Meanwhile, the leader there, Kim Jong UN is ordered at least two people executed, banned fishing at a C and lock down the capital Pyongyang as part of frantic efforts to guard against coronavirus and economic damage that, according to South Korea's spy agency, Officials at telling lawmakers on Friday. I don't know that Kim's government has ordered diplomats overseas to refrain from any acts that could provoke the U. S. Because it's worried about President elect Joe Bynes expected new approach toward North Korea. One of the lawmakers quoted the N I s a saying Kim is displaying excessive anger and taking irrational measures over the pandemic and its economic impact, of course, North Korea, claiming it does not have one case of Coronavirus. The International Reaction To Joe Biden's Win
"Farm minister who has now tweeted. Congratulations joe biden. On your spectacular. Victory joined with other nations. Latest around the world congratulating congratulate and on behalf of new zealand. Vicky nice including lights. I want to congratulate president-elect buydell and vice president-elect harris. us allies around. The world have moved quickly to congratulate president. Joe biden vice president-elect kamala harris on their win even as president trump still refuses to concede the election for countries like canada france and germany. Biden's victory could signal a return to cooperation on alliances like nato and treaties including the paris climate agreement but the prospect of a biden administration seems less promising to more authoritarian leaders with whom president trump ford strong relationships during his time in office including north korea's leader kim jong un brazilian president jair bolsonaro chinese president. Xi jinping who so far have all refrained from publicly congratulating biden and harris. Joining me now is yes means. Sirhan london base staff writer at the atlantic. Thanks for joining us again. As mean thanks for having me also with us. Clouds ladas professor of history and international affairs at the university of north carolina. chapel hill. Klaus good to have you with us. Thank you hello. How are you doing all right. We are in very interesting political moment right now. The president trump has refused to concede and yet president-elect biden is moving forward and the world is noticing clouds. How would you describe the scope. So far of the international reaction to biden's victory well on the whole thing that has been a lot of rejoicing a lot of applause for biden. I think people are hugely relieved that the trump administration will not have a second term and most people are most leaders in in europe and asia and of people in that country's overjoyed. I six they were really getting fed up for the trump administration. It was too dramatic too. Chaotic to unpredictable and people are relieved to see a new administration. I cost you said the administration was dramatic and unpredictable. And i think many americans would agree with you but it continues to be dramatic and somewhat unpredictable. Given the fact that the trump administration is now calling for recounts and investigations into what they allege voter. Inconsistencies are world leaders looking at that and saying anything about that. The fact that they're still Has not been a concession from president trump. Well del shaking their hands. Most of them are shaking the hats but the key for that sorts to themselves because it is no point to interfere in businesses seen as domestic american politics very few people at least very few democratic leaders have any understanding for what is going on in washington. It seems to be pretty obvious that the was of a free and walls not done in a fraudulent way at all and over. Four million people can vote for biden Rather than for trump's majority will lots of for millions of popular vote. He won miss. Four million people and the people have accepted. That biden is president-elect. And booby the new president but they are. You know wondering what's going on in washington but hardly anyone is actually surprised. At the trump administration would embark on such a course of action because that fits in with what is administration was like chaotic dramatic unpredictable and quite irrational to some extent mean given what klaus just laid out there in terms of the continued reaction to the world leaders at least us allies. Saying you know okay. We'll watch what's happening and see how this all plays out. How much of the reaction you think is excitement about biden himself versus relief about removing president trump from office. It's a great question. I mean it's worth noting An and i thought can of clauses overview spot on that you know for a lot of world biden is a very familiar character He certainly not new to the world stage. I think it was in. Benjamin netanyahu the israeli prime ministers congratulations that he noted that he's known biden for forty years. And i think a lot of world leaders know biden. So it's i. I think probably if i had to guess my assessment would be that it's probably the latter. I think a lot of i think a lot of the protests you are seeing in the us in the days after the result was finally announced was probably fell at least to me is an american observing from afar like a lot more relief than necessarily you know excitement. This isn't to say that you know. Folks don't like biden or unexcited to see him at the helm on his set a recognizable figure. But i think the world generally kind of just took a big sigh of relief that you know here returns a. Us option that recognizes. The us is traditional role in the world and will hopefully be kind of retaking that spot on the international stage. And yasmin. you are in london. Where prime minister. Boris johnson has had a strong relationship with president trump. How do you think this relationship between the us and the uk will evolve under a biden administration. It's a really good question. There's certainly been a lot of chatter about that very thing here kind of leading up to the us election and now after that we knew the result i think there is some conjecture that you know obviously as you just said President trump and prime minister. Johnson had a pretty good relationship. I think a lot of that stemmed from the fact that president trump was quite a big supporter of brexit. And you know. I think kind of quite appreciated the sort of comparisons between him and johnson superficial is some of the may be particularly. I think he quite liked references to johnson. As britain trump some remembering correctly and there has been some talk about some potential tensions between biden administration and johnson's downing street. I'm particularly with regard to brexit. Biden has been very clear about his support for the good friday agreement and opposing anything that would undermine it. And i think there's also some talk about how you know johnson before he was prime minister had made some comments with regard to president obama's support for britain staying in the eu. Where i think he made comments about obama's kenyan ancestry in how he had an ancestral dislike of the british empire so these are no doubt comments that administration would probably remember well. But i think it's worth noting that you know. These are things. I do not think are going to shake up the uk us relationship. In a major way. I think there's a lot more that And biden share particularly with regard to issues like climate change like the iran deal and. Yeah i mean. I think more broadly i would expect pretty good. Relations between the us and the