Let's be frank. I'm trying to be frightened employees. After all i'm a member of the clergy. I must be frankenthal times. New jesting no jesting. I won't even joke about the overdue. Book kids nothing about it. I mean other people could have learned from this piece of knowledge that was never returned the faith and practice of a church of england man. "The other side has looked them all to the laws and we want you know this to be a safe community, and we expect the police soon forces laws and we're really kind of middle in our hearts we truly want to protect. We know those laws are there for the reason. Look, we don't create the laws. It's just the playbook were given and we follow it. You could certainly welcome to change the laws. But until then, we're given a playbook were expected to do that to protect the public, and that's what we really want to do. You know part of the guys you represent. If not all of them, Keith, they can't imagine. That they don't want to get the call where they got to roll up to you know where a bunch of youth are, You know, partying on or what have you and they know that, you know, boy this could pop off. This could get bad this, you know, depending on what time it is, and let's just say it the locations of some of these different places. And you know, the last thing they're gonna want to do is roll up in the middle of that, because that could not only mean the end of their career, but you know the you know them going to prison and all of these things bouncing around in their heads, Man, This is just a bad situation that continues to get worse if you ask me, man. No, You're 100%, right? And if you put yourself just with that what you described right there about going to prison, or, you know, just politically being, you know, drug through the mud and everything else. You know that right there, Any person's gonna say, man, I get it. It's extremely difficult and we do We struggle internally because we want to continue to do our job to protect the public. But all those things are in the back. Everybody's mind. It's just a scary time for law enforcement. It's scary time for the community, and it's the most difficult time I've seen in my career for anyone to do this job. You know, this is just a guess. And I don't know. You know if you can speak on it, or you, you know, most likely probably can't even if you know something, but you know my guests on red, white and boom, for instance. Is, you know, we, uh, way were less than kind to the mayor, when all of this came out last week, and we're just saying Are you kidding me? You got the CDC saying what they're saying. On the national level. We've got the governor on a state level, saying as of June 2nd, blah, blah, blah. And then you got the mayor going well, we can't get the permits and whatever, and I'm thinking, um, You know what? I don't know that he's being completely honest. I would venture to guess It's a lot of officers that air going now, baby. Nah, I don't wanna work that I don't want to be down there in the middle of that, And once again, we get into the same scenario that I was just kind of painting for you a little bit ago. With rolling up on these parties or what have you? They probably don't want to. And you know what? How do you fault them for that for not wanting to be in the middle because you got guys who were going to be down there trying to enforce the law. They trained They've been on the job forever. And then you got a mayor who's not gonna back him up. You got a city prosecutor is gonna let him off if they end up getting arrested during all of that. I could imagine that none of them. They're like you could have it, man. I don't wanna work any of it. Yeah. So I don't know about red White Boom. What the circumstances I can tell you. You know whether we have red white memory other than these officers will be. There will be difficulties. They have all those fears. You better believe it. But we know we owe it to the citizens. We know the vast majority of citizens of this community appreciate us and want to feel safe and we just you know we will be there for them, but But it's hard. You're right. It's absolutely hard on these officers and puts men bad spots, and it's making it Very difficulty for officers to protect the public, which is what we ultimately always want to do. How are you? Hey, I'm doing okay. I really appreciate you guys have me on is always. Yeah, absolutely. Um, just a couple of things I kind of wanted to ask you about. I mean, we saw yesterday that that nine member community board I think that's what they're calling it something along those lines. I think you know what I'm talking about that gets introduced and we see the suspect. I mean, the regular lineup for all these people, these people, these members of the community board, so we kind of started looking at that yesterday, Josh and I started taking a peek at it talking about it, and so on. And, um, there's still a lot of questions as to the way it's kind of gonna work moving forward, and I'm sure you probably have some thoughts on that. Yeah, we certainly There's a lot of details. What exactly these roles were gonna be and a lot of these things that need to be discussed with the F O P. And our focus has been the same. I've said this time and time again. We want to ensure that officer treated fairly that people are going to be impartial, not have any type of agenda or anything like that. Look at these things, you know, just with an impartial attitude, and that's gonna be our focus. And that's gonna be important thing for all of our officers. Well, and so there's this thing is it get under way immediately. I didn't Didn't catch any part of that if it was in the article, and you know is this something that is implemented like almost instantly, or how long before it gets implemented, or what's the situation with it that you understand? Well, there are some things obviously can implement right away. Certainly American create a group to make recommendations and have these discussions. There are some of those things that are gonna have to be the I'll get, you know, getting in the weeds if you will, on some of the details that you know, I believe it was said it was premature to