"Primaries in four states tonight Nevada South Carolina Maine and North Dakota and Texas is holding a special election to fill a vacated seat Now in South Carolina they're featuring a couple of GOP primaries where former president Trump has endorsed against sitting Republican members of Congress Let's take a look at some of those results tonight In the first Republican primary this is the first district I should say Nancy mace who is the incumbent and who is battling against Donald Trump She's got 56% of the vote Kate arrington the Katie arrington the Trump backed candidate with 41% and overall we've got 13% of the vote in So Nancy mace may be on her way to victory but we can't project that at this time The other incumbent is Tom rice he voted for president Trump's impeachment and raised the ire of the former president Tom rice with 27% in the 7th district Republican primary trailing Russell fry who has 45% Keep in mind somebody's got to get to 50% in these races in South Carolina or there's going to be a runoff In Texas the special election is a chance for Republicans to test their support among South Texas Latinos and potentially flip a congressional seat at least for a few months and a lot of money has been poured into that race even though as we say it really will last for just a few months So more results from South Carolina and combat Henry McMaster wins the Republican nomination for governor McMaster winning Republican nod for governor and South Carolina's primary election and Jim Clyburn very much the veteran democratic leader from the 6 district democratic primary on the democratic side He is projected to win Jim Clyburn the instrumental of course in the election of Joe Biden this past cycle 2020 in the presidential race Well we're turning to our local politics early voting already underway in the district turnout said to be pretty weak with that primary coming up a week from tonight About 30,000 ballots have been cast in the primary so far compare that to the final tally in the 2020 primary when nearly 115,000 ballots were cast We're just wondering where the voters Nick Jacobs with D.C.'s board of elections says yesterday there were just 800 ballots cast at D.C.'s 39 early vote centers where people can vote in person So voters are being encouraged to get out now and cast a ballot early and avoid long lines on election day early voting is a great opportunity to get in get out at 5 minutes We want to make everything as easy as possible for voters Nick ain't LA WTO P news Polls for next Tuesday's D.C. primary open at 7 a.m. closing at 8 in the evening in Virginia the polls are open from 6 to 7 There are also ballot drop boxes at some polling places find out where at WTO dot com The U.S. House has approved legislation that would allow around the clock security protection for families of Supreme Court Justices This comes a week after a man carrying a knife gun and zip ties was arrested near justice Brett Kavanaugh's house in Chevy Chase Maryland after threatening to kill the justice The bill was passed the house has approved a Senate bill designed to boost security for U.S. Supreme Court Justices and their immediate families It is imperative that the justices are free from fear of violence or physical intimidation to make decisions based on the constitution and law as applied to the facts of the cases before them The Senate passed this bill a month ago Why did it take so long The bill allows Supreme Court police to provide around the clock protection to justices and their families if it's deemed necessary House Democrats had sought to add protections for Supreme Court employees and their families but back down when Senate Republicans said it wouldn't pass the upper chamber CBS News correspondent Skyler Henry We're going to check out some more of what's happening in Congress with the gun legislation what form is it taking also Congressional Republicans say Americans concerns about inflation far outweigh those related to January 6th On Capitol Hill I'm Mitchell Miller Stay with us at 8 37 Here's Jeffrey Mick the deputy commissioner of fiscal accounting and shared services at the bureau of the fiscal service on ask the CIO sponsored by workday We've been committed to providing mission.