uk going forward While it's certainly true. That trump and johnson had had a decent relationship I think you know the uk is is certainly a country that would see its relationship with the us being important irrespective of who's empower claus does not same theory hold true for other. You leaders like angela. Merkel for example and wilma call who themselves had troubled relationships with president trump. And who i can imagine so far are somewhat relieved to see this New administration elect. Yeah the But regarding johnson outside that johnson dossier a little insecure. He was the first international leader. I believe who fold up biden and congratulate him. They said i think that shows the level of insecurity and also abidance irish background. Bill make him wonder how. how how much you consult poured onto the united states in the future and the united vendor the united kingdom needs a trade. Deal the us. And i think he is for it. You know i think he would probably have seen a second trump administration as being more helpful regarding angela merkel and other european leaders. They certainly were relieved. Undiplomatic led a very bad relationship with trump or with raza. Put it the other way. Round a macro tried in various locations to make overtures to trump it was trump really rejected it who couldn't really in the end stand. Angela merkel nothing kid. He had a problem with female leaders. You had the problem as lead us. Who voted much more open to immigration and to do something about asylum people who were looking for asylum in their countries and he could understand and he also criticised the eu including germany for its huge trade deficit of us united states or rather to the united states of course had trade deficit busy you and he almost criticized the eu and it's trade policies. As much as he did china he called the eu. Actually a foe. Which is you know really surprising that you consider your most longest standing allies in the world that you suddenly regard them. As foes at least in trade relations. So underline michael and the german establishment as well as the french and other foreign policies tablets in europe are usually relieved that they see the end of the trump administration and us yes-men just that biden has a very good reputation. He is regarded to be quite honest as perhaps a little too old for the job but on the other hand is a centrist is not extreme is on the last notes of right people know him they a appreciate his his personality is a people person you some would say. Here's a backslapping sort of politician but much more extrovert much. More outgoing and much more ready to compromise than Trump was so all that shouting at nato summits or g seven summits all that Very bad atmosphere attention. The you know the almost talk about to break up of nato and talk about that trump wanted to undermine the quesion of political union of the european union all that will be a thing of the past because by and his administration can be expected to be very constructive to what nate to enter to you however having said that may the last sort biden will also insist on the european spending more money on their defense efforts so he will not be softer regarding nate and regarding the defense efforts of the europeans and here europe really needs to do something because that is an old complaint which goes back to the obama administration and before that wasn't actually unique to the trump administration. And the you know that they are very reluctant to spend more on defense. But i think a practice the president biden will actually be more successful in persuading them at. That would be the right thing to do as you mentioned. Joe biden's age. And i think that that's something that we must talk about because if something happens to joe biden we could be looking at a president kamala harris. And i'm wondering this is something that came up yesterday in our conversation about The role that black women played in american democracy in electing joe biden. We've seen kamala harris the first woman of color to ever sit in that role that i wonder how she will be received by world leaders. Yasmine your thoughts on that yet. It's a good question. I mean i think you know. Obviously that history-making of of her being elected the first female of vice president of colors obviously huge certainly noteworthy among a lot of the congratulations. that were received. I think it was prime minister. Narendra modi of india who actually dedicated an entire tweet just tacoma harris herself And i think the reason for that is is obvious. Obviously her indian heritage. He he sees that is is an opportunity to further strengthen the relationship between india and the us. but yeah. i mean. I don't know i would anticipate We as you say. Given president-elect biden's age that kamala harris could have a more hands on role than previous vice presidents that we've seen In in for that reason we may find that world leaders will quickly get to know come harris in a way that perhaps they didn't get to know vice presidents of the past and it seems just based on the comments that we've seen uncle mirko also an a made a comment about looking forward to meeting a kamala harris that we could expect that you know the world will be paying attention to both of them very much. Not just biden klaus What's been the reaction From china and president xi jinping so far there hasn't been much of a reaction. Xi jinping has kept quiet. We don't quite know why this speculation that perhaps xi jinping want antagonize the trump administration while it is still in office. The course and ten weeks you can do a lot of arm. And he knows that relations between china and the united states are difficult as they are that will continue to be difficult under the biden administration. So he's keeping a low profile on the social media in china have however been lots of comments. Some people really regretful that Trump is leaving because it made the united states weaker. It created a vacuum in international affairs which was appreciated by some observers in china as us believe you know it is much better to have a more stable more predictable government even if that government is perhaps more strategic in its relations with china. But they appreciate that proper possible predictability and international affairs so essentially. It's difficult to say what the leadership actually things and we will have to wait until eventually shipping and The foreign ministry in beijing will come out with a statement but they will do so nothing at the latest one set to mastic insecurity about the election. Outcome has been resolved than they of course will congratulate her joe biden and kabila harris now of course Clouds one country that we know has been watching the disarray In the united states or at least the tension in the united states has been russia. What have we heard if anything from vladimir putin and or his administration so far the gun russia's keeping a low profile putin hasn't congratulated i them and He is keeping quiet. Does not much coming out of russia but the they of course are disappointed. That trump did not win the second term. And there's been talk about disinformation campaigns. Not quite as much as two sixteen but russia did its bid to perhaps enable second trump victory and trump. However the to be quite. Frank hasn't been soft on russia. The administration perhaps not the president. Personally who always had such soft spot for putin and very confidential talks with him and no one really knows. What when on doing these talks but when you look at