Joining me now to discuss SB seven and what's happening with voting rights at the federal level is Congressman Colin Allred, who represents Texas is 32nd congressional district. Well, you'll have a lot of district's congressman already welcome back to the show. Thanks so much for having me now I'm gonna just start with the pressure that this potentially puts on the work of the federal Congress on Monday. Erin's Wiener, a state rep in Texas tweeted We did our part to stop SB seven. Now we need Congress to do their part by passing H R one. And the John Lewis Voting Rights Act. Can you respond to Erin's tweet here? You know, she's absolutely right. And you know, the house has acted. We passed HR one. The for the People Act, which would set national standards for our democracy around early voting butter registration. And vote by mail, but also would end partisan gerrymandering in congressional districts, which is extremely important when we think about 2024 a challenge to the presidential election there And we will soon take up HR. Four of the John Lewis Voting Rights Act in the House to restore the elements of the Voting Rights Act that was struck down by the Supreme Court in 2013. The question, of course, is what is the Senate going to do? And that has been the hurdle for sometime on enormous amounts of important legislation because of the supermajority requirement in the Senate that I personally think that Certainly needs to be modified in the case of voting rights. So you point to what has been called the kill switch in the Senate that all of this sort of action can be moving. But without this supermajority, you can't move any of this legislative action through the U. S. Senate. And you also point to the Shelby V holder, decision and 2013, because Obviously, before that your your state level colleagues in Texas would not have had to walk out because it would have been a pre clearance requirement for any of these new voting regulations that are contained in SB seven. Do you think that SB seven could have gotten through pre clearance in a pre 2013 world? It's really good question because we did have quite a few. The owner is voter restrictions pass in Texas that did get through pre clearance. But I think some of the more egregious aspects of this would not if, for example, moving the Sunday early voting period from you know, starting in the morning to one p.m.. And going to nine at night so that you can avoid or not allow folks to go vote after they go to church, obviously aimed at souls to the polls really explicit, you know, aspects of the bill like that, I don't think would But pre clearance is not appendices. It doesn't fix everything. And we have to be very clear about that. The Voting rights act is extremely important. And I was the voting rights lawyer. I litigated under Section two. The voting Rights Act. We're talking about restoring the coverage formula here and getting back into pre clearance. But what we need now is an affirmative expansion of voting rights. Which is what HR one before the people like does Those in concert can protect the right to vote, but either one of them on their own is likely. Not enough. Congressman says You were sort of reflecting on why this moment is so important. You point to the 2024 beyond and it's hard to imagine. A Democratic party at the federal or national level that doesn't rest on a changing Texas. Have you heard much from the administration from the Biden administration about how they might respond to this moment? Well, certainly I've been in touch with them. And you know, this is a huge concern. I know of theirs, and I think that President Biden Gave, you know very powerful speech. Until so, the other day about the need for that now, obviously, you know, is assigning Vice President Kamila Harris to try and address voting rights. But it is true that Texas has enormous, enormous role to play and the future of American politics one of the biggest states in the electoral college, and we are now becoming extremely close state at the statewide level. You know, President Biden lost by about 5.5 points at statewide level, You know these results that air getting similar to where Georgia was before it flipped. I think Republicans have certainly aware of that as well. So your point about the pickup of seats. Of course, you know that happens because of the population growth, which we know demographically is primarily from folks of color and often also from young people there in Texas. And yet the district's might be drawn a ways that don't necessarily empower exactly those folks. We've been talking about voting. But what about the redistricting process as well? So much of what's happening in our state Legislature right now is about gerrymandering and redistricting, understanding that they themselves and their state legislative districts are going to get safer districts drawn for them. Going forward. That's why you've had partly why would have had such an extreme session in the Texas Legislature, But we're talking about the next midterm election here. No Republicans nationally think that they will retake the house, not because they're gonna get more votes. I think I'm gonna retake the house just by drawing the lines in states like Florida and Texas that have a lot of district's but with full Republican control over the drawing of those district's You know, in a lot of democratic states, they have chosen to go to these independent commissions that draw the district's based on communities, keeping those communities and tanked and allowing for real representation. The Democrats in most of the states we control are not able to Jerry Mander ourselves. But there will be some. I personally don't think there should be any Jerry Mander. I don't think that politicians should pick their voters. I think voters should pick their politicians. That's why I've been such a big proponent of the aspect of HR one that requires all states to form one of these independent commissions for the drawing of their congressional districts, and unfortunately for us in Congress, that's the only thing that we can mandate under the Constitution. We can't reach in. With this bill into the state legislative district drawing, but it's incredibly important because what we're talking about here is whether not gonna have a decade of the will of the people in the United States being reflected in the House of Representatives. That wasn't really reflected in the last decade, where Democrats often did get more votes in the House, but did not control the House for most of that decade. That shouldn't be the case going forward. It's a real recipe for gridlock and for folks being frustrated and also loss of confidence in our system. Congressman Calling already represents Texas is.

