And once again the hardest hit are the underserved communities. We begin this morning with Oregon's governor, Kate Brown, joining us from her home in Salem. Good morning to you, Governor. Good morning. Thank you so much for having me. We have seen reports that at least 10 people have died. Dozens are missing. State officials are warning of a potential mass fatality event. When will you have these fires under control? Well, The good news is this is that the weather has stabilized just to give your viewers or perspective about what's happening on the ground about every year For the last 10 years, we burn about 500,000 acres. This year. This week alone, we've burned over a million acres of beautiful or again. We've got fires on the coast. We got fighters in communities, right a budding our metropolitan areas. And southern Oregon has been devastated in we've had over 40,000 Oregonians who've had to evacuate and we have a half a million Oregonians who are on some level of evacuation status. So these have been devastating. As I said, The good news is that the weather is stabilizing and it gives our hardworking firefighters and opportunity. You go out and be proactive and build containment lines. You clarity yet on how the fire started. No, that'll be investigated over the days and weeks ahead. But I have to tell you way saw the perfect firestorm. We saw incredible winds. We saw very cold hot temperatures. And of course, we have a landscape that has seen 30 years of drought. This is truly the bellwether for climate change. On the West Coast, and this is a wake up call for all of us that we have got to do everything in our power to tackle climate change. Governor I understand that your conviction. I know afore former Oregon lawmakers written an op ed in The Washington Post, though, saying You can't blame climate change. Instead, it's a failure of your state government to prepare And that warnings were ignored regarding mismanagement of Oregon's forests. What is your response to that? Well, I stood up a fire council about 2.5 years ago, Folks came together Republicans Democrats to tackle the issues. The council had an extensive report and called for extensive Investments in our communities harvesting and thinning. Unfortunately, the Republicans walked away from the legislative session and we were unable to get that done. But I would say this. It's both It's decades of mismanagement of our forests in this country, and it is the failure to tackle climate change. We need to do both. And we can we now know because of these fires all along the West Coast. That organ has the worst. Our quality in the world. How are you keeping residents and your firefighters safe from this health threat and Cove it at the same time. So we stood up our cove in modules Early on. We were obviously aware that this could be a challenging fire season and are Oregon Health Authority, Our Department of Forestry. And our state Fire Marshal office came together early to develop these Koven modules. We've had thousands of fire fire fighters helping fight fire in Oregon Bill passed several weeks. The good news is so far we've seen no incidences of Cove it they've had to basically recreate our entire firefighting systems. And they've done a phenomenal job and doing that, while working extremely hard taking heroic efforts to save the lives of Oregonians across the state you've had thousands of people have to evacuate. Some potentially left homeless. Your state is one of those automatically sending ballots to voters at their home address, so How is this going to affect voting in the upcoming election? I just have to say it was at the state Fair grounds. Yesterday I met Red Cross volunteers, one of them Randy. She had to evacuate her family before she could come to work for the Red Cross. I met a couple who'd also been evacuated. They were paying it forward. They were helping their fellow Oregonians by serving food and volunteering at the state Fair grounds. Oregonian's have done a phenomenal job helping out stepping up for each other like we always do in serials. Go ahead in terms of voting. We've were the first state in the country to be vote by mail. We have systems in place. I'm confident that our secretary of state is working hard as we speak to make sure that every eligible Oregonian gets a ballot and we'll make sure they have the opportunity to participate in this election in Oregon. We believe that your vote is your voice. And every single voice matters and in person, if needed to be clear. Absolutely. We continue to allow folks to vote in person if needed, Governor Thank you very much for your time and good luck to you. Large fires are burning throughout the western Cascade Mountains and coastal mountains in Oregon from just you know, outside of Portland to the border with California. And search and rescue crews are starting to go back into some of the river canyons where these fires really blew up earlier in the week and removing terribly quickly places that people had little time to evacuate. They are finding some survivors, a couple who made it by waiting into the Santee M River, but they are also finding people who did not make it out. There's also a confirmed death and many, many more people who are reported missing. In two cities in southern Oregon Talent and Phoenix where a large fire started in, you know, really a quite urban area and burned hundreds of homes and apartments. What about efforts to contain the fires? Crews have made progress on containing the really destructive fire in southern Oregon. Apart from that, you know, many of the fire is burning in the state right now are 0% contains The focus has been on saving lives and evacuation, not building fire lines. When you know fires this large move close to each other on we have had several that have merged. They're smoke columns can interact and actually start to create their own weather. Very unstable, very dangerous situation That's happened just in the last few days, you know, situations where we've had to pull all of the firefighters back off of the lions and sort of abandoned the firefight. Well, you know, Antifa is disorganized, radical movements that believes in physically disrupting far right demonstrations. And it has, you know, a well known presence in Portland history of unruly and sometimes violent street activism here. I don't know the original genesis of the rumor and from a local perspective, these fires are scary. We don't have detailed explanations yet for how all of them started ignited, although we do know that in one case that in one case, arson is under investigation, and in another case, downed power lines played a role. But local sheriffs and even the FBI here in Portland have come out and said very directly. There's absolutely no factual basis for these rumors. A federal appeals court has reversed a lower court order that would have allowed Florida residents with felony convictions to vote in the November presidential election. That question was whether people who still owe money for fines, fees and restitution related to their cases should be able to vote even if they can't afford to pay. A state law passed last year made those financial obligations, a condition of voting. Critics of the law said that this amounted to a poll tax and a federal judge agreed with them. But in the opinion reversing that decision, the appeals court said that money is part of a criminal sentence. So Florida has a right to demand payment before granting voting rights. Governor Kate Brown announced today that the federal government will pull back law enforcement who have clashed violently with demonstrators there since early July. We'll hear from Governor Brown in another part of the program. The Department of Homeland Security, meanwhile, is presenting the deal a little differently. Oregon Public Broadcasting's Dirk Vander Hart joins me now from Portland. Welcome. Hey, thanks. So this agreement could help bring down tensions that have been mounting for weeks in your city. How is the governor even framing the deal at this moment? Yeah, She is really presenting this as a big win at this point. So for weeks, Governor Brown and other state officials have repeatedly demanded that the Trump Administration pullback federal officers But as you said, were sent here in early July, and under the deal announced today, Brown says At least some of those officers will begin to be phased out starting tomorrow in their place. She's sending Oregon State troopers who will act as security for this courthouse, which has really been a focal point of the protests. In her statement today, Brown said, the federal government essentially said the government has conceded to her demands. Okay, well, acting Homeland Security Secretary Chad Wolf has also been talking about this deal. Would you say that he agrees with Brown's characterization of it? Pretty pretty clearly not a wolf and other federal officials today have presented this as a win for their side, So their side is that they've been calling for local officials to protect the federal courthouse from vandalism or are small fires that some demonstrators have sent. And they suggest that you know those demands have been met because state troopers will be coming in to give that protection. But Wolf is also really downplaying this notion that federal officers are actually leaving the city like Brown says. Here's what he said in a press conference today.