his policy his administration's policies towards a russia that wasn't soft all imposed over forty times a new sanctions on russia. So he the administration actually hasn't been soft on putin. But i believe that russia fears of fields that the unpredictability and the chaos and the. Let's say less focused way. of the trump administration than what could you can normally expect from an american administration that that in the end helped a russia that often the president Closed both ice and that influenced also of foreign policy. Make us in his administration like the state department. Yes maine another Interesting figure here is israeli prime minister benjamin netanyahu who has been a very close ally of president trump And that even translated into votes here. In the united states for the president from certain jewish orthodox communities. He congratulated joe biden and comma harris this past weekend. What do you expect to see from. Benjamin netanyahu in the near term when it comes to us. Israeli relations under a joe biden. I think this is something. That doesn't just apply to benjamin netanyahu but leeds had good relationships with president trump. I think narendra modi also falls into this category. And even figures like victor or bonham road regurgitate both of whom have also congratulated President elected biden But you know. I think he's a netanyahu in particular is a leader who obviously has a vested interest in maintaining a good. Us israel relationship irrespective of. Who's in the white house. It's no secret that obviously he benefited quite a lot. From having president trump in the white house the the moving of the us embassy to jerusalem being obviously one of those Kind of hallmark examples of a win for him That said He obviously you know. He recognizes that an admin the administration is changing. And i think he wants to shore up that relationship. But you know there's it it's been reported That the trump administration is hoping to kind of work with the israelis to sort of applies more punitive measures on tehran. Before trump leaves the white house in the form of sanctions to kind of make it more difficult for biden to return to the iran nuclear deal and try to bring that back it. This isn't to say that. Netanyahu and biden would necessarily see eye to eye on a lot of things i think we would probably see under a biden administration a return to the bit of the more traditional tone that we've known the us to take these israel Opposition to settlement expansion. That sort of thing support for a two state solution but indeed it will not be as rosy of friendship As we've seen between that and your home trump that's for sure we should also note that President trump's administration was also very close with bolsonaro of brazil. Both are considered to have really supported Populist movements and i'm wondering whether or not Desirable not who's also refrained from Congratulating harrison biden on their win and other populist movements across the world are looking at this and saying well maybe this is signals a change. Here i think it's definitely a loss for them. It's a setback. Because you know. I think particularly for leaders like bolsonaro. Who really sort of you know played on his relationship with president trump domestically I think this is a loss because you know even before particularly with populist movements even in places on like brazil where they aren't in power they could turn and look to president trump until their supporters. Look you know he's able to achieve this in the united states so we can achieve at here if know the greatest the most powerful leader in the world can do this that we can do this where we are so without question. I think it's it's a setback for them They lose that. You know that key ally in the white house But that said i think you know populous leaders like minded leaders to trump. Who could potentially take that narrative and sort of utilize it in their favor so While it is a loss for them. I don't necessarily think that it will end. Sort of their relationship trump or or will end them using trump is sort of an example to their benefit. Yes means seer. Han is a london. California: GOP deploy "unauthorized" drop boxes
"Voting is now underway in much of the United States. But if you live in California and planning to drop off your ballots at a collection box, you might want to read the fine print controversy in California after the Republican Party installed dozens of their own ballot drop-off boxes at several locations across the state state officials calling them unofficial and illegal though they appear virtually indistinguishable from the boxes sanctioned by the state the California Republican. Party, not backing down saying there are no laws that private drop-off boxes are not permitted will will will will the California gop put out their own ballot boxes and labelled them as official? Shady as hell you can't say something's official if it's not official I, hate it when people do that. You like how they say old spices, the official dod of the NFL but I've smelled Patrick. And, he smells like sunshine. Last time I checked is not part of the Old Spice Catalog the deception aside though I don't think ballot-boxes on every corner actually a bad idea. It should be this easy to vote in. America? This should be drop boxes all over the place. They should be like starbucks. Should be everywhere and they should also let you take a dump if you need to because otherwise the alternative is what we saw happening in Georgia just yesterday where people were waiting in line eleven hours just to vote. And let me tell you something if I'm waiting eleven hours in line. Should I don't want to vote at the end of it? I WANNA
Trump's Town Hall On NBC To Overlap With Biden's On ABC
"Town halls tonight with the two presidential candidates. Last night, Joe Biden delivered a brief pretaped remark as part of the Muslims making Change National Honors event. You see what happens when a president fans the flames? Hate crimes on the march more kids bullied in school, the rise of anti Muslim bigotry. This is not who we are. President Trump was in Des Moines, Iowa, where he prays some foreign leaders. One thing I've learned presidents she of China. He's 100% Putin of Russia, 100%. Kim Jang gun, By the way, Whatever happened to that war? We were supposed to be a Kim Jong un of North Korea. 100% thes people is sharp in this barn. ABC news chief White House correspondent Jonathan Karl is with us this morning. Good morning. Good morning. This is an unusual situation with with these two competing town halls tonight. We've never seen anything like it. But then again, we've never seen anything like this campaign. You're gonna have both candidates at precisely the same time answering questions from voters on two different networks. Uh, it's it's a strange circumstance. This was supposed to be the second debate. Of course. Donald Trump dropped out of the second debate when the debate commission said it would be virtual do tow the outbreak at the White House. Ah, and you know, we've we've had this on the books and shortly after that, and NBC suddenly surprised everybody. By saying that they were going to do the same thing. But with Donald Trump in exactly the same time what we expect to hear from each of the candidates Well, I expect in terms of Joe Biden to hear him face some questions that he simply haven't answered, Uh, you know, he's a very unusual campaign because of the pandemic. Joe Biden has not taken a lot of questions for questions from actual voters. He hasn't taken really a lot of questions from journalists amazed on on some, but there are a lot of basic things he hasn't answered. I mean, most famously. What? What does he think about? Expanding the Supreme Court. What's his actual position on that? But also where exactly is he on the green New deal? We saw him kind of take two different positions during the last debate. Uh, where, you know, how is he going to work with Republicans? Is he going to put much of a priority and working with Republicans, as suggested in his convention, and in terms of Donald Trump is how does he turn his campaign around? You know, he's He's trailing, he's trailing. I mean, look, he was trailing in the polls four years ago, so we don't really know how this will play out. But there is far more than the polling on the state level this time around, and he does not have a lead in a single one of the top 12 battleground states in the recent polls. How is life changed for
