at four or five stars and that process is not great. That's what the yellow pages was like twenty thirty years ago i'm probably dating myself here right and And so there's no really good way way option for once. Great option number. Two kinda sucked but we thought like. How do you really figure out a way to find great contractor if you If you don't know someone personally or if you don't have a friend that knows somebody because the problem is that you know you're where we work in southern california in la county alone one county with twenty thousand licensed general contractor. Okay so again tons to choose from right and the other statistic. We found that is amazing and i. I bet you'd be surprised by this. Is that fifty percent of people who work with contractor who hire contractor. There was a survey done about this. Have a bad experience with it. So of those twenty thousand you pick ten thousand. You can have a good experience. You pick the other two thousand. You have terrible experience so we said there's gotta be a better way and that's why we started great bills and all john kind of continue the conversation about what it means to then a good contractor and how we seek out good contractors. You're so as as paul said we always. We agree with it. The number one best way to find a good contractor is from referral. Someone you know either in the industry or with relevant experience that has done a project like this before it. My neighbor just finished the kitchen remodel. i talked to them. It came in at a good price and they were happy with the experience. My search is over. I'd probably already found a good fit. But if i'm not fortunate enough to have the just the right neighbor next door or a coworker or a real estate agent who can refer me to a good contractor. I'm left with the many many options on all the other sites in yellow pages and otherwise so what we do to kind of reinforce good contractor or all the same things that anyone can be doing It just takes time. It takes for expensive and so it's not so much finding a good contractor but more so screening out the bad contractor

Sharon Kwon Addresses Asians Being Overlooked IN America

"My guest today is sharon kwan. She's a psychotherapist. For asian american bi coastal and immigrant individuals and families struggling with racial trauma and identity at yellow chair collective. She's also a psychiatric social worker at an la county. Department of mental health contracted nonprofit agency serving foster families and youth. And the reason why. I invited sharon to rush to the microphone and And come out on. This episode is because she recently wrote a piece for huffington post about what a lot of people don't understand or appreciate about what. It's like being an asian in america in twenty twenty one and that piece that she has written has really gone viral. I posted it. A number of my Facebook friends have shared it on their walls and a number of them have said sharon has expressed what i been feeling lay entire life but didn't know how to put into words. So that's a pretty grand introduction for ucla that at your relatively young age that you have been able to put your finger on something that a lot of us. Asian americans feel. But we don't know harder articulate. So i want to welcome you to our show. Thank you so much. I feel honored to be here. I want to begin by you sharing the story that you start off your peace with and we'll see where it goes from there so tell us this story so my friends and i. We got recalled an uber to go to a laker game. And we're a pretty diverse group. You know is very reflective of the diversity of los angeles and immediately when we got in the car. The driver asked us all where we're from and it was very casual and we were all just like you know around here. But then he singled me out. He said a weight but not you. And he pointed to my eyes and did the whole like slanty. I think yeah which again i have been. I've received that so many times throughout my life and it was just the similar feelings of discomfort and just like why this again and then he says you know not you. You're not from here. Where are you really from. Which i feel like is a question that a lot of asian americans identify with as just like by asking that question. It automatically asserts that you're not from here in the circles that i run in That's called being a perpetual foreigner. Right i mean you were born in great came here at three years old. My grandparents came in the early part of the twentieth century. Okay so i. My parents were born here like i only have one language english. My dad fought in world war. Two and yet. I still get asked that question right. And for those who aren't asian american. Who are listening. This is what sharon and i are talking about. Is this no matter how long you've been here no matter how american you are because we don't look anything close to white Then we're always going to be seen as you're not really a true america. You're not really from here. So where you from. Because of this i have spent so much of my time here. Just trying to prove to everyone and myself that i am american. It's led to some inevitable whitewashing inevitable assimilation that. You know. I'm not proud of. But i also feel like i had no choice. I wanted to fit in. I wanted to be seen as an american. But got to the point. Where i realized wow no matter what i do no matter how perfect. My english is no matter how you know that. Been to school here. My entire life like no matter all of this. No matter who my friends are people are always going to see me as

