I do see some very minor slowing through the kamikaze tunnel, and then you will be delay free through a Renda and Lafayette and into Walnut Creek is well and you're right on 80 in Oakland, I'd call that a sluggish ride right now Sounds bound between 9 80 high Street. "And the Dow takes its biggest tumble in history we'll have more of those stories coming up plus of course traffic and weather together every ten minutes with Kim Vestal and R. KCBS traffic team and not a lot happening in sports but some interesting things happening today we're going to check back with Kevin the rat for more than about fifteen minutes glad you're with us I'm Jeff bell intercounty rising I'm market Schaefer it's four thirty one landmark news watch continues well there's a bit of a schism between the three likely people who would be president come November when it comes to the corona virus Bernie Sanders and Joe Biden advocate to work with international partners what president trump has mostly rejected outside help for more we're joined live on the KCBS ring central news line by William Burke white professor of law at the university of Pennsylvania who served on Hillary Clinton's policy planning staff when she was secretary of state thanks so much for being with us this afternoon glad to be with you so what could the motivation B. from the trump administration in freezing out any international help to deal with corona virus well the honest answer is there's no good motivation I think you know president trump has really since the beginning of his administration have this idea of America first and if we build walls around the country we can keep bad scary things out and if the coronaviruses taught us anything is that viruses than some of the scary things in the world today don't care about walls and they cross borders and rightly so Donald Trump is focusing on getting America safe and healthy but in a world where viruses move around the world we can't just think about America we have to be thinking about all the countries where this outbreak may spread the and where we want to stop it from both spreading and potentially re infecting us here in America down the line we would be remiss not to ask you about the trump administration's decision not to lean on the W. H. O. for testing kits but instead to come up with something here in this country I suppose that's a little bit of a a nationalistic attitude to for the whole testing approach as well it is that it's a mistake that set us back weaker or more in our own ability to test the WHL has developed a test that was working well in other countries and president trump decided that we should build our own cast here in the United States I think in part because he believes the United States is better than every other country in the world but the W. H. O. which we have one did it been a long time part of it is therefore exactly this sort of circumstance where an outbreak starts in China a test can be developed and then spread around the world to keep the virus from spreading and unfortunately president trump chose not to accept that assistance and to build a road test yet but as we've seen over the last week I have been flawed and then we behind the curve when we need it so one line in Sanders are advocating for more international help among this crisis would the U. S. diplomatic apparatus be able to foster that help for us when international relations have frayed somewhat the last few years yeah there's a couple things that we need to be doing in our diplomats at the state department and elsewhere USA ID our development agency for example can be doing first of all we need to be making sure that countries that are hard hit help assistance that we are able to provide obviously we're short of ventilators in the United States and we may not have any to give the Italy but we need to be thinking about what we do have that they need you may have seen China flew a plane of equipment too heavily in the last few weeks but we also need to be thinking about how we help other countries build their healthcare systems imagine you have in a developing country this outbreak really spread where they don't have a hospital system and that's the place where long term development strategy is needed to help countries build a health infrastructure because ultimately it's one planet where diseases to spread we also need to be asking for help when we need it there maybe countries that right now aren't hard yet they can assist us in our time of need and then we can assist them if their time of need comes whether it's for the corona virus or otherwise so a global approach is really necessary when the virus can come back at us from other corners of the world even if we control if you're at home do you anticipate my next question is to put the finest point possible on this yeah because what might seem like a good nationalistic let's take care of Americans first kind of approach it can be awfully short sighted because of the very reason you to suggested that these viruses knows no borders it's entirely short sighted you know when this virus first broke out in China around the new year we said yeah that's their problem it's not going to come here will guess what you're now hearing here in force and it's going to be in other places too luckily so far we have not seen major outbreaks in the developing world but that's my real fear because if you end up with an outbreak in Nigeria or South Africa up there really isn't the health care system but able to contain it and address it and then all it takes is one person getting back on a plane it bring it back here at work in a B. back where we are today so we have to think globally both in terms of our policy coordination and in terms of eating assistance from the U. asset to the US when we need it thanks so much for your insight we've been joined on the KCBS ring central news line by William Burke white professor of law at the university of Pennsylvania who served on Hillary Clinton's policy planning staff when she was secretary of state KCBS news time for thirty six a quick time out back in two minutes with the very latest traffic news for you here's the thing about new cherry vanilla coke though cherries named first all the flavors tastes just as great I mean it could have just as easily been vanilla cherry coke or it could have been coke cherry vanilla and since it's too amazing flavors of coke it might have been cold vanilla cherry coke or cherry vanilla coke coke unless you're in France which would make it a cocktail of an Iowa Democrat a Democrat.

Here's Kim Vestal getting through it out of the MacArthur maze extra hard this afternoon, because of some earlier accidents we had a motorcycle crash that shut down the left four of the call to cut tunnel in three o'clock hour as long gone. But a brutal backup remains eastbound twenty four traffic still backed up onto five eighty northbound thirteen also packed from before park boulevard. So a slow recovering recovery there and the bad crash involving an overturned on the connector from westbound five eighty two eastbound eighty s gone. But it is slow as you make your way through Emeryville, Berkeley Richmond, all the way up highway for its bumper to bumper almost the whole way. And we've got a vehicle fire attracting some attention on the peninsula. Joe Hughes checking that with each Hilton auto body collision Cam Kim. This is Los Altos hills to eighty southbound, a page mill road, it's a large truck that caught fire, it's drawing a lot more. Attention from the northbound ride that it is southbound it's eight late commute getting passed the scene, but it looks like a lot of drivers are taking a look in the northbound direction. "Kim Vestal is in for sheriff and your local Honda dealers traffic center, really your ride on northbound two eighty and she went out of daily cities really bogged down by a couple of incidents now the highway patrol is this issued a special traffic alert for the crash on southbound one north of Clarita avenue it is blocking the right lane. And that's a serious accident. So expect delays air avoided if you can and nearby on northbound two eighty before Washington street, there's another crash and that is still blocking the third lane from the left, and what the heck is his backup in Oakland. Jerry Brown has a look with each Hilton auto body collision Cam, we have a counter commute crash. Westbound five eighty right at highway thirteen still blocking the left hand lane. They're still waiting for the tow trucks their emergency vehicles. It's all got you jammed up all the way back to S two Delo. And then eastbound, it's more or less a typical very slow commute from the bay bridge toll. Plaza. But when you get down to highway thirteen I think people are going down to have a look across the road after that east or westbound eastbound moves great any money. I'm back to the north bay Justice things recovered on one zero one southbound between Petaluma Nevada we have a new accident coming in southbound one zero one just north of the lakeville highway the left lane is blocked three to four cars involved there. So usually when these things happen, they take at least a couple of hours. So this is affecting traffic. Westbound five eighty s you come out of Tracy. Eastbound traffic is getting through highway seventeen because buckets of rain have been falling in Santa Cruz mountains, we had one once a mudslide already. So traffic is very slow just past big moody curve going up to the summit off and on may Lena southbound direction, and is rain continues to fall there may be. Additional flooding and mudslide issues up there right now. No accidents at the moment because traffic is light. And so much snow is falling in the Sierra Nevada. Now, we're getting word that interstate eighty is shut down in both directions between Altair and the Nevada State line. That's over fifty miles of roadway that is shutdown right now. So if you have friends or family up there who are thinking of coming home, don't leave the house until you check conditions, and we'll keep you posted on that as well. You're next update. One forty eight on the traffic leader KCBS..