Kim Jong Un Puts New Missiles On Display At Military Parade In North Korea
"North Korean leader Kim Jong UN shows off intercontinental ballistic missiles at a military parade marking the 75th anniversary of the country's ruling party
North Korea unveils new weapons at military parade
"Citizens of North Korea gathering to celebrate their military more posturing for North Korea as it marks the 75th anniversary. Also, what seems to be new weapons on display at that parade. This was a traditional parade. It happens every year, but for the first time it took place in the dark thousands of troops marching in formation and it's predawn ceremony paying tribute to the country's founders. North Korean leader Kim Jong UN took center stage at the parade some tough rhetoric as he promised to keep building up. What he called defensive power and deterrence He did not mention is any specific country and this perceived threat, But he also talked about the Corona Farr's panda make and claims North Korea has not yet seen any cases a tall, that's Fox's Kitty Logan in
Early morning military parade held in North Korea for anniversary of ruling party
"Held a bit of a party, the 75th anniversary of the KP W, the Korean Workers Party or Communist Party of North Korea. And the Kim Jong UN used it as an opportunity to Unveil some, frankly, a surprising weapons systems, everything from a new, larger ICBM that has, as of this early this morning never been seen before. And there wasn't just one trembling down the parade way. There were several in a row. Right down to some small arms, then we didn't know the North Koreans. Had now not granted. You know, this isn't the entire North Korean army. But it's a thousands and thousands of troops representing the North Korean naval Infantry, which is they're Marines. Army border guards the whole thing off some first impressions and I'll send a link out to the unedited Fourcade 2.5 hour stream. But it's given us some insight into whether or not Corona has actually hit mirth Korea or not so thing one. Kim Jong UN is wearing a Western style suit and to be totally honest, he looks like he's lost weight. The reasoning behind that is because nobody would survive the encounter. If they came to him and said We're going to put you in a corset for 2.5 hours. Hear me out. We're gonna put you on a course it for 2.5 hours. Make you look thinner. Even his sister probably wouldn't wouldn't be down with that. It really looks like legit. He lost weight, which might give credence to did he have the cove ID four months ago or one of the five times this year he's been declared dead. Maybe there was some sickness. Besides the obvious thing, which is that he is a mother, love and fat ass on DH, the fattest man in North Korea. And I don't think That's even a debate and sew up there on the dais and the viewing stand. Of course, he had rows and rows and rows of the stone faced upper ranks of the North Korean People's Army. These are the guys in the khaki uniforms with the rose of medals. Festooning their uniform from their collarbone to their scrotum on the left side and the right side there, just so out there so awesome that they don't just wear one row one set of ribbons on there. Left chest. No, no, no, no. There that much better than everyone else on Earth. They need to rose. They should wear two suits. There is widespread speculation regarding the exact year of Kim Jong UN's birth. According to South Korean intelligence agencies it was January eighth. Nineteen eighty-three however American intelligence claims that the year was nineteen eighty-four according to North Korean propaganda however Kim Jong UN was born in nineteen eighty two the Washington Post Beijing bureau chief and Fifield posits that the reason the year was changed. Nineteen eighty two was to coincide with both his father and grandfather's birth year with ill soon being born in nineteen twelve and Jong Il's changed in nineteen forty two. It helped to create as she puts it a asymmetry. Like boring into the Kim Dynasty. Much of Jong UN's early life is shrouded in mystery or a complicated web of fabrications. What we do know is this. His mother was co young. Cui a famous dancer and Kim Jong Il second concert. He has an older brother. John and a younger sister. Yang Kim Jong Il made sure to keep all of his family separate from one. Another Jong UN and. His siblings rarely interacted with their half brother. Kim Jong Nam instead Kim Jong UN grew up in a lavish but lonely set of houses throughout Pyongyang and beachfront properties in one San about one hundred thirty miles west of the capital. Much of what we know about Kim Jong UN's childhood comes from a man with the pen name. Kenji Fujimoto Fujimoto was the Sushi chef hired to cook for the Kim family. So while the people of North Korea slowly died from starvation and malnourishment Kim Jong UN dined on the finest raw fish. Like all North Koreans Kim Jong UN was educated to be an anti imperialist specifically to hate Japan and the United States these two countries according to the North Korean government are the root of North Korea's problems. Ironically Kim's mother who was born in Japan often took her children to Tokyo Disneyland. But none of these trips included outside friends in fact. Kim's only real friend according to Fujimoto was Fujimoto himself together. The two spent their days watching Kim's favourite sport basketball or listening to music on Fujimoto's Walkman basketball in particular became a major obsession for the future dictator. He watched it religiously as a child and unlike most other kids in North Korea he would walk around dressed in the latest nike or Adidas sneakers and shorts. Outside of Basketball Kim Jong owns other. Joy was playing with military toys specifically model planes and warships. This was something that his grandfather and his father were not able to do which was to score and meeting with the US president on and unlike him where we kind of have to as you said earlier look through the Keyhole on his intentions. He had tens of thousands of tweets on that the president has written. He had multiple biographies autobiographies and articles about the president to try to glean insights about what is motivating the president when they think No I said this before where it was probably worth trying to figure out what you know. Kim would say When faced with the when faced with the US president something this gold standard for for the regime. It's you know the the president was also very clear that he did not prepare and it was clear that news approaching this also from a point of view of a businessman from New York risk. Kim was