The North Koreans also used Macau as a place where intelligence operatives could be trained in essentially how to pass for not being North Korean. "We need to do is make sure we have an agreed position we know will come on the support of the feature trading arrangements, and we can go to that with the the maze. People again, saying Brexit is the will of the British people top North Korean officials set to meet with US President Donald Trump and secretary of state Mike Pompeo in Washington later this week Bloomberg sources saying this could signal a second summit between the two countries. And that it could happen soon. Kim Yong shoal will be in Washington Friday, the official line from the US State Department is there are no meetings to announce November meetings were cancelled US Pentagon has confirmed the death of five military fighters by an explosion near a patrol and Syria. Islamic state has claimed responsibility now shortly after that announcement vice. President Mike Pence addressing an audience at the State Department. We are bringing our troops hall. The caliphate has crumbled, an ISIS has been defeated. But Trump ally Senator Lindsey Graham says this is dangerous my concern by the statements made by President Trump is it should set in motion enthusiasm by the enemy were fighting. You make people were trying to help wonder about us. He says the president needs to look long hard before he withdraws from Syria. And even though is trying to improve exchanges with North Korea. South Korean officials say they've stopped businessmen from bringing North Korean painting south that have been covered under the UN. Sanctions. It says even now permits are required in San Francisco. I'm Ed Baxter. This is Bloomberg. Bryan, sir. Edward oh. Thank you very much in Singapore. Olivier dossier head of applied research at Exuma Asia's our guest Olivia. I'm it's great to have you with us on the program. We have some concerns in the Mark. This morning, but likely already discounted by all the selling that we saw back in December. And so the markets are advancing. But my question to you is should we actually wait for the Chinese stimulus to kick in to buy China? Or should we get out in front and go do it? Now. Well, that's a good question. And it actually depends. You know, if you're an international investor or if you're a domestic local investor right now, China's still has a lot of work to do it has to rebalance if the economy it has to deal with the the huge amount of leverage in its in its financial system, and it has his trade war going on with the US. So what what it needs right now is really stability while it deals with some of these problems. So I think you're likely to get a stimulus for that. But that's only going to be designed to provide liquidity enough liquidity ahead of the Chinese New Year period to have financial stability, and you're not gonna be able to change the fundamentals that it has to deal with your kicking the can down the road on the leverage issue or the de leveraging issue, but you're not going to be able to change the fact that the global economy slowing that investors last quarter have kind of changed their mind about how strong the economy really is. And actually how weak. It could be and that's going to be a headwind that you can't prevent with just a stimulus package. Yes. Certainly does seem at least what happened yesterday kicking the can down the road. What about in terms of some of the other stimulus points? They've seen the couple of weeks ago that triple I caught Ben earlier this week as well vowing logic tax cuts today. Just more of a I guess papering, the overall issues are they gonna help longer Tim? I think again. Yeah, they they're designed to help the banking system says prevent any kind of run on the Bank so to speak. If there is a for some reason a negative risk event. That happens you have Chinese New Year coming in with a huge demand for cash at this time of year by by retailers. So they're going to the Bank anyway to to to to withdraw cash so banks really have a an equity shortage ran this time of year. So that's really designed to help with that. And what really the government there is trying to do is is they have to organize a soft landing of their economy. They have to prevent any kind of run on the Bank or financial crisis from the debt load that they have and they have to deal with the trade war. So they really need to have everything as calm as possible. Even that time, we're not used to focusing on cracks in the Chinese economy. But the auto sector really cracked last year in two thousand eighteen and if that happens in the housing sector this year. Well, look out below right? That's right. That's right. So they are all these potential cracks that are in the system. A lot of the loans that the banks have are related to property. A lot of the the the that that's out there is related to properties. Obviously, this is a crack that everybody's watching.