"You need to now go find a mirror look into it realize that maybe made the wrong choice. Not double down on your choice. That's what they're doing and it simply because you're defying them you have dared to defy them and that's that's what's infuriating. It really is infuriating. The the the idea that you have no evidence and you can make the exact same argument for the allegations of when we were talking about dominion. You can say i you know. Where is the evidence of voter fraud. Well where is the data or the evidence that the lockdown works to flatten the curb so to speak. I mean we are how far we're somewhere around seven weeks out students the first time that we locked down in la county and we're now a worse situation than we've ever been the absolute worst seven weeks out so then they keep moving it. They keep saying well. You know it's thanksgiving ignoring the fact. That black friday shopping was opened all over the place. Then it's was christmas and now we're a little bit so there's always something without data they just say it so it was people gathering of people travelling the anything goes as opposed to what is really happening. Which is indoors poor ventilation and congregates of strangers. By the way. Which is the record house in los angeles which is still open. Yes explained to me. Explain to me how any of that make sense and why they keep doubling tripling down on the things that are making it even worse in. Explain to me why you don't you wouldn't immediately go in and inoculate vaccinate. The elderly or people in assisted living. I you want to kill off the mortality rate pun intended. You wanna damp downloaded the mortality rate. You go to wear anyways from sixty one to sixty eight percent. Last time i looked in the city of in which is as its own health department on their dashboard. That's where a almost seven out of ten deaths are associated with assisted living centers. So wouldn't you immediately go in and vaccinate there. Isn't that where he would start. I mean obviously frontline or people who are getting exposed in emergency rooms but if you've got a million doses why not go and target the areas where people are dying well again you you kind of captured at the beginning of that soliloquy when you said explain to me explain to me why explain to me. Why the answer is i. Don't have to explain anything to you. I do what i want. We have a majority a super majority of democrats. And they're going to do what i tell him to do. And i don't need to explain to you jack shit so you just pay your taxes and do what i tell you to do. And if you defy me. I'm going to arrest you. That's not what you're looking for out of out of leadership or government but that's that's where we are the recall effort by the way for newsom as past one million signatures so we should definitely keep that going. Where should we go. Is it recall new dot com or something like that if people want to sign up for that Yeah i was driving through old town pasadena in our neck of the woods the other day and i was seeing all these restaurants that had done all. "Would face reaction and in east. La the bandidos still called the shots. It's important to note that for much of this episode we've been focusing on the east. La bandidos and their relationship to other deputies and their station to be fully transparent. This is because most of the information we have on the bandidos is about the kennedy hall fight and the two thousand nine hundred thousand civil case filed against them. But that's not just say the east. La bandidos don't target members of their community. The same way they do their coworkers. There are two reasons why we might not hear about it. I people might not report. Deputy gang encounters out of fear. Second citizens who experienced police. Brutality may not know their aggressor was abandoned ito however to ongoing cases highlight what we do know about the bandidos activities outside the station. These incidents prove that the internal issue of the bandidos is very much felt by the wider east la community on august twelfth. Two thousand eighteen twenty one year old. Anthony barcus walked home from a party and enter the courtyard at the naval tomorrow via housing complex in east la unbeknownst to him east. La sheriff's deputies had reported to the complex at the same time to investigate a robbery deputies nicholas perez and jonathan row haas claimed they approached vargas and a fight broke out. They said that the young man produced a gun and that they had to shoot him to protect themselves. A lawsuit filed by the vargas. Family alleged. that both deputies perez and rojo belong to the bandidos tarez was a prospect at the time but he became a full fledged game after shooting. Vargas the vargas suit. Also claimed that the two deputies planted gun on the young man to give them just 'cause for executing him according to