thinking of this in trying to explain. This in. The bulb team was thinking of this in terms of in terms of solidifying his own status And not sure it was a complete understanding of how North Korea sees nuclear weapons as part of his. The brand of it's a regime survival. I think him off et. You're is an opportunity in that. He could take advantage of the president's willingness and eagerness to meet before the Singapore summit on which was June two thousand eighteen on before the working level conversations could really get any anything more substantive on the Singapore was to be the Singapore statement on President. Wanted the meeting to happen on certain date so it was not in the North Koreans interest to saying anything more substantive or or more beanie before the event because they were going to get the event anyway and I think at at that point The negotiators had their. Me's cutoff even before they started because the president a had already said yes so when we look at a summit rate of summit. It's two leaders. You're at the peak. There are no bar rails. How do you go back and how do you? How do you leverage that summit to to gain progress and you know so far as we've seen in the past two years north means continue to maintain their facilities on the refurbished ballistic missile facilities? Probably more you know making more physical material. They're maintaining the nuclear test site. And they've said Kim Jong UN has said I'm at the end of last year beginning of this year that he's he's not that interested in talks anymore until the the US changes its ways and so did the policies that the US under the trump administration engaged in which is to say a rhetorical escalation Sort of a flirtation with a war leading to this optical breakthrough In which they agree to meet a series of meetings. Think a total of three face to face meetings. The sisters visit to sow The South for the Olympics and all of these negotiations did it produce anything of consequence or is it really just a a kind of administration fantasy that never came to anything when president trump came back after the Singapore Summit. I think he was still on the plane and he tweeted that That you that the nuclear problem was solved. Note they And and you know Kim Kim Jong UN and the summits with with Cam made it to campaign rallies on the campaign and his campaign materials reward lovers and Ryan the letters between them. I'm so yes I guess I mean. The relationship seen the relationship. The personal relationship between the two men seem okay But that hasn't been translated into real policy. Success on the president has chosen to define colors Asian very narrow way which is the absence or Kim's restraint in not conducting nuclear weapons has staying or Intercontinental Ballistic Missile testing. But the problem is that North Korea under Kim has diversified Made More Mobile. They're realistic missiles. They had the most powerful nuclear test. "From podcast one coming up in this episode of target USA. Kim Jong is he alive. Is He dead or dying personally? I believe Kim Jong UN has been looking at this issue for some time. He's been in power for almost eight years ambassador. Joe DeTrani former special envoy to the six party talks with North Korea has sat across the table from North Korea's top diplomats. And he understands that country as well as anyone and he says Kim Jong Wounds disappearance from public view could mean a number of things. And we'll discuss them all but either way he's been thinking about the day when he's not there anymore. This is pretty significant. I mean if if if indeed Kim Jong on is in grave condition condition right now This is a very significant event to conversations on two different days a week apart with one man. That's very knowledgeable about North Korea and Kim Jong Hoon coming up on this episode of target. Usa National Security PODCAST FROM WTO IN WASHINGTON DC. This is target USA. Russia could render huge arm to this country North Korea's secret missile capable of reaching the whole of the United States dangerous terrorist. Dc is repeatedly mentioned. The people behind them the agencies fighting them and the impact on you. This is target. Usa The national security podcast. I'm Jay Jay Green on April twenty seventh president. Donald Trump was asked a question about the status of North Korean leader. Kim Jong Un. This was his answer. I I can tell you exactly yes. I do have a very good idea but I can't talk about it now. I just wish him well. I've had a very good relationship with Kim Jong Un. If I were in president you'd be in war. You would have been in war with Korea you would have been in war with North Korea. Wasn't president of that. I can tell you he expected that that I can tell you I I hope he's fine. I do know how he's doing the relatively speaking We will see. You'll probably be hearing the not too distant future on the twenty eighth of April at another news conference. This was the exchange spoke about having a sense of. What's going on with Kim? Jon Can you say whether or not he's he's not coming to. I don't WANNA come into. I wish you well. I don't want this is what Secretary of state. Mike pompeo said quote. We haven't seen him. We don't have any information to report. Today we're watching it closely. Keeping Track of what's going on not only around Chairman Kim himself but more broadly inside of North Korea. This is an odd statement because it seems to suggest that they know what's going on with Kim but then at the same time you're saying we don't have any information on it so something is not clear and something is not straightforward and. Something isn't right right now inside North Korea with Kim Jong. But here's the bottom line. We simply don't know as we've told you many times on this program. Intelligence on North Korea is very cloudy even for its neighbors South Korea and Japan South Korea. Still saying there no unusual movements. None have been detected in North Korea despite the rumors about Kim's health. That's according to their defense minister. They're stressing that Kim's absence from public view is not new. But here's what we've learned. The Chinese have sent a delegation to North Korea. We also know that a luxury boat has landed on the shores of the one son resort. Where Kim Jong UN is believed to be we also know that his personal train is still there and we also know that. There's still questions about what exactly is happening inside. That villa in wants on so one of the best positioned people outside of North Korea outside of China Japan and South Korea outside of that region to talk to to get some straight forward real deal understanding about what's going on is ambassador Joe DeTrani. He's the former. Us Special Envoy to the six party talks with North Korea. So that means he's sat across the table from North Korea's top diplomats working on a solution to North Korea's nuclear weapons program so he knows North Korea and most things take place. They're better than almost anyone. We've had him on this program for years. We continue to talk with him regularly. And He's here today to share some insight now we had two conversations with him one day and one a week ago. So we're going to give you both of those conversations. Today we start with April twenty first. We asked him about reports that Kim and had heart surgery and that he was in grave condition. I think the news is probably accurate that he had a procedure. Done probably hard related. I mean the man has way issue weight problems and and smoker and obviously eat some pretty busy schedule. So there was