Good morning it is Tuesday January seventh two thousand and twenty and and I haven't said two thousand nineteen yet for almost an entire week now. So I've been worried about this. You know most people do that on a check at least once or twice in January the previous year's date right and So far you know my thing here is I got not only write checks occasionally but I have to. I have to say the date on the radio and I keep wondering when and I'm going to announce that it's some previous year but we're not going to go there. Avoid it because two thousand nineteen. I just assumed leaving the history books and move on in the future here folks so we have a good show line of this morning my I guess this morning Josh. O'Gorman he's a reporter for the Sto- Reporter has also reported for the Aubrey Record The time darkness Herald previous to that he was a fixture at the State House for a few years over there one. My last few years as a covered the for the Associated Press The Vermont the legislature. which by the way is getting underway resuming their two thousand into nineteen two thousand and twenty by by any this very morning I'M GONNA be over at the State House on Friday morning. We're GONNA start our weekly trips. To Montpellier get Get some news from under the Golden Dome and interview lawmakers about what they have on on their agendas and so on and so forth. That'll those Friday morning sessions at the State House will start on the tenth just three or four days from now so we'll And that's always a lot of fun for me. I like to go to go back down. Statehouse and visit and what's a week is about a good enough does for me. I don't have to go there every day I used to. It's a nice a nice nice Life Balance and so on so that's good anyway As I mentioned Oh and I should tell you later on in the show. we have an excellent Pair of interviews lined up. At least I hope they will be. They're going to be interesting. I know that and that is a big news This weekend from the Brattleboro retreat. That is the state's most Busy significant significant mental health facility these days of course one tropical storm Irene flooded Waterbury back in two thousand eleven the state of Vermont. The Vermont State Hospital was closed and that sent the state State mental health system into some significant turmoil. For a number of years and the Brattleboro retreat has been a linchpin in holding that system together ever since and Brattleboro retreat has been in some financial straights recently and they announced the toll. The state last week that we need another two million in dollar cash infusion or we're going to have to put it on the block or maybe close and boy and that would be a kind of a scenario. Maybe a nightmare scenario for the state's mental health system and Anyway we the states pushing back hard and saying we've we've given you enough enough money recently and You gotta figure you gotTa keep your books a little better. Well we're going to get both sides of that story in the second hour of the Dave Ramsey show here on Wbz FM and am today. Louis Josephson the the CEO of the route retreat will be joining us And actually prior to him. Sarah Squire the commissioner of mental health will be stopping by the studio here. So I've got a couple of two interviews lined up to work through these issues of relating to the Brattleboro retreat in states bell health system in the second hour but first we are going to get the scientist guy in a lot on the air here. That is Josh Gorman Good Morning Josh thanks for coming in. Hey Dave thank you for having me. It's great and and Josh tell me a little bit about the dealings Going on in the Harvard. Union school district is Really Been Roiled recently by a lot the discussion about who'll closure and And we're we are In the throes of trying to ready to budget for the school district I'm told and so what gives us an update. What's going on down there while it's interesting? We're kind of starting the year in some way and a similar place there where we were at last year and and that the board is grappling with a couple of questions and the first is what to do with the seventh graders that are currently at Harwood There there has been a voluntary migration of students from Harwood Middle School to cross a brook Middle School in recent years These students are exploring inter-district choice in which they can choose to go to a school Other than where they would normally go based on their geography as long as the school has capacity for them and and they don't have to hire new staff and so An increasing number of parents have been taking advantage of this To the point where some people questioned whether or not. It's still sustainable to continue to offer middle school at Harvard or if all probably we it whether it's sustainable to keep the eighth graders there or whether they should go across the puck and so a year ago they were questioning we know what to do about this and They were paralyzed with this question. Of How do you make this decision in a vacuum Outside outside of a larger district wide vision and They felt they needed to come up with a plan. That's going to go ahead. And Guide them for the next Steidl no five to ten years potentially and so they went ahead and over the course of last year we went ahead and developed this Plan that they adopted on November thirteenth. This year It was a long process. They looked at the thirty. Different options individually winning it down to the