vargas autopsy. He was shot thirteen times in the back. The following year on december sixteenth two thousand and nineteen perez was involved in another shooting. This time the sheriff department officials story was that approach. Twenty old jorges serano junior while he was walking down the street. The elliott st claim. That sorrento pulled a gun. That peres shot him in self defense. But according to serano father who filed his own lawsuit against the department serano was unarmed. He ran for a block. Then god on his knees with his hands up still peres shot him and serano died at the scene. These claims are disturbing as you may recall from earlier in the episode ben. Dita's were encouraged to plant evidence on suspects so it makes sense peres. Mike try to drop a firearm near serano. And it's sickening to think that shooting. Anthony vargas was treated as some sort of initiation. But the bandidos wouldn't be the first deputy gang to celebrate officer involved shootings the lynnwood. Vikings received special tattoos celebrating such incidents and the jump up boys wrote into their code. Let members would gain. Respect after a gunfight both vargas and sarah now were latino but their cases and they're extrajudicial killings may sound familiar to anyone. Following the national movement against police brutality for the past decade especially high profile extrajudicial killings of black people have been marked by calls for action reform and accountability organizations like black lives matter acted as a mouthpiece demanding justice for those killed over the past year. National outrage has reached a tipping point protests and rallies have dominated new cycles videos of these officer involved executions have incited outrage and riots and despite this past decades efforts to reform law enforcement measures like additional training and body cameras. Haven't done much to curb police brutality. Since two thousand fifteen the washington post has tracked every fatal shooting by on duty law enforcement officer in the united states. Even with new measures the rate held steady. Police officers killed just shy of one thousand people each year. A new wave of activism has called to de-fund the police. This means divesting much of the money that would normally go to police budgets and reallocating it to community based social services for instance instead of sending police to mediate a nonviolent domestic disturbance. Emergency response teams might send mental health professionals specifically trained to de escalate. Those kinds of situations. The hope is that by reducing the number of police on the street. Police brutality and wrongful arrests would also decrease others wish to abolish law enforcement. As it currently exists the goal would be to shift to a new model public safety where the underlying causes of crime like poverty. Mental illness and addiction are addressed through community based social welfare programs. This debate on which path to choose but one thing is clear the current system that protects violent and racist cops must go and there are signs that public pressure is beginning to work though it often feels like two steps forward one step back august twenty twenty sheriff via no asia announced that he would be disciplining and possibly terminating twenty six employees involved in the kennedy hall fight but in the same breath via new wave. Minimize the impact of deputy gangs stating that. He wouldn't investigate them. He likened it to an inquisition. Saying we're trying to run an organization not engage in a witch hunt according to a follow up l. a. times article from october fifth. Only three of the twenty six employees were going to be terminated and according to their attorney some of the officers receiving discipline were actually victims in the fight. They were punished for not reporting the incident to their superiors. Acclaim that is simply untrue. However the two thousand and nineteen civil suit has spurred more change within the department then any complaints filed by civilians while families that filed wrongful death suits may have received settlements. Almost none of them stirred disciplinary action. This new move likely comes down to optics. It's bad look for the lsd to be sued over police brutality by their own employees. The move to terminate some of the offending deputies. After two years of the lsd dragging. Their feet is certainly due to public pressure. The vocal black lives matter movement and anti police. Brutality protests have created a new paradigm. In how we talk about and how he tried to change law enforcement on september seventeenth twenty twenty. The la county citizens oversight committee called on sheriff alex via nueva to resign among multiple reasons. The committee cited deputy gangs feeling that via nueva had not done enough to eradicate them october. Twenty sixth the la county board of supervisors indicated. They're ready to impeach sheriff. The new wave there currently discussing a motion to study how they might remove the sheriff as an elected position. It may even take a change to the california state constitution if the impeachment goes forward the office of sheriff will become an appointed position allowing for more accountability.

