Here on KQED followed at four this afternoon by Friday's edition of Marketplace, September 11th and the 20 years since have brought so very many changes to this economy, that constant lasting uncertainty. We'll talk about that next time on marketplace. I'm Marco were manure with the world in China, June 4th is a well known date one. The government there studiously does not recognize it's a day in 1989 when Chinese soldiers rolled into Gentleman Square and killed hundreds, perhaps thousands of protesters. The numbers are fuzzy because Chinese authorities have done their best to erase the history of what actually happened in Beijing. But in Hong Kong, June 4th is observed every year. There's even a June 4th museum. Or rather, there was Hong Kong Police raided the museum yesterday and arrested four members of the organization that ranted Professor Sharon Yam is from Hong Kong. She teaches rhetoric at the University of Kentucky and joins us now from her home in Lexington. Professor. How did you hear about this raid? And what was your first thought? So, uh, I heard about it through the news and Twitter sphere and also other Hong Kong activists. So my first started. Unfortunately, I I am not surprised because the leaders and the organizers of Hong Kong Alliance who runs the museum has come under a lot of legal fire from the government for insisting to still commemorate the event. So some of the people who run the June 4th museum had been arrested before the raid. At first in the Chinese Hong Kong crackdown. We saw activists arrested trials began. There was the man who ran a motorcycle and two police who was tried and sentenced to prison. But this is a museum. Can you help us understand how widespread the crackdown on dissent is in Hong Kong, so the crackdown in Hong Kong extends not only to prominent activist legislators, but in fact seeps into people's everyday lives. The national security law affects not just the select few, as the Hong Kong government repeatedly said, but in fact it really is felt. In people's life as we kind of walked through the city, So tell us about Hong Kong. June 4th MUSEUM Sharon why and when was it established and what makes a June 4th date itself important to Hong Kongers. So the June five museum took place a few years ago before the 2019 protest, and Hong Kong, in fact, is the only place under China's sovereignty that still commemorate June 4th that particular event, so hence Being able to have a museum that host June 4th artifacts, timelines and interviews within China that in and of itself was seen as somewhat subversive move by the regime. Have you visited the museum? Sharon and like, how did the exhibits and speak to you? Yes, I have visited the museum. Despite the fact that the Chinese government has been censoring open discussions on the Internet and in public about that the museum is a place in the space together so many of the artifacts and putting them contextualizing them in a way. That allow the loved ones of the victims to shine through and really contextualized the event of that day, really demonstrating how a lot of the political suppression and persecution still persists to this day. Sharon. The world has been watching for a couple of years Now is the Chinese mainland tightens the screws on Hong Kong with the national security law. What do you think is the most critical thing for our listeners to understand about Hong Kong today? And where things are headed. I think that it is difficult to, you know, keep our attention on a city there seems so far from the United States, right? I think What is something important to bear in mind is that even though the national security law it's really cracking down, not just on political dissent. But also on the civil society with large But there are still people, grassroots activists and people in their everyday life, trying to lift according to their integrity, even though the situation is making that increasingly difficult to do, so. I think what I hope listeners to understand is that The National Security law, It turned into educational curriculum in schools. It has a snitching hotline that promote sort of peer surveillance among Hong Kong gers. Do you have family living in Hong Kong today? And what do they tell you about life? There now? Again. My immediate family's all currently live in Hong Kong and even talking to my parents and relatives. Some of them have been thinking of immigrating leaving Hong Kong. A lot of my friends have done so already. In fact, I think over the last few months, thousands of people have fled Hong Kong not necessarily because they are in immediate danger Persecution but because they Do not find live under extreme persecution bubble. Sharon Yom teaches at the University of Kentucky, speaking with us about the June 4th museum in Hong Kong, and why it was raided by police Professor Yang. Thank you very much for your time today. "Y. C and Michael Helm the nature of policing. The very essence of the job has changed dramatically over the course of the last year. After Minneapolis police officer Derek Chauvin murdered George Floyd. Americans poured into the streets demanding reform the funding, even abolition of police departments nationwide, including the NYPD. The senior editor of our Race and Justice unit, Jamie Floyd sat down with NYPD Commissioner Dermot