option that they adopted which is going to call for the closure of faced in elementary entry school. It's going to move seven. Eighth graders over. Its across Brooke. And it's going to cease education of fifth and sixth graders at more town. it'd be going across the brook or to a school of their choice By by exploring choice and so with this plan in place. They're now able to tackle this question of seventh and eighth graders and they're also able to tackle this question that's been they've been looking at since before. The school district came into into into existence. In that is a bond on that they are they really need to make significant improvements to the Harwood school itself which was built back in the sixties with all the union schools and needs just a lot of significant upgrades. And so the board is grappling with those same questions when they have greater guidance based on the plan that they've created a but while they're doing this at the same time they're also doing what all school districts are doing which is crafting their budget for for the season So they they have a lot going on and the I I'm wondering you mentioned is sort of near the top of your last set of remarks that there's been a natural migration. was that the phrase sure. I'm from the Harwood. Seventh and eighth grade classes over to cross it It by virtual school choice. Kids are and their families are just saying rather going on cross Brooke what what's up with that. Why is that happening? Well it's a newer facility for sure Minor standing that They there are some differences in the course offerings from between Harwood and cross it broke. I think you can get more of a SCI tech Education across the Brook as I understand it and I think their music program. I oh I think is a little bit a little bit more expansive as I understand it In yeah there's there's just been people prefer to go to the newer school I think and you allow these systems are also does based on geography. Where the heck are the parents commuting? you know lot of a lot of decisions are made you simply based on you know. What's what's the best route during the day back and forth to home and what school is going to be most convenient so it's a combination of factors for sure what sat driving this my my migration of students from our would to cross the Brooklyn? It's certainly a happening. And and it's not going the other way I suppose yeah. That's what's the typical commute that results in cross a brook being an easier. Drop off than Harwood. DARNED IF I know off the top not following local traffic patterns in any great detail guessing that. That's that's interesting but I you know in the in the longer term and the and the bigger picture here about the Harwood Union School district and I should say by the way I I actually. I mean as SORTA controversial in royal is things have been in in the member towns of the district. Which of course extends from Waterbury down the Med river valley all the way to Warren The Howard Union School district? I've got some admiration really for the folks who are who live there in her involved. They are really involved in there. They are taking this whole participatory democracy thing very seriously and you know hats off because I know not everybody's in agreement about what the proper way forward is whenever you know. I've had a couple of shows now devoted purely I had one show. That was the only time of Douglas in the in my almost two years on the radio here and that was A A two hour program devoted to one topic which is the which was the future of the Hart Union School District and boy did we have We had lots of participation by the way a Two four four one seven seven seven is the local number. Here in Waterbury of you folks out there would like to You know way in and give us a little update. Update what you're thinking about the future Harwood district while Josh O'Gorman of the story order lottery record Is here talking about the that that very topic This is the time to four one. Seven seven seven. What are you hearing? What are you seeing? What are you feeling Down there in the Harvard. I I keep saying down here because I sort of picture the mad adver valley but it involves the right here. I we are in. We are smack DAB in the in the U D district here in Waterbury. WD Studio and so why do we focus a welcome to call. And also as a two four four one seven seven zones coal call in number. And you know we'd be curious to know just what the current thinking is now. There was the vote on on November thirteenth. Refresh gives recap what happened there josh a well the by the time we got to that Second Week in November the board had been in winnowing down these plans they. They initially created approximately thirty. Thirty plans. they came up within getting May and so then after taking their Break over the summer They came back in September. They began winnowing down. Those plans one by one and some of them they're able to dismiss career than others. I mean some of the plans involving closing all the schools in just two wishing um so they're able to dismiss a number of them really really quickly But eventually they started started grappling with some really tough decisions about if they're going to close a school in the valley or not close a school in the valley and if they're going to close a school in the valley which one would it be and and It it definitely you're right definitely there's an impassioned Electorate down there in. I say