The couple slipped away from their communist bodyguards and fled to the. Us Embassy in Vienna. Kim Jong Il's grand cinematic ambition had been robbed of its to prime architects in the coming years. The escaped filmmakers revelations about the communist state brought the world more questions than answers. One of the most significant question marks surrounded their film budget and Kim Jong Il's expensive tastes. The budding director made no secret of his family's staggering wealth. But how did they amass such wealth in an ardently communist country? The source of that money went by a simple name division thirty nine. This was the section of the Communist Party that was devoted to capitalism. Nobody is certain when it was founded or the specifics of its inner workings but division thirty nine is essentially a slush fund created to support Kim Jong Il's ambitions and frivolities and he oversaw many of the operations. Personally Division thirty nine was divided into two financial structures. The I was fronted by a corporation called the day. Song Group this company owned banks and other legitimate businesses around the world including Jin Sing. Exporters Seafood Fisheries and gold minds. The second darker structure was the illicit projects. Division which oversaw arms dealing drugs smuggling and massive counterfeiting operations division thirty nine was responsible for heroin and methamphetamine trafficking. That netted five hundred million dollars a year for Kim Jong. Il somewhere between ten and seventeen thousand acres of farmland in North Korea is dedicated to poppy fields the origin plant of opium and heroin. Time magazine estimated in two thousand and three that the street value of North Korea's heroin in Japan alone was as high as three hundred million dollars. The evidence of this operation is the North Korean diplomats themselves who have been arrested with wholesale quantities of drugs in over a dozen countries. One rumor even suggests that drug dealing is the primary source of the DPRK Embassy budgets division employed an abundant supply of farmers who gathered mushrooms poppies and ginger. They also mind gold and transport the products from each region to the North Korean ports for shipping one defector a former truck driver who delivered refined heroin to the docks spoke to. We thought he would use the money to improve our lives but while his people were demonstrating their loyalty Kim Jong Il was only concerned with augmenting his own fortunes and his only loyalty was to his father and himself the illegal income from division. Thirty nine allowed him to continue his party's and lavish lifestyle even while his people work. Long hours in the fields and languished in Gulags Kim Jong Il was living the high life in a supposedly communist country by the late nineteen eighties. The rest of the communist experiment was in shambles. The guiding Red Star of Communism. The Soviet Union was in rapid decline and to make matters worse. Kim Il Sung was failing with a weakened leader in the end of Soviet support. The future of North Korea was in serious jeopardy coming up North Korea emerges alone after the global collapse of communism now back to the story by Nineteen ninety-one North Korea's aging Great Leader Kim. Il-sung was preparing chaos. His greatest ally the Soviet Union was dissolving into a series of fractured violent revolutions. One of the Communist leaders Nikolai Ceaucescu. Romania had even been executed by partisans like the Soviet Union North Korea's brand of communism had been rooted in Stalinism. Now the idea seemed defunct after the Soviet collapse to reaffirm the country's commitment to Stalinism Kim Il soon called attention to his national ideology of self reliance or Juche and in nineteen ninety. One self-reliance meant self-defense. North Korea had lost its strongest ally in the USSR. Now they had no protection outside their own borders fearing his enemies would take the opportunity to strike. Kim Il Sung task his son. Kim Jong Il with assembling the strongest army on the planet conscription became mandatory for all North Korean males between the ages of seventeen and twenty five and girls were drafted for support and maintenance positions draft. Registration took place at age. Fourteen and the next three years were devoted to basic training. Each conscript received three hundred hours of military training annually as part of the Red Guard youth program including a week long training camp in the summer. Approximately six hundred fifty thousand teenagers were in the program at any given time. Deferment from the draft was possible for medical reasons social standing college attendance or technical skills. The children of influential party members were also often excluded from the draft. Once enlisted. The young soldiers served a minimum of eleven years for men and seven years for women. North Korea quickly developed the most militarized population and the fourth largest standing army on earth. One in three North Koreans was serving as a regular or reserve member of the military and the million army reservists were supported by another five million peasant. Workers Classified as reserve red guards beyond their exorbitant manpower. The collapse of the Soviet military machine also provided plenty of weaponry and military vehicles for Kim Jong. Il's growing forces the numbers were staggering the DPRK had more than one thousand seven hundred aircraft in its air force seven hundred vessels in its navy and over six thousand six hundred tanks and armored vehicles. In terms of weaponry North Korea had eighteen thousand pieces of artillery and one thousand eight hundred cruise missiles along with countless supplies of rifles and machine guns Kim Jong Il believed the greatest threat to North Korean security was South Korea and more specifically the desire for reunification and if he believed it so did his people. The cult of personality surrounding the Kim Dynasty was stronger than ever after decades of propaganda. Kim Jong Il convince the citizens that South Korea was poised to invade along the demarcation line at any given moment he deployed over seventy percent of his forces to the DMZ although there was almost no evidence of southern aggression. While North Korea's four billion dollar annual defence budget was less than half of what South Korea spent on their military. It represented a full third of North Korea's GDP. Kim Il soon was committing every resource to national defense. Kim Jong Il was the head of that defense. The terror of the looming war reached all the way up to the highest levels of the Communist Party. But it was their own commander in chief they were most afraid of several. High ranking officers. Were worried that Kim Jong Il was itching to use the forces at his command. They believed that reunification of the peninsula. A deeply held goal for many Koreans on both sides of the demarcation line would be impossible under the trigger. Happy Kim family so in nineteen ninety one. They hatched a plan to assassinate both Kim Il. Soon and Kim Jong Il some of Kim il-sung personal guards informed the conspirators that Kim's were planning to visit their ancestors graves in a mountain village. The plan was to kill.