"Com schedule your free estimate today Now 8 ten on WTO Campaign 2022 we have four states holding their primaries tonight Nevada may North Dakota and South Carolina selecting candidates for the midterm elections There's also a special election in South Texas And joining us live on Skype tonight Politico's Zach montale Zach I want to give you some preliminary numbers here You're probably looking at the same thing A couple of candidates that have challengers backed by Donald Trump in South Carolina the first district Republican primary Nancy mace in the lead she's the incumbent over Katie arrington only 3% of the vote in there But another candidate incumbent Tom rice is trailing Russell fry in the 7th district Again Tom rice targeted by Donald Trump and he's got a candidate backing a candidate that is going against rice What do you make of those two races and what do you see so far tonight Yeah so it is still super super early but the important number here tonight will not only be who's winning and who's losing but they have to get over 50% If I'm a betting man and I am not But if I was I would think the South Carolina 7th district race the one with congressman rice and his challenge of Russell fry Think that goes to a runoff Nobody clears 50% It has to go to a runoff which would be even more acrimonious in what we've seen recently I think the race with congresswoman Nancy mace is different There's less people in the race and she has at least in public polling than faring better than Tom rice but we'll see for the rest of the night And Tom rice is crime if I could put that word in quotes in the eyes of Donald Trump was voting for his impeachment Right yeah Tom rice has been a stalwart conservative and just about every other definition of that word except he voted to impeach Trump He said in the past that he voted for Trump even told one of my colleagues when he was out there that I wish Trump won because in January 6th never happened but the only thing rice did to kind of get the president's fury was or the former president's very rather was to vote to impeachment is one of about ten And he's actually the first one who is actually facing a Trump backed primary challenger this year too So there's that added wrinkle And Nancy was it more just her rhetoric Yeah Nancy mace is a sometimes Trump critic sometimes effusively praising Trump And I guess on that particular day of the week it looked like the former president saw some of the criticism because she has a challenger from Katie arrington if the name is vaguely familiar to anybody She ran beat Mark Sanford the then congressman in 2018 and the Republican primary then lost the open seat election back then So she's a familiar candidate to some people and that's her challenger too So I know we've fixated a bit on South Carolina with my questions I do believe it's one of the marquee states tonight anything else you're watching You know heading west had to Nevada this big statewide Republican primaries we have they're picking Republicans picking their governor candidate their Senate candidate and the Secretary of State candidate all three of those will be super competitive come November And what about that special election in South Texas you had a democratic congressman who is stepping away and is it the Democrats trying to send a message to the Republicans or maybe the other way around in that special race Yeah it's really the other way around I think the biggest impact this race would have because whoever wins tonight will not be in Congress a very long because of researching the maps will look very different in November a Democrat is absolutely going to win this district in November but at least for the next I don't know call it 5 6 7 months whenever the election is resolved part of it is Republicans sending a message saying look we can compete in South Texas among Latino voters And part of it is just the governing majority in D.C. North Dakota and South Carolina Early voting is closed and as we look ahead to election day let's bring in Bloomberg government election reporter Greg jaroud Greg thank you so much for taking the time with us Great to be with you Let's look ahead to these primary races coming up on Tuesday in South Carolina Nevada North Dakota Maine Let's start with South Carolina What's caught your eye there so far Well what's caught my eye on South Carolina are two incumbent Republican members of Congress Nancy mace in the first congressional district in a shark in the Charleston area and Tom rice of the 7th district in the northeastern part of the state Trump Donald Trump has decided to oppose both House Republican incumbents in the primary is backing a challenge to them Nancy mason's opponents in the first district as Katie arrington a former state representative who closely aligns with Donald Trump she ran for this seat in 2018 to feed it Then congressman Mark Sanford in the primary before losing to Democrat Joe Cunningham who subsequently lost to Nancy mason 2020 Do you have a very good primary there And then the 7th district Tom rice was one of the ten House Republicans who voted to impeach Donald Trump over his role in the January 6th 2021 attack on the capital Trump is backing state representative Russell fry and yes that's definitely a primary to watch There are several other challenges in that race and in South Carolina You need a majority of the vote to advance from a primary and to avoid a runoff And so fry and other candidates are trying to hold Tom rice under that majority vote threshold South Carolina you mentioned has an open primary How does that make a difference Or does it Probably not much So by an open primary that just means that voters do not need to be affiliated with a political party to vote in its primary in any parties