down there as well In the Valley Valley Who came out for this series of hearings that the board held and absolutely people made their voices heard for sure That they WANNA see anything enclosed that they wanted to maintain the status quo but at the same time there were a handful of folks who are coming from the Waterbury area were Saying hey it's time for you you guys to make a decision here and Go ahead and make some sort of Change you make some sort of make some sort of long term plan and make that decision For sure So that that that's kind of with the back and forth. Was this past fall over the decision. Now does this set up a bond issue for Tumbling Day Initially the plan was for them to create their master plan and then with that use that as guidance for the bond requested they're going to put out and The initial plan back in May was that they were gonNA have Bond votes This coming town L. Meeting in March They're going to be voting tomorrow night I can't see the future but from what's on the agenda it looks like they're going to vote to push that out to June June ninth To actually have their bond proposal which kind of makes sense. I think they need to spend a little more time. Probably crafting what it's going to be Because I mean those warrants need to be signed by the end of January here for town meetings real really early this year as I recall. It's the second or something. Yeah I don't remember. Remember the data exactly but of course it's always the first Tuesday march and so that's That is coming right up. And a lot of local municipal elections are getting ready to close Close nomination periods..

"There a sense that if feels like a precursor cursor to possibly closing the Moreton school at some point well you know. More town is currently home to a very thriving pre K.. A program and so as part of this proposal to ceased to operate fifth or sixth grade. There was the is predicated on the idea that they can expand Dan there. Pre K. program there which is quite successful and can be you know potentially a magnet for other other valley town parents who who are looking to have their third Three three year old child goes somewhere pre-k and so they they wanNA maybe potentially make it some sort of magnet. I suppose it gives us the overarching picture here. you know my understanding of that act. Forty six's it and it certainly was pitched in the legislature. We you and I were both covering the State House. The time when it passed and and Maybe there was a little bit of a sales job going on here but advocates for Act Act Forty six said. There's no no reason that it has to result in school closures And that We're trying to strengthen our schools et Cetera et Cetera Is is the theme. Now you know we see debate over possible school closure and Harwood district. We see The big votes in over in Addison County last week not to close does a couple of schools even though there was a push on to do that Other places around the state are talking about possibly closing schools Are we basically seeing the. This is were post sales job now. And we're into what it really is. We know So the places who voted divert to permeate the vote voted to merge voluntarily Many of them had articles of agreement and they vary from school district district to school district but many of them had Some sort of clause similar to what you have in Harwood which was That these new board that governs all these Multiple towns will not have the authority to close the school for X. number of years and for a lot of these places that were early adopters who are voluntary. Who went forward early those years? Here's that debt. That timetable has expired. And so now these boards are getting some some authority to go ahead and potentially close the school. And so I think you're probably GonNa let's see more movement in that direction over the next couple of years I would think we We had a couple of rollicking shows here on related to the Harvard district A A lot of it involved. Just very impassioned phone calls. We got here on the Dave Grant show here on. WBZ FM AND AM Harwood Unified Union School Board and their their decision. Last night to really put off a final decision. That sounds like is that a fair way to describe it Josh. The yes I suppose they. They found themselves paralyzed allies. I think by this same paralysis faced a number of boards even going back prior to the unification of the Supervisor Union to a single board if you go back to the SUV board like in two thousand fifteen and they were. They wanted to go ahead and make a bond proposal then but the they wanted to make a bond proposal is predicated upon a long term plan plan regarding all the schools within the Supervisory Union. Now now within the district and Yeah I think they've found themselves as challenged last night. As has the previous boards were four years ago in terms. Of How do you please so many people from so many different towns with so many different interests somebody last night. You had a comment I think you were. We were talking a little bit before the show started. And you quoted somebody at the meeting saying These decisions are hard but it's time to start making rewards to that effect. Yeah absolutely hard decisions harvest time to start making them now as I am one of the folks last night and You know it's very very plain but also very true I think and and I mean I i. I'm curious to know what some of our our our listeners in this area here right