"Flattering comedy movie about north korea right he's also thought to be behind the deadly thinking of south korean navy vessel in two thousand ten and as a result of some of that colorful past the us had sanctions and travel restrictions on this kim so the administration had to actually pull some strings so that he was allowed into new york to have this down with with secretary pump peyot there is a remarkable picture of the secretary and kim yong tool standing on a high point admiring the skyline of new york city and secretary pompeo pointing out some of the landmarks so do we have an idea what these meetings are about like is this just the trump administration trying to get as familiar as they can with kim jong hoon or is there stuff that needs to be ironed out ahead of this summit will in the words of a senior state department official what they're trying to do is to see if they have the makings of a successful summit and i think peter that is trying to narrow the definition of the respective leaders have about denuclearization the us has long said that its goal is what they abbreviated cv id that is complete verifiable irreversible denuclearization the north korea has its own definition of what denuclearization means and so the two sides are trying to see if they can narrow the distance between those enough for there to be a successful meeting between president trump and kim jong un whether that happens on june twelfth or at some later date ultimately that's going to be a decision that president trump left to make we have to imagine that the north koreans come to a meeting like this with some demand saying if you're gonna tell us to shudder our nuclear program what what's in it for us is there any notion of what the united states might need to offer in return.

"A high level signal that the june twelfth summit might be back on kim yong chill is currently the vice chairman of the workers party of korea's united front department responsible for fomenting support for the country in south korea and he's primarily known for his involvement in interkorean affairs for instance he played an important role in the representing saw earlier between the two koreas this year the china olympics he's also a lot older than kim jong own he's probably in his early seventies i've seen a how does somebody survive in northridge in circle for so long as he just yes ma'am well he was around during the tenure of kim's father he was someone reported to trusted by kim's father most infamously kim yong chill is reported to be the mastermind behind the two thousand ten attack by north korea south korean corvette the show on which killed forty two south korean sailors a so that certainly makes him something of unpopular figure in both south korea and the united states and indeed he is personally designated under us treasury sanctions so he likely had to have received an exception for that to make the trip over to the united states and in some ways even more surprising he's lasted this long because i also read that he's not very differential and even snarky at times what do we know of his personality that's true i mean reports on personalities of individual north korean leaders do need to be taken with a grain of salt but kim young chill certainly does have a reputation for being prickly for speaking straight and even for making an appropriate remarks jokes encounters with south korean officials so that's something to watch for during his trip to the united states kim young tool is not a diplomat which is again one of the reasons why he would not have been the first person out of expected north koreans to send over but he is accompanied by people with more knowledge of the us north korea relationship so that's not to say that kim young joe is entirely unprepared for this trip quite contrary what kind of a ton of me might he have negotiations with pompeii i mean just in terms of negotiating on behalf of kim jong un i suspect very little autonomy all.

"And the answer is that we believe they have sufficient islanders straining plutonium perhaps twenty five to thirty nuclear weapons we believe that with the six nuclear tests that they've actually conducted that they could deliver those nuclear warheads in most likelihood to all of south korea japan i do not believe at this time they yet have the capability to put those warheads on an icbm and in the continental ballistic missile to reach the united states or for that matter guam or what so if the estimate is north korea has enough material for twenty five to thirty nukes how long do you estimate denuclearization is gonna take because you're one of the few experts from the west who is actually visited the nuclear sites in north korea well dwayne did i look at it is it took them twenty five or so years to nuclearise the get to the arsenal that i just described so let me give you the bottom line up front i've laid out a road map at it says probably would take on the order of ten years but that could stretch to fifteen years if the politics don't work out the reason for it being that long is it took a long time to be able to first of all to the three parts of what it takes for a nuclear arsenal that is first to make the bomb fuel that's petroleum highland midge uranium that takes large number facilities second you have to be able to design and actually manufacturer intest abomb end in third you have to be able to deliver and that's the missile part so if you look at those components with dozens of sites many many hundreds of buildings and thousands of people end the turn that around is gonna take sort of timeframe did i just mentioned addition to timeframe will be largely determined as to whether the us and north korea can build sufficient trust allow north korea to feel sufficiently comfortable insecurity to be able to give up the nuclear weapons.
