He's launching an audit. Here's CBS's Keith and Coney. Despite the state's efforts, the homeless population continues to rise, including in San Jose, and so state senator Dave cortesi, who represents the city, is now helping to lead an audit that aims to find out how much of a difference all those state dollars are really making in San Jose and elsewhere. We're a couple of years into the state funding now. It's a lot of money. Before we continue to invest like that, let's see how it's working and let's see where we need to make corrections. That's really the idea. In a statement to kcbs, San Jose's mayor, Matt mahan, says that he's all for auditing the city's work, adding though, that he wants to see the audit include the state and counties as well. Meantime, homeless advocates are applying the audit. Here's longtime San Jose advocate Gail osmer. This issue is bigger than any of us. It is about ensuring transparency in our policy and funding solutions. In the south bay, Keith manconi, an effort is working through the legislature to open more opportunity housing. David Welsh reports a small modular units are intended to address the state's growing housing shortage. Several cities in California have turned to opportunity housing units as one possible solution in solving their regional housing crisis. Versions of the small modular units have popped up in cities like San Francisco and Santa Barbara as a way of providing some relief. Now, state senator Josh Becker wants California to put its weight behind the cause. This is the most hopeful optimistic solution I've seen to solve homelessness with the speed and scale. If the state is a whole hopes to reduce homelessness, the entire state needs to build more housing. But housing projects face huge barriers like land costs, long construction timelines and skyrocketing building prices. Becker says modular units, which are inexpensive to build, serve as a bridge. That may have another use in say three or 5 years, but we can build these units now to get people off the streets now. And we can relocate them as we need to. David Welch, kcbs. Already this year, caltrans has received reports for about 400 potholes in the Bay Area, meaning they're coming in at more than twice the rate they did last year, and work crews are responding in force. And we right now, we have more than 4000 crews who are running 24 hours maintenance patrols for road hazard. If motorist has any damage to the vehicles due to potholes, they can report a freeway or motor vehicle damage by putting in a caltrans claim request Cities can also help if the damage occurred on a city street. Well, I think the residents were very clear that they want to see us focused on basics on things like public safety, which is why I'm out here this morning connecting with all of our first responders, cleanliness, better solutions to street homelessness. Residents of the city have been complaining for the past few years about illegal dumping and garbage around freeway overpasses. But you know, in the long run, I think the most important thing we can do is reduce and ultimately end street homelessness. It's hard to keep the city feeling clean and safe when we have nearly 6000 people living outside. The new mayor says the city needs to move much faster to scale up interim housing sites. Jennifer Hodges case CBS. Environmentalists and even some fishermen are happy with a new law dealing with how to catch certain fish and to target swordfish off the California coast. For decades, fishermen trying to bring in swordfish have used mile long nets laid in the water overnight. The problem was those wide nets don't discriminate and they caught a lot of endangered species from whales to turtles, the new law prohibits those nets and gives fishermen a different and better option. Jeff Chester is California campaign director and senior scientist at oceana, a nonprofit organization. One of the really exciting parts of this whole effort is a transition program that actually transitions to a new cleaner way to fish for swordfish called deep set buoy gear, which is selective and it's actively fish is only catching swordfish and fish that are actually able to sell in an avoids the harm to marine mammals and other species. And so this is supported by sport fishing communities by the humane groups, even by seafood businesses that want to actually continue to provide swordfish off of our coast and keep our fishermen here in business so that we don't have to import our seafood. We can have a responsible way that we can catch seafood right here at home. Doing it this way should save lots of whales and other species and provide a better business for all the local fishermen. For national parks in California and southern Oregon are offering visitors a new deal starting today. Keith manconi has more. It turns out one national park isn't enough for some nature lovers. That's at least what visitors have been telling Jim Richardson, park superintendent of lassen volcanic national park. Several people said, oh, I have three of these passes. Already. Wouldn't it be nice if you could accept one of these passes for all these parks? All these parks, being lassen volcanic, as well as lava beds national monument, Crater Lake national park, and whisky town national recreation area. Now that the new year has begun, they're going to give the people what they're asking for. Buying the $55 annual park pass one will count as an annual park pass to all. And there are plenty of sites to see several of these parks are known for their volcanic features. Where the earth is still alive with boiling mud pots and then boiling lakes. Keith manconi, a settlement has been reached in a civil rights lawsuit against