primary Most states register voters by party but South Carolina is among the states that do not So any registered voter in South Carolina can choose to participate in either party's primary that does kind of create at least a theoretical possibility of some mischief where let's say Democrats in the first district might want to go up against Katie arrington rather than Nancy mace but in practice that doesn't really happen all that frequently We're also watching primaries in Maine what are you looking for there I think in Maine you have a governor's race there that's where the primary is likely to set up a long anticipated matchup between the democratic incumbent governor of Maine Janet mills against the Republican former governor of Maine Paul Lepage who held that seat for 8 years before he was term limited I'm also looking at the second congressional district of Maine That's mostly the rural part of Maine Can you have a rare Democrat from a district that Trump carried Jared golden who is seeking reelection against the man E ousted in 2018 Republican Bruce Pollock Jared golden has cast some votes against the Democratic Party leadership In fact he was one of the two Democrats who voted against the Democrats gun safety legislation packets that was recently voted on So we'll see I'll be watching for is can Jared golden win win reelection at a district that we're Joe Biden is not that popular And let's just keep going down the list the primaries in Nevada first and the issues there as well as North Dakota You know that is a big state just for congressional districts but it's all for them to be competitive at least one of them in the primary and three of them in the general election It also has a blockbuster U.S. Senate election between Catherine Cortez masto the one term democratic incumbent She was a protege of the late majority leader Harry Reid she became the first Latina to serve in the U.S. Senate when she was elected in 2016 She is likely to go up against Republican Adam laxalt who is the former attorney general of Nevada Nevada is a state that I would call kind of purplish maybe a little bit light blue it's a state that Joe Biden won by just 2.4 percentage points in 2020 when he was more popular than he is today and Catherine Cortez masto may be the most vulnerable democratic Senate incumbent seeking reelection So that's a state to watch I'm also watching three at least three of the congressional districts in Nevada because Democrats control the redistricting process in Nevada and what they did is they took a lot of Democrats from a safely democratic district in Las Vegas and move those democratic voters to two other districts they control that are much more politically competitive The idea of being they want to create three districts that lean democratic but not overwhelmingly so the problem for Democrats or at least the challenge for Democrats is all three of those districts in a very tough midterm election year are vulnerable to being a one by the Republicans And so I'm going to be watching those three districts pretty closely North Dakota is the final state of the four states voting on Tuesday That's going to be kind of a quiet day I expect that Republican senator John hoven and Republican congressman Kelly Armstrong who has the state wide at large congressional district will win their prime rates will be heavily favored in November You know Greg you were talking about the different districts I'm wondering have you found that the redrawing of the congressional lines has had any.

"A government in this issue. So where do we sit in in that part of it. We kind of tip the scale too far in the sense that yet we want to share information but are the cyber actors at the nation state level have company started to just give in to their fact bat. They're never gonna defend against that. I don't think giving in. But i would flip. Just just i change what you said just a little bit and i've kind of this crazy analogy that he's for this. There's this there was an end stab national site or the end stack. That's the gift. Thank you the insect. Did a paper. Years ago. That i don't think ever actually made it out so this is not original thought by critics clearly. This is something that. I had the opportunity to read when i was in draft. I don't think it ever really got anywhere. And i think what the what the crux of this paper was about. Sort of this idea of what what should companies be expected to withstand and use. A fire is an analogy to make my point. Because there's some things that you would expect certain companies in the crosshairs of certain our adversaries regardless of how whatever technology they have access to or training of their people there some things that you're just never going to withstand a nation state attack. So i use this fire department analogy as an example. You know you. And i are two ambulatory bipedal. You know humanoids with opposable thumbs That are both in our while. I just turned fifty. I think you're in your late forties early fifties that no if we're cooking at our kitchen and there's a small grease fire. We have access to a fire extinguisher. That's something we should be expected to be able to do. I may not expect somebody a geriatric individual or a young child. But there's some a you know. Everybody between the ages of sixteen and eighty six should be able to respond to this as an example but if our roof was on fire you know it got hit by lightning and our roof is on fire. That's where we quickly run beyond the level of our ability to to react to these things. Even though you and i might have just won the lottery and had the ability to buy a fire engine and put it in my driveway. It doesn't necessarily mean that. I really know how to use that same way. Trained fire