Carl Belle was enjoying fireworks in his neighborhood on the Fourth of July. Just today, he learned that night a baby girl was killed by a pit bull at a neighbor's party just behind his house. A lot of dogs get out around here, and I mean that's outside. But in someone's house, I mean, it's like It's their responsibility to take care of their dogs.