The east los angeles sheriff's station has featured at least on a unique logo. A boot and riot helmet emblazoned with the words fort apache. The station borrowed the name from one thousand nine hundred forty eight john wayne western depicting soldiers stationed at a remote military fort who massacred local native americans. It's a fitting symbol. For how many east. La deputies probably saw themselves over the years of bastion of law amidst brown criminal neighborhood this us versus them. Culture has long been perpetuated by deputy gangs in east la. I it was the little devils in one thousand nine hundred seventy one then. The caveman called the shots. Today it's the bandidos. The city learned of the bandidos attacked their coworkers in two thousand eighteen. But the east. La community had long that the local police force was under gang rule. The fight simply gave them a name. Bandidos are a group of around ninety deputies concentrated within the east. La substation they were and perhaps are the ones who truly called the shots bandidos controlled dispatch scheduling and training new deputies. What's the bandidos. apart from. Prior deputy gangs was their ethnicity while the cavemen and the little devils were largely white. The bandidos are by all accounts almost entirely latino men but like the gangs before them. The bandidos almost exclusively targeted and harassed other male latinos including deputies in their own department. Though it's not clear when exactly. The bandidos came to power at the station. The current issues began in two thousand seventeen. That's when rafael rene munoz. Bigly sto reportedly took control of the gang. By all accounts big lease to- shouldn't have been at the east. La station at all the department previously fired him for domestic violence but later rehired him as a training officer according to the two thousand nineteen civil lawsuit. The bandidos became bolder and more aggressive. Under vaguely. stow as a training officer bigly sto handpicked prospects to groom for membership and terrorized deputies. "When asked about it. Vegas attorney denied that his client had any tattoos. Let alone deputy gang inc. But the connection prompted guidos family to wonder whether his killing was part of an initiation in september. Two thousand and twenty. They filed a wrongful death lawsuit against la county. Guardado and dante. Taylor's deaths aren't the only fatalities linked to the l. Ast compton station they just happened to be the ones that made headlines according to the l. a. times homicide report deputies have killed twenty nine people in compton since two thousand we don't know how many of those killings were unintentional or if any of them were part of alleged executioner initiations as gonzalez's complaint illustrated the execution is used the violent tactics to terrorize not only content citizens but also their own colleagues according to the la times. Like many of deputy clicks. It's possible that the executioners have modeled themselves off to prison gangs just like in many prisons at the contents station. The shots are called by the ruling gangs powerful boss and starting in two thousand sixteen the executioners alleged shock collar jamie juarez served as the station's scheduling. He was responsible for arranging his colleagues shifts days off and overtime. Allegedly warez always designed the calendar to benefit the executioners according to gonzalez's claim the acting captain removed warez from his scheduling row prior to two thousand nineteen. When laura's wanted another execution in the position his commander refused in response. Juarez allegedly led a work stoppage. This meant that execution has members responded slowly to or outright ignored police. Kohl's according to the la times gonzalez recalled that very minimal arrests occurred during the slowdown. And this wasn't the only tool in the executioners arsenal on other occasions gonzales also asserted that the gang said arrest quotas which are illegal to set up these schemes. The executioners allegedly used the encrypted messaging platform. What's up this made. Their correspondence virtually undetectable. All of this led to what some have called the execution as total control of the compton station. Gonzalez's attorney told the la times that the gang dominates every aspect of life their execution is members and their prospects tend to receive preferential treatment. Even when it comes to routine assignments. Gonzales witnessed this firsthand to once the executioners heard that he wasn't interested in joining the gang his supervisors assigned him to fourteen months of traffic duty and he did it desperately to avoid the wrath of the gang after he made his complaint in february. Two thousand twenty. Gonzales feared they would retaliate with violence instead. The execution is sabotaged his career. Coming up the la county sheriff's department refuses to take action. "Targeting another competent deputy named thomas bonilla's according to abc seven bonello sindhu five years of bullying and intimidation from the click and it culminated in a near fatal incident. Where contraire us allegedly assaulted him in the compton station. Parking lot control reportedly bashed his elbow into bonello says head several times leaving him bloody. He warned bonello if he told anyone about the attack. He'd become no good to the executioners that meant all members of the gang could retaliate against him off to the incident. Bonilla's told his fellow. Deputy ouster bet so art. Gonzales concern for his colleagues safety. Gonzales filed a report to the internal affairs bureau on a confidential tip line. He thought he'd remain anonymous. But according to the l. a. times somehow the executioners found out the complaint came from him a few days later. gonzalez's received a mysterious text message. It was a photo of the words. Art is a rat scrawled on the station's parking