Korea this comes as relations on the peninsula have deteriorated exacerbated by cross-border propaganda, floated into the country from the south. Young has cut all communication with soul, and threatened to move troops back into the boards own the South Korean. Unification Minister says he takes full responsibility for the worsening relations and has offered his resignation well. Joining me on the line from Seoul is Timothy. Martin. WHO's The Wall Street? Journal correspondent in the city. Tim, wondering about to two thousand eighteen. There was a period of intense negotiation between the two careers. So what went wrong? Well, yeah, that was the apex of this modern approach meant on the Korean Peninsula. South Korean President Moon jae-in met with conjunction three times that year everything seemed to be moving in the right direction, but many of us can recall what happened in Illinois. last February. US and North Korea did not reach a deal on nuclear talks, and basically it's been on a downward slope since then. North Korea had basically ignored South Korea offer much of the past eighteen months. Sort of placing Moon in south, Korea and the timeout corner but in recent weeks. Kill young has reemerged quite angry. Over variety of issues and now they've taken action. So why did young blow up the Liaison Office? It was empty, so it was clearly only a symbolic move, but doesn't mean at least in the eyes of the north at any hope of future collaboration is over. Metaphor call statement to make about their belief of what Korean relations are at the moment literally sending it back to Ground Zero I, think the. Target of this is twofold one the the spokesperson. If you will for this anti South Korean campaign and violence, we saw at the Liaison Office was headed by. Jones Sister Kim Young. In among the North Korean people I think it also sends a broader message to South Korea. about its displeasure with where. economic assistance sanctions relief any type of deal making with the US, the north likes to to lean on south. Korea to try and do. It's bidding and I think what we saw earlier in this week is expressing some of that frustration. So what are the latest military developments from the north? They're coming in almost by the hour we've seen North Korea cutoff official communication's the hotlines with South Korea of this. We have liaison office with Korea has moved some troops closer to the border, and into some civilian posts that had been vacated as part of this twenty eighteen run-up in diplomacy between Moonen kin us, so we're seeing some Increase, heated rhetoric. If if the Kim regime takes any type of military action, there will be a price to pay. this has been. This is quite a stark shift in the tone from South Korean side. And what about Washington chump has skin in the game, but also has his own problems now. Is that creating a window of opportunity for Pyongyang? I think right now. From widely seen that is priorities. Is Birds do not include North Korea I think if you take a much broader view, North Korea still has tested a nuclear weapon have not launched an ICBM into the skies. That's the red line for the trump administration, so to a certain extent, this status quo where Korea's not conducting type of long range weapons. Testing, There is some comfort with that from Washington's perspective, but again for both sides, trump and Kim. Third they might only have five months or so left to to deal. Make with each other so i. think what we're seeing in terms of inter-korean tensions. This could be part of a much broader play to try and move North Korea higher up the priority list in the White House.