department. You know somebody who's organization does nothing but trains people and equips them in a way to respond to really bad things. You know. that fire department doesn't show up. You know to put out the little grease fire though you probably have called nine one one and maybe have responded to it at this point but there becomes this this point that there's things that we just don't expect people to to be able to do on their own. I think that has to be sort of mapped over to companies. Yes there's good hygiene you should train your workforce to a certain level. I would expect you to have certain products and services. You know you should be doing the basics right. She just the hygiene that we would expect anybody capable of but if you find yourselves in the crosshairs of a sophisticated nation state adversary. I don't know if i would ever expect you to withstand that over time like you know the the the guys at the colonial pipeline in the solar winds. I'm sure they have very well. Trained sophisticated security organizations. But even those guys are gonna reach their limit of what they're actually able to do. And i think we fail to realize that we've do you say if i put all these requirements on you or if i give you access to all this different kinds of security technology you should be able to put it together in such a way to withstand the attacks and i think that's fundamentally flawed way of thinking about it. Yeah i mean extremely good analogy right. I think i'll meet a little over dramatic about the way i phrased the question right but are they wanted to get your totally. But but i think it's it's an interesting conversation because he starts to get into now when you've referenced it cnn emc and everyone's You've got so lucky. Got the owner out of the new by other by Seem mc mc is is there. You've got a great new cyber leadership between you. Rob joyce jen westerly right. You got all easily read all this new leadership in place so things are moving in the right direction. The question will be. Can we move fast enough. Right can see him. Mc actually do something in the supply chain security space to help what the government consumes to save time in a timely manner compared to the pace at which the adversaries are moving or competitors are moving. Everyone skype well. I think you put the you put the the best little spin on this and you said like within a timely manner right. What is that timeframe to which we have to be paired five minutes before we were talking before you started recording. We're talking about football right well. The football schedule people when the preseason is in the actual games are draft when that first game go down. They know when that timeline is when that team ready to perform in the preseason. Hey we're going to throw a new players on the field and say they do it but they know that game one right when the season starts it's on the calendar you map towards it so the question is we're struggling with what that timeframe is right. When do we need to be prepared. Well somebody could say. We need to prepare all the time. Well okay. If that's the that's the metric we're gonna use. You'll see him. Mc is a good thing. Katie arrington who. She's taking some lumps over this. I fundamentally agree. Conceptually with white siyam was designed to go off and go do there. There's a lot of really good Excuse me a lot of good principles behind it Question is does impose costs onto those that are willing to deploy it. And i think the only thing katie. I think missteps in the beginning when she said oh wouldn't cost a lot of money for a company to go employ the cnc best practices. Well we all know. That's not true right. We all know there's significant cost associated with rolling this out as the you know the question is should you. Roll it outright. I believe you should are you. Everybody should do the best efforts they can to ensure that they're putting out a good and secure product and or service The question is the environment changes so quickly. There's always something new that you're going to have to do that. It's going to impart more and more costs on your product and service in the government just has so understand that it's just going to import more and more costs onto us consumers of those products and services as long as we're cognizant of that and realizing what we're asking people to do is not easy it does incur cost a dozen kerr investment and we are the customers of that and we know we know these things may ultimately end up being more expensive as long as we acknowledged that we've fully embrace it. I think we can move forward. Because what i will say you know not to ramble on too much longer. You know. there's commercial shipping. And there's there's there's there's warships and fundamentally they share a lot of similar characteristics each other of engineering plants you can. You can sleep on them. They can navigate. They can they can go through open water but warships share unique A requirement which is somebody may actively try and put that worship at the bottom of the ocean which means the additional survivability built into it defensive weapon systems the additional manning that it takes to do damage control on a ship makes that ship more expensive. 'cause you're you're putting it in harm's way and if it has to be engaged by napa saying all those things have to come into action to keep that ship you know above the waterline. Well it costs more. And i think we have to think about our information systems in the same way if we really think these systems are going to be engaged continuously by our adversaries at very nature means. They're taking on a relationship looking more like a worship which means it's going to be more expensive to maintain and Really great house.