IHOP by an African American woman who says she was mistreated at one of the chain's LA restaurants, but the terms of the deal are being kept secret. The woman says that when she went to eat at an IHOP in downtown LA in April, the manager told her she'd have to pay her bill before her food was served, she says she was the only black person in the restaurant at the time. Meanwhile, all of these storms back east are leading to cancellations and delays for holiday travelers here in the Bay Area, mostly on Southwest Airlines, flights, but are really across the board, so let's just take a look at the stats here. On flight aware dot com and I'm going to start off by looking at SFO and right now they're reporting to see here 91 total flight cancellations in the last 24 hours. Let's go over to Oakland, we're reporting 130 total flight cancellations in the last 24 hours. San Jose 117. So that's a large number at all three of those airports. Also a banner for San Jose saying that there are delays of average of about 28 minutes and increasing at that airport. So obviously you want to check your email and check the airline apps and check everything else she can before you head to any of the airports and try to get home after the holidays. Well, it's been another year and that means another 12 months of facing COVID risks. Keith manconi spoke with a local public health expert about how the Bay Area has written the COVID waves of 2022. The year started with the record breaking omicron surge. And now is it ends we're facing a spike in cases once again. But hope remains high that we'll be able to avoid a repeat of those COVID explosions that have strained our health system to the breaking point. Doctor John swarg, professor emeritus with UC Berkeley's school of public health, says in large part, we have the vaccines to thank for that. We know that these vaccines work, not so much to prevent getting infected, but they do work very well for preventing really serious disease. So this is what I would have expected the vaccines to be able to do for us. Also making a difference, stronger background immunity due to prior infections and better treatments for COVID. So now, what could come next? Well, schwarzburg says this is a virus that continues to change at a rapid pace. So the most honest answer that I think a scientist or a physician can say to what's going to be happening in the future with his viruses, we don't know. Convicted theranos CEO Elizabeth Holmes has been sentenced to prison and Keith manconi was at the courthouse in San Jose yesterday when a federal judge made the announcement. After hours of arguments from both sides, judge Edward davila, delivered a sentence of more than 11 years for Elizabeth Holmes, it comes about one year after she was convicted for defrauding investors with outsized claims about the technology, developed by her blood testing company, theranos. During the hearing, prosecutors argued a strong sentence would help deter similar fraud. While the defense made the case for leniency on the grounds that Holmes had been motivated by a genuine desire to help the world through her company. Legal analyst Stephen Clark says this sentence will come as a major disappointment for Holmes legal team. Not just with this sentence, but the fact that miss Holmes was only convicted of four charges, not all of the charges she faced. So they were hoping for a much better outcome and I think the prosecution feels very good that they got close to what they asked for. Holmes is expected to report for her prison term in April, though an appeal is expected. In San Jose, Keith manconi, meantime the Holmes case is already changed relations between BioTech startups and venture capitalists. Matt bigler has more on that part of the story. In the wake of the high profile failure of theranos and the conviction of Elizabeth Holmes, many venture capitalists are asking tougher questions of startup companies and cough sill, who's worked in BioTech and followed the Holmes case closely, says more VCs are requiring that CEOs signed documents guaranteeing that their technology actually works. I think venture capitalists, the real ones in Silicon Valley always did that. They knew these things were risky and wanted to see evidence that it was making progress and on its way. You know, importantly, many regular VCs did not invest in theranos. It was more of these family funds and people that did not have so much experience. Theranos raised nearly a $1 billion from investors on the promise that its blood testing could detect a range of diseases like cancer from a single drop of blood, but the technology never worked as promised. Ahead of election day, federal law enforcement warning that there is an increased risk of political violence. Keith manconi has the story. The Bay Area is still reeling a week after news broke that Nancy Pelosi's husband was attacked in the couple's San Francisco home, but this attack comes as the country enters a volatile election cycle, where the potential for more political violence seems to be rising. The environment we now live in in the United States is not a benign environment. Robert pape is a Professor of political science who studies attitudes towards political violence, and he sees warning signs for the weeks ahead. There is the potential of a number of lightning strikes as I call them coming here in the coming weeks and several months, all the way through January. This is not over if we get through Thanksgiving. But he does hold out hope that cooler heads could prevail. If we can just come together and recognize that as a people, we have everything to lose by violence, then we will have a chance to strengthen democracy through this election.
