Let me give the example of Cameroon. I was just there in south west of the country, the southern and western anglophone parts of Cameroon there is armed conflict. Nobody's talking about. There is no humanitarian program commensurate to the scale of the suffering, but there are hundreds of torch villages, and there is now between four and five. Five hundred thousand people displaced in the anglophone part of Cameroon apart from conflict, extreme weather events are natural disasters. Also, responsible for people fleeing their homes, some of the worst storms and tropical cyclones were in China, India, and the Philippines, and our seas internal displacement monitoring centre said with ten million people displaced in those three countries alone in many countries conflict and natural disasters combined to create mass population shifts, not least in Afghanistan where drought has triggered more displacement than armed conflict. "Hundred to try and prevent our border for being overwhelmed by these caravans that have been traveling through Mexico. We're now told that the process of removing those troops from the border has begun and that should be completed by December the fifteenth. But I am curious since we have the expertise of retired army Brigadier General, Anthony tainted this evening. Your thoughts about this. Obviously, it is not considered a violation of posse. Comitatus the use of of the US military for domestic law enforcement. But quite literally the the prime function of the military to repel an invasion, your thoughts. Yeah. I thought it was I think it's a good use of our our our military. What a lot of people don't realize is there's been a joint task force on the border of Mexico for many years, you know, at least ten fifteen years. There's a joint task force it operates down there. And they they have helicopters intelligence sensors, and they and they help they communicate directly with the actual law enforcement on the ground that can do the apprehension, and they you know, it's a big border. And so the military has a lot of capability with unmanned aerial vehicles of sensors, hyper spectral types of things where we can pick up movement, and you know, before it gets to the border. So that the law enforcement can be there when they crossed the border, and and that's I think one of the biggest things that the military can do and there's a lot of logistical things. They can do as well to help the law enforcement be more robust. Law enforcement is not typically outfitted with logistics such a big logistics trains, like the like the army can do so law law enforcement can be the tip of the spear and the army can be and support. In other words, what are the major objections lodge? By a number of people have been that the military is not trained for this. I gather from what you just said that. In fact, they are one hundred percent within the scope of the military mission, which is their functions. There are reconnaissance and command and control and reporting and logistics, and those are quintessential military functions. What he's six six five O, JIMBO our number one, eight six six five zero five four six two six how? Ready? Are we today militarily in terms of troops equipment ships planes? You name it. I I think we're very ready, and it's. We we've had a little bit of a break from the major regional contingencies that we've been fighting in Iraq and Afghanistan, we have been fighting with. Probably about fifteen thousand troops and Afghan. That's that's a little bit less than an army division one army division. And and then something less than that in Syria. I think I'm, you know, I'm really glad that this administration does not give out exact numbers of troops deployed in nor nor their mission in that kind of thing. It used to be very frustrating to me that we're getting ready to deploy with x number of troops to why area to conduct Z mission. And and it was a tipping the hand to the enemy, and they would either wait us out or or know exactly where we're going to be. So the one the one thing when you're in such a rapid combat cycle likely word of kind of from four to twelve. Until we pulled out of Iraq is you're on this constant employer. Either training to deploy deployer you're in combat and and what happens is you lose a little bit of your skill there. We've had enough of a breather. Now that we're in a solid rotation. Like the matrix logs. It's consistent. I'm not gonna lose any sleep over it. I I guess I'm just not not philosophical enough. What about you? The real question is Elon Musk artificial intelligence, or is he a human think somebody draw some blood from him. But that's an excellent question that, you know, I I've seen where muskets talked about evolution and how we've gone from pong to massive online gaming, and and twenty years, and at that rate when you think of Moore's law, and all of that, you know, if we're not an assimilation now, then, you know, potentially we could be being one and a thousand years so to speak and at at the evolutionary rate of technology of know, this is one of the things that that must talks about. And and I. Can see where and that's you know, dark winter sorta takes on that that premise that. We are moving into this computer optimized life where warfares part of life and the computers they algorithms. They control the rate of advancement the rate of fire and all of that. So yeah, I think that's a great question duty doodoo duty doodoo if you will. We're going to take a break and be back in just a minute..