"Now back to the story by the Early Nineteen Seventies Kim Jong Il was experiencing a meteoric rise within the Communist Party ranks while his father was busy. Touring his Communist. Utopia on propaganda campaigns Jong Il was trusted to run the administrative side of the government on the side. Kim Jong Il still had time for other pursuits like filmmaking. A lifelong movie buff. He opened up studios to make propaganda films. He personally oversaw the production of epic Revolutionary Operas that glorified the Juche Ideology to young Il. This was more than propaganda. It was art. He even published a treatise on film. Theory called on the art of the cinema and his love for movies would morph into a different kind of love sometime in the late sixties. Kim Met a young actress named Song. Hey ream she was already famous on both sides of the Korean demarcation line but she was trapped in an unhappy marriage seeing an opportunity to improve her fortunes. She divorced her husband and started dating. Kim Jong Il Jong Il kept the affair a strict secret. The two lovers spent clandestine nights together and Jong Il began visiting the studios where. Hey Rim was filming. Almost every other day as the affair grew so did Jong Il contribution to the film world. He wrote songs in scenes for several propaganda musicals. Like a Communist. Billy wilder his love for cinema melded beautifully with his love for Song. Hey ream and a deep sensitivity was revealed in the young dictator to be soon. The affair also produced a son. Kim Jong Nam was born in Nineteen seventy-one but his existence was largely kept secret including from Kim Il soon amid the few family members who knew about the birth it once again raised questions about succession was a budding monarchy growing in North Korea as Communist revolutionaries dedicated to returning power to the workers the idea of hereditary succession was anti to their cause. Even the Soviets and Chinese communists aboard the idea for years the North Korean dictionary of political terminologies unequivocally stated that dynastic succession was a product of slave societies adopted by feudal lords. As a means to perpetuate dictatorial rule however that definition was removed in the nineteen. Seventy two edition of the North Korean dictionary. The tide was shifting among the party as kim-il-sung grew more amenable to the idea of a dynasty. He might been a Stalinist at heart but he claimed. This shift was inspired by the chaotic line of succession. In the Soviet Union after Stalin's death the power vacuum in Soviet politics led to the rise of Nikita Khrushchev. A harsh critic of Stalin. Kim Il soon had routed North Korea's formation in Stalinism and in his memoirs he noted that Khrushchev's criticisms of the former dictator. Were the moment things began to go astray. Jimmy il-sung Song believed that if a new leader did not support the legacy of his predecessor. The Revolutionary Party would weaken and collapse whoever succeeded him would need to be loyal. Not only to the Communist ideology but to him and in the early nineteen seventies there appeared to be no better candidate than Kim. Il soons loyal and active son by Nineteen seventy-three Kim Jong Il was a secretary in the Central Committee of the Communist Party. He was referred to by the North Korean media. As the party's center as though he had become the embodiment of communist ideals in the DPRK. Kim Jong Il had also fully committed to his bothers concept of giudice or national self reliance in nineteen seventy-three speech. He even went so far as to brand. The country's national ideology as Kim Il Soon Ism to honor his father as the nation's Guiding Star Jong Il ordered the construction of lavish monuments and buildings named for the Great Leader. He cemented his loyalty with constant affection and care for Kim Il. Some who is still remarkably healthy but Kim Jong Il was taking no chances with his future. He was slyly positioning himself. As his father's right-hand man and his tactics were Working Jong Il was now firmly entrenched as his father's natural successor. It was only a matter of time before the decision would be made official and announced publicly. In the meantime