"The closer you get your travel dave the higher the fares are because the fact is there just aren't a lot of flights out there right now. Airlines have reduced their capacity by about fifty percents. Michael madigan still wants that job. But at least nineteen of his fellow. Democrats say they won't support him for another term. Amanda finicky spoke with some of the first legislators to take that position and she joins us now. Amanda would you find out. House speaker is a powerful job. And really it's been crafted into one largely by madigan. Who's held the post for all but a blips since the early eighties but it is is not the only reason why madigan is frequently referred to as one of if not the most powerful politician in illinois us also chair of the democratic party of illinois and democrats ruled the roost in this state which is why freshman state representative tara. Kosta howard running for a second term. This november says she had a lot of soul-searching to do this summer after madigan was identified in federal court papers in which comment admitted to a long running scheme to bribe him. She said she'd already been frustrated. That madigan hadn't been doing enough as illinois was fighting pandemic. I am an attorney. I am a former public defender. So you are innocent until proven guilty and for me. This wasn't about whether you know he's guilty of a crime or not. This says this doesn't feel right. This is wrong. Casa howard in july became the first democrat to essentially abandoned madigan announcing that. If she were re elected she would not support him for another term as speaker. Let me tell you. The impact was much greater than than people realize particularly because this occurred in the middle of my campaign as speaker and democratic party chairman. It doesn't matter who raises bid bucks and then uses it to send money as well as support staff polling in campaign brochures to democrats to help them get elected but kosta howard told me in an interview that she was essentially punished for her stance. It has huge ramifications for me. When i decided that i needed to say and to speak out that i would not support him. Ramifications like what while the largest ramification was fundraising. I mean i was essentially While i was basically cut off from from the typical large donors she says some changes were subtle for example. The party did send a worker to help her with the race. But this worker was inexperienced and she says not a good fit. Unlike the season campaign worker who the democratic party had sent to help her in eighteen and the party did offer to help with polling but kosta howard says that came too late in the process and also she says the party refused to let her ask on that poll. A question about madigan. It's a very fine line right because nothing you don't want any want anything to look retaliatory return. Excuse me so. I think that there was a fine line. That was walked. Kosta howard said. She didn't end up doing her own poll and she did ask about madigan again. It showed the speaker less popular with voters in her district. Them president donald trump. So all her decisions may have been controversial in political circles. That stance on madigan may have helped with voters. Well howard says she didn't accept money for madigan she did however receive and take money from campaign committees that he controls according to the democratic party of illinois money totalling about a half million dollars a dpi spokesperson says kosta. Howard faced no repercussions rather. She says it was pulling that showed. It was clear that kosta howard's race against former republican representative. Peter brin wasn't all that tight cost howard was pulling away so money was shifted to raises. That were tighter. This spokesperson saying that. Supporting strong female candidates remains a dpi priority. But retribution can come in other forms. It is a big deal. And i don't think people really understand outside of those of us who are living at every day really understand what it's like to come out and say i will not be supporting him. As a legislator we have a responsibility to pass legislation that that hopefully benefits are districts and your legislation could be held up and it could be something that you've worked on and it's important. It could mean what committee assignments it could mean on projects that come out to your district. While custom howard was the first to have previously backed madigan. Men defected democratic representative installed. A murray of naperville refused to vote for madigan as speaker two years ago. She says she did get legislation passed. Despite that i mean. I think it's a couple of things number one. I don't think this should be discounted in the metoo move. Man is his chief of staff. Tim makes was taken out of our. And from what i understand. He would have been the ringleader in quote unquote making my life. A living how she also says she may not have been punished given the reason that she opposed him as expand opposition to sexual harassment incidents in springfield. I don't think the other women and the caucus would have looked very fondly upon him very openly having retribution against someone who was who was standing up against that still summary says the for two years. She requested meetings with madigan and he never responded. Now come the twenty twenty one legislature women. Democrats will number mill democrats in the house and stop. Maria says that that's something that should be considered as democrats in the caucus battle out. Who will be the next house speaker. A seven murray says she does expect more democrats to join in