Nicole Clowers on Oversight of COVID-19 Relief Funds

"From Washington Journal recorded on Tuesday morning, focusing on the oversight of covert 19 relief funds. We're going to talk next about the spending of the Copan 19 relief funds approved by Congress over the past couple of months. We're joined by Nicki Clowers Thie Health Care, health care team manager for the Government Accountability Office. Thanks for being with us this morning. Thanks for having me tell us why the G A o did this report The cares act that was passed in in March, require us to provide ongoing oversight of the funding and activities of the federal government. Specifically, it requires us to provide on point oversight of the government's efforts to prepare for respond to And recover from the 19 and it includes US requirement for us to assess the impacts of 19 on public health, as well as the economy as well is tracked the funding and the use of that funding. The act requires us to report every 60 days starting 90 days after Anakin it so Our Joon report was our first report and will be issuing additional reports every other month. So basically almost as soon as this legislation is signed and enacted and signed, the G A. O is monitoring its spending. Absolutely. We're providing real time oversight of the funds. We have experience doing this going back over a decade ago, for example, under the trouble as that released program will provide it. Assistance to the financial sector's After the global financial crisis. We were required to provide ongoing oversight every issue of quarter to 60 days. So we have experience in ways we built on that experience to hit the ground running, provide immediate oversight and help ensure accountability and transparency of how the funds or Viennese let's look at the overall number is 2.57 in Seven trillion in spending and the and the measures passed by Congress here, the figures on each of those packages the PPP, the Paycheck Protection Program, 670 billion. The Treasury Economic Stabilization Fund, 500 billion explain expanded unemployment. Suren insurance, 375 billion economic impact payments. 282 billion public health emergency funding funding, 232 billion and 150 billion from the Exact the relief for state and local governments. Of that 2.57 trillion Nicky Clowers. How much has been spent already about $677 billion. That's what we found in our in our work and collection of data. Unfortunately, Treasury and we have not released overall spending data. Yet under Allenby guidance agencies are to report On on there's care spending starting at the end of June. So we expect the overall spending data to be available starting probably at the end of July in all this time frame. Incident. In the absence of comprehensive data, We undertook our own efforts to collect what was known about spending until we collected spending information on the on the sixth largest areas that you just mentioned. A swell a some other federal agencies and we found about $677 billion has been expended, and about $1.3 billion has been obligated. That means that the government has committed to spending one's. We're talking about the oversight of those covered 19 relief funds. How that money is spent with the hose. Nicky Klauer. She is their healthcare team manager. Welcome your comments to 027 for 8 8000 Eastern and central time zones, too. 27 for 8001 Mountain and Pacific. I have to imagine that keeping track of 2.5 million is hard enough. What were the challenges of tracking $2.57 trillion worth of spending on you? As you mentioned? Not all spent yet and and how much staff does this entail? Well, it is challenging, providing a real time oversight. As you can imagine. A CZ agencies are standing up programs there figuring out how to 1000 programs, how to track their own spending on DH decisions, change programs of all and so that requires us to be Very agile and nimble on Dwork with the agency's Tio Keep up to date on the latest developments, and so in our horses were working around the clock and frankly, too Track the dollars. Make sure we have a good understanding so we can provide that information to policy makers and the public.