this secure position gave Jong Il even more freedom to pursue his favourite pastime filmmaking throughout the nineteen seventies. He tries to define himself as not just a propaganda master but as an autour. He grew so obsessed with cinematic art. That in nineteen seventy seven. He ordered the kidnapping of one of South Korea's most lauded film directors Shin Sang Oak at the time Shinn's reputation in South Korea was in tatters. He had openly complained about censorship and bribery in the government and they had retaliated by forcing the closure of his film. Studio Shins Open dissent against the cell lead Kim Jong Il to believe the director might be willing to defect to the north. But he couldn't just ask. Shins Sang Oak directly. Instead he planned to kidnap ex wife Choi and he choi was a star of South Korean cinema and having an actress like her among North Korean stable of talent would be a boon to the industry on its own and it might coerce shinto cooperate. The plan was initiated in the fall of nineteen seventy seven. When a North Korean agent visited Choi and offered her the chance of a lifetime he claimed to run a movie studio in Hong Kong and inquired of Choi would be interested in producing films. There he went one step further and offered her a script to direct which came with a hefty paycheck. Unable to resist Choi agreed to visit the studio in January nineteen seventy eight when she arrived in Hong Kong. The agent took her on a whirlwind tour of the city and introduced her to several so-called fans. It was only when the tour ended on a desolate beach that Choi realized something was wrong. A small motorboat with four men was waiting for her. They grabbed her threw her into the boat and stuck a needle in her. When Choi awoke she found herself aboard a freighter headed for the North Korean port of Nampo in her small padlocked state room. An enormous portrait of Kim il-sung stared down at her eight days. Later the freighter pulled into port and Choi was mad at the DOC by none. Other than the Great Leader's son himself Kim Jong Il the short future dictator who stood only five foot three looked up at her and offered his hand then. He invited her to join him in the long black limousine waiting nearby for the ride. Without fear of reprisal this included kidnapping Shin Sang six months later in a similar fashion to choice kidnapping agents nabbed him in Hong Kong and brought him to North Korea but unlike his ex wife Choi who had accepted her situation with sadness. Resignation Shin fought back. Kim Jong Il was forced to keep him under perpetual guard when he tried to escape. The dictator threw him in a Labor camp with Shins. Sang Oke refusing to Work Jong. Il's plan to bolster the North Korean film. Industry was failing still the DPRK film studios cranked out plenty of mediocre propaganda films which had jong-ils position in the eyes of his father and the citizens in nineteen eighty kim-il-sung finally decided to make his son's inheritance official a short announcement was made at a congress of the entire DPRK leadership. Kim Jong Il was to be promoted to the Central Committee and the Military Commission even with this announcement the dynamics within the newly established dynasty or largely unchanged. Kimmel soon was still healthy and completely involved with the day to day concerns of his government. Kim Jong Il still had a long wait before he took the communist thrown so he's simply continued with life as he knew it. Jong Il had all the resources of the nation at his disposal. He threw lavish parties complete with endless. Cognac his personal favourite during his peak years of Consumption Jong Il was spending seven hundred thousand British pounds. A year on the liquor another extravagance that other North Koreans were prohibited from enjoying nearly every Friday night in the early nineteen eighties. There was a party in Pyongyang organized by Jong Il complete with live music movies and Mahjong at one of his many villas. Choi in the kidnapped South Korean actress was a frequent guest that these Suarez and at one party. In nineteen eighty-three three another guest made a surprise entrance. It was the director. Shin Sang Oak newly.