a procedure done I'm not sure How one defines grave. I've read some reports indicating you know us You know very ill but I don't. I could see procedure but I have a sense being not not seeing any movement of the military. We didn't see any visits from a Chinese doctor or French doctors or other things that this may be somewhat routine heard of him having heart issues before. Well it's in his family. Right is a is a is a father. Kim Jong Il too hard heart attacks and died from heart seizure. Apparently so and the reports have been Sort of anecdotal. Given the you know the issue of his drinking and smoking or Weight issues and so forth so I don't think there's any granularity as to specifics in regards to a heart condition per se. But I think there's enough information to say given his family history with his father both likely had some issues related to his heart. Give us a sense. Joe Of what this means for national security. Not only there but here this news and this situation right now. This is pretty significant. I mean if if indeed Kim Jong UN is in grave condition is a condition right now. this is a very significant event. But personally I believe Kim Jong UN has been looking at this issue for some time. He's been in power for almost eight years. He's removed many of those who were very close to his father and not loyalist hem. He's put in place. People are loyal to him. Assistant Kim Jong is now has been elevated to the Standing Committee of the Police Girl. An alternate member chain chain room. Hey has been promoted to be the president of the Supreme People's Assembly which is the head of state so he's put his loyalist family members all around him knowing that succession in North Korea is always going to be difficult. Issue could be difficult in regards to. Who's going to be taking over in regards to the military. I mean we saw the execution of young. Some tech in two thousand thirteen is simple. We saw twenty seventeen the assassination of his older brother into Phnom in Malaysia. So this is something. That's always been on the mind of Kim Jong UN. Which speaks to how tenuous the circumstances must be dog career? He obviously must have known that he had to prepare to have loyalists around in the not only support him but who could replace him in place in case he is the longer in power so you mentioned his sister. Kim Yo Joan. There's some other siblings as well. Aren't there yes. He has an older brother. Kim Young Joe who could Certainly play a role he he's been on the on the margins of a political issues in. North Korea apparently to music he elects Eric Clapton. And things like that. But this is a man who could be used Certainly is the Kim family. But he's not been as pronounced as Kim Jong. There is a is a system whose about four years younger than kindergarten. If Kim Jong Hoon is in this situation Is he incapacitated or not and if he were incapacitated what will what signs would we say? Why think if Kim Jong on a day to a was capacity incapacitated a we probably would see some moving up the military. Some of the security services We would probably see some Moving of leadership elements chain room Hain the Supreme People's Assembly. We will see some some movement going on certainly The In Pyongyang I think we would see some of that activity up and I. I think that maybe even messages that would be going out to various embassies Chair.

It was reported that their negotiations unfortunately fell apart, and they have not reached a deal. Now it's unclear what will happen in the future. But here's what we know. So far, according to reporting from the New York Times Kim had offered to dismantle the North's most important nuclear facility, if the United States lifted the harsh sanctions imposed on his nation, but would not commit to do the same for other elements of its weapons program. And so there are various facilities in North Korea. That are currently producing these weapons and so the United States argues. Hey, if you want us to completely lift these sanctions, you have to completely denuclearize, and it appears that Kim Jong Hoon was unwilling to do that. Now with that said, I want you to hear from Donald Trump who did give a press conference on this in the early morning hours. It's take a quick look. All over the world right we have to have and not in any way saying the Obama Administration was perfect on this we absolutely were not but we we need to value the idea standing for human rights and if you're just going to give a real pat on the back In some twitter plaudits to a guy who runs death camps in stars his country that's a bad thing and I think trump should be criticized for that if and when he does that Kim Jong Hoon is not your bff all right let's talk about some healthcare news last week the trump administration's justice department said it would no longer defend the affordable care act in court specifically the part of the law that protects up to one hundred and thirty million Americans with pre existing conditions from being denied coverage by insurance companies the Justice Department took the position as part of a case in which Texas in nineteen other conservative if Attorney General Attorneys General challenging the affordable care act is unconstitutional We're GonNa talk about what an unusual and dramatic steps this is by the Justice Department with our guest Don really whose job it was to defend the ACA to the Supreme Court when he was Obama Solicitor General But I thought you and I should talk about sort of the political aspects of this story I first of all just another example of how believably awful just jeff sessions is as attorney general There was this decision that happened I think this came out on Thursday night today on Monday Jeff sessions by the way also decided that the United States will no longer grant asylum to victims of domestic violence or gang violence that those will no longer be categories by which we look to people coming here from other countries flee violent and say we will grant you asylum which is just beyond despicable to me we should just take a second to talk about that before we get back to the healthcare thing it is it runs so counter to who we as Americans at least thought we were prior to this moment that it is it is sickening and I think you it is a reminder and I don't WanNa get overly dark here but we get caught up in the tweets and the in the Muller Investigation and what do you think trump do today or whereas Melania all of this and what we are missing underneath even the policy travesties of this administration is just this fundamental shift in what it means to be an American what it means to be America that just the some very basic things that have been at the core of our national narrative to ourselves why we thought our country was exceptional in different and we like I said we do I say this all the time we we have very often failed to live up to that belief in ourselves but we are trump in sessions and Kirsten Nielsen and everyone else are eroding that on a daily basis because the president is is for better or worse sets the moral tone for the country and we have an eight moral human being in an office right now and so the ideas alga polarize the country around this idea it isn't it will now be for a significant portion of the Republican Party a sign of weakness to care about bunch of policies that they could have pursued that would have maybe done rush investigation well jeff sessions keeps his job because while Rod Rosenstein is dealing with the Russian investigation is in the spotlight jeff sessions can go off.

