We'll ask why it matters and where the Pyongyang can be prevented from using it. Also ahead, health professionals in England warned that the government in Westminster may need to reintroduce some measures to tackle COVID-19. We need to take action to reduce the spread of the virus. We've got a very particular problem over this winter and we need to act. And if we don't, I'm afraid we will once again, and we have been here before we will stumble into a crisis. Plus, we'll find out why leaders in Brussels are thinking about reforming the blocks fiscal rules and then our senior correspondent Fernando August will be here two. What have you got today? Talking to the old talk about the international expansion of Brazil's largest streamer global play and of course I'll be tuning in. All that and more ahead here on the briefing with me Tom Edwards. North Korea has confirmed it has successfully tested a new submarine launched ballistic missile state run media claims the missile advanced control guidance technologies, but such tests are in contravention of the UN Security Council resolutions. Let's get the latest now with John everard who served as the UK's ambassador to North Korea between 26 and O 8. Thanks for joining me. Here in the studio, John, always good to see you, particularly in person. Tell us about what we've seen today exactly how significant is this John? It is firstly, it's technically and politically significant. Let's start with the technicals. There's now no doubt that North Korea can launch missiles and submarines. Up until yesterday, there was a kind of question mark over this. People said that they might actually have been cheating them, launching from underwater platforms rather than life submarines, but I don't think anybody believes that anymore. And the new missile, the North Koreans claim is the smart in the military sense. It can skip it can glide. It can do all kinds of things that would help it to avoid defenses. There is no way of corroborating this in the moment, but again, nobody so far seems inclined to doubt what North Koreans are saying. So a big technical advance. Politically, of course, the North Koreans are responding to South Korea, South Korea, just a couple of weeks ago, launched its own submarine launch ballistic missile, and the North Koreans are saying we can do it too and ours is bigger and better. Or that's what I was going to ask you about what the objective or the aspiration is here and it's hard not to lapse into just second guessing. But can we make sense of what they were hoping to achieve the North Koreans with this? Is it about a tit for tat a response to South Korea? Is it a bit of saber rattling muscle flexing call it what you will? Or is it about doubling down and recommitting to developing specific technologies, which basically give them greater clout in this region where we know it's very politically turbulent? Certainly they've moved ahead and developed all kinds of technologies yesterday as we've been saying, a submarine launch ballistic missile, a few weeks ago, we had a series of tests of dazzling array of other advanced merger hardware. And yes, this is almost certainly a response to South Korea. The South Korean missile launch rattled the north. The north, in a sense, has had its own way for quite a long time. It's always been the north launching missiles and everybody else going boo Hiss and all of a sudden the sun says two complaint that game. And we of course have massively greater resources than you massively better technology. And if there's going to be an arms race, we're going to win it. And the north has no real answer to that. But at the same time, it's important to see yesterday's launch in a broader political context. Firstly, the north is in deep, deep trouble. It has had to lock us up down against COVID. It is terrified of a COVID outbreak, and a North Korean lockdown is locked down like you've never seen. I mean, we are talking serious lockdown nobody moves nobody comes in, nobody goes out, which has had the effect of bringing North Korea's trade to a virtual standstill, and as North Korea is heavily reliant on imports for fuel for food for all kinds of things. This has meant great hardship, the North Korean leadership has been clearly getting very worried that this is to put it politely playing very badly amongst the populace. They are worried that there might be some kind of negative reaction and possibly even an uprising against them, and they are looking for an out. They desperately need trade, they desperately need aid. So that alongside all these military tests we've been talking about, Kim Jong-un has made imbalance speeches, saying he doesn't actually plan to attack South Korea. It's the first time North Korea said that is important. Also, that careful wording in these speeches suggesting that there are openings if people come to the table with the right kind of negotiating package that North Korea might well now sit down and talk, let's see. We are interesting to be wielding the stick and offering the carrot at the same time. Of course, we have no intention of attacking, but here's our new super effective missile technology. What about the response from others? Of course, this missile was fired into the EC the sea of Japan depending on the semantics. What about Tokyo? Do we know what their response is likely to be? They've described the launch as regrettable, which is Tokyo's standard word for what North Korea does. There will be a United Nations response to the Security Council went into emergency session earlier today and will doubtless produce North Korea, which North Korea also be shrug off North Korea has had repeatedly that it simply doesn't care about these resolutions. It doesn't require them as legitimate, and it believes it has a right to self defense, so that would actually get us anywhere, but you have to go through the soup to keep international law straight and tidy in the face of these continued provocations. The Chinese and the Russians have, as usual, being completely silent, no condemnation hardly a comment. So few conversations from those likely characters, the UN, we know its hands are largely tied. Is there anything meaningful that any other stakeholder John can do, then to try and check the progress of these sorts of ballistic missile developments? We know North Korea is explicitly prohibited from testing nuclear weapons ballistic weapons and so forth, but clearly the development continues under pace. Are there any other sticks that can be wielded by anybody else here? Probably not. I think we're pretty much out of sticks now. But the big North Korean Achilles heel, as I said, just now, is this economy? And I think the best hope for stopping these tests is when the North