lot. Keypad other deputies refused to partner with gonzales. Afraid of guessing pulled into the conflict fearing even more retaliation. Gonzales needed to protect himself in july. Two thousand and twenty. He filed a legal claim against l. county. Gonzalez's complaint revealed the gangs name the executioners. He said the gang numbered around twenty out of the stations. Roughly one hundred deputies. Gonzalez's also confirmed that the skull tattoo was the executioners branding. he even testified that the ink had nazi imagery. One of the most stunning allegations was about the groups. Oppose it initiation process before joining deputies. Have to impress execution as members a process cold chasing inc. According to gonzales. Only two offices are allowed to join each year and they have to fit the group's criteria which excludes women and black people however it's unclear. What chasing inc actually entails. Gonzalez's asserted that deputies have gained acceptance after being involved in high profile shootings. Much like that of dante taylor. After these incidents the deputies who pulled the trigger allegedly used a tactic employed by the executioners to evade charges the ghost gun they would claim the victim brandished a weapon justifying the use of force according to gonzalez's testimony in reality. They've never seen the gun and then at the end a gun is never recovered. After the initiates violent act the gang supposedly heads to an unknown bar for a nine nine eight brief party named after the code for a deputy involved shooting in his claim. Gonzales said some people. Say it's to celebrate. The deputy is alive others say it's to celebrate that they're going to be inking somebody. The inking of course involves the skull tattoo that allegedly brands each execution a member. The same one. Deputy samuel l. dhamma admitted to having on his carve if these allegations are true. Who knows how many officer involved shootings in compton are actually gang. Initiations gonzales claimed that at least one other high profile incident was an executioner's induction the shooting of andres guardado on june eighteenth. Two thousand twenty eighteen year old on dress cuando was working as a security guard in gardena the content. He was standing outside talking with another person in a car blocking driveway at five fifty two. Pm deputies miguel vega and chris hernandez approached and according to the offices redondo flashed a gun and ran. The deputies opened fire. And shot corrado. In the back five times he died at the scene. The killing occurred just weeks after minneapolis. Police killed george floyd while black lives matter. Protests was surging around the world. When news broke about yet another fatal shooting by law enforcement it sparked outrage many including deputy. Gonzales thought the content executioners were to blame but some of the details of that case don't align with the gangs ammo in the subsequent investigation. There was one stark contrast to dante. Taylor's case the l. s. d. found a gun at a media briefing on august twelfth the l. s. d. homicide bureau. Commander chris marx said the recovered gun didn't have a serial number but it had ammo. He claimed there were no fingerprints. But there were traces of guardia. Does dna the guns existence made. It seem less likely that the executioners were involved after all the ghost gun was allegedly one of their main tactics with an actual weapon in evidence. it sounded. Like the deputies shot guadagno in self-defense. Thinking he was in a street gang and commander mark seemed to be hinting at that theory throughout the press. Conference mere minutes. After speaking about guardado steph marks pivoted to talk about gang related shootings that had occurred on the same block. Several reporters asked if he was implying that the incidents were related but marks denied this. Here's an excerpt of what he said again. I don't have any information. That links. Mr godot to any of these previous incidents. This is background information. And it's also to share with you that we have parallel investigations and as we understand. There's a lot of public desire and media desire for information on this case. But we're just not have not been in a position to share information on this case because of this parallel investigation and all the search warrants being served at the thirteen locations. Now today we're in a position we can give you an update and provide you that information the next day sheriff. Alex vian waiver spoke at another press conference. He denied that. A gang operated in the compton station or anywhere else. Here's is a portion of his remarks. Heidi department critics the overwhelming majority of deputies who socialize with each other i know different than other. Social groups in military organizations sports teams college fraternities police departments and even fire departments. Tattoos are very common and their presence is not evidence of any sinister purpose absence evidence of associated misconduct anecdotal claims of criminal conduct from trial and defense attorneys must be viewed in their proper context. They're advocating on behalf of their client and they have to exaggerate the impact of their claims against the simple fact that department makes over two and a half million context here across the county with scant evidence to support claims of groups of deputies allegedly behaving as gangs. The few cases that have arisen over the last dig has centered on deputies engaged in misconduct with their peers as victim. Not the community. This was true with a custody. Deputies fight at the quite cannon in two thousand ten the kennedy hall fight in two thousand eighteen and now the fight between deputies at compton station in twenty twenty. There is zero evidence of three more deputies engaged in criminal activity with a unifying symbol. Whose primary purpose is to commit crime against zero.