the nineteen who have already said that. They will not support for another role as speaker even if they're not going to come out and say so in public. She says she doesn't necessarily feel vindicated. She says she feels grateful. We have to point out madigan nonsmoking publicly since the comrade deferred prosecution agreement was announced but he has issued statements continually denying any role in the com add scandal and denying wrongdoing. He has presented himself as democrats best choice as illinois faces. Some big budget woes. Paris lot of shaking out that needs to happen between now and late january. All right amanda. Nowhere, but you know how how many hearings you have to have to for some sort of vote or a say that this is GonNa come to some sort of end because if If there are no subpoenas issued and you're just depending on people coming in front of the committee voluntarily it's going to be pretty short list of people who are GONNA come voluntarily. As we've already seen you know the speaker issued a pretty lengthy response to his invitation last Friday. Late afternoon evening declining to go and saying you know. Reiterating that he had done nothing wrong. In fact, it was definitely the longest explanation that we've seen of since the deferred prosecution agreement against come Ed drops in July and in it he said there is nothing wrong for. With recommending people to There's nothing wrong with you know my conduct and you know giving him possible deniability etcetera. Etcetera. So yeah it's. It's GonNa. Be a very short list again, like I said of people who were going to be willing to come before the committee if they are not subpoena then if Democrats continued to block the subpoenas than what do do you just call meetings sit there internal your thumbs there's not much to do Charlie. Let me ask you when it comes to Speaker Madigan again we we recorded our show last week a few. Hours later the speaker decided to issue that statement that he would not participate in those committee meetings but your thoughts is he helped or hurt by doing this I mean from a public standpoint I think there are a lot of people who might agree with Governor Pritzker that we'd like to hear an explanation from the speaker a little more than what we've heard so far is he helped hurt by by making this move. I would say that Speak with Madigan's. Approval level is so low that probably anything he does is not gonNA make it worse. So him choosing not to appear before the committee. Is Not going to. Harm Him. The question is what impact will it have on? House Democratic candidates, and other. Candidates in some of the swing districts in the state. And on the one hand you have Speaker Megan who was Universally disliked. On the Democratic side and the other hand you have president trump who was almost disliked in large parts of Illinois on the Republican side. And it it's interesting question about subpoenas because if you actually read the House rules rule, ninety two E.. says the chairperson of this Special Investigating Committee may establish procedural rules. Peron's subject to the approval of the speaker. And then it says the committee May in the discretion of the chair person administer oaths and compelled by subpoenas any person to appear and give testimony. and so reading the rule, it strikes me that it's up to Chris Welsh whether or not mad you're gonNA subpoenaed and the Republicans can protest but the rule says it's up to welches discretion and he's the chair of the of the investigating committee. Incidentally. That's a rule that to be suspended requires unanimous consent of the House. Well everything that's going on right now and pandemic, and of course, people are watching the election, the presidential election and such Rachel especially in the Chicago area in the suburbs where there might be some tighter races are people really paying attention to this situation because it because again, I think they were maybe when the deferred prosecution agreement was announced, but that's several weeks ago and we really have not seen any movement from the federal prosecutor are people still still watching this situation? I think so. I think. Whenever Speaker Madigan is involved in something especially something this big I think people still. Find an interesting care about it. Do I. Think watching the Tiktok as closely as we are. Watching meetings in reading up on every story that comes out after. A five hour long meeting. I don't think. So I think people may be check in you know and CEO is anything going on in the Kind of goes away for them I. Think People are really waiting to see if anything comes of this and I mean rightfully so because So far, there's been a lot of infighting lot of bickering back and forth a lot of disagreements on. Letters letters mean on what direction they can go in and I think people might be tired of you know the committee itself in the proceedings but they care about what direction they'll go in and and if anything will come up the committee itself and their proceedings, we'll get into Stephanie Kevin wits announcement here in just a moment but Hannah before we do i. Think what Charlie, when everybody was talking about there regarding the the election that's that's ahead in the past we have seen some Democrats at times try to separate themselves, distance themselves a bit from say the speaker are we seeing that this? I'm not hearing a lot of that except for just a few people who have been critics of his anyway on on in his caucus. Yeah I mean. Folks always do walk a tight. Tight line especially if they are Democrats in very tough. Tough. Reelection battles and