"A AM of native American Fifty-six-year-old Sazor say Yok, a registered Republican who has had at least ten arrest over the past fifteen years and joining us now is Thomas Ruskin NYPD retired detective investigator and former NYPD detective Thomas Ruskin. Welcome again to the Bill Cunningham show Thomas. How are you? Hey Bill could afternoon. Let's talk about from the NYPD or the joint terrorism task force perspective. How did the FBI find this guy? Well, was the NYPD in the JT f which is the largest joint task force of FBI agents, NYPD and state troopers in the country. What they did is they sound DNA evidence. We knew once the bombs were not exploded that some very valuable evidence would come off of those bombs. And from what I'm understanding is some of it was DNA and other forensic evidence came off the unexploded packages and was able to be tied to sack based on his previous arrests in his DNA system isn't true that if someone to put together twelve to fifteen so-called bombs that weren't I guess they weren't meant to explode. They were meant to spread terror, which of course, they did. But if someone would put those together, whether it's shed D N A fingerprints, saliva on the stamps or fiber. The odds of somebody putting together that many bombs that well would be almost impossible unless you have great expertise, really. Because nowadays with the advent of the internet. They put together. Different components to tell you how to put together a bomb on the internet, and it's allowed because it's our freedom of speech. What happened here? We're not sure yet if these bombs just didn't explode because he wasn't sophisticated enough to put them together exactly correctly. Or if they had the proper components. We don't know that as of yet. We'll find that out in the information. That's probably filed in federal court later this afternoon. Is it amazing? The all these events began Tuesday morning here. We are Friday morning. It's like seventy two hours within seventy two hours of a needle in a haystack. They located them if they got the DNA, whether it was stamps, or whether it was fiber or whether it was pulled hairs or or other other residue. How long would it take? If they got let's say he'd lick the stamps, which is possible if he liked the stamps, how long would it take from that point to locating him in plantation, Florida? Would it be hours or days? It would probably be less than twenty four hours to be able to find him. But remember the first package was found Monday at. The Soros residents up in Westchester that package was destroyed though. Because one fourth time, basically deconstructed in the woods. There was the packages that were found thereafter that sorta led to the lead and to say at this point in time, and chances are, you know, it was not off the stamps because nowadays most stamps or sell sticking. It was definitely something in the package that he probably had touched or come into contact with as possible that today when they took him out of the water supply supply place, he was buying more supplies. At the autozone store. Right. He could have been potentially buying more stuff to put together or more sophisticated bombs. What they're looking for. Now. What's important is? We don't know if he acted if Caesar sack acted on his own worrying collusion with other people. And that's what the bureau, and that's what the JT F and the NYPD or doing now they're trying to determine if any other DNA evidence least other people who may have assisted him in sending those bombs, and of course, one of the first things they'll do is. Investigators ask him. Sadie sees Caesar's IOC deal. Let's talk about this. The first thing to do is trying to get them to talk. Correct. That's right. And that's what they're doing. Now. They're sitting down with him with very sophisticated. Experienced investigators trying to have him tell them to tell who he did it with how he got it put the pieces together. So that they know he's telling them the truth, and basically put the unknown pieces of the puzzle together if you have wire in black tape, which appears to be wire and black tape is black tape like masking tape and wires are they sufficiently individualize? So that if you an NYPD has that tape or the wire does that lead necessarily to a store, not no wires and tape wooden? But the PVC the one inch PVC piping with the caps. Anything? You buy nowadays has a bar code on it that bar code is tied to a certain shipment to a certain store. So if it was a a let's say a lumber supply place, I don't want name the lumber supply places in the country and bring them into it. But if you went to a certain lumber supply place and. You were buying PVC piping for legitimate purpose. It has that bar code that they skiing which knows how much to charge you that same bar code ties back to that place. And that's what police have been doing in the last seventy two hours. So if the pi- if the pipe is a bar code that's a negative if the DNA most answer self licking, I haven't left lick to stamp and years. And so I don't think that's what it is. So there's no bar code. And there was no saliva. Tell me again how they got the plantation Florida and autozone store. All right. Let's let's use tape. As an example. You can't tape something with gloves. It's just too cumbersome. So what people end up doing is. They end up taking off the gloves and touching the tape. And pulling me into the tape leaving the portion of your fingerprint on the end of the tape before you wrap it around. Let's say the PVC piping before you put the scotch tape. Across your package to mail your package. Plus, the when you peel the the labels off to put the label on the front your fingerprints could be on the bottom of that label. It would take a real expert to go through this meticulous taping without leaving some residual fingerprint. That would be difficult, isn't it? It'd be almost impossible. I mean, you really would have to be of such a high level fisticuffs. The same way on the opposite side, the bomb squad technicians and the bomb squad experts from the FBI, and the NYPD were able to pull that off of the bombs and to be able to forensically do stuff to the bombs that would indicate who who actually sent it or who was responsible for how long would it take NYPD or JT TTF? If you have a known print say you had a print on on the tape somewhere on the tape. How long would it take from that moment in two identified who did it blessed an hour, and then how long would it take from that point to find him somewhere in the country? Listen. Another less than an hour. Really? So once you have let's say match time in my producer left his fingerprints somewhere in the fingerprint is in the system, and you say, okay, that's that's diamond. How do you find Matt's diamond somewhere in the country? What I would start doing is. I would have my squad start running the licenses indication social media, you know, and and now we're down through computer, and FBI NYPD and law enforcement databases being driver's licenses. Registrations. You could pretty much it down. I mean, unless the person didn't have a driver's license, but everyone