"Conflict between the black lives matter protesters and trump supporters became violent over the past week and I'm just going to run through a bit of a timeline of events. So early, last week Kenosha. Police shot. Jacob Blake a black man repeatedly in the back, which was recorded on video protesters responded many peacefully and some by destroying cars and buildings and throwing fireworks at police. Later in the week, a seventeen year old from Illinois was arrested and charged with several crimes including intentional homicide after he appeared to. Shoot, and kill to protesters and injure another his motives are being investigated but reporting so far shows that he idolized police attended a trump rally and was part of a facebook group that planned to go to. Kenosha. With firearms to protect property, the unrest has since subsided in Kenosha in Portland there have been nightly protests since the killing of George Floyd with some turning destructive launching fireworks and throwing objects at police near downtown courthouse on Saturday night a group of apparent trump supporters drove through downtown portland firing. Guns and pepper spray at protesters around nine PM gunfire erupted and one man was killed. The man's identity hasn't been released at this point at eleven forty, five on Monday morning. But according to reports he was wearing a Patriot prayer hat, which is a far right group in the Portland area. No information has been released about his assailant and we're weeding more reporting and any arrests. So those are some of the key details and over the past week Republicans featured unrest in cities as a prominent part of. Their pitch during their convention and some in the media have speculated that these protests and clashes could hurt Biden standing in the race. So I wanted to discuss what we know and what we don't know about how the public is reacting. Of course we don't have data following the unrest in Canosa and Portland to a large extent because this just happened but what do we know about the public response to the black lives matter protests up until this point and whether or not? It is reshaping the race So what we've seen in the polls like around late May early June. After George Floyd killing in the purchase around that was support for black lives. Matter had been about ten percent pour out meaning like more Americans supported black lives. Meta than opposed abuse gap about ten during the time and like around June sixth that those numbers shifted a lot where you had at some point fifty, six percent of people supported the black lives matter would according to civic polling and only about twenty eight percent or thirty percent disapproved of the black lives matter. But so you get a big increase in support for black lives matter. Decrease in. It but over the last couple of months, those numbers of come back to where now black lives matters. Knit approval is about where it was before George. Floyd zits around. So it was like plus ten much. So lower than plus twenty year plus twenty five in the middle in the early. So black lives matter.

"There's a degree to which. The tumult on the streets of Kenosha sort of taking our gaze away from Jacob Blake himself. What's going on there? He's been in the hospital since he was shot, he said to be paralyzed from the waist down it's been reported. He's handcuffed to his bed. Why is he? A suspect has been charged with a crime and really it's unclear why you'd have to handcuff a paralyzed man in the first place that has come up in a whole lot of discussions. My audience from covering police for the past twenty years is that if they have somebody who is injured while they're being arrested or if they have somebody who is shot or wounded while they're trying to take them into custody on a warrant, then it is pretty much standard operating procedure to handcuff them to bed. I've even heard stories of pregnant women being forced to go into labor and give birth while being shackled to a bed. There was a lot of outcry about this and on. Saturday. Governor Eve irs intervened and I'm told Jacob Lake is now no longer handcuffed to his hospital bed. Wisconsin has an unusual law I think it was one of the first in the country passed after previous killing by the Kenosha. Police. When people are killed by police in Wisconsin and outside agency reviews the case but Jacob Blake was not killed is they're going to be an outside investigation triggered in a case like this one. I it's really interesting that. Our Law which was in fact, the first in the nation was passed largely due to the efforts of a man named Michael Bell whose son was fatally shot in the head by Kenosha police all the way back in two, thousand and four. Michael Bell's son whose name was also Michael. Bell. was shot point blank in the head in front of his mother and sister in their driveway. and. The KENOSHA police internal affairs did their own investigation in within forty eight hours, cleared those officers of any wrongdoing. So that is when Belle's father said. This is ridiculous. How can anybody be expected to do a thorough investigation of their own department? That law is only as you stated for fatal shootings. In other events where somebody is wounded or there's a serious use of police deadly force. If it isn't fatal. The agency involved the police department involved Ken ask and outside. Agencies come in. So in this case, the Wisconsin Department of Justice is leading the investigation and the Kenosha County Sheriff's department. was in charge of the scene of Jacob Lakes shooting that night. So I do think that that is one thing that Kenosha police did right in these circumstances is as soon as that shooting happened. They decided we're not investigating ourselves and they called in the sheriff's department and the state US -partment. Kenosha city that's according to the Census Bureau about seventy seven percent white about ten percent black. it's not one of these places that has A. Very large minority presence that's created the kind of tensions that you see. In nearby cities in Illinois and in Wisconsin itself that absolutely true and I think one thing that people need to know about the shooting of Jacob Blake and people need to know about what's going on with policing in Kenosha. Is. That since two, thousand four. The police have not had a great relationship with basically anyone in Kenosha Michael Bell who I referenced earlier who was shot in the head and killed in two thousand four was white. And Our Review of fatal police shootings in Kenosha since then show that the majority of the people that police have fatally shot are white also. We know of one black man has been fatally shot in Kenosha since two thousand three but it seems to me that the police in Kenosha don't have a great relationship with. People of any race, is it too early to tell where we are in the life cycle of this story but are things calming down a likely to start peak again when Kyle Rittenhouse goes to court later in September there are still a lot of questions about police and their behavior during this week. Where are we? I wish we knew. It seemed as if after the shootings on Tuesday. Things started