have some of those answers yesterday, but those answers Olga is going to be important to all the members and all the police officers on on how that goes forward, and so that's going to take a little bit more time. We look forward to having that dialogue to hearing those Answers on what their proposals would be with that, but some of the stuff that he could start now and and and preparation if that's what they desire to do, keep barrel F O P president joining us now and so we saw earlier in the week to the headline that was jaw dropping Keith, and that was The resource officers, not in Columbus City schools. And what was it 20 some 25 years or something along those lines? It's just head shaking. Yeah, it's been a while and it certainly you know, we're seeing um or violence or communities And we certainly like a zoo levels that you know should be alarming for everyone. And, you know, certainly those officers on assuming we're putting those schools for a reason to handle those situations, and and now you know those situations. I'm assuming you're still going to happen. And we're gonna have to call in resource is off the street that could be out there hopefully present preventing another homicide or anything like that from happening. So there is concerned there that those problems are more away. But other resource is going to use the pulled off the street to go handle those man. You bring up a great point with that. And that was an once again, you know, with somebody like you and what you do. And your your police officer brain if you will, and being in that arena thinking like that, I hadn't even considered that. You know, they don't have anybody dedicated to you know, go down the list of several different schools where the guys would or and girls would technically be, uh, you know, stationed or hanging out if you will, And then something goes south, and they're already there. Now you're having to pull other people in there, I guess, depending on what kind of a situation that could have erupted. You end up pulling people from the street anyway. Maybe for backup to roll into a sister. What have you But, man, you know the first time something like this happens in and you've got to assume that it's moving that direction. Do you mean another good point. The violence is at an all time high. And then you think about these kids have had to basically have over a year off almost a year off. And they have all this pent up energy and maybe anxiety and frustration. And you know, society hasn't gotten any less woke between then and now, So all of those things all play into it. And this is a recipe for disaster If you ask me Yeah, again. We just, You know, we want to keep the public safe as we can. We're struggling right now with resource is, um and with direction given to us from leadership, and we just really want to be there for him, and we're gonna do the best we can, but But we have the same concerns you just expressed there and you know that. Those people. They could call their to the schools and are taken out of their cruiser district or wherever to go handle that. Um, you know, you might need them on dare not gonna You know, there won't be the ones responding at that time, but we will do the best weekend. Yeah, for sure. No question about that. Um, you guys are always the ones running toward all of the chaos every single time, and we talked about it. Just recently in Colorado, the one officer that ended up paying the ultimate price and so on and boy that day, I was just seething thinking about and it just brings it home to all the conversations I've had with you as well as all of my other friends. Who are Leo's that It is a it is just mind blowing that we have people going. Yeah, We don't need any officers in schools. Let's cut funding and all of these things. It's again. It is absolutely It's just staggering the way that this is playing out So the city of Columbus I know there was something to do with the police and the fire pension fund that I was reading about Not too long ago. But you know, set us straight on this because I don't think it's exactly I don't have a complete 100% in focus snapshot of this, but set us straight on this What.

Highlights and more with Matt McCoy around. 7 46 the big big story this morning as you're getting going and getting ready for the weekend it Thomas Quinlan chief Quinlan's stepping down as chief of police for the city of Columbus. Wanna welcome into the show Right now the president of the F O P. Capital City Lodge number nine Keith Farrell. Good morning, Keith. Hey, Good morning. How is everybody? Hey, we're okay. We're obviously disappointed. Shocked about yesterday, but I must ask as someone who oversees the union for the CPD Surprised or not. Well in the last year. We've had nothing surprised me, to be honest, so we try to prepare for the worst and plan for the best as always. So yesterday we had the mayor come out to say, and I'm going to quote him here. Columbus residents have lost faith in him, meaning Quinlan and in the division's ability to change on its own. He agreed to step back so the city can move forward. I appreciate Chief Quinlan service to the community and the changes he was able to implement in his time as chief. When are the residents of Columbus Keith going, too? And maybe some already have. But this is not on Quinlan. When When is the CPD going to stop being blamed? And it should be looked at the top with the mayor. Well, I think this is gonna have to be a collaborative effort. Um, On on everybody's part, the officers, the elected officials and citizens to all come together to work on any concerns and issues and stop pointing the finger. Just the police for sure. That's the only way we're gonna get true change. You know, I I read something about negotiations that are going on. Are they currently going on with you in the city right now for the new contract. Yes, they are. So if I do, you probably can't speak a whole lot about that. But, you know, we we've read in the dispatch to quote my sores about how rough they been at times, especially with Mayor Ginther eyes that going a little smoother is has there been cooperation on the other end of the city? Well, I'm not in that room and