Taking his father's place including himself at the time Jong Il really had no desire to take over for his father. He was already a senior government official living a spoiled life. He had endless supplies of wine and Cognac. As well as a massive collection of Western films all of which were prohibited to ordinary citizens. He was living a life of hypocrisy under his father's protection. Kim Jong Il has father had many concerts and he had true favorite concert and Kim Jong UN's mother was one of those two favorite consorts and has two siblings two full siblings and many other half siblings and it was said that because the eldest brother Kim Jong Nam was too tainted by outside influences getting his years abroad apparently conjoined with enraged win. Kim jong-nam suggested that the country opened up the second son. Is Kim Jong earns full brother? He was reported the not as aggressive enough and Kim. Jong Il eventually landed whether by process of elimination or by active grooming. That Kim Jong UN. The youngest of the three boys in the family that would be the most likely to succeed because he was most likely her father and his aggressiveness and his style. So that makes sense and that even though the culture would have suggested that the eldest son would take over. Congenial made the decision that his youngest son was the one that had the disposition in the will as we learned to take North Korea into the twenty first century fascinating so he comes back to North Korea from this period this four year period in Europe. We know that Dennis Rodman the American basketball great wound up going over to visit a couple of times in the earlier years of Kim Jong Hoon leadership of North Korea. But this was not a complete accident right that Kim Jong Un like his father had a certain fascination with the West even though he certainly didn't want his country to become like the West and often was at loggerheads with the United States or South Korea or Japan. And that was what was so tantalizing about the idea of the son of a North Decatur. The future dictator having this western education into how that exposure I think our assumptions are of course if you're going to be exposed to this open liberal. Western lifestyle that of course you're going to want to transfer that into your own country and I think when we think about Kim Jong as a child I think we have to think of him as a child not as a decatur to be in that as a child growing up in the nineties yes. But I think that was what made people wonder a lot when he first showed up but because of his western education because he spent so much time being outside of North Korea that he might be much more open he could be the reformist. But I think those were more of our fantasy being transferred onto hand rather than what was actually real and whatever he might have an interest hypothetically in some degree of reform if for no other reason to have this country be a little more pleasant place to live. It seems from your book that they were at least two other things that were even higher priorities for him when he came into power and one was to show his internal rivals and opposition that he wasn't charged that he wasn't some chubby-faced young guy who didn't know how to power and then secondly that he wanted to build up a strong enough military. There'd be no doubt in anybody's mind that North Korea was forced to be reckoned with. Could you talk a little bit first about the brutality? The killing of his uncle in twenty thirteen. The killing of his half-brother Kim jong-nam twenty seventeen also in the same period of time. We have his strong reaction against that movie the interview the Farcical Depiction of Kim which led them to a very non farcical and very serious attack by North Korean hackers against Sony and some serious threats that could even have involved violence if people dare to go to the movie theaters to watch so it seemed like in that period of time. He was intent on showing that he was very capable of being tough guy both in terms of his domestic opposition and in terms of his military and his weapons programs. What were the key milestones for you out of all those different things that you watched which really struck you and helped solidify in your own mind that this really was a guy not to be trifled with. Kim almost certainly was aware of the scoffing. the Dow's about his leadership stills. Oh you know the international community. All of the commentary was about how this is the end of North Korea. After Kim Jong Il died in when Kim Jong UN came to power. Just try twenty eight. This is the end North Korea's definitely collapsing in the near future. There's no way that this kid. Twenty seven twenty eight years old is going come in to North Korea and lead it successfully and I think his father was very aware of how he was going to gird his sons power and so during a very compressed grooming process from the stroke in two thousand eight to December. Two thousand eleven congenial. Mindful about creating this carapace around Kim. Jong on having the uncle by marriage be one of his close advisors and having the old guard the surrounding him so when we look at the funeral procession Kenneth Surrounded by seven others who represented the party in the military to show that there is continuity between the past and the future and that these are the people the institutions of North Korea that are supporting conjuncture and despite his youth and I think that what we saw was surprising and probably surprising to those sevens eaters who surrounded that hearse or the so-called gang of seven is says Kim quickly went through almost all of them and in the first two years of his rule. He had purse demoted or disappeared. Five on the seven and after that the remaining two were demoted for such an extensive marginalized to an extent that there were non entity. So he did this within the first two years and of course the killing of the uncle was one of the shocking points because it happened so early on in his rule so this happened at the end of two thousand thirteen remember. Kim Jong teamster power in December of two thousand eleven. For just two years later he has assassinated. He's executed his uncle by marriage and very spectacular way and this was shocking to Korea observers because family members. Don't get killed in such a brutal way that he was killed by anti aircraft guns and people were forced to watch family members who do wrong they disappear for a few years but then they come back the uncle Johnson who was killed in two thousand thirteen he had also disappeared and purge at least a couple of times but he had always come back because he was married to Kim Jong. Il's younger sister so kill a family member in this way and have all of the families. Dirty laundry out in the open was shocking. Gene showed that Kim did not hesitate to do this that she wanted to prune the family tree and to make sure that everybody