coming down. There were fewer people out Wednesday night and a lot fewer. White militia tight men with big guns roaming around Kenosha. What some of. US are concerned about is that president trump has said he is planning to come to Kenosha this week on. Tuesday. And I think if he actually does choose to make that visit. That could incite things again and we could see this cycle continuing and repeating itself. You're given the way these things have gone in recent weeks. I guess the pros and the aunties would have a lot of reason to be out definitely. And by then less than twelve hours after the shooting the video police officer shooting Jacob, late with already all over social media. Gene has been covering the protests in Kenosha Wisconsin since the footage came out of an officer shooting Jacob Blake in the back seven times while his children were in the car, their response was almost immediate. People in started taking to the streets. What I've been finding is that during the day things have been pretty palm families are out there. Younger people are out there all different races ages. But then when the sun goes down, you start getting. Different groups of people who seem to be interested in causing conflict and chaos. SORTA the courthouse is literally on fire on fire now is the Kenosha county courthouse? This conflict and chaos has been heightened by so-called. Members who say they're trying to protect life and property in Kenosha in does you can see them walking around the city armed? I think. The more guns that are in a volatile situation, the more likely it is that someone's going to be seriously hurt and that is what we saw on Tuesday. When a seventeen year old who? Considered himself. Some sort of militia member ended up shooting three people, two of them fatally. Gina Barton says covering the events of the last week in southeastern Wisconsin has meant keeping track of constantly shifting stories and leaders who don't seem to agree about what happened and what should happen next on the ground. You have not only can Osha Police Kenosha Sheriff's Department National Guard now National Guard from several states. And police from some of the different small communities around Wisconsin coming into help as well, and it seems like even they don't have.

"Gina I imagine a lot of people are hearing about Kenosha Wisconsin for the first time because Lebron James is talking about it because Mike, Pence is talking about because of what happened to Jacob Blake and what Kyle Rittenhouse did what do people need to know about Kenosha to really understand what happened there this week? I think people should know that Kenosha has a long history of problems between the police and the citizens. But unlike Milwaukee Baltimore. MINEAPOLIS. Some of the other big cities where these sorts of shootings have happened. I don't think race is necessarily the only factor at play in. Kenosha. In Milwaukee, for example, white people tend to have a pretty good relationship with the police and black people don't. In Kenosha. No one has a good relationship with the police. In Wisconsin, we were the first state to pass a law that required outside investigation of police shootings. So the agency where the officers employed can't do the investigation of fatal police shooting. And that happened because in two thousand four. The. Kenosha police. Shot a young man named Michael Bell. Point blank in the head. Michael Bell was white back. Then police departments could investigate their own. Involved shootings Vet Kenosha police department over there investigated themselves and in two days the coworkers of the men that killed my son found the shooting was justified. That's not enough time to do an investigation. At all? And of the five shootings that we are aware of. Since that time three were white. One was black and the other we don't know. Those are fatal shootings and another incident that escalated the focus on police brutality here in Wisconsin was in two thousand sixteen when the Milwaukee police shot and killed a man named Seville Smith Seville Smith was shot and killed by an officer follow what police say was a traffic stop in a foot chase, and at that point, we had a lot of violent demonstrations and civil unrest in Milwaukee with buildings being burned and bricks being thrown confrontations between police and members of the public. So, there haven't been. Effective reforms of this police department since the early two thousand. As far as I can tell. There have not been effective reforms that the police department. How did they handle? Jacob Lakes shooting to their credit they called in the Wisconsin Department of Justice to do the investigation immediately. So I see that as an improvement, they're trying to be more transparent. They're saying we're going to hand this off to somebody with more expertise than us in investigating these kinds of officer involved shootings. So I do think that was a positive thing. The issue that continues to present itself though is I think all of these protests have shown. that. Citizens. Want transparency right they want to know what's happening. and. If bystanders had not recorded video. We might never know what happened to Jacob Blake people might. Believe the police version of events or not believe it but have no credibility to back up. The Disbelief Finally. Three days after Jacob. Lake was shot the Wisconsin Department of Justice released the name of the officer involved. And confirmed that Jacob Blake had been teased was shot and that there was a knife on the floorboard of his car. Does all the extra attention on Kenosha. Right now does the fact that you know Multiple Sports Leagues Are Postponing Games and athletes are making statements does that greater scrutiny mean Kenosha Wisconsin take reform a little more seriously. I. Have Hope. That this shooting and everything that's happened since. Could possibly bring about some substantive changes in Kenosha and in the state of Wisconsin. One issue that we've had here as in many other places is the partisan divide. So for a long time, we had Republicans in charge of both chambers of the legislature and in the governor's mansion. And they were not necessarily inclined to institute a lot. Of. Police reforms. Now. We have a democratic governor. And we have A. Group of Republican legislators who are also seeing that change is necessary. So on Wednesday. A set of bills to reform, policing and police accountability was unveiled here in Wisconsin. We'll see how far it gets. and unlike so many of these cases that we're used to seeing including George Floyd include Brianna Taylor including Ahmad Armory. Jacob Blake actually be around to advocate for himself and for change. Jacob Lake is expected to survive and his family has already come out with some really strong statements about how unhappy he would be with all the violence that's occurring and his mother made some really strong statements. The other day about how if people will just focus on each other's humanity things will change. We are the United States have we been united? You understand what's going to happen. When we fall because. House did against each other cannot stand..