Shea. Here is part of that conversation in which Jamie asked Shay about his department's controversy. Response to one protest in the Bronx last June. I have to ask you about Mott haven. Yes, because he said trust you said accountability You said mistakes. You've now had a year to think about it. What's your opinion of what happened last June? 4th in Mott Haven. There was a demonstration in Mott Haven. That was Probably the first week in June. If my timing is right, June 4th, um, you know I think you have to go back to that period of time. What was happening in New York City? And What had already happened. What was being put out there in terms of social media about advertising the event about destroying property and police cars, and, um We had adequate police resources there. I said at the time, and I still say that I believe that the officers that responded did a good job and prevented further violence. But you've seen Commissioner respectfully the injuries that Peaceful protestors sustained At that protest and These protesters who were arrested 263 of them as opposed to Sixties, saying Manhattan South. These protesters They weren't Behaving violently when they were kettles and arrested and speaking just as a native New Yorker and a black woman who grew up right here on the Lower East Side, Black and Brown neighborhood. It's distressing that this kind of force Came down on these protesters in this black and brown neighborhoods. Respectfully, I would categorize it differently. Um, we handle Thousands of protests. Every year in New York City. We certainly have, uh, even more so over the last year we take very seriously the right To facilitate Protests. Um But what about the rifle protest? What about the right to protest? Absolutely. Um there are laws that should be followed. Remember at this particular point in time, it's when it was occurring. There was also a curfew that was passed, right and you mentioned the word kettling. And this is a source of a lot of, um Debate. The NYPD has never trained to kettle people. What we do do is we advise people Um We try to facilitate and organized with them beforehand. Sometimes people are resistant to that. If there is a determination that for public safety or traffic, or it's getting too dangerous or any number of reasons, balancing all the competing interests, we will give instructions to people to leave the area peacefully. But there are also times when people just don't want to leave. And if there comes a point in time after numerous warnings, a decision is made that arrests are going to be affected, then whether it's two people, five people or 50 people. If those 50 people are going to be arrested for something, then we're going to safely contain that area, and I think that people see that and say, Oh, that's Catholic. That is, that is not Catalan. That's just making a an arrest of a number of people. But but but I just want to get back to the accountability and trust thing. Yes, This is precisely the problem because people aren't going to buy this. They're going to know for sure what time there is documentation. What time This. Whatever we want to call it Kettling trapping strategic. Whatever happened, so there has to be an honest dialogue about what really went on in March haven Or if you have that 100%. So how do we make that happen? Well, I think at this point, there's litigation so it will. It will come out, assuming it goes to trial. And and all the information that We have will come out and it will be reviewed with, you know, video camera footage of what transpired. Um People that were there, protesting Will have a chance to really catalogue and I think the more of that that comes out. I think personally, the better from people that live in the community from people that went there to protest that day, and then the officers that were there to try to manage it. That's NYPD Commissioner Dermot Shea, speaking with W. N. Y. C s senior editor for Race and Justice. Jamie Floyd and Jamie joins us now. Hi, Jamie. Hello, Michael. Jimmy. We heard the commissioners say there is pending litigation against the NYPD over the events in March haven last June. 4th tell us about that. That's right. There is a lot of litigation. There's a class action lawsuit against the city that was filed over what happened last summer, and the statement of facts in that case leans heavily on Events in Mott Haven. There's also a lawsuit from the New York attorney General Leticia James. She investigated And then there's a group calling itself the Mott haven collective. They're asking the city for reparations for the community of Mott haven for what they are demand letter. Calls decades of systematic racism on the part of the N Y p d. Dermot Shea, of course, is the face of the department. But not all police officers agree with the official. NYPD position on what happened that night. Why is that? Well, that's right, and my P D is not a monolith 23,000 officers, 5000 detectives, and I've been speaking with some of them Michael Black and Brown officers in particular, and they say they're disturbed by what happened in Mott Haven. Here's Officer Pedro Toronto. He's a Bronx native 17 Year veteran of the force. And he works at the four Oh, that is the precinct in the Bronx. Do. I believe that Mount haven people where unfairly treated at that