you know we had this blue wave. In the suburbs two years ago where a lot of house Democrats kinda swept in you know turning traditionally ride suburban Republican districts democratic at least for the time day and you've seen folks like Tara Kosta Howard. of I believe she's from lumbered. Is Not right and. She she's one of the speakers toughest critics one of the first folks. Called for him do. Step down but? She also still getting I think our our friend Rich Miller capital facts reported that she still getting money from the Democrat Party Illinois, and so she's not not like she's her she's been abandoned in her race in the Stephanie. KIFWA. When she announced her her run for speaker yesterday, she said there are twenty million dollars in speakers campaign accounts. That's quote twenty four, million reasons. I shouldn't be standing here today and the speaker is a prolific fundraiser he always has been You know it's it's very difficult but especially after his wits announcement yesterday, you didn't see many people are saying, yeah let yes I'm with Stephanie I'm going to vote for her and it adds a really interesting dynamic because as seen Republicans on this in the last twenty, four hours They're always pushing the question. Will you you know XYZ Democratic candidate or sitting House member vote for Speaker? Speaker Madigan. To be reelected as speaker That's always the classic question and the Democrats always had had a PAT answer. Well, who else is there or? Avoid, the question but now because Kibera is there could break the seal on.

And so last night, we did a live show in dupage county. I hope you heard it right here on W CPT. We were celebrating. We did live show with a live audience in a in the bricklayers union hall in elmhurst, Illinois. And it was a great time. And it was really nice to see so many great Democrats coming out celebrating instead of hanging their heads in Republican defeat to Republicans has had been the case for so long in dupage county. So if you missed yesterday's show, of course, is part of the podcast. But allow me to just tell you right now what it was all about no short attention span. Hashtag no short attention span and turn off the clock because Bob piker who I keep telling him. He's my hero. And he doesn't believe me. Bob piker, the chair of the dupage county Democratic Party spent ten years in a lot of friends and growing over the years. But it was Bob piker, the chair of the dupage county Democratic Party who said there's no Democrats in this in this county. And we're here we're going to get elected. It took ten years. It took ten years of hard work, lots of losing elections winning a bit winning organizing. That's this is how it's done if we want to win we want to take power of we want to make this country. What we know this country can be we have got to turn off the clock. We've got to have no short attention span. We've got to spend eight years six years ten years working and going through disappointments and slogging our way to victory. So that was yesterday show. And yes, Michael Isikoff makes some very good points. There Maria boot Tina got the same kind of of treatment as in like Michael Flynn, where basically they could have charged her with a whole boatload of stuff. Right. They could have just thrown the stern throwing the bow the whole boat. They could've like every book in the library that could have thrown at her, but they chose not to and she agreed to cooperate. So it looks like from the outside that Maria boot Tina is cooperating. Exchange for not having the book thrown at her and not spending like the bulk of the rest of her life in federal prison. I'm curious as to whether she's defecting or not I can't find out. Maybe you can help me out here. "W L S AMA ninety. WLS AM eight ninety Conan for Stephanie trussell Stephanie's actually headed towards the border in Texas. She's going to join us at five fifteen to tell us what it looks like down there as the presence. And his supporters regarding the caravan, and obviously President Obama is saying that that's just a stunt. But we'll talk about that a little bit later on when Tom Bevan joins us real clear politics at five. Oh, five meantime, as we get closer to election day. We are seeing a higher turnout early voting mrS, partly the reason for that. But in addition, you know, we don't typically see during a midterm so many people coming out at the polls. But the issues really matter. And so we are seeing folks about eight hundred forty thousand have already hit the ballot. So far, those are the numbers that I have I'm which is more like a presidential year. My next guest is state Representative of the forty eighth district Republican Peter Breen who's facing democrat challenger Tara, Kosta Howard. I welcome to the show. Thanks for being on. Hey, glad to be here. Thank you for Adamy. Now, I will admit that I listened to an interview you did on a rival station to hear a little piece. Of gossip that you're a new dad is that true. I just want to say, congratulations. Because that's where we are sort of a radio friends in this business, and I wanted to extend that to you. Thank you. You can imagine you're in the midst of a tier one multi-million dollar campaign to add you got a call. Hey, you've got a baby and just got to drop everything and go out of state. You know, we're operating on no sleep. Yeah. Yeah. It's just a wonderful blessing baby boy or baby girl little baby. Boy. So we've got a two year old, you know, we adopted two years ago. And yeah, a little baby boy into the number one thing people didn't tell me was that the two the reaction of the two year old because