"Kenosha Wisconsin is about halfway between Milwaukee and Chicago, and for a while it was a pretty booming industrial town. But now it's considered more of a Chicago suburb. This is Gina Barton she's been covering Kenosha for the Milwaukee Journal Sentinel. Around five o'clock on Sunday the police got a call about a domestic incident in Kenosha and they responded and they found some sort of disturbance that involved Jacob Blake and some women. It's not clear exactly. What was happening some onlookers have told us that he was actually trying to break up a fight between the women. At some point, he became involved in a scuffle with police officers who used a teaser on him. We found out recently and. It was not effective. So then we've all seen this video of Jacob Lake standing up walking kind of slowly around the front of his car and opening the door to get in. His three children were inside. He opens the car door. With his back to the officers. One of them grabs him by the shirt and shoots him seven times point blank in the back. He falls down onto the steering wheel and the horns starts blaring and people start screaming. Dodgers. The police call for Medical Assistance and Jacob Blake is airlifted by helicopter to the hospital. Put into surgery about twenty four hours. Later, the news comes out that he has in fact survived and is expected to be paralyzed from the waist down. And within hours mass gatherings of demonstrators and protesters are starting to take to the streets and Kenosha. By the time the sun goes down on Sunday. There are hundreds of people who've taken to the streets and the unrest escalates to fires being set windows being broken and entire. Karla was set on fire that first night. The protests continued on Monday night, and that's when things started getting worse in terms of property destruction. After dark, there were several businesses that were burned in two different neighborhoods of Kenosha, the National Guard was called out so that night there were one, hundred, twenty, five troops and. By Tuesday morning are state officials had realized that that was not enough. So on Tuesday night there were Two hundred and fifty National Guard troops, as well as a huge police and sheriff's department. and. Equally as many protesters or maybe not quite as many but the thing with the protesters was. They weren't all in the same place and I think that is when. The situation became difficult to control. The line of officers marched into the park where the main protests had occurred. Drove, everyone out of the park relatively easily. But then once they had left the park. It seemed as if law enforcement have a plan of where the people should go next. Ordering them to disperse but then when people didn't. They didn't know what to do. The other issue that we've had at these protests, not this week but also summer. Is Armed civilians some of them officially calling themselves militias, some of them calling themselves other things the the boo-boys the Kenosha. Guard. have been coming in to the protests they're saying to help, preserve, order and protect businesses and protect people's safety. The KENOSHA guard in fact, wanted to team up with the police and had asked the police and sheriff's Department Hey why don't you deputise us so we can help you and the Sheriff said his response to that was Oh hell no. But. In any case. The police were not arresting these men with guns on curfew violations. They weren't trying to clear them from the area, and in fact, a lot of people now have seen this video where. Sheriff's deputies from Kenosha we're giving water to some of these armed militia members and in fact saying we really appreciate your help. One of these armed citizens who turned out to be a seventeen year old from Illinois named Kyle Rittenhouse. He shot a man in the head and that man falls to the ground and dies. We're not exactly sure what prompted Kyle Rittenhouse to start shooting. What we know is that then rittenhouse starts running. At some point. He. Trips. And he's on the ground and two other people were trying to disarm him. He. Fired at both of those people hitting one of them in the chest and abdomen area and killing him, and then the other man was shot in the arm. At one point in this video, you can see him walking with his hands up and the bystanders are trying to tell the cops. He just shot some people. That's him. He's the guy. And the police who are coming in the people in armored vehicles don't seem to hear don't seem to realize. And then. The shooter just walks away. He ends up back home. And he is arrested the following day authorities announced the arrest of seventeen year old Kyle Rittenhouse of Antioch. Illinois in connection with the fatal shooting of two people a twenty six year old from Silver Lake and a thirty six year old from Kenosha a twenty, six year old from West. I think this is what a lot of people struggle with right it's that. You watch a video of an unarmed Jacob Blake surrounded by family members trying to get into his suv worst kids are he gets shot seven times in the back. Then you watch this kid walking down the street with a semiautomatic rifle everyone screaming pointing he just shot people. He just killed two people and he just walks by multiple police vehicles and and cruisers and. Eventually goes home and goes to sleep. The Sheriff in Kenosha did address that question yesterday. How did they just let this guy walk away And I think there were two things at play here. One is. When you have a lot of. White men walking around with guns People get used to seeing them and to thinking like Oh. That's just the militia guys you.

