Much of the motivation here is getting young people engaged in voting. This is not a partisan issue, though I think historically it's been viewed that somehow we're trying to create more Democrats. The reality is young people are moving in the direction of no party preference. Mullen says. This would give younger voters a greater voice on issues such as climate change, and Says the higher education, he says, the key to this measure is that the ability to vote is a 17 year old in the primaries directly tied to turning 18 ahead of the general.