knew who was boss and so while the world's scoff at his youth. He took his youth and vigor and vision as an asset and killing his uncle. That was a way of showing everybody. Who's boss? This is a new guy in town and everybody should be falling in line. What was so interesting about the uncle? Tim's into the uncle. He started systematically going through all of his family members his closest contact his nephews and other people who are close to him and that really revealed the network of cronyism and nepotism has ceased into or has been a part of North Korean system. For so long. Tim had elaborate six thousand word or thousands of words of y Chung. Some tech was so terrible. He was anti-socialist. He was human scum. He was worth less for dog. He tried to foment cool. He was anti North Korea. There was this litany of charges against him to show that he was outside of the bounds of what was acceptable and his half-brother again was part of the pruning of the family tree in best when he was killed in Malaysia at the airport in Kuala Lumpur and doing it in such a spectacular way. That was a message to the outside world. How brutal he can be that he needs business but also internally they even outside the geographic boundaries of North Korea will find you and got you yeah striking. I was noticing the fascination with Western movies that his father and to some extent the whole North Korean elite perhaps has had makes you think of the Godfather where it's as if Kim Jong Il wanted to make sure none of us thought he was sprayed and if there was any doubt that looked a little funny he was much more like Michael Corleone maybe even on steroids he was like Frago. But it's striking and also throughout this period as you document. The North Korean military is improving and that was a top priority for Cam. And of the I think now six nuclear tests the North Korea's conducted. I believe for our on Kim. Jon loons watches that right also. Three long range ICBM which could but the United States at risk from a nuclear tips long range. Missile in theory one more thing you say in the book is that Kim was willing to accept failure if a test went awry or something didn't work out. I don't know what he did to the unlucky scientists who are associated with that test but he was willing to admit to the world has failed and just go back to the drawing board and make sure it worked the next time so there was a little bit more of a Western sense maybe a Swiss sense of precision if it didn't work the first time let's get it right the next time rather than pretend that we're just living in this. Potemkin village that an important seem as well here the modernization of the North Korean military on his watch right and that's part of his style to which is transparency in that when something fails he says something failed whereas before Kim Jong Il's used to sweep failures under the rug or just not acknowledge it but Kim is much more transparent than many ways. "In some twitter plaudits to a guy who runs death camps in stars country that's a bad thing and i think trump should be criticized for that if when he does that kim jong hoon is not your bff all right let's talk about some healthcare news last week the trump administration's justice department said it would no longer defend the affordable care act in court specifically the part of the law that protects up to one hundred and thirty million americans with pre existing conditions from being denied coverage by insurance companies the justice department took the position as part of a case in which texas and nineteen other conservative attorney general attorneys general challenging the affordable care act is unconstitutional we're going to talk about what an unusual and dramatic step this is by the justice department with our guest don really whose job it was to defend the aca to the supreme court when he was a bama solicitor general but i thought you and i should talk about sort of the political aspects of this story i first of all just another example of how unbelievably awful just jeff sessions is turning general there was this decision that happened came out on thursday night today on monday jeff sessions by the way also decided that the united states will no longer grant asylum to victims of domestic violence or gang violence that those will no longer be categories by which we look to people coming here from other countries fleeing violence and say we will grant you asylum which is just beyond despicable to me and we should just take a second to talk about that before we get back to the healthcare thing it is it runs so counter to who we as americans at least thought we were prior to this moment that it is it is sickening and i think it is a reminder and i don't wanna get overly dark here.

"That status obviously matters from them but we also shouldn't understate other parts of it nor overstate status because kim jong un in a weird way like trump is transactional he wants concrete things as it as father his grandfather so status is one thing you know being photographed with american president is one thing but they have also wanted in a very literal tangible way money help with reactors help with their power plants relax asian of sanctions and they haven't gotten any of that so when you talk about what the us may have lost what kim jong we may have already gotten he did not get in fundamentally what is country really needs which is the sanctions the trump administration put onto his country are ravaging they're really really hard sanctions and they're staying in place there's no reason to think that because the summit fell off suddenly europe is gonna try to rush and invest in in north korea so there's a lot here that trump is not getting also a lot here that kim jong hoon is not getting i think kind of as looking head to what the fallout from this is it's sort of that issue that transactional issue where neither side really got what it wanted that to me is sort of the the biggest takeaway i'm not sure i buy that i don't know if kim i am sure he would have loved to get relaxed asian from recently imposed un sanctions i don't think he ever expected to get that out of it and again at this point except that his father had an has his grandfather had so like in the past when they've talked seriously with us the us had relax anxious and hit talked about giving them financial aid and had talked about building reactors so they've in the past come with asks that were specific and gotten them from the us right will more accurately they've gotten food aid and are very specific set of things as you were saying but not wide scale relaxation of the international sanctions regime nor is there evidence in this specific case in those other cases there is a cycle provocations there was north korea will do one thing provocative than exchange for walking down from whatever latest threat is or whatever confrontation it had incited it would agree it.