day? Yes, I think they were unfairly treated. I think its way all the time that this is a culture that's been abusing black and brown people forever. And he goes on to say Michael that in his experience and opinion that culture extends from the commanding officer on down a lot to digest on this W. N. Y. As vice president shall travel to guatemala and mexico as part of a white house push to address the influx of migrants coming to the us. Fire the southern border. Damn this is not an easy job. It is a job. That other vice presidents have had in the past notably. Joe biden himself eh immigration. Been a really polarizing issue in this country. So i guess. I want to start with a very basic question. Which is what is coming here is attempting to do on this trip. Well she has been very clear and the white house has been quite firm that her job is not the border it is. The root causes that are causing people primarily from central america to leave their homes lead their families and try to come to the united states So some of those root causes include natural disasters climate change effects Corruption violence a lack of economic opportunity. And all of these things feed into each other some experts. I was talking to today. Say that former vice president now. President biden had that role and it was a difficult job when he had it and it is even harder now. That vice president harris is heading this up because you know the leaders of the countries guatemala and honduras and el salvador are not great partners. And they're not totally on board with the us agenda root out. Corruption for instance and the other challenge is just that no one is going to be content with harris saying. Oh gosh all that stuff at the border. That's not my problem. It's just the stuff you know in central and south america. That's my problem. One challenge i would think for democrats here is that they want to do comprehensive immigration reform. And that's something that is on the top of the list for congressional democrats and for this white house and it is very difficult for them to attempt to have a conversation about immigration. You know immigration policies of any kind while the situation at the border is the way it is it. Most people are not going to separate out in their minds. Legal immigration debate versus. M- you know what's happening at the this is not that is not. How people's minds typically work. Cecilia munoz. Who worked in the obama administration told me that this is a refugee crisis in the western hemisphere while that is very different from an immigration crisis or a border crisis and an absolutely us immigration law and the incredible broken -ness of us immigration law does not make harris's job at trying to control the root causes any easier And you know what would harris's talking about doing the sorts of reforms or eight or any of the programs and projects are you know foreign investment or any of these things that they're talking about. This is not an overnight. Fix this is not going to change the images on the nightly or not so nightly news of people crossing into the us or of facilities where families are being held. It's just not going to affect the big bad story that is giving a ding to biden. Administration's approval ratings. You don't tam. You've mentioned that. Cecilia munoz told you that. This is a refugee problem in contrast to say a border problem. But i have a hard time understanding the clear distinction between that because if you are a refugee in central america the issue is that that has led to a border situation as well right like for so long. These things have been intertwined so spell out for us why the white house is trying to create this very clear distinction. That are a lot of folks. Don't really see. Yeah i mean. I don't think there's a great political distinction. But i think politics are part of the reason here like the biden administration is in a really tough spot because they came in. They said they were going to be more humane and people took that as a cue in conjunction with all the things that are pushing people to want to leave their countries. There are also some pull factors that people got the message whether intended or not. They got the message that will this administration isn't going to separate children from their parents or this administration isn't entirely focused on enforcement and so they're trying to draw this distinction because anyone who wants a political future probably doesn't want to be too closely tied to the biggest political liability arguably facing this administration. And frankly you. Issues of migration are not the only challenging issue that comma harris has been tasked with earlier this week. It was announced that she also will be adding voting rights to her portfolio That's also not an easy job though. I will say if she's able to be successful there. I think that really could help her chart a a more successful future here within the democratic party voting rights is absolutely not an easy job particularly right now in this moment where democrats are trying to figure out you know what a voting rights looks like that. They could all agree on now. It's one thing to get voting rights bill out of the house which has happened something altogether different to get something through the senate where they need unanimous