"Back to the story after years of operating in secret the lennox grim reapers were exposed in nineteen ninety nine that year articles from the los angeles times and the new york times spotlighted the reapers as a group of rogue deputies with tattoos then in two thousand sixteen a disciplinary case within the department further illuminated the secretive organisation. There were allegations that the reapers intimidated other deputies with threats of violence and dangerous work assignments and held unusual influence within the department. Despite those significant revelations perhaps the most headline grabbing part of the case was the price tag of the legal fees that case of former deputy karen men doane was costing the county upwards of fifteen hundred dollars per hour and it was the result of an unusual legal dilemma. The government was in essence suing itself. La county led by the board of supervisors and auditor controller filed a lawsuit against the la county sheriff's department and sheriff vienna ueva both the county and sheriff hired specialized private attorneys by one account. There were at least a dozen lawyers working on the case. Of course specialized legal counsel doesn't come cheap. According to a report by a local news station the board of supervisors legal team cost four hundred ninety five dollars per hour but that's a relative bargain compared with the lead attorney for sheriff via nueva who is reportedly being paid eleven hundred and twenty dollars per hour. Those fees add up quickly. According to vienna ueva the cases cost the county close to three million dollars so far. And there's no end in sight even more shocking. Perhaps is that via nevada and the board of supervisors aren't footing the bill. La tax payers are and attorney fees are only the tip of the when it comes to the gangs financial impact on la county and its residents. There are also millions of dollars of legal settlements stemming from the gangs like the grim reapers one of the earliest financial blow from les. Atlantic station formed a secret organization called the grim reapers this day. The date of their founding is unknown a testament to the group's code of silence but it was during the heyday of the crack epidemic. That deputies were suddenly sporting grim. Reaper tattoos on their ankles. The few details we do know have been pieced together from eyewitness accounts as well as inferences drawn from other sheriff's department gangs some outside the group including former sheriff lee baca speculate that the reapers began simply as an informal gathering drinking and partying. Sheriff's deputies much like enforcement officers have a reputation for being heavy drinkers when the batch comes off many them blow off steam with copious amounts of alcohol. That relationship with booze has been the subject of significant psychological research. A study published in the american journal on addictions found that one in four police officers have unhealthy drinking habits experts point. The fact that police work is stressful. And at times deadly it also requires a high level of trust and camaraderie. Many police officers view nondrinkers as suspicious and unsociable. People so drinking has not only become a way for law enforcement officers to bond but to prove their solidarity and reinforce group dynamics the lennox grim reapers were no different one anonymous source within the reapers described it as no more than some of the fraternities at schools former la county. Sheriff lee baca claimed that many of them regretted joining when they sobered up. Especially whether wide sought the tattoo he also added. That deputies destroyed their lives with this nonsense of drinking and tattoos but sheriff box criticism likely galvanize the reapers even more. He was like a nagging father telling his kids not to party or get tattoos. It only made the gangs more appealing. They became forbidden fruit over time. The reapers likely evolved into more than just drinking and tattoos. There is some evidence that wants. Deputy gangs like the reapers were large enough. They were able to influence department. Assignments work schedules and even calls for backup. But even as the reapers grew within station for the first decade of their existence little was known about them on the outside they successfully remained off the public radar then in nineteen