so I can't really speak exactly what's going on there in his navigation negotiations. We have a team, but that is a process that takes time. Both sides. Have their ability, Tolo pitch their cases. But, you know, I think in the Times ran logically, It would make a lot of sense that it's gonna be difficult right now. Um, and we just have to get through it work together. So Quinlan moves back to deputy Chief. If you think about it when he got that job, and the year that he had it I don't think anyone has had to experience anything like what he had to endure in this past year. Would you agree? No, I haven't seen him like this in my career. That's for sure. These were just times. I'm not sure how anybody can win in 2020. No, no, exactly. So so moving forward, But I mean, sometimes you feel like Quinlan especially was more of Ah, And this is me by the way, but but a guy looking into the situation it just felt like Quinlan was a puppet. And city officials like the mayor, where the puppet master of the very top, and Quinlan was in a very difficult spot. No, I would agree. I mean, we had a city charter changed that basically allowed the mayor. Whoever the mayor is at the time to a point. The chief and and we knew once that happened, politics and policing, we're gonna blend and I will tell you that Paul is politics and policing is a bad thing. If you make political decisions, regardless of who the mayor or anybody is we see another cities around the country. That's a bad thing. And we want to make policing decisions based on wall, not politics. You know, I'm glad you brought that up. You know, we we know or we're human. We II understand The other CPD certainly isn't you know, perfect. There are mistakes that have you know been made with individual officers, the city of Columbus prepared to invest at least 4.5 million a new body camera technology. What's the difference between the new body camera technology and the stuff that's being used now that will be replaced. So I'm not exactly sure that change is going to be another some ongoing discussions about that. But technology's changed somewhat over the years and I'm not embody camera expert but it's changed and it has the ability To record or trigger the camera. Come on a different times. Um, so things like that to be looked at, there's different ways on how far back the recording will go. When it starts just I'll call him updates, changed in technology or more or less what we're talking about. When it comes to the community. I've heard of religious organizations getting involved and wanting to speak their piece. There was a letter that was going to be delivered to the Mayor Keith in regards to You know, leadership at the top with the CBD. How involves to these outside and I believe in community Don't get me wrong, but how influential are those groups and are those people when it comes to the mayor and the police? Honestly, that Z kind of difficult in a way because I believe that you know we should listen to the community and have these conversations, But I also understand that the average community member Has very little knowledge about how long enforcement actually works on the inside, and that's not a shot anybody the community, But I don't know what it's like to be a radio person or a doctor. Um, simply because I don't do the job so You know, you don't understand all the things that go into making decisions and why the police do those things And I think part of that's our job to help educate the public. Come and inform them on why we make the decisions We do because in my experience is most of time When we tell the public that they go, 00 that makes sense now and I understand it, but it does make it difficult because you want to listen to the public. We also have to understand that they don't understand exactly why we do We do well, said Keith. There seems to be such a divide. And there has been for a while between even before 2020 happened between the CPD. And the city officials. It seems to obviously have gotten worse. What would you like to see going forward After this? I mean, obvious. Everyone gets along, but what kind of steps could be taken? Well, I would say this. We need a leader. Um, And this isn't saying Quinlan wasn't I'm just saying in general, quite honestly in this country, In my opinion, we need a leader that while everyone is trying to push everyone away from each other and divide us all Someone that could bring us together, someone that can appeal to everyone and make everyone understand everyone's role and the place and just be a true leader. I think Mike Woods cheap woods. Possesses those qualities. I think he has an outstanding ability to communicate not only with his troops, the rank and file but with the public, and I think the public will get probably a good dose of that here in the next few months and I think that's a good thing. "Changes in the Columbus Police Department began at the top, and that happened on Thursday. Mayor Gunther says he does not believe Columbus Police chief Tom Quinlan can implement the changes that he expects and the community demands. Columbus residents have lost faith in him. And in the division's ability to change on its own. Quinlan understood. He agreed to step back so the city can move forward. The mayor says deputy chief Mike Woods will serve as interim chief. And so he called, he said, when I go now, and he goes, Yeah, I'll talk to you before I go talk to the TV and I sent him the number in boom. He you know, he called sounding like Yeah. Hey, Keith. So you know this information with Chief Quinlan, this news coming down? Um, you know, he's just coming up on his one year probation. And, um gosh, your thoughts about this? I don't know. What do you think Ng? Well, honestly, I mean, I haven't heard any the press releases yet. I've been in a meeting, but my understanding is stepping down and they're making an interim chief. Um, you know, that's one more change for the officers right now that we're gonna have to deal with and the community is gonna have to deal with. Um you know, I could just say, regardless of who that is and what they do. I will pledge to work with him to try to help this community hell, along with this police