around. Waterbury waterbirds Harwood district as as are several. Mad River revalued towns extending down through Warren and I wonder If folks out there have any any thoughts about last night's meaning they pleased that It seems the At least the brakes were tapped. Shall we say that is that fair. hit harder Yeah I I think that maybe this morning people are coming around on to understand exactly what the vote was last night that it wasn't indeed vote to close faced in that it wasn't a vote to move all the middle school students. She just across the Brooklyn. It wasn't a vote to stop Education in fifth and sixth grade. It more town if however it was a vote to continue to plan in that direction action. But that doesn't bind the board any way whatsoever and As they continue to plan. I don't know how long this plan is going to take You will see turnover in the board and so I mean it's hard to say you know after March when we have some new faces potentially if they're gonNA continue to move in the direction that's consistent system with what they voted to do. Last night I do have an email here from Looks like art in more town And it says here. There's a lot more than catches catches the eye the decision even effects Our property values. Can you imagine a real estate eligible agent rather real estate agent telling perspective effected buyers. Well town really has no school but dot dot dot And that's that's a big fear Out there isn't there that That that if these small rural could be these start to lose their schools that's GonNa be a major detriment to property values absolutely That's a comment. That was made last night by a gentleman. My Name of Lee Michael Jackson These changes will impact property values and the economy Direct quote from last night Yeah the concerned that You're not going to have people move in there If without like a school that's going to go ahead and and to track them you know and I and I wonder I mean when you think about this now. I don't know whether there really isn't any legitimate sticky. Build up over time. So you've lived in Your House for twenty years and you're approaching retirement you thinking you you know another few years. I'd like to sell the place move. South or solid place moving to something smaller Your your Your net worth tied up in your house. Let's say Okay and along uh-huh this decision from the local school board To close the elementary school and all of a sudden the equity that you thought you would building building up in this house us. is diminished significantly in. Meanwhile all those you've been making us mortgage payments you've also been making property tax payments supporting your your local school and these very serious. I mean you know my thousands of dollars a year to support your local school in all of a sudden. Your local school goes away Is that fair. I don't know if I can judge fair exactly but it's it's certainly fair to have that concern without a doubt that I it certainly something. Don't worry about it. Also I mean I mean it's one thing to e it's one thing to be a parent of child who's in a school that they could potentially be. He closed I you know and that's certainly a legitimate concern. And then yeah there are people who maybe their kids have already gone through this system and now they're thinking about what they're going to do next because they're downsizing because the kids are out of the House I was like my parents did a few years ago and You know moving from the big house to the to the to the small house that maybe yeah. They're not going to be able to get the value that maybe they thought they. We're going to be able to get because there's no longer a school town. Okay I think we poke the bear Ramazani line from williamstown. Good Morning Rama. That's kind of an unfair statement. uh-huh so yeah you say that you can't say it now calling up to complain. I just have an honest inquiry revere one of the things that drives property values for young families is the quality of the school that they have to attend their kids have have to attend to. So are you going to lose property value because your school's a little less local but could be higher quality with more offerings or or you're GONNA lose property value because you keep your school right down the road but all it can offer. The kids is a roof to go to. Well that's a good question around my actually Let me put that thank you. That's not a bear and I didn't get poked. I'll I withdraw the comment. I mean I just know sometimes you in your previous calls I say something to provoke you and so I thought I might have been Ebi bad. Call my part this morning so we're overruled by the by Newark or whatever so that's an NBA reference. There Folks Anyway Joschka What do you? What do you think is is How does that formula working faced in my goodness I don't know I I know. The people are willing to travel a good long distance to get to a good school last night. We he had People coming into the meeting from Granville. I think might have had somebody from handcock. Anti these are folks who talked about you know their their school in Rochester closed. I You know where you or at least the school of their choice to send their kids who south to Rochester's already closed and they're concerned about possibly losing a school cool in the valley where the the tuition their kids to and then also concerned about the idea that By the time those kids hit middle school. They're going to have to go past the Harwood