has idea now to something. And with the ability of the FBI field offices to send investigators over to that location. Immediately start interviewing parents relatives and friends you could come up with it. Plus you coming up with cellphone records, and you're running with subpoenas to the telephone companies to get telephone records and weird's ping off of remember every single thing that we carry nowadays has some. Kind of trace some kind of record from Alexis to your cell phone. And so the name Caesar, shall I say not like Tom Smith. And so if the name is Cesar Cy Young junior. The odds of finding him within one hour pretty good. And especially when you have criminal records on this. As you said, he has known criminal records around the country from New York to Florida. So I mean, he may even have been on probation for one of these charges. So his parole or probation officer may have known exactly where he is. Plus, he's driving around Florida in a white van with big windows, which CNN sucks signs and also pro Trump literature if someone's going by and I see an older white van with that's what those signs and the windows the guy it's kind of like a red flag that guy's not normal right there. And when your name is Cesar Sayaka, and you have a ten at least ten arrests history. Going back sixteen year for New York to Florida and. And you have a van which leads me to believe he probably has a driver's license. Everett ninety five percent of us are more have a cell phone. So once they find out from the black tape. That's the guy's name. He's in the system where is he located within an hour or two you locate his address, and they probably yesterday or today, a ping didn't said, well, he's not at that address that they scoped it out. He's not there waiting and then as soon as he picks up his cell phone to use it would ping. And that would tell them exactly where he was. So at ten thirty this morning. He's arrested outside an auto parts. Autozone. Store getting more materials to build another bomb. That's how I was. Okay. Well, I wouldn't be surprised if they were on him yesterday. And when I mean by on him, it wouldn't surprise me if they had him as a possible subject or person of interest, and they were surveilling him. Well, we see in the overhead video of this morning from the helicopter shots is the NYPD with a flak jacket. Was there FBI agents were there swat was there? I wouldn't be surprised that they had been following him for a day. The envoy PD. Just doesn't pop up and plant plantation Florida without taking a flight down there sometime in the last twenty four hours the suspects. Reckon coating CNN includes a twenty two threat to bomb and kill judges twenty two threat to bomb. He also previously been charged grand theft fraud battery drug possession steroids. You also had a business put together called native American catering, he fashioned himself to be a native American fifty six years old. And when you're on probation and you threaten to kill a judge. That's not good. That's not good. Well, in this case is good because it led law enforcement to him and before he could hurt or injure or maim someone from what we know that there could be other packages still out there. We don't know that there were two packages supposedly found in possibly a third out in California. Now that hasn't been readily identified as. Of yet. We don't know if there's other packages out there and God forbid, one of these packages, go go off what we have to think is all postal employees around the country who have the is out to try and save you me, and our families and our friends from anyone getting injured in this matter. I don't open packages hardly ever lesson where it's coming from an I'm I'm anticipating it's arrive, and it's not reasonable to assume that behavior he engaged in. What actually result in injury to anybody? Although it might have the more probable result was to spread fear and terror, which I think he's done with the purpose. I imagine if a helping the president, but in reality, it doesn't help the president and may hurt the president. But at this point, God knows whatever it is. But isn't it fair to say he did not reasonably do this with the intent of hurting anyone but simply to spread terror? Well, we don't know that. I mean, we don't know the components of the bomb yet were they? Capable of going off, it appears that it had the component in the bomb to potentially go off. It just may not have had the sophistication to make it go off. We don't know what his intent was. I assume over the next two three days, we will learn that will learn the bombs operable were the bombs was it just his level of sophistication. Or did. He just really send it to your point, which are very good point just to cause terror. But what we do know is the political rhetoric in this country from the right and the left has to tone down. We have to calm it down. We're putting people's lives at risk with nuts like Sayaka. The other thing that happened on Wednesday was sunny person pled guilty to sending a white powder to the Trump children with the intent of spreading terror. And there was a fear by the FBI and NYPD Donald Trump junior who lives in New York, the his wife opened up the envelope and. She had white powder on her. And of course, it was a fair it was rice in or anthrax. But is it true that descend rice in or anthrax through the mail the probability of that causing injury is very small because of the way you have to handle rice in an anthrax, but white powder could be talcum powder. But when she opened it she went through some physical symptoms, and then like shut down an apartment building in New York because of this white powder sent Donald Trump junior and his wife opened the package is that a real fear that someone could actually sent anthrax a rice and through the mail and calls injury. Yes. It's a real concern of most police departments and look most law enforcement agencies. Now, the chance of getting that high quality that would hurt or kill will seriously, injure, someone is difficult. But yes, it's a fear of law enforcement around this country that something like that could be used to cause fear, and or by a terrorist group to basically, you know, the heard a sitting Senator Collins received an envelope to her home in Maine after she voted for Cavanaugh. There was a white powder in that envelope, and the FBI is going through that process of trying to identify the person who sent it. And as you just said Thomas Ruskin retired NYPD that right now from the right and from the left there's not jobs on both sides of the fence, and it would behoove all of us to comet down a little bit. Because there's ten to twenty thousand Americans of a completely different. Character that may be getting messages unintended from Democrats or Republicans at his time to take action against the other party. And we need to calm down. Just a little bit. Correct. I I absolutely great point and law enforcement is here to protect all our citizens. No matter if you're New York sandiego or Cincinnati, Ohio what law why put law enforcement in jeopardy of getting hurt or injured with some of these nuts..