department. So what I'm hearing too, though. Um, is Keith that its chief Woods is going to be the interim and he is also indicating that he's going to be leaving. He may have already announced it. I I do have you know some people in In the getting the information but that he is going to be leaving in April or May. And so there there look began. So now the kind of on the heels of what you just said. Now it's going to be this person. You know, Chief Woods, and then it'll be somebody else whenever they get them in place, And this is clearly not good for the department and for you know everybody that needs Help from the police. It's just not good. Well, the police will be here for the public. You know, we got the politics aside and the decisions made on on, you know, management around here. We we will still be here for the public. It's just one more thing for us to navigate right now, and it's very difficult Time for law enforcement in general. But we we will be strong for the public as we always have, and continue to be there for him well and then also part of what I read from from the chief and how he's stepping down from this. It should be concerned. I mean, the numbers are startling to the officers. We see it growing and unfortunately, see it firsthand. So we see it before the public when we see the writing on the wall. The officer camp But what I what I do want to ask you because I've had my own friends, police CPD officers. Who we're talking about. There's a lot of questions about the amount of officers that were standing around after Hill was shot. And there is this consensus and help me out here too. Was there a phone call Put in to Quinlan Chief Quinn Lind on. Hey, Our officers need more training here on first aid and and medic procedures. Is that true? So whether there's been certainly phone calls, discussions for email and whatnot about this concern. We have certainly aren't medics. We have some of the best medics around here in Columbus, Ohio. The training we have is extremely minimal Thick Whitman we have is minimal. Some people have other stuff that people other people don't have. Um, and you know the level of training if there's gonna be an expectation to be able to do much, and certainly in a time where Kobe is a concern. There's other, you know, dangerous diseases out there, and we just don't have that protective equipment that a lot of these firefighters obviously having met it have So we're gonna you know, their expectation is to be able to do certain things and had a scene. We're gonna need better equipment to do that and have some train, not a half hour refresher once every few years or whatever. Um, to do this stuff that these medics were trained for weeks and years on how to do some of these things, And I just think you know if there's an expectation that working, we're gonna have to train more given proper quit. Mayor get there a couple of infamous quotes from him for the record. I'm not a fan of going through it all. I think he's a lousy mayor on guy. I think he's really let a lot of people down. That's just my personal feelings. But I realized it's also a tough job to be in political office anyway. But he quoted last week, saying, Our officers are trained to provide potentially life saving care at the very least, comfort in these situations. One of the division of police is core values, his compassion. Another's was evident in the video now friend of Mine said, and correct me if I'm wrong, Mr Farrell that, um He says. We are allowed to put them on civilians. If we choose. He's talking about turning kits. But if you're shot in the torso the way Mr Hill was a tourniquet, it will do no good. We've been training hard to apply an Israeli bandage. We're not issued them, so it sounds like you. We also the CPD needs the proper equipment needs the proper first aid kits as well. And that's just my point on your right on the turn. It gets that sports Trinity's and the training. We get either on the tournaments or even on those type of bandages. Eyes extremely minimal. I mean, that's something if you're gonna be efficient, and you're gonna expect somebody perform something efficiently, regardless of what it is, there must be continued training that can't be a one hour course. Every so often that someone has To do something that you know, important in a situation so, Yeah, we absolutely some people have turned it. Some people don't I'm told. You know, I don't know about the bandages. I certainly don't have one. Um, you know, and I'm assuming people out there someone doing some Dolan so there's got to be a little bit. You know, you've got you can't set us up for failure. If you're gonna hold us accountable for things. You have to give us a proper tools, the proper training, ongoing train to do those things, and that's only fair and that's what we asked. Mayor Gunther seems to do these backhanded comments every once awhile on Twitter more often that I'd like to see it all, especially with respect to our CPD. But last week, he blamed the city of Columbus and the record homicides and three factors. Pandemic We're talking about last year, but the pandemic the economic and human crisis and law enforcement. This is coming from a mayor who was also wanted to take away what 23 million from the CPD. I just find this very narcissistic at this point, Keith and I don't know what you think about it, but to to drop law enforcement in there that that they're the reason part of the reason for the high crime rate is ludicrous. So I will tell you absolutely law enforcement. We can't stand to see this type of violence between these officers working this these communities every single day. We know the citizens of those communities needed there and want us there because no one wants to walk out their door in your gun shops every day. No one wants to be a part of that. These officers know it. You have to give the officers the tools and the backing to go out and do their job effectively and unfortunately, we just don't have some of that right now and not and not just from the mayor. I mean, it stretches across the board the other elected officials But, you know, we need that support. We want to protect the citizens. We see the writing on the wall.