Korean regime decides that the threat to its continued existence from popular discontent is greater than the threat to its existence from outside attack. Is unclear whether the people at the top in North Korea really believe that they are under threat of attack. The degree of paranoia in North Korea such is quite possible that they do, although nobody has any intention of attacking North Korea. But if North Korea is forced into a choice between the welfare of its people and the continued development of these weapons, and if there is even believe that it has to raise the standard of living in North Korea or at least stop it falling to preserve its own skin, then and only then, do we have a chance that these tests might stop. And just briefly on that exact point then John, ultimately, is it one man? Is it the figurehead who makes that call who has to strike that balance between the interests of the people and the ongoing development of these weapons? Because I guess a cynic from up without might say, well, he's made it pretty clear that it's not that fussed about the general state and health of his populous. Ultimately, we'll be one man's decision. No, it won't be one that Kim Jong-un probably doesn't make decisions like this alone. He probably consult quite closely with a kind of a kitchen cabinet. I thought it was extremely effective as a state of the union speech because the president was using Individuals in the audience and checking off all the boxes of his accomplishments. The last four years. What was striking mostly, of course, was that the the people were in good spirits. Now I'm watching it on a video while I'm doing my show. So you were there Did I see correctly that people were cheerful? And that the president enjoyed himself on the stage. John. I thought that the president had a great job of explaining what it is that he's done because he's done so much yet the media and the social media companies have been carrying these democratic false narratives. About him that it's always about tweets and mean. And, you know, nobody ever gets the true story of what really happened, Which is why you still have half the people. United States think that Trump did something with Russia, even though as we talking last segment It's the opposite. So you know trump that the president had to take this week through the whole convention to remind people the American people of what his administration has accomplished. And that is, despite all the non stop attacks that he's had to confront and deal with, I think an unprecedented Level of attacks for any president, especially considering that you know that we were in a time of peace, and but you wouldn't know it by the people that are out there frothing at the mouth about everything apologising for everything. That's that's Americans. I've never I've never really seen anything quite like this. I mean, of course, I'm used to it out here in California. But the president did a tour de force and if you really look at it, then the mouth that he's accomplished. Is quite amazing, because his willingness to say Look, I'm not a swamp creature. I'm a business guy. You may not like the way I say things You may not like the way I tell you things, but Just because you've done things last 47 years they like using that term 47 years. That wasn't enough. You had to do the double bird. Right in the lady who must have been in our early eighties, right in her face. I didn't see the threats to Senator Paul. I did see that surrounded by police. It was alarming, and you say that it was at all the exits last night so that that drama took place after the president's remarks. Yeah, actually going in. There was a little bit of it, but definitely going out. Every exit was covered. So every member of Congress was threatened. Ah, lot of, you know, kind of the celebrities that are around your professional athletes that were there. They got yelled at and threatened. I mean, every member of Congress and Senator that was there got yelled at and threaten, you know, just just bizarre, Just stalking and harassment for you know, it's yours if you believe in that diary is if you believe in the First Amendment Then Republicans and the president, you know, we should get our opportunity to express ourselves at our national convention. There's nothing wrong with protest in if you want to protest, you know, somewhere near by the White House. That's totally fine. That's acceptable. But when you're blocking the exits and interest is and coming up with projectiles and threatening, flipping people off cussing at them. No, That's not the America that I want for my for my Children on grandchildren, John. I know you don't want that, either, But we're getting a strong dose of it, which hopefully, the American people are slowly waking up here. And that's not what's happening across this country that's leading to riding and looting and corrupt the district attorney's and it's just It's a total mess and an embarrassment. Thank you very much for having me in the show. So tell me. How is your hospital currently handling this search? I mean, were you at all prepared for these numbers? I mean, we didn't expect this Theresa rapidly increasing number of cases. So, Yeah, we're preparing in the sense like we're trying to change some awful word Eisie use that would not being used because of it. Now we will be transported to probably unit so it's not like we had 100 beds ready to be useful covered patient is we have to move this patients that were not called patients to a different facility so we can accommodate More patients. So as you were moving patients around to different I seeyou units to free up beds. I mean, are you confident at this point that you will have enough beds and enough train staff for those beds to handle? This new influx of patients. I am really worried. We continue to see the influx we've seen in the last few days. We're going to reach our capacity by the end of the week. Wow. So what kind of help would you like to see from either the state government or the federal government at this point to help you with that capacity, the things that we've seen right now, which one issue is the stuff, especially nurses are here on day are just for now. So we are getting 100 nurses. Hopefully in the next week, we already got a stereo. Of those 100 nurses. We are going to need more nurses for sure. For the physicians. What we're trying to do is following similar Morris that in New York, meaning that beginning more help for more clicks like dermatologist urologist on or colleagues, I'd actually come into the hospital. I'm trying to help out And then and then you know is that the convention center in Miami Beach is now there has hospital bits. So I think we were transferring patients soon.