I don't speak that language and I found through all many years when when guys would get together, if they didn't know each other. The common denominator was like, well, let's just talk about sports which is something else I could never participate in. And so, I was like, I don't know how to relate to guys, you know, and no one spoke about sports. That is that is remarkable. Isn't it? It was really. Sports in politics. Well, more recently, the president's disappointed little frustrated with Kim Young own wavering nasty problem that we have to solve a problem. The relationship is good. I would be very disappointed if that were happening. It's a very early report were the ones that put it out. But I would be very very disappointed in chairman Kim. And I don't think I will be. And do it personally as President Trump has done but didn't thousand eight George W Bush overruled is advisors. Tried to get a deal took North Korea off of the list of state sponsors of terrorism. In return Pyongyang was supposed to provide a faithful account of all of its nuclear programs and destroy cooling tower at its at its major nuclear production facility, and then that was supposed to give rise to a process that would lead to a nuclear-free Crean peninsula. But it didn't happen that way. Young. It didn't give a faithful account the cooling towers sent the Bill to Washington. And within a year they had rebuilt what they needed to move back to reprocessing fuel. Again, anybody's anybody's going to have a hard time cutting a deal with the North Koreans as long as they have China as a backstop the second. China's says you're going to cut a deal with the Americans. It gets done or am I incorrect in that analysis? I think the well certainly the North Koreans. Listen, very closely to China and Kim Jong UN was careful each time before and after he met with President Trump to go see Xi Jinping, and and sorta take his council, but I think the North Koreans have their own reasons. Apart from China to not seek a deal. If the deal means they have to give up all of their nuclear weapons, which of course, is what we Americans would like to see their these are the weapons of last resort that they think are the kind of final thing that would deter any kind of intervention and their country, and whether or not the Chinese tell them to they're going to be pretty low to give up was it a mistake for Donald Trump to cancel the military exercises with South Korea before Kim Young gave us anything in return. Yeah. It was a mistake. And in fact, it was actually originally a Chinese proposal so called freeze for freeze where the North Koreans would freeze their nuclear and missile tests as they have and in return, the United States would freeze its military exercises on the peninsula. And the Trump administration said they would never accept that that this put a moral equivalency between what we do with our allies, and what the North Koreans are doing legitimately and so forth. And then of course, they agree to just that in Singapore. Last time around the president agree to it. And so I think there's merit now. And and and taking a totally new approach to the military exercises in and and I don't think it was the right move at the right time. So if you're advising Donald Trump, and clearly clearly, you're not you actually advised. John McCain for number of years, would you advise the president? Okay. Reinstitute those exercise immediately. I would I mean it if not immediately within relatively short order, depending on what kind of continued talks happened with the North Koreans, but the exercises are necessary for our own military and for the South Korean military to stay sharp to be able to be ready for any kind of military contingency. But it also is an abrasive this freeze for freeze thing, which I think the administration was smart in the first instance to say, they would not accept, and you know, I think the collapse of the talks last week shows that the North Koreans are not in fact on a path to give up all of their nuclear weapons, and we need to acknowledge that fact sometimes a dictator contained is better than a dictator removed. I'm thinking of Saddam Hussein really the name of the game is deterrence here, isn't it? Deterrence and containment the problem of North Korea and its nuclear weapons, I think is highly unlikely to be solved in the way that we would like, but it has to be managed because it is a dangerous situation. And to that end bolstering our deterrence, whether that's missile defense, the resumption of exercises on the Korean peninsula. Plus, the pressure economic pressure information campaigns and so forth that can help to contain. The problem deter any aggression on the part of the North Koreans and keep us together with our allies were you at either this personal question. I know you were involved with John McCain for a number of years, I during the campaign, and then after that as the one of the deputy staff directors on the Senate Armed Services committee. Did you attend either of the senators funerals the one Ariza? Zona or the one here or Indus DC tended, the one in DC and the memorial service in the capital was the took place and. How do you think he would react if he was sitting at sixteen hundred Pennsylvania Avenue to the North Koreans? Well, I think first of all he would have thought that it was misguided for the president to meet with Kim Jong UN and particularly given his own brutal record at home, and is dangerous way of dealing with the United States and others without knowing that there was going to be a deal to be had, you know, he would have said put the president on the plane if there's a deal he can ratify don't put the president on a plane to try to get the deal himself. That would be the first thing. And I think what he would have suggested going forward is to continue this campaign of maximum pressure against the North Koreans publicly say, yes, we want full denuclearization of the Korean peninsula. But to try to make smaller steps and getting a rollback of their programs while keeping up the pressure and the deterrence on multiple fronts, military, economic information and so forth. Mr. Fontaine, what's a bigger crisis? Flashpoint today North Korea, which I look at it just. Containment or the dust up between India and Pakistan over Kashmir. Well, India and Pakistan by far it seems like things are settling down. But of course, there are only settling down until the next terrorist attack in India. And when you have terrorist groups that are probably at best only partially directed by the the government of Pakistan and have some autonomy. And then carry out these attacks, particularly in a democracy where the right to defend themselves is pretty preeminent in India as it would be here. Then you're going to get the kinds of military exchanges. We've seen and when you see two nuclear armed countries standing off and convince essentially going after each other with conventional weapons it should make us. All pause and directed diplomacy in that direction..

