The bank teller said a man came in looking to move a large amount of money out of the country. He was going to give him the wiring information. All that after that person had been into the bank. This alert went out and in the bank or saw the picture of roof. Was that guy that was in here. John taylor held onto the man's address in oklahoma so berry and his partner rob flew out to check on the lease at you know we fall at him and he went into the store and rob and i went into the store with both walked into the store. And and you know listen the guy talk and then we confronted him afterwards. We're like this isn't this isn't him. And we started talking guy ended up being from detroit and told us about his background. A we verified at all. We checked it all out. There were other tips that came in some easily dispensed with like a prison snitch. Who swore he knew roofs whereabouts. He was lying and a man and florida who was just craving attention but some lead seemed more tantalizing like a private investigator working for the banks. Who told the marshalls. He had placed rufo at a casino in the dominican republic apparently flanked by two sex workers. They sent deputies after that lead but found instead a canadian man whose credentials checked out where way back there but that guy eating the hot dog at the dodger game at one was different. It took only one look at the footage to see that this man did very much resemble rufo but who was he. Deputy pat valdemar walked me through the steps. He took to try an unwind. The mystery so i called it up. Stir and The tester say a family member so someone who would not only be familiar with the case but very familiar with how john looks not someone just looking at a picture and comparing it with another picture but someone who spent time with job did he say maybe this john rufo or how certain was this person who is watching the the ball game. He was pretty certain at the same time. Pat sent the video footage to the us marshals facial recognition team to study against images. They already had of the fugitive. So while i'm doing my leg work that's also happening at the same time. So that saw the next move is to go to dodger. Stadium and talk to the security dr security staff and Figure out a way to find the exact seat. And i spoke with one of the managers there and we walked onto the field and Just he met with michelle derringer. She works full time for the baseball club. Solving all sorts of risk and security issues. i called her to ask about the day. The marshalls reached out. So where do you start with something like that. They have this image. They say we think this could be our guy. We've been looking for him for years. And here's this guy sitting in a seat behind home plate at the dodger game right so we're able to track that exact seat location. And then what do you do next. So normally you would take that seat as well as other seats adjoining on each side may be in front or in back but usually it's if you look at. There's i believe four people in that area that we're all talking to one. Another are seem to have been together will then take if we can usually were able to track back and identify who purchased those tickets If they were derringer provided the marshalls with a name the president of a large equipment company based in l. a. Who had bought seats for more than one hundred games each season and not just any seats the seats and i'll have the information about the tech is got companies. Got money But does he know. John rueful the scene or the john roof was a fugitive so i can't just approach him and say. Hey you bought the stake. It's who's this guy. What stops you from just immediately going to him. The what's the risk. While the risk is if he has a close relationship with rueful and hit tips him off gotta slow down sometimes and take a breath and say okay. This person bought the ticket. And i gotta dumas background. The who this person is hat pulled together. A team to conduct surveillance on the man's house. They waited and they watched. This was a rich person. You rich neighborhoods so big house. You can easily have a from so we surveillance Talked to some neighbors. Make sure that they have not seen Someone resembling john john rueful. We have wanted posters on the case once he was comfortable that the man had no ties to rufo he knocked on the door and this is where things started getting tricky. The man had sold some of his tickets and given away others to his best customers had had him look back through his calendar. It looked like the seats went to a top client. The owner of an electrical company so pat branched out his efforts again. Only this owner had done the same thing given his tickets away. So this cases is is snowball. Line a little bit. You're you've now got a bunch of names to chase. What do you do how do you. How do you tackle that You do one at a time. A just as he did he heard back from the agency's facial recognition team facial recognition. Technology is an exactly as it appears on popular tv shows with computers sifting through images from surveillance cameras and landing on a match in this case the suspect at age twenty years since his last photo so the chances of finding a perfect match were slim. He pleaded guilty to nine. Hundred hundred ninety eight and got a seventeen year prison sentence. But how does somebody like that simply. Just walk away and disappear. After his sentencing he was being remanded into custody handcuffs placed on him and he is being walked to jail. That's it but something happens and the judge says a hold on just a minute. The judge like so many others had before him decided to trust john rufo and with the family homes as collateral. He agreed to let them remain free until the day came for rufo to report to prison. And so he he got away with it that weighs on the heart of these investigators. Doesn't it one of the things that you do get a real window into is just how hard it is to be on a case like this and not just the the marshals who are on the case now but we talked to the marshals who had control of this case. Some of these guys are retired and they never forget. This is the one that got away they know all the detail of what the marshalls are doing. Even now because they don't wanna go to their grave. Actually as i was kind of pulling into the parking lot at about nine fifteen is pretty easy to identify individual which this tip was about. Did he look like roof food. You he does. He's the same. He's the same height and we have our capabilities of advanced. When we're out in know when we're out in the field out on the street we can obtain driver's license photos on our phones. Depending on state so I always able to identify the individual saw where he parked and based off vehicle information Was able to