Middle School and go all the way up to cross cross brook so they I guess I don't mean to be insensitive but if you live really far away from everything then everything's going to be really far away from you And you know if you make the choice to live you know your utopia life out in the middle of nowhere. Then you know things are going to be a lot farther from you than if you live downtown. That is an interesting observation. There faced in school is the local folks there. Tell me that it has very high quality. And and and and I'm I'm I and it also has a high cost I understand the the. What is the purpose of the twenty nine th? Yeah Yeah it's about it's about twenty thirty nine thousand per pupil at faced in In a lot of that just has to do the economy of scale Yeah you know as you know when you have these kids that are There's fewer of them coming every passing year and it's really hard to cut staffing. You're losing a couple of kids every single year and so yeah it's just an economy of scale gal thing and so it's yeah it's very very expensive For Kids to go to school and faced in relative to other schools in the district is true. Yeah I think that's part of the impetus is other people in the district. Look look at that and say well you know this is tough. It's really. It is a tough school to maintain sustain at twenty nine thousand per year per student and So that I think that's part of the impetus here but understandable also the folks and facing them would be proud of their local school That they tell me that has very high indicators test results etcetera era and that the In you know they really feel like they're getting their money's worth so and and apparently the food there is amazing. That's what I'm I'm I'm not. I'm not joking joking when I say that. Okay you know they they they do their level best to I guess locally source everything and just apparently their menu is really extraordinary. Well good nutrition leads to good education. It's legal in Massachusetts. My question is do all those guys who've mistime time him Ricky Williams Ray, sue the league later on for lost money. I mean, you could sue people for having us as a parent. You can still people for anything. Now. How much leverage do they have? Can they legitimately win a case? I would say, no, yeah. I'd say awesome. Like, that's not gonna work. The only person who I think has a lawsuit. They can win. It's Tony Romo. I think he can sue the gal. Where the here a big. They said he couldn't do it. "It's like they've missed flung in missed and in some of these things they need more weapons easy. Everyone thinks oh great quarterback. Just put anybody out there. They drafted really one impactful ofensive guy since two. Thousand fourteen. That's devante Adams now Aaron Jones, they're back. They drafted I think two years ago, and he's been okay player, but they don't even use him enough. You can't just put anybody out there year after year after year and think it's gonna work. They don't have wet being. Yes. And yet I feel like four longtime. We have talked about Tom Brady elevating guys who are basically no names used to talk about a lot of quarterbacks making stars out of players who might not otherwise have been stars. Aaron Rodgers is good enough. But he's supposed to be able to do that. We also minimize those guys that great Brady plays with. I mean is not a no name gronk is obviously not a no name. I mean, Josh Gorman. They've had good complementary players and don't forget he's got one of the best coordinators and head coaches in the NFL. Now Rogers is great one of the greatest of all time. You've drafted one guy in five years at his actually having an impact on offense. That's that's hard on any quarterback. Well this unique storm because usually if you have a franchise quarterback you almost the team into a play-off squat. So then you compare Aaron Rodgers and look at his weapons and be like, wait a minute. Andrew luck is doing it with probably less weapons. So when they win we're going to give air to credit when they lose. We're going to say supporting cast not good enough. Now, they're defense is really their pop. They only had to sack. No intersects. Okay. They're not getting a lot of big time turnover and making plays on that side of the ball either. But I agree with you. They haven't necessarily have the level of talent that they need. What about the Vikings? They won this game. Isn't this? Why they brought Kirk cousins in no doubt. I mean last year it wasn't broken. They decided to fix it with cousins, and you paid them eighty four million for nights like he had last night incredibly efficient coach you mentioned. He's got the most completions in the NFL this year. He's got some weapons. And here's the thing. If this offensive line's plays the way that they did last night and gives cousins time and he throws the ball. But when he did last night with that defense that starting to get better. This thing's not only. But this team can make a lot of problems for teams in the plus the real big question would be Xavier Rhodes healthy they're big time cornerback with their hamstring. They had a chance to make this statement last Sunday night, and they didn't do it. I'm not interested in how good they look against that Green Bay defense. They had their chance to make the statement against Chicago last Sunday night, and they didn't get close to getting it done. No. And I agree with that. But let's face it when they're in the playoffs.