support from democrats to do it and they would also you know aside from having unanimous support for doing voting rights they need unanimous support to get rid of the filibuster to even move onto that so this is one of those situations where if harris can turn voting rights into the moment that you know breaks the filibuster debate wide open. If she can be the person who convinces Filibuster skeptics like joe manchin of west virginia or carson cinema of of arizona. If they can go through that process get them on board with getting rid of the filibuster and get them on board with passing voting rights. Bill that would be a a huge monumental change that you know that biden and harris could move forward on so these are like really big difficult assignments you one percent said you know the the the root causes of migration job is a buzzsaw that she's walking into so she has these huge impossible tasks. Why would someone who wants a political future. Want huge impossible tasks. Well what it says. At least some people talked to her saying What it says is that these are a priority for the administration that it is important like you important. Things aren't easy important. Things are difficult and in fact we we were told that vice president harris asked to be given the voting rights portfolio it. It's not like she was tossed this this rag that she didn't want she asked for it in a tier point..

"The biden. Administration's labor secretary marty walsh and started by asking him about the monthly jobs. Report that came out this morning issued that there were five hundred fifty nine thousand jobs that were added and quite frankly i feel like the sort of analysis of that Depended on who you ask some folks that it was good some folks that it was not as as good as expected. This jobs. report did come in under expectations. Under what economists thought it would be. They were hoping for a bigger number but still half a million more people were employed in may than were in april that in any other economy Blockbuster number but in this economy with millions of people still unemployed because of the pandemic. it's you know it's seen as kind of disappointing or middling or people just don't know what to think about it. And so i raised that question. Too marty walsh the fact that these numbers paint a sort of muddled picture of where the economy is. I mean we have a pandemic is in my opinion. What's going on here and we're coming trying to get out of the pandemic We have you know people. I think it's fifty fifty plus percent of the country vaccinated We're still putting more vaccines into people's arms. We're trying to get people back to work. We're trying to make sure people feel safe coming back to work You know we shut the economy down. Basically shut jobs down in this country last march and april And unfortunately can't slip switch. There are people that are unemployment benefits. Thank god had it. Because if they didn't have it they would have lost their homes their livelihoods wouldn't be food on the table In those benefits are still needed by a good portion of people in this country because the jobs have not come back yet you know. It's interesting that he's talking there about the unemployment benefits because senator brainers we know is the progressive independent from. Vermont has called on walsh to stop. Republican led states from ending those special covert unemployment benefits additional three hundred dollars per week that the federal government is sending to people who are already receiving state level unemployment benefits. Did walsh talk about that at all. You know because he. I actually asked him that very question. Essentially the the folks. I've talked to give me a sense that there's actually not much. The biden administration can do think. That's why we're all focus on trying to get people back to work. That's why the president made The investments in the rescue plan That's why he's advocating on behalf of the jobs plan the famous plan as he moves forward here. But i think that you know i think that You know it's unfortunate that that this conversation has taken such a stage about some getting three hundred dollars extra in unemployment benefits during a pandemic. I just think that that's a tough way to frame and arguments What we should be focusing on some of those folks. How do we pass the jobs plan. This jobs report was not as blockbuster as folks were thinking it might be but that may be the next one will be bigger because more people will be fully vaccinated in that will have had more time to absorb into the economy. St stop asking the federal government to pay those additional unemployment benefits. Now there is a real risk there in tying the conversation very politically charged debate about unemployment benefits pandemic response and whether or not the pandemic is even ongoing with an infrastructure bill. That is supposed to be bipartisan. So it is entirely possible that ramping up. The conversation about unemployment benefits actually makes it harder for them to get a deal now. There will be a meeting. Even though amazon published a white paper with all of their public privacy and security information lots of folks on social media saying yeah. You might wanna think about opting out of it while you still have a chance. Otherwise you're amazon.