identify him and so we do. So we know the individual is from new york. "Matthew mosque a senior investigative reporter at abc. I started looking into this story last year. I'm outside the powell. federal courthouse in downtown richmond. It's an old imposing building made of italian stone with a distinctive red tile roof. The courthouse sits in the shadow of the gleaming. Virginia state capital. It was here in one thousand nine hundred eighty eight then rumpled new yorker just five foot four pleaded guilty to a raft federal charges. And it was here where a uniform. Us marshall stood ready to put him in handcuffs. So what's your name kevin trillium. Okay so how do you fit in all heaven. You start your at the very beginning. I am the beginning of all. I'm the beginning of. And then i started. Trillion is retired now but he still retains disarming charm. He's honed it over years of calmly leading stunned defendants off to prison. He remembers seeing john rufo trembling in his seat waiting for a judge to hand down his sentence. He was shaking at that point because he didn't think at that day he was going to go to jail and at that castilian took me inside to see where it all took place. So in the courtroom that day we had the government and all of their case agents sitting to the right to the left was defended giambra info. That day judge was on the bench. His client was meek. Computer salesman he was unmemorable. He wore chunky rimmed glasses and some compared him to the sitcom sidekick george costanza. Who are you george costanza. The opposite of every guy. You've met john. Rufo pleaded guilty for his part in what was then one of the biggest bank fraud cases in history an elaborate scheme in which he and a partner stole three hundred and fifty million dollars. He was forty four at the time and the crime seemed well beyond the imagination of someone who looked so ordinary but then again no one really knew rufo. This bank scam would not be the last time. He was underestimated his lawyer. Jeffrey lichtman and i spoke over zoom about that day. You do this long enough. Your brain starts to get a little soft on details that don't matter on the stuff that was amazing. I can remember this case like it was yesterday which was funny when i read your email. Simple note whatever you can remember dude. I remember the color tie wearing. He remembers what rufo looked like shrinking in his seat as he awaited his sentence. It was a computer. He was the guy that count comes to your office when your computer rates. I mean he had a mustache. She was happy said he was short. Balding by usually with these computer nerds the come to your office. We spend a few minutes with them and actually speak to them. You find that. They're actually really smart and really interesting. Funny and John was not funny or interesting. That day i can tell you that i liked him. He was good natured and there was something roguish about him despite his nerd of visage. Because look what he had done and it was like this really alcee something. You'd never expect from it. I don't look like that now. that morning. Lichtman and his client had flown down to richmond from new york for the sentencing hearing. He should have been rufo's final hours of freedom because whatever sense he got it was customary for the defendant to be remanded to custody right than in there. But that's not what happened so now the good stuff We go down to virginia now. This this part i remember. Well i made what. I considered to be a pretty impassioned plea basically saying you're putting the government's asking for ridiculous amount of time. His client was facing a stiff sentence up to twenty five years for what was a massive bank fraud. I said you know. What are you going to give the rapists. What are you going to give a killer so we had a very tough judge who i liked instantly like it was solid of a my cousin. Vinny moment my cousin vinny you know the fish out of water comedy with the hard bitten new yorker trying to argue before a genteel southern judge to to utes to what. Oh what was that word. What were to. What what. I had gone to school south for seven years but you know certain people that go to school in the south for seven years south does not stick the never stopped to make. This judge was rough. The sentence imposed seventeen years for john. Rufo this is a guy who was not very healthy was not in great shape and who's not really cut out of britain and they're pulling him out of the courtroom and his head is down. He's got sick animal. Kevin trevelyan was the marshall on duty that day his job to put handcuffs on rufo and take him into custody. Put him in. Handcuffs in a hit was walking him out of the courtroom. And all of a sudden. I heard in judge williams. Very distinct voice. Hold on marcia. Kevin so i stopped. I turn around. Attorney started arguing arguing and it was and he said well take the handcuffs off of them. So i took the handcuffs off of lichtman beseeched the judge to allow his client to stay out on bail rufo and already been out on ten million dollars bail for over a year. His family back in new york had put up all of their homes as collateral. Trevelyan remembers the judge pondering this and then turning to rufo and then judge agreed and said as long as you promised to report and jam i said yes and data hundred percent. I will be there. The judge like so many others had before him decided to trust john rufo and with the family homes as collateral. He agreed to let them remain free until the day came for rufo to report to prison as for lichtman he still remembers leaving court with rufo. They had a flight to catch from richmond. Back to new york john and way to the airport and i remember tiny john in the car. This is the kind of things thirty-three-year-old lawyer sometimes should keep things to yourself and you know save what's in your in your drain. I said boy. I'm sure i have no idea how to get back to the airport. We both my one person still stunned. By the court's decision is the woman who had been rufo's wife for twenty six years. Linda even the marshals told me that it's almost unheard of that. A person would be sentenced to that lengthy sentence and be allowed to turn themselves in alone knowing what a high risk. He was a flight risk. I recently drove to linda's home on staten island. Over the past year we've had a series of conversations about rufus case. She was at the door with her daughter. Natalie and their dog martha when i pulled in this guy. Linda small woman with dark hair. And as you'll hear. She still carries the accent from the old neighborhood in the outer boroughs of new york. Even though she's remarried and has a teenage daughter she still gets emotional talking about her first husband. I didn't want to go on. I didn't want to face everything.