It was exciting. Spurs is going to have a bed. And then the staff of the the kind of the supervisor manager guy of the home was was there, and he was really nice and friendly and just happy that we were doing this. We've finally get is comical how much trouble we were having with his bed frame. We didn't have many tools we had. I mean. We just barely were were getting we finally got the bed put together, and we need to have a sheet on we had a dust. What do you call it a dust, ruffle, right? The sense of wellbeing that we were just helping a fellow our fellow man and some modest way, but such such a direct way. Everybody sleeps. Everybody knows they sleep better on a comfortable bed. I was really encouraged that. Not through my on actions. But I guess I was a part of some probably more compassionate people in myself. I was able to directly help. Someone. The two folks from open table, one was a volunteer. The other was an employee of open table. They had punk. Haircuts shirts. Tat's for the second day in a row. I was not interesting to myself. But they they were about fifteen years younger or more than I I'm forty three. They were probably like twenty five twenty six twenty seven. For the second narrow. "Had specifically made with some special. I mean, I gotta be honest. I'm a sucker for a great dance remix. And this this it's only a four song record. But the art was super goal the tour from which to live drags are on this record was just fantastic from last year. There's a childlike interest. We were committed to. Here's the thing. There's no way to even know if the record is by the time we get in to the record store. There's no way to know if the records, however, many copies they had of that record even assuming they definitely got that record. You know as a story anyway now Grimes is one of the coolest independent record stores. I think in the least the east half of the country. My goodness. It's an amazing store. I would think they would have to have gotten some of these YouTube records for records today. Ryan, I get back in line and our passes. We're still we're close to line is moving for heaven's sake. But we're not we're not about to get into the store. Like, man. There's no I got to go. It's like three in the afternoon. There's no way I know where I gotta go. But Ryan is like I got I gotta go with. My partner to a wedding reception event. He's like, I gotta bail and her. I was just like, well, what do I what am I doing here? I looked around in the line. I'm at least. At least ten years older than everybody. And really I'm about. Twenty years older than the people in line. But I also in this particular thing, I didn't feel any. I just noticed it. But then I was like I don't. I think it matters. I think we're all we're all the same age effectively for this experience. One thing I did not in the conversation that I had with the like twenty four year olds in front of me. It looked like a very gently punk. Boyfriend girlfriend situation. We talked about this. And that we never we never unmasks. What records we were looking for inside? Felt like that was a very civil. I feel like there's I felt like this. The very kind of cool slightly gosh boyfriend girlfriend in front of me. I feel like whatever because I'm like, I just looked like kind of my general nerd self. Not not wearing cool stuff to be honest. I mean, I'm like jeans and a t shirt and a hoodie or something. They kindly never asked. What I was in line for an I was sure that I had no business finding out what they were interested in. But we did you know rest- we stood in line together for over an hour. Especially once Ryan bailed every now, and then I mean, it wasn't like a constant conversation. But I would you know, we'd make a we'd make an observation. One of us one of these two parties would make an observation about something. Funny about. I don't know. There's there is some food truck kind of things. And there is a red bull tent like over adjacent to where the line was on the grounds. It lasts. I'm granted. Passage into Grammys record store in Nashville, Tennessee. I gotta say the grimy staff. Was immediately perky who is inside. There was perky and helpful. They're like an is there. Something specific you're looking for, sir. I said the U2. Europa EP my fingers on both hands are crossed. He said, sir. It's right here. And I said, oh my God. And they had three copies Ryan. And I agreed. I was going to get him a copy. With the guys like, we only are allowing one. Copy of a title per per person. And I started to get a little irritated. But then as well actually is pretty cool because that way, then we more people get more of the right stuff who really want it..

There was there's different locations this past Saturday. April thirteenth different record stores. One of which I think was third man records. I think there's a record store in east Nashville called the groove. But I and my Buddy Ryan. We. We got there at eleven AM to go to grimy. He's newly relocated on. Trinity lane. And I gotta say. We did not. I don't think we expected to have to. Wait in line. Me got there. The line was really long and I had a feeling like well. I I, you know, how long could this be, but we got in line. And then for twenty minutes, we stood there in the line just didn't move. And then we just got to talking and we're like, boom, I, you know, I it's not like you're going through cafeteria line. Like people are getting people are people are getting into their record store line. And then they eventually get into the store. And then it's like, hey, man. I am going to ring out of this experience. The very best of. Records that are very rare and just released by special presses and special artists artists strategies etcetera etcetera etcetera. That's what's happening. This is the real world you need to be prepared for the real world. But regardless of the reason why you retire or why you get laid off at some point. There is something very important decisions that you're going to have to make. What am I going to do with that 4._0._1._K or other retirement account? Can you roll over a lump sum from your pension is that even an option you really need to know? We're gonna talk to you about a couple of cases that have come in recently and people really don't know. And it's something that you really need to know long before this happened now when will you defer compensation plan payments begin you need to know that do you need them immediately. Do you have a cash low for a year there certain things that you've got an what are your options? Guess what for your stock grants? This is very important particularly in our region of the country with so many oil and gas companies very important is how will you replace your healthcare insurance? We're working with some clients right now on long term care and on their Medicare because when are you Medicare eligible it depends? Okay. Now, the most important thing. As far as I'm concerned, guess what? It's about planning. So today, we're gonna talk about all kinds of things that you really need to do to decide. And then is how should I prepare for retirement and well in advance, you know, what to do with your 4._0._1._K and other any other kind of retirement accounts? Just like I said, what should you do win applying for social security and Medicare? You gotta need to know these things because on some of them there's a very short window of opportunity how to handle inherited accounts when you lose a spouse. So these are some of the things we're going to be sharing with you today. The time to begin thinking about all of these things is not the day you retire. You really should always be planning for the future in what if what if this happens? What if that happens have a plan in place? I always talk about it. You know, I have a plan a plan b c d e f g if necessary so you're not blindsided. So a few years before retirement to you need to know what you need to be planning for. So that's what we're going to share with you today. So where do we start where do I let me just say I'm disappointed. You only go down to plan. H j k and hell, yeah. There's a lot more out there. Well, what you're talking about is. We actually have a formal name for it. It's called the countdown to retirement. And in fact, we.