ninety nine. Something happened thrust into the spotlight. In march of nineteen ninety nine the los angeles times published a groundbreaking article about secret societies. In the la county sheriff's department was one of the first public glimpses into the world of deputy kings. The article exposed numerous groups like the east. La little devils and lynnwood. Vikings but the peace zeroed in on one gang in particular the lennox grim reapers. The la times had access to a confidential source inside the reapers who gave them the first behind the scenes. Look into the secret world. The deputy was not identified but he confirmed he was tattooed member of the reapers. While the deputy was open about the existence of the gang he was careful not to implicate them in illegal activity or discrimination. He explained that his tattoo only showed that he was respected by his peers he added. What am i going to get a tattoo of. Winnie the pooh. His glib response wasn't echoed by sheriff lee baca at the time baca responded having a grim reaper. Tattoo does not bring confidence in you as a deputy even thought sheriff baca disapproved of the reapers many believed he didn't go far enough in addressing the problem. Some speculated that baucus under sheriff. Paul tanaka who we profiled in last week's episode undermined meaningful reforms against deputy gangs. Tanaka was an inc member of the lynnwood. Vikings and had already been involved in an alleged department. Cover up of an officer involved shooting so it seemed to be into nakas best interests to ignore any criticism and let the l. a. times article fade into the background. But tanaka wasn't powerful enough to stop another newspaper. Expose in june nineteen ninety nine. The new york times published an investigation about law enforcement this time about racial profiling during the course of his research. The times reporter received unprecedented access to lennox station there. He encountered numerous grim reapers. The journalists noted that many of the deputies mostly white young men with military backgrounds had report tattoos on their ankles. It was more confirmation of the proliferation of the gang. But this time the gang wasn't the focus of the story. The reporter was hoping to learn about racial bias in law enforcement for that he was allowed to do a ride along with a young lennox. Deputy named geoffrey coats. Coates was a white deputy policing area. That was over ninety percent. Latino ex ante confirmed the journalists were suspicions about racial bias. Except deputy coats didn't call it racial profiling. He referred to it as pretext stops during a pretext stop. Deputy coats reportedly ignored white drivers and targeted black and latino drivers hoping to find drugs firearms or evidence of criminal behavior textbook. Racial profiling toward the end of the reporters ride with coats. He asks the deputy pointblank if he was a grim reaper. Coats replied that he had been forthright untruthful during their day together and he wasn't going to lie to him now. So coats declined to answer the question. It was a tactical answer to a direct question. Coats didn't confirm that he was a reaper. But he didn't deny it either coaches career and status in the department didn't seem to be impacted by the article in june two thousand and he was awarded the sheriff's department smith torius conduct medal for protecting a bystander and other deputies during a gunfight in the lenox area he later became a sheriff's department swat officer after the initial publicity around coats his ride along and the new york times much of the attention on the grim reapers dissipated. The public seemed less concerned about gangs.

The gang didn't dissipate overnight. The vikings are also gone. The lynwood sheriff's station closed in nineteen ninety-four but every time one gang is disbanded. Another seems to take its place the current sheriff of la county. Alex vienna waiver cut his teeth at the east. La station in two thousand sixteen. He recommissioned the ford to patchy logo. That had i been installed by the little devils. The community has complained that the seal is racist and demeaning but this is evidently done little to change. Vienna waves mind. The logo still stands. And as we'll discover the little devils and the vikings set a precedent for future deputy gangs each increasingly violent.