he didn't have any time to you know, pretty much had a day's notice. He was getting a little brother. So that's kinda like what is this child during my all, my parents, picking me up anytime, I want want them to a lot of fun ecstatic. Congratulations to you and your family. That's terrific news. So getting to this race, which obviously I gotta say from your opponent has gotten a little nasty directed toward you and some other candidates out there really putting out some vile allegations. And I don't I don't even go through them. I just want to say that what I appreciate from you and other Republicans that have been running is focusing more on the issues rather than just sort of meaningless attacks. And I think that's really important. And so. These final days. What what is your message to the voters? So we focused Madigan spent it's north of two million dollars against me. Now over a hundred dollars a vote. We don't have anywhere near that money. So we've stayed very targeted on the same message all the way through which is Madigan is a problem, and it's not just his whole corrupt machine. And he's bought and paid for my opponent and many others. And then we talk about the taxes specifically property taxes. Secondarily, the income tax issues, those are hitting folks in the suburbs. So every day out walking I talked to people either they themselves have built a house somewhere else. They're moving families move friends are moving, and so we've got to stop this flow of people out of state taxes are one of the top reasons why so part of this is we have a little bit of the Trump tax and targeting some of the blue states we've seen a cab of ten thousand. But, you know, obviously, this is also we've had a history of just using taxing our way out of that our problems, and there's a big issue if JV. Pritzker becomes the governor of that being an even bigger challenge. Which is why folks like yourself or fighting even harder for fiscal responsibility. Well, and and you know, Pritzker h he is talking about spending so much more money than we're winning. We're currently spending. I mean. General assembly hike taxes in two thousand seventeen and then proceeded to not really spend they spent all of the new money and one twenty two billion dollars more. So couldn't even stay within all that new money, we sent up general assembly. And so, you know, looking at Pritzker saying, I'm gonna spend another six seven eight billion more, and I'm going to raise your taxes and somehow going to raise the taxes even more of the rich with all of this is just insane. Anyone who would send another dime to the the people in Springfield, which my colleagues, do I serve with you've gotta have your head examined. So that's that's for folks in my district. Lombard Glenallen eastern Wheaton and surrounding communities is they're going to get hit by this new tax. If allowed to go through. So that's that's part of what we're trying to stop through this election beyond. I'm speaking to state Representative of the forty eighth district Republican Peter Breen, and you know, this is part of you know, what I don't understand with folks. And voters is I take away the politics of it. And I say just do the math. I mean, it's simple math. Right. If you you have to balance the budget in your own home, and you you you can't spend more than you're bringing in. And why can't we get this? And we've had decades of this problem under various governors in Springfield. And it just it seems as if it's a never ending battle. And there are only a smaller number of folks that are trying to win it out there. Peter. It's tough. I it will it will say this. I like to think that I'm I'm representing my district in in the best way possible. What I always do what I'm trying to vote figure out where I'm going. I say I take the medium person in my district. I put that person in my mind, if they knew everything, I know, so they know all the dirty deals and all the details, and all this business that that you know, when you're in on the inside, how would they vote and have been able to do that pretty successfully so far the problem has been we we've got the other issues with President Trump. He has gotten a lot of suburban folks really riled up really more for his tone than for his actual substantive policies. And so it's caused a lot of folks just say, I'm just voting for Democrats. Even you know, even if that means Madigan what had you so we are having to work two or three times as hard as usual. To really counteract that you've gotta go person to person and really make the case to them. Hey, your state Representative candidate, you know, your county board candidate, whomever. They are looking out for your interests specifically. John. And look I think I saw some day. President Trump doesn't set your property tax rate. You know, he has nothing to do with that, you know, things that happened in Washington. Really, you're not what's what's messing up Illinois? It's what we've done in the general assembly that has really truly caused our states such harm before. I let you go. Where are you going to be the next couple of days? Well, we're just going to be knocking calling just talking to folks again, you know, that's that's always been the hallmark of our campaigns. I have to tell you. This is the first time I'm an incumbent in a really big challenge race. I've always been the challenge. So we've always we run scrappy relations with always bolt behind in terms of funding. We just out worker opponents. And so we're gonna continue to do that. I love it. It's all about the issue. State Representative the forty eighth Republican district.