"There's a lot of worry right now in Kenosha among people who've been out here night after night been trying to bring attention to the issue of police brutality. How does this change the debate? How is it going to be manipulated? Politically, you have the Republican National Convention happening this week right President Trump said that he was going to send in federal troops to Kenosha. The governor of the state said that he was going to send five hundred additional national. Guardsmen. Does all of this muddy the message somehow and I? Think that's one thing that a lot of people here are grappling with at the moment. Until, you're talking about the message that will emerge from Kenosha, and it strikes me that one of the things that's different in this case. Regardless of what images come to dominate how people see what's happened there is the person at the center of this case is still alive. He's sitting in a hospital and while he may not. What he represents to the world presumably, he will eventually understand it and he will be drawn into the way that the story is being told he will talk about it and so he will be a living symbol unlike George Floyd unlike Brianna Taylor unlike. Rashard. Brooks. Of the things that makes this. The so unique. This whole week, the city of Kenosha has been turned inside out over this shooting. But. We have not yet heard from the man who is like you said in a hospital bed and We, don't know yet. What he thinks about all of this, we don't know yet what he has to say about it how he'll choose to participate in at and in the end, it will be his story.

"Tuesday afternoon Jacob Lakes family announced that they were going to hold a news conference outside of the courthouse. So around three PM I'm outside of the courthouse with a bunch of other reporters long line of TV cameras and the family of Jacob. Blake arrives. Some of them were crying clutching each other. You know obviously, very emotional. I'd like to. Thank. Everyone. For coming out. The support of my son? Would this senseless attempted murder that was committed on. When Jacob Blake senior stepped forward. They. Son He almost couldn't speak. Six Seven Times. Seven. He didn't matter. But my son matters. He's a human being any better. And then we heard from Julia Jackson Jacob Lakes mother as I was writing through here. Through the city. I noticed a lot of damage. It doesn't reflect my son. Or my family. She mentioned the damage that she'd been seen around Kenosha and she spoke very powerfully of reconciliation. Do Shakeup. Justice on this level and examine. Your. Heart. We need healing. And then we heard from one of his sisters. So many people have reached out to me. Selling me their sorry that this happened to my family. Well don't be sorry. Because this has been happening to my family for a long time. Longer than I can account for. It happened to Emmett to him until my family. For lead though Mike Brown. Sandra. This has been happening to my family and I shared tears for every single one of these people that has happened to. This is nothing new. I'm not sad. I'm not. Sorry. I'm angry. And I'm tired. I think that she just really wanted people to two year that and understand that this was baker than her brother. and. What are the say about? Jacob Lakes condition you know for the last two days people who'd been asking how is he doing? Is he going to survive this? When at least seven as many as eight bullets from point, blank range entered the human body. And shred through the tissue of the human body. They went to a lot of detail about what he was experiencing physically that can cause and didn't this case. Severe. And likely permanent injury. He had a bullet. Go through some or all of his spinal cord. One of the bullets had severed his spinal cord, which doctors believed would paralyze partially probably permanently, they said that it would take a miracle for him to walk again. He has holes in his stomach. He had to have nearly his entire colon. And small intestines removed. They really wanted to drive home the physicality of that of the suffering that he is enduring and they wanted to really put those facts out there and not hide them Jacob Pez a long road ahead of. A lot of rehabilitation you heard he's in surgery right now it's not going to be his last. They also said that he has been awake. He was conscious. One of the questions from reporters was. What does he think of health this? He does not know what's going on. The answer from the family was really he doesn't understand that this is going on he's heavily medicated. He's you know a lot of pain that he was still fighting for his life. There is no idea. In the condition he's in that he has become. A symbol for powerful symbol appears not it appears that he is largely unaware of everything that's happening the first thing he did when he looked at me was cried and then begin to say I'm sorry about all of this. I, asked him Jacob did you shoot yourself in the back? He looked at me and he said. Said then why are you? Sorry He says because I don't want a burden on anybody I want to be with my children and I don't think I'm going to walk again mom..
