"Plant citrus if you want to put citrus in the ground which user are wasted to sell several varieties of citrus can handle our weather with proper planning and placement it's possible to grow citrus in the ground in central Texas at least some varieties citrus would be one of the exceptions to the rule citrus you would plant in the early spring when that last chance of frost is gone the idea of being you want their tree to establish its best route system during the summer so that it will be strong enough to handle a possible freeze in the winter kind of backwards to what we were thinking we want citrus to be strong and established before it gets cold so that it can survive cold weather you may still have to cover you may still have to protect it but it is the exception to the other trees the other trees get him in the ground early in the fall L. results in the information age and he joins me on the line right now governor o'malley thank you for coming on the mall Kelly show how are you this evening I'm great thanks very very much for having me on that thanks for your focus on this issue the issue well I have to wonder you've been a public servant for just about all of your adult life serving on the Baltimore city council mayor of Baltimore and of course governor of Maryland as I indicated from an over arching since what would you say are the strengths of government at its best and what are some of its limitations yeah I wrote this book smarter government because quite honestly I I can't thank you do as well the democracies in crisis and the crisis is democracy itself whether we are so self governing people can still deliver the goods whether those goods are combating climate change you're making our streets safer places are giving our kids a better education what I've seen happening though is the dawn of the new way of governing using data using new technology especially location technology to get inside the turning radius of seemingly huge problems and actually cheaper so that many would have thought was impossible before so what I see happening is a whole new generation of leaders coming up and it can curry Jiang but because it happened at the local level against the dark national backdrop get a lot of the tension but I have a lot of folks and a lot of compliments surely that this new way of governing with openness transparency collaboration based on shared understanding is actually there the future of our country and the salvation of this world especially on climate change I really want to drill down on this issue you mentioned leaders leadership and government and they're not all one and the same I would say government sometimes must lead the people and other times must respond to the desires in other words on the issue of climate change is there a consensus among the populace as to the urgency of climate change or is this something that the federal government and even states must lead on regardless of whether there is consensus presently I think the answer's boat Gallup polling does the same questions every year so you can track over time the trend and the trend on climate change and this only happened after Donald Trump selection the very first time every age cohort of Americans now believe that climate changes caused by human activity that's a big ship from ten years ago and even those Americans that are over sixty five we believe that that is the cakes if you look at Americans twenty five and under it is an overwhelming majority who believe that we are the ones who called why is that important because once week knowledge that we're the ones that cause it then we can accept the we're the ones who can fix it what we have yet to accomplish is to pull together the more like giving consent search for how we move our country to a hundred percent renewable energy but look at the progress that's been made on that score you know four years ago when I ran for president I was the only one of the three of us that was advocating a move to a hundred percent renewable energy grid United States of America by twenty thirty ended with a certain car twenty should be but now this year everyone of the candidates and some of them are trying up but by moving ahead the twenty forty twenty thirty so one thing in modern times anyway one thing sure in the Democratic Party platform they tend not to come out until they become reality this move to a hundred percent renewable energy is coming if we can get there first as a nation and we can get there sooner or more planetary damage is done that would be a cause worthy of the truly great people it's easy for us I suppose when you hear Donald Trump still denying climate Garching us on the international stage is it's easy to despair but either courage instead to look at what cities and states are doing a wide declared a hundred percent renewable energy goal by twenty thirty five and they intend to get there California also pointing the way forward every state has been offering their renewable portfolio standards and while the politics at the national level listen in our paper my god the technology and the cost curbs on solar and wind and battery technology is moving in the right direction in a