"Congressman John Robert Louis was born in Troy Alabama on February twenty first nineteen, forty, two sharecroppers, Willie Mae, and Eddie Lewis. He is known for telling the story of preaching chickens at the boy from troy as he was nicknamed went on to become revered world leader and fearless advocate for voting rights organizing sit ins in. Nashville in nineteen sixty and becoming one of the original freedom writers Mr Lewis joined the Movement for civil rights and never looked back. As the chairman of snake he served as the youngest speaker at the march on Washington in nineteen, sixty three. In nineteen, sixty, five alongside reverend hosea, Williams Congressman Lewis led a march for voting rights across the Edmund Pettus Bridge in Selma Alabama where he endured violent attacks by state troopers and vigilantes. Mr. Lewis fell to the ground with a fractured skull and five months later, president Lyndon B, Johnson signed the voting rights act of nineteen, sixty five until now. On the other side of that bridge Mr Lewis marched on into a life in career of activism and public service. He lost his first attempt at running for Congress in nineteen seventy seven was appointed the same year by President Jimmy Carter to the Director of action a Federal Agency for volunteerism. He then won a seat on the Atlantic City Council in nineteen eighty one and five years later ran for Congress in one. So much of the conversation about congressman, John. Lewis has been about his activism, but he stood on so many legislative accomplishments including sponsoring or co sponsoring more than eleven hundred bills. One of the most notable bills gave us the National Museum of African American History and culture in two thousand three. He served as a subcommittee chair for oversight for the prestigious ways and means. Committee, and after the retirement of Congressman John Conyers. became the dean of the Congressional. Black Caucus in twenty nineteen, he presided over the House floor as Congress passed hr four. Since his passing the bill was renamed the John Lewis Voting Rights Act which was adopted by unanimous consent. Before being admitted to the hospital, MR? Lewis stood in the heart of Black Lives Matter Plaza. He took his last breath on July seventeenth twenty twenty. But his legacy lives on in all of us. We begin this John Lewis. And so just talk a little bit about some of your work with Mr Lewis on those issues. Shore. Is Truly an honor to be here with my. Warrior colleagues and friends and loved ones in the movement. Especially on today Angela. I think probably all of us were in tears watching Mr Lewis Funeral you know twenty thirteen is you mentioned that United States Supreme Court gutted the heart of the voting rights act in a devastating decision the shelby county versus holder decision. That really took away the longstanding tool of one of the most effective pieces of federal legislation in our nation's history in the voting rights act. That quired states with long histories of racial discrimination in voting to pre clear with the United States Justice Department changes made at the local level for election practices that had racially discriminatory impact. And the removal of that tool within hours of that decision coming down for the United. States. Court states like, North Carolina Texas enacted, Monster? Voter. Laws doing everything from. Putting forth restrictive voting laws cutting back early voting same day registration. And it took years to litigate and to hamlet the Justice Department did working with advocates and activists in all states. Where so years for federal courts in a place like North Carolina finally say that the State legislators North Carolina had enacted there. Monster Voter Suppression Law would such surgical precision to disenfranchise African Americans and meanwhile countless elections had taken place but Mr Lewis of legacy was that in the face of this overwhelmingly bad decision for voting rights he immediately. Went to action, which is always his way was never in a would not allow despair to hold him back inside we need to do everything we can restore it in went to work with legislative partners in the Congressional Black Caucus to put forth a bill immediately to restore it on every prior reauthorization of the voting. Rights. Act angelides always been done under. The Watch of Republican president and at least one house of Congress being Republican the unfortunate thing is after this decision, the really has not been bipartisan support and but Mr Lewis Year after year would stand at the podium introduced the law in say or in it for the long haul I've been there before I almost lost my life fighting for this law. In one, thousand, nine, sixty five, and we will persevere to us and we've got to keep our eye on the prize and we're not gonNA. Let go until the day that the bill becomes law. So in this moment. On where we're seeing a lot of performance morning by Senate Republicans who obstructed day after day everything that he has stood for and fought for with his life. It is time not only for us to restore the voting rights act passed the voting rights advancement act but to do everything else that we can to ensure open voting and go beyond it as President Obama said today won't be enough to rest and return to the status quo.