Since the first one, we'll Kelsey Davenport is director for non-proliferation policy at the Arms Control Association and joins me. Now, everyone welcome to the program. Kelsey, what's your reaction to the news of summit number two? Positive that Kim Young troll came to Washington and met with Pompeo and Trump, and hopefully this process will kick off intensive working level meetings ahead of the second summit because it's critical that the second meeting which will be held in at the end of February really the sizes substance over pageantry, you know, there's been very little progress since the June meeting and the door will not remain open for diplomacy indefinitely. So this next meeting is really critical and Trump and Kim need to outline and announced some concrete actions that address both denuclearization and peace building on the Korean peninsula. Well, you say that very little progress has been made between summit number one. And this one that's capping happening next month. The diplomatic relations the whole process had effectively stole hadn't it. It had and that's largely because the Trump administration mishandled the process after the June summit in the Trump administration has been insisting that North Korea take steps to fully denuclearize before the United States will put any concessions on the table in return, so essentially no sanctions relief and no diplomatic relationship. No end of war declaration until North Korea's nuclear weapons program is completely gone. And that's just unrealistic and not a process that North Korea's going to be willing to engage in for North Korea to take steps to significantly rolled back its nuclear weapons program, which it views as a security guarantee. The Trump administration has to put security considerations on the table alongside North Korea's actions. You mentioned security considerations. And it's not long since. The US administration dealing with its its alms policy described the North Koreans as an extraordinary an ongoing threat. Has nuclear weapons program a fenced considerably in two thousand seventeen North Korea tested, hydrogen bomb, and intercontinental ballistic missile capable of targeting the United States. So there really has been a rapid acceleration of the North Korean nuclear threat over the past several years, and that's why getting this diplomatic process right is so important. This is unique opportunity to reset the US North Korean relationship and actually get young to take steps to roll back its nuclear weapons program. But but north is only going to do that. "Legitimacy to kim young and they're ready to make some concrete commitments and not the kind of vague pronouncements that emerged from singapore before the president went to singapore he was at the seven in canada and left a lot of eyebrows popping because there were some there were some language particularly after he left that had people concerned about the state of the relationship between particularly the us and canada better other allies as well i just want to get your take on that perhaps this is some sort of presidential strategy that we simple folk probably don't know anything about or is there something else going on here no i mean i i actually think that that was the more important of the two summits and a lot of ways to more consequential the two summits because i think what we saw was a boiling over of tensions that have been building between the united states in our closest allies in the world in europe and canada and japan over the course of last year and a half over trade over the iran deal over the erotic statements and actions emerging from the trump administration you know we send some of this at the end of the obama administration i described the last meeting we had with uncle miracle where she was literally looked stricken at the election results had a tear in her eyes she said goodbye that president obama for the last time i think anticipating what was to come what i worry about is if we can't count on those countries to be with us in a national security crisis if we can work through trade disputes with those countries we're going to be isolated in dealing with china and other countries who have been more adversarial to the united states so i think the spraying if not unraveling of the transatlantic alliance the alliance the world's democracies is after the most consequential thing i see happening in our foreign policy today that the message of your new book yes i mean i think the message of the book is that we can't take for granted i mean at the end i described the different stages that obama and i went through after the election trying to figure it out and one of the things that was so clear his last words to me walked up the stairs on air force one on his final foreign trip was referring to trump were about to find out how resilient our institutions are at home and abroad i i think we can't take for granted things like the basic alliance is we've counted on for seven years around the world the institutions at home the judiciary the independence of the fbi these types of things are now under assault and you know part of the message is we have to we have to defend our democratic institutions in our liberal international order through i think a time of the trump administration where they're going to be under fairly consistent assault and thank you that's ben rhodes the deputy national security adviser under president obama you're listening to bloomberg politics policy and power on bloomberg radio coming up china vows retaliation as the trump administration targets another two hundred billion dollars and imports from china this is bloomberg i suit can still make an impression and my lamp.