"Meeting and maintaining power in power is in in a is a good in and of itself it is not to be used for something we are not getting elected to office so that we can reduce regulations or cut taxes or democratic side help fight climate change or give healthcare to people or raise the minimum wage it is the power is all that matters and if that if the policy positions that you need to achieve that power are one way he'll do that the other way he'll if they're different he would change he does not only wants is power and that makes him very similar that that is what he hasn't in in common with putin kim jong un with she in china and there is just like their he and trudeau or mccrone or merckel or brock obama hillary clinton or anyone else they're like they don't speak the same language he doesn't even he cannot inside that little brain of his he can't fathom the idea that you do these jobs to do something he does these jobs to have this job and keep it as long as possible and that's because there is no i mean you see this in the fact that there is no coherent governing or policy ideology he doesn't even know what to the reason that everything is about only lives doing what brock obama does is because he has no other framework by which to make it acition and so when i can't i can't even imagine the conversations are like with other world leaders because they're not speaking even the even though they're using translators they're not speaking a language the other one under.

"But for this moment we ought to enjoy the day this is a good moment for diplomacy compared to where we were six months ago i'll take it when the president or at least the secretary of state talk about offering a security guarantees to north korea what does that what does that mean in civilian language what are they talking about in terms of assurances that we could give their leader or their country in terms of their security yeah great question what kim jong un will look for is first statements those are not particularly reassuring to him but he'll want at least in writing that we are not going to seek to change the regime more importantly he will look for a reduction in military exercises between the united states and south korea he'll look for a reduction in japanese military activity around the peninsula he'll look for a reduction in our reconnaissance flights he'll look for a reduction in our strategic bombers which can operate from great ranges over the peninsula and ultimately what he's after is a significant reduction in the twentyeight thousand us troops that are on that peninsula he's got a shopping list he'll work down that list our job is to not give into that until we see absolute verifiable irreversible reduction and ultimately dispatch of those nuclear weapons on the peninsula the president repeatedly and even from before he was a public figure in political life has criticized the longterm presence of us troops overseas in places like south korea where we've got tens of thousands of american troops stationed as you know obviously if the north koreans are going to use the summit to push for reductions in those things you were just describing in military exercises in reconnaissance flights and the presence of those nuclear capable b fifty two's.

"Those early critical minutes and the photo opportunity we see i think will set the stage for what is to come certainly even beyond singapore yeah jeff continued check in with you the pictures obviously you're seeing right now outside kim jong un's hotel which is the saint regis hotel not too far from where president trump is staying as well the kim motor is will be leaving i we are told it's obviously all lined up this security here is extraordinarily tight it has been for the last several days of but particularly today actually we are just now been told the president trump has actually left his hotel it was initially we've been told that kim would leave his hotel i but president trump were told has left his hotel alexandra field is at the saint regis where kim jong un and his entourage could be departing any minute as well how long is it gonna take alexsandr do we know for kim jong un's entourage to to get to sentosa island to the to the the location well the meeting starts at nine so they're going to have to leave here shortly it's only about ten kilometers away that's just a few miles really we estimate between fifteen minutes and half an hour though certainly he will be with a large motorcade you assume they'll be able to move through these streets quickly evidence of that the fact that this street that we're standing on is shutdown really the spotlight on kim jong un right now as he officially gets ready to step onto the world sage achieving something his father couldn't achieve achieving something his grandfather could not achieve this sit down with the acting president of the united states there is of course a lot of security out here anderson singaporean police officers are keeping the crowds back right now not enormous crowds mostly press frankly but a lot of people stopping hoping to get a glimpse of kim jong un making his way through the city streets of saint pours something that seemed inconceivable just months ago and unlikely weeks ago look at this anderson you can start to see the motorcade moving forward now there will be dozens of vehicles at the lead.

"Well i think the best outcome is if we can get north korea to commit to language to give up its nuclear weapons so far kim jong un has only committed to denuclearizing the korean peninsula which is a different thing from actually dismantling his own nuclear weapons so i think the best case outcome from this scenario is from the summit is if president trump can get kim jong un to commit to to give up his own nuclear weapons program commit to a specific time line and agreed to allow inspectors to engage in intrusive inspections to make sure that they're actually following through on their commitments the president also took some media bait if you wanna call it that on a recent query take a listen you do invite him to the white house to the united states would it be here at the white house where it maralago maybe we'll start with a what has what would kim jong un be psyched if this led to a white house visit absolutely i think kim jong un's desire is to have legitimacy in the eyes of the in the eyes of the world he wants to ensure that he's in power for many decades to come and securing a visit to the united states would absolutely be a step in securing this legitimacy that he craves and rick let me read a little bit from the new york times which talks about ending north korea's nuclear program is the most challenging case of nuclear disarmament in history and the reasons they give is that there's already one hundred and fortyone sites that are devoted to some type of what they call wmd style material twenty to sixty nuclear weapons potentially of course this is all guestimations we should mention and there's also it's unclear if mountain tunnels hide some nuclear plants and mobile missiles as a nonnuclear expert it sounds scary and hard to me but what do you make of it so if you look at the iran deal that we made it had the most complex international.

"Right and north korea out of this process already has gotten both parts of those conceptions of status right if gotten deeper engagement with the rest of the world in the united states they also can blame the failure of the summit on the united states and say look we tried but you know trump guy pulled out of the talks and who knows what that could lead to in terms of improved investment opportunities from china or russia or elsewhere and more fundamentally through this letter and all the things we've been talking about in this episode they got that second kind of status they got brought out of the cold of the per the complete pariah state that they were in prior to this and now have much more of the relational status that they didn't have beforehand just by virtue of these talks being scheduled so i agree mostly i'm gonna push back a little bit so i mean the entire kind of raise on d'etre of the kim regime and meeting not just kim jong un but his father and his his grandfather kim jong il and kim ilsung has been we har like the her hermit king and mac spec to earlier before he was even north korea right we are this we have enemies on all sides want to attack us right at i kim i the dear leader the great leader his excellency i am your protector right under my benifit leadership i will keep you my career ins safe from these evil americans these japanese imperialists like all of these people so it's not just like he could easily be like yeah i want to come out of the cold and be on the international stop building nukes it's not that hard right it's it's a little nuance in that it's more respect me because i have power i demand respect i deserve respect not i wanna be in the cool club with you guys right it's a little bit more i look i have forced them to recognize what a strong power and they won't fuck with us anymore right and so i am i am now recognized as a powerful serious leader who has to be dealt with with respect i think.

"News and then he said this this will only end like the libyan model ended if kim jong un doesn't make a deal so that's that that's not really a subtle threat there he sort of implicitly but no way that very clear north koreans not just saying hey give up your nuclear weapons in this way but basically saying or kim jong un you may get dragged through the streets torturing killed right pence's framing took what was an implicit threat that if things don't go well the united states might resort to something you know a little more drastic than go sheeting and he made it explicit that was basically him saying denuclearize or else and from north korea's point of view that is no way to enter negotiation they're not going to do this and fact the entire point from their point of view is not doing it as from position of innis of being like please america we'll do whatever you want don't hit us it's a way of coming in saying we are equals we are negotiating as nuclear powers together you make one concession we make another concession and generally speaking north korea gets a a lot of recognition without a sense of status that they didn't have before as a member of the international community but if they're doing it you know threat of invasion the entire framework of the conversation shifts and the koreans reacted really negatively depends comments they called it stupid and threatened what was what was the exact phrase a nuclear was they were talking about how he was a political dummy and how the comments are ignorant and stupid and they basically you can either with us negotiate table we can go back to nuclear nuclear showdown that's right so they went really quickly from zero to sixty from like pence more onto hey nuclear war right i mean i don't want to put this all the trump administration now it's not like north korea had been totally passive and and totally going along with every.

"We have breaking news on pod save the world we are releasing this episode a couple of days early because today the new york times reported that kim jongun told a south korean delegation that he is willing to begin negotiations with the united states about abandoning its nuclear program we should approach this announcement with some scepticism with some caution but it could be a pretty big deal so i got an asia expert named danny russell on the phone to talk to what it all means and to really level set on how hopeful we should be and how the united states should proceed from here please excuse the phone quality audio we did this quickly but i think you will appreciate dany take on announcement is experienced negotiated these things in the past and what he made of president trump's press conference today so without further ado here's the interview danny russell i am very excited to welcome back to the pod danny russell the diplomat and residence at the asia society in new york also assistant secretary of state for asia during the obama administration he was a aged director on the nse when i was there and is a long time diplomat and a hell of a smart guy danny thank you for doing the show replicated my pleasure so we're talking on the phone today we didn't go with the excellent sounding studio quality audio because there's breaking news today the new york times reported that kim jong un told south korean diplomats that he is willing to begin negotiations the united states about abandoning its nuclear weapons and that they would suspend all of their nuclear and missile tests while engaged in those talks so this is a potential breakthrough came at the end of a twoday meeting in pyongyang between north and south korean officials and believe it or not uh these were the first south korean officials to meet with kim since he took power six years ago so this will be a major departure from kim's previous position that their nuclear weapons are not negotiable dini i didn't see this common what do you make of this announcement today well on comey i think their goal thought in the north korea an analyst community in a one is that kim joon basically lucy with a nuclear football ran.
